Vote of No Confidence Set for Next Week as PNG Parliament Adjourns: Papua New Guinea Parliament has been adjourned to September 12 to allow for the Vote of No Confidence (VONC) motion against Prime Minister James Marape. The motion was officially placed on the Notice Paper this morning after being cleared by the Private Business Committee (PBC), which found no defects in the submission yesterday.

PNG Opposition MPs

The adjournment occurred following nearly an hour of waiting for the Government caucus to reconvene. Leader of Government Business and Minister for Police, Peter Tsimalili Jr., moved the motion for suspension, citing parliamentary standing orders.

With the VONC motion now in process, it is anticipated that lobbying between Government and Opposition members will intensify in the coming days. The political atmosphere is expected to heighten as the countdown begins to September 12.

On that day, the nation’s attention will be focused on the outcome of the vote, which will determine whether Papua New Guinea will see a new Prime Minister or retain the current leadership.

As Parliament prepares to resume, both political camps are likely to be engaged in critical negotiations and strategies in the lead-up to the significant vote.

Alternative Government Plans to Tackle PNG's Ballooning Public Debt: The alternative government has announced that one of its top priorities, if it assumes office, will be to reduce Papua New Guinea's public debt, which has surged from K29 billion in 2019 to an estimated K100 billion today. This strategic policy action plan was unveiled yesterday by Sir Puka Temu, chairman of the alternative government working group and Abau MP, after six months of preparation.

“The total public debt has escalated to an estimated K100 billion from K29 billion in 2019, encompassing contingencies, arrears, state-owned enterprise debts, and State guarantees,” Sir Puka stated. He criticized the Marape Government for borrowing nearly K71 billion from domestic and external sources over the past 3.5 years, an average of K20.3 billion per year, which he described as reckless. He further noted that this borrowing spree was facilitated by amending the Fiscal Responsibility Act, raising the debt-to-GDP limit from the acceptable 35 percent to 60 percent.

The policy plan also focuses on restoring confidence in the public and private sectors by addressing key areas such as fiscal discipline, foreign currency shortages, cost of living, economic growth, agriculture revitalization, healthcare enhancement, law and order strengthening, public service accountability and efficiency, and electoral system reform.

Sir Puka emphasized that the GDP debt ratio has surged from 35 percent to 60 percent, accusing the Government of deceiving the public by claiming the amendment was necessary for budget repair. “But let’s be clear: the Government embarked on a massive borrowing spree, followed by reckless spending, with no regard for the dire consequences on our economy and people,” he said. He warned that the current debt-to-GDP ratio, standing at 58 percent, places PNG at serious risk of defaulting on its debt repayments, which could lead to an economic catastrophe.

“In real terms, there has been no economic growth, with the average real GDP growth over the past four years at a dismal 0.5 percent. No economic growth means no increase in tax revenues,” Sir Puka added. He pointed out that the K71 billion borrowed should have resulted in substantial growth, including job and income creation, yet this has not materialized. He questioned the Marape Government’s management of these funds, asking, “Where did James Marape and his Government squander these billions of kina? Where have they invested these funds?”

To address these issues, Sir Puka outlined the alternative government’s plan, which includes:

* Reducing the debt-to-GDP ratio to 35 percent by 2029 through amendments to the Fiscal Responsibility Act;
* Halting the reckless printing of money (quantitative easing);
* Banning further borrowings by state agencies;
* Lowering the Kina Facility Rate; and
* Slashing government spending and the national deficit.

PNG Health Minister Dr. Lino Tom Steps Down from Government, joins Opposition: Papua New Guinea Health Minister Dr. Lino Tom has officially announced his resignation from the Cabinet and the Marape-Rosso Government. Dr. Tom, who also serves as the Member of Parliament for Wabag, expressed his dissatisfaction with the direction in which Prime Minister James Marape is steering the country, stating that it deviates from the path envisioned by the nation’s forefathers.

In a parallel move, Madang Open MP Brian Kramer also resigned from the Marape-Rosso Government, citing serious concerns about widespread corruption within the administration. These high-profile resignations come at a critical time, as the nation prepares for a Vote of No Confidence (VONC) against Prime Minister Marape.

Despite these significant setbacks, Prime Minister James Marape, who is also the leader of PANGU Pati, remains confident in the resilience of his coalition. Marape expressed optimism about leading an 80-member coalition government into the upcoming VONC, scheduled for Tuesday, 3rd September, when Parliament reconvenes. He noted that the return of Pomio MP Elias Kapavore to PANGU has increased the government’s numbers to 78, with ongoing efforts to secure an 80-member majority.

PANGU Pati enjoys considerable representation across Papua New Guinea, with 10 MPs from the New Guinea Islands region, 19 from the Highlands, 9 from Momase, and 10 from the Southern region. Prime Minister Marape emphasized the strategic importance of having an 80-member coalition, particularly as the government seeks to address significant constitutional matters in Parliament. He assured PANGU supporters, the general public, and the business community that despite the current political challenges, it remains "business as usual."

Addressing the upcoming VONC, Marape clarified that the government is not deliberately attempting to weaken the Opposition, which he believes is vital for maintaining a balanced and effective democracy. He welcomed the challenge, emphasizing that a robust opposition is essential for keeping the government accountable.

Marape also countered claims that his government has been obstructing the VONC process. He argued that the Opposition has struggled to gather the necessary support and has been "buying time" by making procedural errors in submitting their VONC motion. He pointed out that the Speaker of Parliament had previously granted the Opposition an opportunity to place the motion on notice during the last session of Parliament.

The Prime Minister further elaborated that the Speaker had bypassed the Private Business Committee and made a direct ruling to place the motion on notice. However, instead of defending this ruling, Opposition members chose to vacate the chamber, aware that they lacked the necessary numbers. Marape criticized the Opposition for repeatedly failing in their attempts to challenge his leadership, urging them to adhere to proper procedures in the future.

Lam's optimism comes as the Kumuls continue to rise on the international stage, following their victory in the Pacific Bowl last autumn, where they emerged as one of the tournament's dominant forces.

With key players such as Rhyse Martin, Lachlan Lam, Edwin Ipape, and Xavier Coates likely to feature again this autumn, the Kumuls are among the favorites to claim the Pacific Bowl once more. The team’s progress has been further bolstered by the recent appointment of former South Sydney Rabbitohs coach Jason Demetriou as their new head coach, leading up to the 2026 Rugby League World Cup, with some of the tournament's games set to be held in Papua New Guinea.

Lam, who currently coaches the Leigh Leopards in the Super League, expressed his pride in the Kumuls’ growing stature in international rugby league. Reflecting on the team's journey, Lam recalled his involvement with Mal Meninga during the early 2010s, a period that saw the foundation of the PNG Hunters and their entry into the Queensland Cup. He noted that since then, Papua New Guinea rugby league has been on an upward trajectory.

"Seeing PNG players competing in clubs across the world is a testament to how far the game has come in the country. They’re the favorites to win the Pacific Championships again this year, and I believe that within the next decade, they could become a major force in international rugby league, potentially breaking into the top four, or even higher if they continue on this path," Lam said during a recent press conference.

Lam also highlighted Papua New Guinea's ongoing bid to become the 18th team in the National Rugby League (NRL), emphasizing the positive impact this could have on the sport and the country as a whole. He acknowledged that while he is not closely acquainted with new coach Jason Demetriou, he is excited about the future of rugby league in Papua New Guinea.

The prospect of government funding, reportedly over $600 million, to support the NRL bid and further rugby league development in Papua New Guinea adds to the excitement. Lam believes that this investment, combined with the potential NRL expansion, signals a bright future for the sport in the nation.

Papua New Guinea is unique in being the only country where rugby league is the national sport, and Lam is optimistic that the Kumuls' growing success and the potential NRL inclusion will bring "exciting times ahead" for the country, which he believes is well-deserved.
