Proposal to create Maharlika Wealth Fund: yes or no?

House Speaker Martin G. Romualdez on November 28, 2022, filed House Bill No. 6398 or “an act establishing the Maharlika Investment Fund, providing for the management, investment, and use of the proceeds of the fund, appropriating funds thereof and other purposes’.

The measure, co-authored by Romualdez’s wife Tingog Sinirangan party-list Representative Yedda Romualdez of, his nephew Ilocos Norte 1st District Representative Sandro Marcos, Zamboanga City 2nd District Representative Manny Dalipe, Marikina City 2nd District Representative Stella Quimbo and Tingog Sinirangan party-list Representative Jude Acidre, seeks to establish a sovereign wealth fund that would generate revenues for government using contributions from state pension funds of the Government Service Insurance System (GSIS) Social Security System (SSS) and funds from the Land Bank of the Philippines (LBP) and the Development Bank of the Philippines (DBP) as initial investment.

"Sovereign wealth funds are state-owned investment funds typically financed by a country’s surplus revenues or reserves. Governments invest these funds in an array of both real and financial assets to stabilize national budgets, create savings for their citizens, or promote economic development,” Romualdez said.

Finance Secretary Benjamin Diokno has revealed that President Bongbong Marcos completely supports MWF where the latter will reportedly serve as chairman of the board.

The younger Marcos on Monday defended the P275 billion Maharlika Wealth Fund (MWF) pointing out that “it’s not a new idea” and has been looked into during the administration of then President Rodrigo Roa Duterte.

Similar bills were also filed by then Senator Bam Aquino and Senator JV Ejercito in 2016, he pointed out.

MWF quickly scorched the social media landscape resulting in an intense backlash across various sectors including loud howls from some members of Congress.

Even the president's own sister, Senator Imee Marcos, had reservations about MWF.

“Retirement funds should be zero risk. Their values are depleting due to inflation and rising prices, and yet these will be placed elsewhere?” she said on December 2, 2022. “Is now the right time to invest? It’s quite high-risk as the global economy is so bad.”

Citizens opposing the bill have started a ‘‘Hands off our SSS and GSIS contributions, NO TO House Bill 6398!’ petition via change.org generating more than 24,000 signatures as of this posting.
