Why didn't Michael involve Tessio and Clemenza in the master plan? It could be argued that Michael's very actions led to Tessio's betrayal. Could the betrayal have been prevented if Tessio was aware of the plan? Let's discuss it....

Arguably, Puzo may have changed his mind on some of this. In The Sicilian, it’s Clemenza who goes to retrieve Michael from Sicily. Clemenza is described there as having an ugly laugh and telling Michael separately (paraphrase) that “We’re making plans..” and that “Vito is recovered. The Five Families will find out. Your father is just waiting for you.”

Ignoring that bit however, it’s probably because looking weak was essential to the plan that Vito and Michael cooked up. Carlo brought in as a close associate, Tom dismissed, Clemenza and Tessio prevented from responding to provocations or recruiting new men, all would have made Barzini (and Tattaglia and the others) overconfident of the Corleone decline and less likely to look at other moves that Vito and Michael were making.

If Tessio and Clemenza both were steadfast and confident (and remember that Carlo was there in those meetings to report both capos’ growing frustration with Michael) then Barzini might have wondered what they knew that he didn’t and kept his guard up more.

It was also a stress test. Michael needed to make his father’s reports loyal to him, and not just because they remembered or liked or feared his father. He needed to know who he could “trust”.

Also cynically, once Michael left for Nevada, he probably didn’t need TWO people overseeing the Corleone East Coast Enterprises.
