2nd February, 2021

The Garda National Protective Services Bureau has formally established Organised Prostitution Investigation Unit, to police all aspects of organised criminality within the s*x trade, including the enforcement of legislation criminalising the purchase of s*xual services.

The Organised Prostitution Investigation Unit, formally known as and operating as Operation Quest is attached to the Garda National Protective Services Bureau, under Assistant Commissioner, Organised and Serious Crime based at Harcourt Square.

The establishment of this specialised unit reinforces An Garda Síochána’s commitment to protecting vulnerable persons, including victims of human trafficking involved in prostitution in Ireland. This will be achieved by, tackling crime gangs involved in organisation prostitution, by targeting the demand for prostitution and by safeguarding those persons trafficked for s*xual exploitation.

The Unit, have been actively targeting organised prostitution and brothel keeping. For example a 44 year old male and a 26 year old female are currently before the courts charged with multiple offences in relation to Organised Prostitution, Brothel Keeping, Money Laundering and Fraud related offences in the greater Dublin area.

In addition to the above investigation, the Garda National Protective Services Bureau have been active in investigating attacks on persons in the s*x trade.

Detective Chief Superintendent Declan Daly said "A physical or s*xual assault on a pr******te is a serious crime and an attack on a vulnerable person in the community. Any person who commits such an attack can expect to be subject to a criminal investigation. Those persons who seek out and purchase s*xual services also commit a criminal offence and will be prosecuted”.

The Organised Prostitution Investigation Unit have a number of persons before the Courts involved in violent attacks on vulnerable persons involved in the S*x Trade.
An Garda Síochána are conscious that a significant number of serious attacks on individuals in the S*x Trade go un-reported, however An Garda Síochána "encourage those in the s*x trade to report all such attacks, which will be rigorously investigated”.

Courier Payment Scam Public Advice

With online shopping and parcel deliveries increasing due to the COVID-19 pandemic Gardaí would like to warn the public of the potential risk to their personal and payment data.

An Garda Síochána has become aware of a scam that is operating where emails and texts are being circulated under the branding of various courier companies.

In these emails/texts it is requested that the recipient has to pay an additional cost for customs clearance prior to delivery of their parcel.

In some instances these emails/texts have been circulated in Irish.

Recipients are asked not to provide payment details, and to take a screenshot of the text/email, delete it, and anyone who believes they have been the victim of fraud is asked to report the matter to their local Garda station.

These scams takes advantage of the confusion around Brexit and uses this uncertainty to defraud people.

An Garda Síochána is advising the following:

- Those who receive unsolicited correspondence and are awaiting a package to first independently verify the status of their package with the relevant postal service or courier.
- Never click on links in an unsolicited text or email, never provide payment details or give away personal data like your PIN, card numbers or passwords.

- Do not respond to such messages and delete straight away.

- Never open attachments in unsolicited emails and to make sure your computer has the most up-to-date anti-virus software installed.

- Be weary of unsolicited phone calls.

There are some critical pieces of advice that consumers must follow to help protect their finances and their bank account.

When it comes to email and text related scams Detective Superintendent Michael Cryan of the Garda National Economic Crime Bureau has the following advice:
"Be careful, do your research, don’t rush in, ask yourself why me? Why am I getting this great offer, and if it sounds too good to be true, then it probably is”.

- Only use secure sites and make sure you are on the real site. Check the URL and look for the trust seals.
- Make sure to check these sites privacy policy, refunds policy and contact us section

- Use trusted payment methods and never send cash
- Use sites where a padlock symbol is shown beside the website address

- Do not under any circumstances use public Wi-Fi when making payments - switch to 3G/4G on your phone if necessary
- Independently visit the website of the online sales company as opposed to clicking on social media or pop-up adverts

- Be cautious about claiming outrageous offers - if it sounds too good to be true it probably is
- Stick to well-known websites or websites that you are familiar with or websites associated with high street retail outlets.

Garda Síochána appeals to people to Stay Home this weekend

An Garda Síochána has seen overwhelming public support for Public Health Guidelines and Regulations. The vast majority of people continue to comply with public health guidance.

But we all need to stay the course.

Covid-19 remains a significant threat to our society. Covid-19 related deaths are rising. Hospital admissions are increasing. ICU departments are at capacity.

Unfortunately, there is also a minority who are not complying. These people put everybody’s health at risk, which impacts on individuals and our society.

Speaking today Deputy Commissioner John Twomey, Policing and Security said, "Throughout this pandemic the vast majority of people have been compliant with public health advice. We thank them for that. We know this hasn’t been easy and has involved great sacrifices.

"However, as we all know, Covid-19 doesn’t relax. It doesn’t take weekends off. We are asking people to remember this as they plan their weekend so they can enjoy it while protecting themselves and others.

"Exercise within 5km of your home. If you are doing this in a place that is getting crowded then leave. Minimise your contacts. Only take essential journeys. Maintain social distancing. Wash your hands.

"When visiting amenities within 5km of your home park legally. Illegal parking can hinder access by emergency services and could put lives at risk. As we saw last weekend, people who illegally park are at risk of having their cars towed and impounded.”

The Health Act 1947 (Section 31A-Temporary Restrictions) (Covid-19) (No.10) Regulations 2020, as amended, are currently in force. Regulation 4 states, inter alia, ‘an applicable person shall not leave his or her place of residence without reasonable excuse’. This is a Penal Regulation and is enforceable.

An Garda Síochána continue to adopt the approach of 4Es Engage, Explain, Encourage and Enforce in engaging with the public. However, An Garda Síochána can, and will, issue Fixed Payment Notices for breaches of Covid-19 Public Health regulations where appropriate to do so.

This weekend An Garda Síochána will continue to support the effort against Covid-19 by enforcing the Public Health Regulations and other relevant legislation where appropriate.

Travel restrictions DO NOT APPLY in the case of domestic violence or to escape a risk of harm, whether to the person or to another person. Victims of domestic abuse incidents, including coercive control, will continue to receive highest priority response for service under Operation Faoiseamh.

If you are a victim of abuse or you know of a family member or friend who is a victim of such abuse, that information is important to us and we ask that you make contact with An Garda Síochána. If you require urgent assistance or support, please call 999 or 112, we are there to listen to help and to protect.

If you are unable to make phone contact please approach any member of An Garda Síochána on duty, on patrol, on a checkpoint and look for assistance, we are here to help.

An Garda Síochána is committed to working with our communities to help and support those vulnerable or isolated at this time. If you need help or know someone who does, please contact your local Garda station
