TT$ 83 MILLION IN "HASH" SEIZED IN MANZANILLA - Story via TTPS

Police are following leads into the $83.5M seizure of Hashish (a potent form of ma*****na) yesterday in the Manzanilla district.

On December 31st, 2021, during the period 2 pm and 10 pm an intelligence-led exercise was conducted in Manzanilla, in which police officers acted on information that led them to a beachfront located along the North Manzanilla Road.

Upon arrival, police officers observed a black dingy. Further checks revealed 44 bags of Hashish inside of the vessel, each containing 12,900 packets each with a weight of 90 grammes, and a combined weight of 1161 kilogrammes. The find has an estimated street value of $83,582,000.

Senior Superintendent of Police (Ag.), Eastern Division, Ryan Khan, coordinated the efforts of officers of the Task Force, Criminal Investigations Department, Valencia and Manzanilla Police Post, Special Investigations Unit and the Air Support Unit, led by Insp Ronnie Rampallard conducted a joint aerial operation with crew and helicopter of the Trinidad and Tobago Air Guard.

The Snr. Supt. thanked the officers for “acting swiftly in seizing the highly potent substance and for ensuring that the drugs, which usually cause havoc and violence within communities, are out of the hands of the criminal element who traffic and trade these narcotics.”

Investigations are ongoing.

CARIBBEAN AIRLINES PASSENGERS SAY THEY'RE STRANDED IN PUERTO RICO- VIA GUARDIAN MEDIA

Roughly 150 Caribbean Airlines passengers say they are stranded in Puerto Rico after their flight from Miami was forced to make an emergency landing at around 6pm, yesterday.

Guardian Media understands passengers were told that someone passed away on the flight, forcing them to divert to Puerto Rico. But some passengers we spoke with say they have been left to fend for themselves with very little information, no food, and no confirmation on when they will board a flight home.

Caribbean Airlines has since confirmed that flight BW 483 of December 13 bound for Piarco International Airport, Trinidad, diverted to Puerto Rico, due to a medical emergency.

The airline says it is doing everything it can to get everyone to their final destinations as soon as possible.

SNAKE FINDS ITS WAY INTO EX PRESIDENT’S HOUSE - GUARDIAN MEDIA REPORT

Former T&T President Anthony Carmona got a big surprise yesterday, when he found a macajuel snake curled up in one of the rooms at his Roberts Hill home in Fyzabad.

The huge reptile curled itself up against a wall in a corner, amongst several items which had been laid out around the room.

Carmona immediately called Emperor Valley Zoo officials, who arrived at his home a short while later and removed the reptile.

However, it seems the reptile may have sought refuge in Carmona’s home after being injured. The zoo official who went to retrieve the reptile noted that it had been chopped on the body.

According to a statement by the zoo, the snake will be rehabilitated then released into the wild in Chaguaramas.

The former president said it was a very majestic snake and that the area is known for its vibrant wildlife, where agouti abound.

The Emperor Valley Zoo said this was the third sizeable snake to be caught in the Roberts Hill area.

WOMAN FOUND DEAD IN BED AFTER 'LOVE BITE' ARGUMENT - EXPRESS REPORT

Shadie Dasrath was found with a wound to the middle of her forehead at the apartment she shared with a close male relative.

She was also n**e and unresponsive in the bedroom of the Temple Street, La Romaine apartment in the early hours of Friday. She was later pronounced dead by a district medical officer.

A 24-year-old security officer told the police that Dasrath returned to their home around 11 p.m. on Thursday and they had an argument about a hickey on her body. He told officers that she went to bed and he stayed in the living room. He checked on her after 1 a.m. on Friday and found her unresponsive on the bed. He went to the neighbouring apartment of a police officer and told him Dasrath was not responding. The officer saw Dasrath in the bedroom and contacted the police’s command centre.

Officers visited the scene and crime scene investigators processed the area.

An autopsy is expected to be done on her body.

The security officer was interviewed by police officers as investigations continue into Dasrath’s death.

LICENSING RECALLING 700,000 DRIVERS PERMITS - Guardian Media Report

The Licensing Division is moving to implement new drivers’ permits (DPs) by month’s end.

The initiative is aimed at stopping false drivers’ licenses from being produced by fraudsters and which are now widely used by Venezuelans and T&T nationals. It is unknown how many of these fake DPs are in the hands of non-nationals.

However, Transport Commissioner Clive Clarke, in a face-to-face interview on Thursday with Guardian Media at the Ministry of Works and Transport headquarters in Port-of-Spain, confirmed that some of the holders of fraudulent permits are Venezuelans while some bogus licenses have been engaging the attention of the T&T Police Service.

Speaking in the presence of Works and Transport Minister Rohan Sinanan, Clarke said one way of stopping the forged permits being used was by issuing new permits with security features and hidden markings by the end of this year and recalling the over 700,000 valid permits in the coming months.

Clarke made it clear that the fake permits were being replicated by individuals outside the ambit of their offices.

Since his appointment in March 2020, Clarke said Licensing Division has picked up a number of false permits containing names, addresses and dates of births of legitimate drivers, while the photograph bears the image of someone else.

False permits tend to carry the same numbers as legitimate permits.

“We have seen an upsurge in duplicate numbers where persons are having false driver’s permits being created on the outside. In order for that to look as close as possible to our records, they are basically using what we call our number range. But that is in no way on our records,” Clarke said.

Pressed on how many fake permits they have been picked up under his tenure, Clarke said roughly 700.

The Licensing Division has over 700,000 registered drivers on its database.

In January, Clarke said they will introduce an online provisional system using codes for every service transaction. This system will pave the way for the renewal of permits and vehicle transfers online.

“By the end of December, a new driver’s permit will be out. That permit itself provides us with the data set and the environment to commence that online renewal. Because we are changing the design of the permit, you will have the opportunity to upload your picture onto the permit.”

Following this process, the applicant, Clarke said, would have to visit a licensing office to verify their documents.

Collection of the renewal will have to be made at a TTConnect site or a Licensing Office with the old DP being surrendered.

“What would happen there…a number of persons would not be able to submit that (their expired permits and documents) because they are walking around bogus permits right now,” Clarke said.

Without divulging too much, Clarke boasted that the new permits will be embedded with enhanced security features and markings aimed at preventing duplication. The special markings will be detected by law enforcement officers using handheld devices.

If a permit does not have these markings it will be deemed fraudulent.

He said the new permits will also have “what we call ghost pictures.” A ghost image is a smaller version of an original photo on a card and is usually printed in a semi-transparent form.

Clarke said the design for the new permits has already been completed.

“They are being printed and tested,” Clarke revealed.

He said only drivers with renewal appointments will be issued new permits beginning at the end of December.

A recall of unexpired permits will follow.

“I will be recommending to the Minister and our Permanent Secretary for consideration, that we implement a recall mechanism subject to their approval. What the introduction of new driver’s permits will allow us the opportunity, whereby we could recall those lookalikes of the old ones and generate something that is more difficult to reproduce.”

Clarke said the recall of valid permits will commence next June using either an alphabetical system or geographical locations.

“We will advise the minister what are the best options because we would have to look at fewer crowds and make it more manageable.”

He said the system in place at Licensing Division does not contribute to the duplication of permits.

“Any duplication of permits has to be permits that are generated on the outside through fraudulent means…clones,” he said.

Clarke said there are two types of permits in existence.

“We have one with the bird (holographic) and the old ones.”

The old ones could have been renewed for ten years.

“You have persons with some of those still…and ideally speaking, they should have discontinued that because those are the ones in particular…what you are seeing…with all due respect, the Venezuelans all over the place with it because it is easy to make those…those are the ones you are seeing them with. In fact, it is rampant!”

Clarke could not say where or how the fraudulent permits are being made.

“That is a matter the police are looking at to see where they are generating those. It is not just the Venezuelans. We are seeing local citizens with fraudulent DPs. We are seeing persons from different parts of the region with them.”

Clarke said recently, Licensing Division was contacted by the Fraud Squad concerning a fake permit that was used in a bank in South Trinidad to conduct a transaction.

“And that DP the person had was our exact material. When you look at it at face value, it appeared as ours but it was not one of our products. Two things…the top layer of the DP was shifty and when we looked up that DP in our system, it was in somebody else’s name and address.”

Clarke also disclosed that there are about 800 vehicles that have duplicated registration numbers as well.

“We would have rectified a high number of them. My last check was about 350 thereabout.”

The duplication, Clarke said, occurs in two ways. The first involved an old system where numbers were given out to different licensing offices.

“And over the years, they sometimes mixed up those numbers….they mixed the batch. You may find in a situation 15 numbers may have been given out through that system. Therefore, when we check our records we are seeing both vehicles in our registration books. It is easy to treat with those. Those are called administrative errors.”

Secondly, he said, people have been cloning the numbers, which they have been detecting on their electronic system.

Clarke said the only time the Licensing Division will get total sanitisation of vehicle registration is by implementing the new license plates currently being procured.

“It will give us the opportunity to recall all vehicles and revisit what we call a revaluation process.”

Saying he was concerned about the perception of fraud at Licensing Offices, Clarke said once there are poor systems in place and “people are willing to participate in practices contrary to procedures …that equates to corruption.”

Senior Public Officer Charged with Stealing $1.49 Million in Tax Revenues - VIA TTPS

A supervisor attached to the Inland Revenue Division (IRD) of the Ministry of Finance was granted bail in the sum of $1.5 million dollars, when she appeared before a Justice of the Peace, charged with misappropriation of TT$1.49 million in cash, belonging to the State.

LYSTRA IRVING, 42, a senior public officer, from Chaguanas, was also charged with misbehavior in public office, involving the falsification of Government records and multiple counts of money laundering, when she appeared before JP Abrahim Ali, on Thursday 2nd December, 2021.

She was granted bail with a surety and ordered to appear at the Port of Spain Magistrates’ Court on January 11th 2022.

In January 2021, senior auditors at the IRD detected several discrepancies with the accounting entries made by a senior public officer and realised that a certain amount of tax revenue received from the public could not be accounted for.

A report on the discrepancies was made to the Fraud Squad in February 2021 and a team of officers, led by Insp. Samuel of the Fraud Squad, conducted a thorough forensic investigation into the matter. The suspect was subsequently arrested on Wednesday 1st December, 2021.

Irving was charged with the offences on Thursday 2nd December, 2021, following advice received from the Director of Public Prosecutions, Roger Gaspard SC, on that same date.

2 PDP FEMALES CHARGED AFTER FIST FIGHT WITH POLICE IN TOBAGO - EXPRESS REPORT

Two Progressive Democratic Patriots (PDP) female supporters have been charged by Tobago police following a fight with Acting Police Corporal Forbes, on Wednesday afternoon at the Port Mall in Scarborough.

The women, Kenisha Roberts and Genecia Dan, appeared virtually before the Scarborough Magistrates’ Court yesterday.

Roberts faced charges of using obscene language, resisting arrest and escaping lawful custody, while Dan was charged with assaulting a police officer, using obscene language, and obstructing a police officer in the ex*****on of his duty.

A warrant has also been issued for a man in relation to the case.

The incident occurred inside the mall shortly before 4 p.m.

According to police, a situation where a PDP supporter was in the process of being cautioned for using obscene language turned into an all-out brawl, in full view of those gathered.

Forbes, a plain clothes officer attached to the Legal Unit of the Trinidad and Tobago Police Service (TTPS), was allegedly in a fist fight with the PDP supporters while those around recorded the melee on their phones.

The incident later spilled out the back of the building.

MAN IN UNDERWEAR AND AN ACCOMPLICE WITH ADULT TOY BREAK INTO WOMAN'S HOUSE - EXPRESS REPORT

A man who was clad in only his underwear to allegedly buglarise a woman’s home and his alleged accomplice who had an adult toy in his possession were arrested by police on Thursday.

The two were charged for the offence of burglary and scheduled for a virtual hearing before a Princes Town magistrate on Friday.

A police report said that the victim, a 63-year-old housewife, secured her home at Tableland on Wednesday night around 9.40 p.m. and retired to bed.

She was awakened around 3.30 a.m. on Thursday by a noise in her bedroom.

The victim told police that she saw in her bedroom two men, one whom she recognised as a resident of the area.

She observed that one of the men was dressed in a dark-coloured jacket with a hoodie and the other was only in his underwear.

The victim raised and alarm and both men fled the scene.

Sgt Mohammed, PCs DeBoulet, Khan and Ramcharan responded to the victim’s home and they observed a window and a door open.

The window appeared to have been prised open, the report said.

The officers conducted enquiries and hours later arrested the two suspects.

Upon being searched, one of the suspects was found to have in his possession an adult toy.

Both men were taken into custody and brought to the Tableland Police station.

Statements were recorded and the victim positively identified the suspects.

During interviews with police, the two men allegedly confessed to committing the crime.

Officers also obtained CCTV footage of the incident.

PC DeBoulet laid the charges.

SANTA CRUZ TAXIS NOT ACCEPTING OLD COTTON NOTES FROM DECEMBER 6TH 2021 - LOOP REPORT

Although the Central Bank has stated that old cotton are legal tender until the end of the year, Santa Cruz travellers will not be able to pay taxi drivers with cotton notes from December 6, 2021.

In an update, the Santa Cruz Unified Taxi Drivers Association made reference to $1, $5, $10, $20, $50 cotton notes and the $50 polymer notes issued prior to January 2021, and their demonitisation.

The Association said as a result of said notes becoming illegal tender from January 1, 2022, it will no longer be accepting those notes from December 6, 2021.

"In such circumstances and in such a short turnaround period without transition, we encourage the travelling public to take full advantage of this period up to December 6, 2021."

The Association said it hopes the public understands its position on the matter.

Some institutions have also announced early deadlines for acceptance of the old notes - the Supermarket Association of Trinidad and Tobago said it would cease to accept old notes after December 15, 2021.

Scotiabank said from December 1, old notes would no longer be accepted at its ATMs, but would be accepted over the counter until December 17, 2021.

Republic Bank Limited has said however that it will accept old notes for its customers up to January 31, 2022.

PATIENT ATTACKS DOCTOR AT WOODBROOK HEALTH CENTER - EXPRESS REPORT

A call has been made for more protection of healthcare workers after a doctor was assaulted last week at the Woodbrook Health Centre.

Medical sources told the Express the incident has left the doctor and staff at the facility shaken.

Last Monday, an outpatient visited the centre and demanded that a doctor see him immediately, as his prescription had expired and he wanted a new one.

The clerk tried to defuse the situation and advised that his next appointment was in December, but she would make efforts to get him an early appointment on December 3.

Sources said when the man realised he would not be able to get an updated prescription and see a doctor on that very day, he began hurling expletives and raising his voice, demanding to see a supervisor.

Without success, he stood outside the health centre and started cursing loudly.

Later on, the doctor exited the building to speak to a patient and, as she was walking to return inside the centre, the man lunged at her and grabbed her hand, in an attempt to get her attention.

The Express was told the man, who uses a walking stick because he suffers from ­seizures, raised the stick at the doctor.

She was able to escape from him and ­returned inside the building.

Woodbrook police were contacted, and officers visited the centre where they took a report from the doctor.

It is not known whether any action was taken against the man.

The doctor was traumatised from the incident and did not return to work for a few days.

The Express understands the Woodbrook Health Centre is under pressure as the St James Health Facility was made a Covid care unit. Therefore, persons from both the St James and Woodbrook areas are being ­facilitated at the Woodbrook centre.

Sources said this was not the first time the man behaved in this manner.

In June he visited the health centre to fill his prescription when he was told certain medications were not available, and he began cursing very loudly and threatening the staff.

The pharmacy was closed until he left the building.

The police were called at the time, but did not turn up.

Workers are said to be fearful of such an incident recurring, and are hoping that measures are put in place to address such issues.

The Express yesterday contacted the North-West Regional Health Authority chief executive officer for comment, but there was no immediate response.

The rising costs of some grocery items have offset the impact on consumers following the removal of Value Added Tax (VAT) on over 50 basic food items.

Yesterday, the Supermarket Association of Trinidad and Tobago (SATT) warned that prices are likely to continue increasing as challenges continue with the cost of shipping.

“We are still seeing price increases and I am getting a raft of them from my suppliers and to some extent, this has nullified the impact of the removal of VAT,” SATT president Rajiv Diptee said.

“We are working with our suppliers and they are telling us they cannot do anything about it right now with the pandemic having thrown up a series of challenges like container shipping continues to spiral.”

One month ago, the Government moved to expand the list of essential goods by removing VAT from 58 items.

Speaking to Guardian Media yesterday, some customers at the Price Club Supermarket in Chaguanas said they have actually been putting more money back into their pockets.

Chrysanta Worme said, “I did notice a difference, a decrease actually, in some of the food items. Basically, I realise that there is a decrease in my bill, with savings up to $100.”

“It helped me a lot and I am a single parent so it helped me,” according to another customer who said she has been saving up to $300.

There are, however, customers who said they have noticed that prices on some food items have gone up.

Worme said, “Especially in items that are imported, those have had a significant increase in prices but I always go for local stuff so that is how I try to maintain my bill.”

Suresh Balgobin also noted little change, “Every two weeks I does make grocery and I have not seen a reduction in the price so far.”

Customer Yolande Pitt added, “Things have gone up a bit because my bill, and I only doing the basics, and the bill is still higher than what it does normally be.”

Diptee told Guardian Media that he empathises with the struggles consumers have been facing but stressed that groceries are “price-takers.”

“The thing about it is that it is a volume-based business. The margins are very low and each store buys the goods from a supplier of goods. They are then able to add a margin to that. The margin that is able to add to that good is then based on what their operating costs are like so, you see stores competing with different stores,” Diptee explained.

Due to shortages in the global market, it now costs approximately US$20,000 to ship a 40-foot container, increasing from US$4,000.

Even with some measures being taken to ramp up the manufacturing of containers, Diptee noted it will be some time before customers get relief.

“I think it’s really a question about us asking ourselves and our suppliers about what we need right now as we prioritise the containers that we are bringing in,” he indicated.

He advised that some goods may go missing from the shelves due to manufacturing companies now prioritising their production line.

Diptee said he has noticed that the Consumer Affairs Division has been maintaining a high presence over the last month but noted that there are informal stores operating as supermarkets.

“In the trade, we see red flags and we flag them.

“I know customers have complained that they’ve submitted reports but how often they act on them is something I am not entirely aware of because we do not receive any feedback from them,” the SATT boss said.

Customers are also hopeful that the Government will exempt more items from VAT given how many people have lost their jobs during the pandemic.

Nabilah Mohammed suggested that healthier foods should also be added to the list.

Guardian Media contacted the Consumer Affairs Division (CAD) for a response. However, CAD Director Claudette Jordon-John said she would first have to liaise with her team for an update on their findings before responding.

US CITIZENS TOLD NOT TO TRAVEL TO TRINIDAD AND TOBAGO- EXPRESS REPORT

The US State Department has updated its travel advisory for Trinidad and Tobago with a blunt warning for its citizens.

The Centers for Disease Control and Prevention (CDC) has issued a Level 4 Travel Health Notice for Trinidad and Tobago due to COVID-19, indicating a very high level of COVID-19 in the country.

The CDC also advised against travel to Poland, Niger and Papua New Guinea, regardless of vaccination status

“Do not travel to Trinidad and Tobago due to COVID-19”, the advisory states.

US citizens are also being advised to exercise increased caution in Trinidad and Tobago due to crime, terrorism, and kidnapping. Some areas have increased risk.

In an update issued on Tuesday, the US Embassy in Port of Spain issued the following information.

Effective November 8, 2021, all non-immigrant, non-U.S. citizen air travelers to the United States will be required to be fully vaccinated and to provide proof of vaccination status prior to boarding an airplane to the United States.

U.S. citizens and Legal Permanent Residents (LPRs) who are eligible to travel but are not fully vaccinated will need to provide proof of a negative COVID-19 test one (1) day before their flight. U.S citizens and LPRs who are fully vaccinated will need to present airlines with proof of vaccination and of a negative COVID-19 test three (3) days before their flight.

Exemptions will be considered on an extremely limited basis. Please contact your nearest embassy or consulate to apply for an exemption. Please visit the CDC webpages for more information about exemptions and the requirement for proof of negative COVID-19 test or recovery from COVID-19 for all air passengers arriving in the United States.

Children traveling with their parents will follow the same testing requirements as their parents.

Unvaccinated U.S. citizens or LPRs aged two years or older will need to provide a negative COVID-19 test taken within one calendar day of traveling or documentation of recovery from COVID-19 in the previous 90 days. U.S. citizen or LPRs younger than two years of age will need to provide a negative COVID-19 test taken within three calendar days of departure or documentation of recovery in the previous 90 days.

The CDC requires either a PCR test or an antigen test. Antibody tests are not accepted. See here for important details.

There are 2,134 deaths and 70,598 (March 12, 2020 to present) confirmed cases of COVID-19 in Trinidad and Tobago.

Trinidad and Tobago has issued travel restrictions on travelers from several African countries effective November 26. 2021. Check the Ministry of Health website for more information.

Effective November 18, 2021 the State of Emergency and curfew ended in Trinidad and Tobago. The State of Emergency and curfew were first announced on May 15, 2021.

Effective October 25, 2021 physical classes resumed for students in Forms 4 to 6, regardless of vaccination status. Children in Forms 1 to 3 will return to physical classes in January 2022. Early Childhood Care and Education Centres (ECCE), primary schools and tertiary level classes will continue to operate remotely until further notice. Schools were first closed on April 06, 2020.

Effective October 11, 2021 there will be safe zones to allow for 50% capacity operations for fully vaccinated people over the age of 12 at gyms, fitness centers, bars, entertainment centres, in-house dining, gaming houses, cine­mas, and water parks.

On July 17, 2021 Trinidad and Tobago reopened its borders to vaccinated nationals and non-nationals who are fully vaccinated with the following WHO approved vaccines/combination, and unvaccinated nationals. Guidelines for the entry of children can be found on the Ministry of Health’s page. The borders were closed on March 22, 2020.
