Due to the influx of passengers reported at the Batangas Port during this Lenten Season, your Maritime Industry Authority (MARINA) is now taking necessary steps to address the situation and ensure safe, reliable, and convenient transportation of passengers and rolling cargoes.

To this end, we have issued a relaxation order valid from 26 March to 23 April 2023, which allows ships to immediately depart once their maximum authorized passenger and/or cargo capacities are attained. This will help to reduce waiting time for passengers and ensure speedy transportation.

We have also implemented heightened alert status through our Oplan Biyaheng Ayos: Semana Santa 2023, in accordance with the directives of the Department of Transportation (DOTr).

Furthermore, our MARINA Regional Office IV (MRO 4) has been coordinating with shipping companies in Batangas Port. Please note that only two companies, Archipelago Philippine Ferries Corporation (APFC) and Starlite Ferries Inc., have online booking services.

Please note that shipping lines operating in the said Port have deployed a maximum number of personnel to manage the 24/7 operations in their ticketing booths. However, due to the limited space provided by the said Port, shipping companies cannot deploy additional manpower who will serve as ambulant tellers.

Currently, passengers are being properly assessed at their counters regarding their names and destinations, and the manifest is also prepared.

We strongly encourage shipping companies to offer online booking services to their passengers to minimize queuing time and improve the passenger experience.

Finally, we would like to assure the public that we are doing all our efforts to ensure that sea passengers will have safe and secure navigation. We urge the public to coordinate with the port authorities and shipping companies and follow the protocols and guidelines to ensure a smooth and safe travel experience.

MANILA - Championing efforts to improve the quality of life of Filipinos through the power of mobility, Toyota Motor Philippines (TMP), the country’s leading mobility company, teamed up with local children’s bookstore Basa Bookstore for its educational campaign and storytelling caravan Lakbay-Kuwentuhan.

Basa Bookstore toured different provinces with the All-New Toyota Lite Ace Panel Van to deliver storybooks to children for the first leg of their Lakbay Kuwentuhan caravan.
An initiative by Basa Bookstore to celebrate International Book Giving Day last month, Lakbay-Kuwentuhan hopes to raise awareness about the importance of education among Filipino children and encourage them to read by distributing locally published books. The campaign aims to give away 5,000 books to public schools, reach 10,000 students, and facilitate 20 storytelling workshops for 1,000 public school teachers across the Philippines in 2023 alone.
For the whole month of February, the Lakbay-Kuwentuhan caravan traveled around South Luzon delivering storybooks to children from Laguna, Quezon, Camarines Sur, Sorsogon, Masbate and Albay in the Bicol region.
β€œWhen we started the book-giving caravan amidst a pandemic and after Typhoon Ulysses, Toyota was eager to support our cause. We at Lakbay-Kuwentuhan aim to bring Filipino stories written by Filipino authors for Filipino children to communities across the country to lessen the effects of the pandemic on children’s reading attitudes and in support of DepEd’s Bawat Bata Bumabasa campaign,” said Rey Bufi, Founder and Chief Storytelling officer of Basa Bookstore.

With over 2,430 kilometers travelled, TMP has helped the organization reach 12 communities in the said provinces to serve more than 3,000 students. Iloilo City will be hosting the Philippines-Australia Friendship Day on May 19-21.

President Ferdinand R. Marcos Jr. on Tuesday ordered a whole-of-government approach to bolster a new maritime industry program, which is seen to bring substantial economic growth in the country.

In his speech during the Philippine Maritime Industry Summit 2023, President Marcos said the new program, called the Maritime Industry Development Plan (MIDP) 2028, will cover the eight-point economic agenda of his administration.

β€œThrough this development planβ€”which was formulated by the MARINA (Maritime Industry Authority) and the DOTr (Department of Transportation), in coordination with relevant government agencies and key stakeholdersβ€”we will achieve our two core objectives: First, to ensure the development and expansion of the Philippine merchant fleet and Second, to ensure the advancement of a future- ready maritime human capital,” the chief executive explained.

β€œSpecifically, this plan covers eight priority programs ranging from enhancing maritime transport safety and security; promoting environmental sustainability; implementing digitalization; modernizing, upgrading and expanding domestic and overseas shipping industriesβ€” including the local shipbuilding and ship repair industry; promoting a highly skilled and competitive maritime workforce; and adopting an effective and efficient maritime administration governance system,” the President pointed out.

President Marcos also noted that the MIDP will establish a system that will lessen the detrimental impacts of both natural and man-made calamities and prepare for future contingencies that may affect the sector.

The President cited that in 2022 alone, the Philippines is the world’s primary source of maritime manpowerβ€” constituting 25 percent of the global seafarers and bringing in a total of USD6.71 billion in remittances.

β€œWith that being said, I laud the commitment of our Filipino seafarers to bring honor and pride once again to the country. They do this by providing quality service across the globe and contributing to our nation-building efforts,” President Marcos said as he thanked officials and members of the country’s domestic and overseas shipping, shipbuilding and the ship repair sectors.

The chief executive also announced that as of Dec.31, 2022, there were nearly 16,000 registered domestic sea vessels plying the nearly 1,300 inter- island shipping routes across the country.

There are almost 100 Philippine- registered overseas ships that yielded Php30.75 million in tax collections in 2022, the President said.

β€œWith regard to the local shipbuilding and ship repair sector, as of 2021, there are 116 MARINA registered shipyards across the country,” President Marcos added.

The President believes that the country, being a maritime nation, should now make the maritime industry as a top priority.

β€œWhile we already hold a dominant position in the world of global shipping, I certainly believe that we can do more, especially here at home,” President Marcos said.

β€œWe already hold the most vital ingredient to successβ€” which is our seafarers. All we need to do now is to ensure that we harness their knowledge, make use of their experience, and mobilize our local industries to build an even stronger domestic maritime industry for the benefit of our people,” the President noted.

The chief executive also urged all government institutions and key stakeholders to collaborate and cooperate to ensure the continued growth and development of the maritime sector.

β€œI also urge all concerned agencies to pursue a whole-of-government approach to effectively implement the MIDP 2028 as well as to continue communicating with member-states of the International Maritime Organization and the European Union-Committee on Safe Seas,” the President said. (PND)

ILOILO CITY, PARTNERS TARGET DISASTER-RESILIENT METRO

The Iloilo City Government, through the City Disaster Risk Reduction and Management Office (CDRRMO), inked partnership with Philippine Transmarine Carriers Inc. (PTC), Smart Development Institute (SDI), Enterprise Solutions Inc. (ESI), and Asia Society for Social Improvement and Sustainable Transformation (ASSIST) during a Memorandum of Agreement (MOA) signing Feb. 22.

The ceremonial signing was led by Mayor Jerry P. TreΓ±as; CDRRMO Head Donna P. Magno; PTC's Talent Acquisition Group (TAG) Head Capt. Ronaldo S.J. Enrile; TAG Program Manager Hector Manuel Jon C. Brizuela; ASSIST Project Management Lead Casey Anne C. Cruz; and Resiliency Improvement Support and Education Program (RISE) Lead Program Officer Josh McCarver.

TreΓ±as expressed appreciation to the partners in bringing the resiliency initiatives to the Ilonggos.

β€œIloilo City is blessed with the many technical support and assistance received from various organizations and that it becomes imperative for us to share the learned competencies with other LGUs through the planned DRRM Resilience Hub,” TreΓ±as stressed.

"This way we could facilitate the transfer of knowledge and skills to other LGUs, and create a network of resilient leaders, thus ensuring resilient communities in the region," he added.

As provided in the MOA, RISE aims to be realized by capacitating the Ilonggos through disaster preparedness trainings and by imparting knowledge and skills to communities in terms of disaster resilience and risk management.

"The first thing that we have considered in choosing Iloilo City as one of our partners, is that it is well known, and is leading the way in disaster preparedness and resiliency. We would also want to connect with the Ilonggos for this relevant and timely program," said McCarver.

They have identified 49 RISE disaster trainers and trained 5,448 residents since November last year.

Using the multi-sector approach, the trainings were successful because of the cooperation and support of organizations and private business establishments.

"We were able to train the PWDs, women groups, and other organizations, which we were definitely interested because Iloilo City, through the CDRRMO, has a wide network of civil society organizations," McCarver added.

"Here at CDRRMO, we have a mandate to take the lead and ensure the policies needed. But we should come together so that we can reach more people and ensure that we are prepared in times of disaster," Magno said.

Apart from the trainings, SDI and ESI will utilize smart-enabling technologies to design and implement a community-based mobile app called "ILOILO MOBILE," to bridge the gap of communication and collaboration between City Government and citizens. -- Iloilo City PIO)

The Maritime Industry Authority (MARINA) has lauded the recent appointment of Professor Maximo Q Mejia Jr, former MARINA Administrator as new President of the World Maritime University (WMU) based in Malmo, Sweden. He was selected by the Secretary-General of the International Maritime Organization (IMO), Chancellor of the University following a competitive selection process, according to the website of the IMO.

Professor Mejia is expected to take over the helm of the University on 29 June 2023 when Dr Doumbia-Henry's term expires. At the time of his selection as WMU President, he is currently Director of the PhD Program and Associate Academic Dean of the University.

Between 2013 to 2016, Dr Mejia served as MARINA Administrator during the incumbency of President Benigno S Aquino III.

Mejia is credited for the achievement of the following initiatives for the MARINA such as the following : Enactment into law of Republic Act No. 10635 which designated the MARINA as the single maritime administration for the implementation of the International Convention on Standards of Training, Certification and Watchkeeping for seafarers 1978, as amended; Extension of the validity of the Seafarers Identification and Record Book (SIRB) from 5 years to 10 Years; Expansion of the organizational structure of the STCW Office; Increase in the budget of the MARINA; Construction of the MARINA Central Office building and funding for the construction of additional buildings of MARINA Regional Offices.

He studied Political Science at the United States Naval Academy, Annapolis, Maryland and went on to obtain a Master of Arts in Law & Diplomacy at the Fletcher School at Tufts University, United States.

He is himself a graduate of WMU, having received a Master of Science in Maritime Safety Administration in 1994. Professor Mejia also has a Licentiate of Engineering and Doctor of Philosophy from Lund University in Sweden.

Before joining WMU in 1998, Professor Mejia saw duty on board various naval and coast guard vessels, as well as in shore-based facilities in the Philippines.

Garments makers eye $6.48 million new export orders

Local garments factories expect to secure new orders worth $6.48 million from Japan’s Nichiun Co., Ltd. of Konoike Group, deemed a breakthrough in bolstering the country’s garments trade relations with Japan.

Robert Young, Philippine Exporters Confederation Inc. (PHILEXPORT) trustee for textile, yarn and fabric sector, said the Konoike Group, through Nichiun deputy general manager Kenichi Yamada, indicated the order during the Philippine-Japan business matching event on the sidelines of the official working visit of President Ferdinand R. Marcos Jr. to Tokyo, Japan last week.

β€œThey are having a contract with a shirt brand company called Flex Japan Inc. They are now ordering from the Philippines men’s dress shirts. They will buy the fabric, they will ship it to us, and then we will stitch it and ship it to Japan,” said Young, also president of Foreign Buyers Association of the Philippines (FOBAP).

He said the Japanese firm wants the Philippines to ship nine 20-foot containers, with each container loading 5,000 pieces of men’s dress shirts, for 12 months.

β€œThe order has still to be confirmed through the approval of the final sample. We are now working on the sample. (We will start shipping) as soon as the sample is approved,” he added.

Young said he is now in talks with three specialized factories in Bataan, Batangas and Clark, Pampanga about meeting the securable order of the Konoike Group.

β€œThey (Konoike) are convinced that Philippine garment workmanship, particularly men’s dress shirts, has been proven to be good quality and approved worldwide,” he said. β€œAnd they are hoping that this will continue –the breakthrough on the Philippine-Japan garment trade relations.”

Meanwhile, Young said more foreign buyers of garments and textiles are expected to expand sourcing to the Philippines provided lower prices than competitors are offered.

He proposed measures to bring down prices of garments and textiles in the country.

β€œWe have to rush the other forms of energy such as solar, wind and all these kinds of renewable energy, thereby lowering the electricity cost,” he said, adding that power costs comprise 5 to 10 percent of a firm’s total production costs depending on the product.

MANILA, PHILIPPINES – The Maritime Industry Authority (MARINA) has bannered its updated Framework of the Maritime Industry Development Plan (MIDP) 2028 to industry stakeholders, and government agencies during the pre-summit of the Philippine Maritime Industry 2023 on 21 February 2023 via Zoom video conference.

In his message, MARINA Administrator Atty. Hernani N. Fabia expressed gratitude to the partners in government and maritime industry stakeholders for their continuing support towards realizing the potential and significant contribution of the industry as a vital component in the National Development Agenda of the government.

The MIDP aims to improve access to safe, reliable, efficient, affordable, sustainable, and integrated sea transport for passengers and shippers, increase the capacity and production of the shipbuilding and ship repair industry, and create new and quality jobs through reskilling and upskilling of the maritime workforce.

Meanwhile, MARINA Deputy Administrator for Planning Sonia Malaluan highlighted the alignment of the MIDP with the updating of the Philippine Development Plan 2023-2028 and the Socio-Economic Agenda of the current Administration of President Ferdinand R. Marcos, Jr. during her welcome remarks.

The amended MIDP is divided into eight programs, including Overriding Core Programs, Core Programs, and Enabling Programs, with goals and outcomes that are interrelated.

The Overriding Core Programs focus on the enhancement of maritime transport safety and security, the promotion of an environmentally sustainable maritime industry, and the implementation of sustainable maritime innovation, transformation, digitalization, and a knowledge center. Meanwhile, Core Programs consist of the modernization and expansion of the domestic and overseas shipping industry, as well as the promotion of the shipbuilding and ship repair industry and the maritime workforce's competitiveness.

And serving as an Enabling Program is the adoption and implementation of an Effective and Efficient Maritime Administration Governance System.

Further, the MARINA has announced that it has drafted an Executive Order, β€œImplementation of the 10-Year Maritime Industry Development Plan 2019-2028 and its Subsequent Updates,” which aims to ensure the effective implementation, monitoring, and review of the MIDP programs. The draft EO has been submitted to the Office of the President.

Deputy Administrator for Operations Engineer Nanette Villamor Dinopol expressed the Agency’s gratitude to industry stakeholders assuring them that their valuable inputs will be given appropriate consideration in the course of updating the MIDP.

The pre-summit event was attended by 250 representatives from all sectors of the industry.

The updated MIDP which represents a significant step forward for the Philippine maritime industry and serves as a roadmap for its development in the years to come will be presented in a Philippine Maritime Industry Summit which will be held at the Manila Hotel on 28 February 2023 where President Ferdinand R Marcos Jr has been invited to keynote this important event in the maritime industry.
