The Treasure Outlaws event is a tricky event by a band of thieves who manipulates the time and space as they can hide like ninjas and appear in different directions.
All you have to do is send 1 march to the Holy sites (Lost Temple, Shrines, Altars or Sanctums) at 3 different time ( UTC 2, UTC8, UTC14). Best to use cavalry march with heavy skill damage like Xiang Yu, Saladin, or Minamoto to inflict the most damage possible, Saladin is a good choice because he can slow down the outlaws and deal good amount of damage. In addition, you should also bring additional 1 march to collect the outlaw chest.
The rewards can be rewarding as you may obtain some golden sculptures and other rewards. But the drop rate can be pretty random.

"How to cook Budae-Jjigae?"

1) Arrange all the food ingredients in a shallow pot.
2) Then add in the Budae-Jjigae sauce on top.
3) After that pour TWO bottles* of broth (soup) into your pot.
4) Close the pot with a lid and cook over medium to high heat for 10 minutes.
5) Once the food ingredients are boiled, put in Ottogi Ramen in the pot and cook for another 5 minutes.
6) Finally, put in a slice of cheese after the ramen have softened.
7) Refill you pot with the last bottle of broth as it boils down.
