Was it a work?
I see a lot of comments on IWC pages saying two things.
The first is that Rock vs Reigns is such a big draw that Cody (who they also insist is boring and generally disliked) should take the lesser title to make it happen.
The second, now that WWE has been handing out pro Cody signs at Raw, is that this was the plan all along, that Rock was never going through with it, and this was just a way to hype up Cody while distracting from the Vincesuit.
As far as the first goes, OF COURSE Rock is a bigger draw. But among whom? Those very same comment sections are full of people who haven't followed wrestling in 20 years. They aren't going back to viewership or putting asses in seats for a story that can't go anywhere. Wrestling is a narrative, and the matches themselves a storytelling device. If the Rock reveal happened in a book, or a movie, it would be considered bad storytelling. The narrative structure of the medium is all about buildups and payoffs.
Rock vs Reigns could be an excellent story about a power struggle within the most prolific dynasty we have. But it needs buildup, otherwise there is no payoff. It's why The Godfather doesn't start with killing Fredo. It's why Game of Thrones left almost no cultural footprint after the final season.
isn't just a personal Rhodes thing in this case, it's about the long form narrative that keeps regular viewership, and how those viewers are going to start leaving when they don't get a resolution that makes sense in the story.
As for the second, I merely ask which is more plausible:
WWE engineered a fakeout with Rock, Cody, and Reigns in order to hype people up for a match they already wanted to see at a sold out event that you can watch from home with a free trial. Creative is playing 4D chess and pi***ng everyone off was part of a huge scheme.
OR
Dwayne Johnson, who promised to upset the power balance of the DC universe by refusing to lose to Superman, maybe overestimated his own popularity with today's marks. He thought this was a surefire way to give fans what they always wanted, and now has to pivot when the company realizes that people want stories to make sense.
