Joey Ayala says Ma*****na destroys the credibility of the law

QUEZON CITY – Joey Ayala, Filipino singer-songwriter and medical cannabis advocate, on Monday said that “Ma*****na destroys the credibility of the law”.
Ayala was referring to Republic Act No. 9165, otherwise known as the “Comprehensive Dangerous Drugs Law of 2002”, which prohibits the illegal use, sale and distribution of illegal substances such as Ma*****na.
During the Media Health Forum at Gerry’s Grill in Eton Centris, Quezon Avenue, EDSA, Quezon City on Monday (Nov. 6), Ayala said that the medical cannabis is prescribed as treatment to joint pains.
Ayala added that the last time he took Ma*****na as a muscle relaxant could have even caused his untimely death. He hoped that there was a muscle relaxant such as medical cannabis.
“It’s almost obligatory na maging familiar ka dyan (Ma*****na). It’s adventurous, mas exciting,” he said.
In the 1970’s Ayala was caught by his mother using Ma*****na which his mother termed as “pagkain ng baboy (hogwash)” and his father was then into agriculture who showed him Ma*****na ang advised him to use ma*****na only in their home.
He admitted using Ma*****na out of curiosity but secretly. The damages caused by the opponents of ma*****na discredited the law. It’s freedom to make up your mind whether to use it or not.
“Masarap ang tama ng Ma*****na. Para sa akin, mas masarap ang tama kaysa sa alak. I don’t consider it as an abuse. May tendency sya kasi sedative, where you become passive,” Ayala said.
He tried to use ma*****na for two weeks but he stopped it for good. He learned from his father that it was not a “big deal” to use Ma*****na.
“It’s a relaxant pero kung gagamitin ko sya sa pagperform, hindi maganda. You will never learn, if it’s demonized. It’s a great relaxant. It destroys the credibility of the law,” Ayala said.
“Kung ayaw ng Ma*****na, ituro ang introspection, meditation o yoga kasi tini-trigger nito ang Cannabinoid. Ma*****na is ‘cool” and ‘hip’. I wish tanggallin nyo na ang paranoia sa Ma*****na. Para sa akin, ideally, idecriminalize na yan (Ma*****na),” he added.
For his part, Dr. Richard Nixon Gomez, scientist/inventor and general manager of Bauertek Corporation, said “paunti nang pauntin ang sumasalungat at parami nang parami ang sumasang-ayon sa medical cannabis at in due time malelegalize na ang medical cannabis.”
“We have herbal food, cosmetic pampaganda. Pharmaceuticals. Natural na kayang talunin ang maraming pharmaceutical products at ito ay tinanggap na sa maraming bansa. Yung may Epilepsy, Parkinson’s, pag gumamit sila ng herb na ito tanggal ang pain nila,” Dr. Gomez said.
“Ma*****na is wild at tumutubo lamang dahil may buto siya. Walang nababaliw sa gumagamit ng Ma*****na. It’s not for addiction. It’s for medicinal use. Ang halaman ay tumutubo sa kanilang lugar,” he said.
“Noong unang panahon pa pero lalong-lalo na ng nagkaroon ng Covid-19 pandemic ay nagkaroon ng anxiety at depression hindi lamang sa Pilipinas pero sa buong mundo na kung saan marami ang nagpapakamatay sa Singapore at Hong Kong dahil sa depression,” Dr. Gomez said.
“Marami tayong combinations na gagawin sa Cannabis depende sa karamdaman at may kapsula, oil, spray and with so many possible combinations para matagunan ang pangangailangan,” he added.
“Ang buong halaman ng Ma*****na ay maraming sangkap ng Cannabinoid at ang pinakamaraming sangkap ay ang bulaklak ng Ma*****na. Natural feeds mula sa dahon ng Ma*****na ang ibibigay sa poulty o piggery,” Dr. Gomez said.
The Bauertek Corporation executive said that the new facility will not only for manufacturing but it will also produce agricultural feeds from the leaves of Ma*****na.
The new facility is 13 times bigger the size of the Bauertek facility in Guiguinto, Bulacan. It will have a 12-hectare plantation wherein every 3 months will be for cultivation. The 12-hectare trees will be harvested every 3 or 4 months. It is called “Hem wood”.
Dr. Gomez noted that November 18 is the groundbreaking of the new Bauertek facility where members of the media are invited, together with the government officials.
He said that based on the proposed Senate Bill, the Cannabis will be for medical use only. Phase 2 will be for food supplements and Phase 3 will be for cosmetics.
“Ang Bauertek ngayon ay may kakayahan na magtesting at magresearch ng Cannabis, which is far greater than any other pharmaceutical company in the Philippines,” Dr. Gomez said.
He added that the Congress Committee on Dangerous Drugs is now in the process of sending invitations to concerned authorities for the purpose of consolidating all the proposed bills on medicalization and legalization of Cannabis.
On the other hand, Dr. Gem Marq Mutia, adult medicine specialist and founder of Philippine Society of Cannabinoid Medicine, said that medical Ma*****na whether traditional or conventional, has been used for the longest time and there has been nothing more traditional than Ma*****na.
“As of now, indicated po, ibig sabihin, nagawan na po ng clinical study para sa multiple Schlerosis, Epilepsy. Talagang gamot po ang Ma*****na,” he said.
Dr. Mutia noted that the importation of purified Cannabinoid is allowed for intractable Epilepsy.
“Unfortunately, napakahigpit ng ating batas, kailangan ng special compassionate permit. Ang kaisa-isang nabigyan ng special compassionate permit ay hindi pa rin nakapag-avail ng Cannabis dahil marami pang additional requirements,” he said.
“Endocannabinoid (cannabinoid within) system where a built-in system is in the human body to fight naturally the bad elements. Stress response is also important to overdrive the body,” he added.
Dr. Mutia stressed that “Anxiety means may kinakatakutan ka pero di mo alam ang kinakatakutan mo. Fear ay alam mo ang kinakatakutan mo at ang Depression is the lack of willingness to live anymore.”
He said that “Broncho dilator at anti-inflammatory ang mga sangkap ng Cannabinoid. Napakaversatile na gamot ang Ma*****na.”
“Ang lahat ng tao at hayop ay may taglay na natural “Cannabinoid”. Kailangan pa ng maraming pag-aaral tungkol sa ‘Endocannabinoid’,” Dr. Mutia said.
“Ang kagandahan ng Cannabis ay nakakatulog at nakakabuti para sa mga maysakit. Lulunasan nito ang anxiety, depression para makarelax at makatulog ang mga maykaramdaman,” he added.

Activities lined up for Office of Court Administrator 48th founding anniversary

WITH the theme “OCA @ 48: Partners in the Quest for Judicial Innovation and Reform,” the Office of the Court Administrator (OCA), has lined up various activities on November 17 and 18.

“As the budget for such project is internally generated, there being no subsidy for the same, the funds needed to defray the expected expenses will have to come from voluntary contributions,” court administrator Raul B. Villanueva, said in his Office Order 11-2023. The support of everyone is enjoined, he added.

Likewise, on the same occasion and “in furtherance of the efforts to decongest court dockets and jail facilities, the National Judgment Week Program, shall be conducted by all first and second level courts nationwide” on Nov. 17.

In line with this, all judges and clerks of court of the first and second level courts “are directed to immediately undertake an inventory of civil and criminal cases, especially those involving persons deprived of liberty (PDL) and set them for hearing or promulgation on Nov. 17.”

For judges presiding over more than one court or sharing prosecutors and public attorneys with other courts, appropriate coordination shall be undertaken and the proper notices timely sent to the parties nd counsels, prosecutors and the Public Attorney’s Office.

Villanueva further said all executive judges are instructed “to ensure that all courts within their supervision comply with the directive and to coordinate with the concerned detention facilities to accommodate the videoconferencing schedules implemented by each court.”

Last year, the Supreme Court has commended 20 trial court judges for their outstanding performance in disposing the most number of civil and criminal cases during the National Judgment Day.

DOE Usec. Fuentebella assures secured energy future

TAGUIG CITY -- Department of Energy (DOE) Undersecretary Felix William “Wimpy” B. Fuentebella on Thursday assured that there will be a secured energy future for the country despite the one-year “delay” with the start of the administration of President Ferdinand “Bongbong” Marcos, Jr.
In an ambush interview with mediamen who were participating in a one-day seminar organized by the DOE at Grand Hyatt Hotel in Bonifacio Global City, Taguig City, Fuentebella said that “there was supposed to be new plants that are scheduled to be commissioned.”
Fuentebella added that “there was supposed to be the ‘entry’ of LNG (Liquefied Natural Gas) plants which were supposed to be ‘commissioned’ but was preempted by the one-year delay that occurred with the new administration.
The DOE official stressed that one of the LNG Plants that are being constructed is in Ilijan in Batangas and the other is one is for the First Gen Natural Gas Plant.
He noted that with the entry of the administration of President Ferdinand “Bongbong” R. Marcos, Jr., the problem only cropped up with the “delay” for one year. President Marcos. Marcos was sworn into office at 12 o’clock high noon of June 30, 2022.
“We anticipate more deep-in operations of Malampaya natural gas, although the offshore natural gas plants are more cheaper,” Fuentebella said.
“It is still better to strengthen the output of the Malampaya LNG Plant through more drilling operations, that’s why the service contract was extended so that there will be more drilling operations so that there will be a secured feeling of our energy future.”

DOST, LGU Maramag to improve STEM learning in IP school through interactive courseware

The Department of Science and Technology, in partnership with the Local Government Unit of Maramag, is set to improve the Science, Technology, Engineering, and Mathematics (STEM) learning of 81 pupils from Lumatung Pangukuyan Te Apu Man Ohay IP school through the provision of interactive courseware.

The DOST Courseware is a locally-produced, all-original Filipino highly interactive multimedia educational resource packages available both in Windows and Android versions, conceptualized, digitized and produced as spearheaded by the Science Education Institute (SEI-DOST) in partnership with the Advanced Science and Technology Institute (ASTI-DOST).

Through this project, the students have been provided with a SMART TV, two computer sets with printers and 20 tablets installed with DOST – Courseware. The interactive and innovative learning is referred to as the Open Learning Space or the school’s modern library.

The courseware contains various materials and references for each grade level. Its main objective is to optimize, streamline and standardize educational lesson presentation in Science and Mathematics through the use of cost-effective and high quality solutions. It is also to assist in developing competitive students who can maximize and enhance learning through the use of ICT, and equip teachers with supplemental tools to assist them not only in teaching but also in motivating their students to learn and participate in class discussions.

“We hope to create an environment where students can explore, experiment, and apply the skills they are learning,” Jose Joel Doromal, Maramag municipal mayor said during the launching.

He highlighted how innovation continues to shape the rapidly evolving world, which also increases the demand for individuals skilled in science, technology, engineering, and mathematics. The DOST Courseware is seen to be useful as supplemental learning resources for the multi-grade school that also lacks books for their pupils.

The Department of Education and the Department of Information and Communications Technology has also signified support of this project and will be part of the implementation to assure maximum utilization of the gadgets provided.

Edwin Gurrea of DepEd Bukidnon reflected on an age-old saying that it takes a village to raise a child to thank the various agencies that cooperated in realizing the project.

“Multimedia is the future of learning and the future starts now,” Ritchie Mae Guno, provincial science and technology director of DOST Bukidnon said.

“We will rally for an improved learning system in the country. Together, we will rally for every Filipino child. Para sa isang MATATAG na Bayan.Para sa ating mahal na Pilipinas,” Bonifacio Buisa, School Principal reiterated the statement of VP Sarah Duterte as DepEd Secretary and committed to keeping the project well-implemented and monitored under his leadership.

Renelyn Grace Cajetas, project leader, directed the technology demonstration of DOST Courseware to the teachers and pupils in the afternoon before she ended the program with high praise to the educators of Lumatung Pangukuyan Te Apu Man Ohay for accepting the innovation presented to them for a lasting impact in the lives of their students.

The courseware is free to schools and can be accessed online as supplemental resources for teachers and students through the dost sei website. (Rashie Mae Deva Paano/DOST 10)
