IT expert Carlos Nazareno of DEMOCRACY.NET.PH and Atty. Neri Colmenares explain the danger of the SIM Card Registration Bill, a draconian measure which, if passed into law, would require all phone as well as social media users to register. In a protest action organized by Computer Professionals Union and AGHAM - Advocates of Science and Technology for the People, speakers from youth groups, trade union, media, and progressive partylists elaborate on the negative impacts of the proposed law, which they claim would curtail privacy rights, freedom of speech, freedom of expression, and right to information, and would hamper access by ordinary Filipinos to basic social services which requires phones and/or social media accounts.

Dr. Eiza Yu, a biochemist and molecular biologist from UP Diliman, shared her thoughts on how the current tyrannical environment affects the development of science and technology in the Philippines during the online forum last February 27 organized by the alliance Scientists and Technologists Say No to Tyranny (SnT)2. Dr. Yu proposed several steps in addressing this problem including improvements in science education and involvement of STEM professionals in policy-making and governance.

On the designation of Sasmuan wetlands as 8th Ramsar site in the Philippines

AGHAM – Advocates of Science and Technology for the People welcomes the designation of the Sasmuan Pampanga Coastal Wetlands as the 8th Ramsar site in time for the 50th World Wetlands Day.

The Sasmuan wetlands, composed of mudflats, mangroves, and riverine habitats, serve as stopover points for migratory birds. A survey in 2020 found over 50,000 birds in the area, including threatened species, such as Nordman’s or spotted greenshank (Tringa guttifer), black-faced spoonbill (Platalea minor), and far eastern curlew (Numenius madagascariensis). The 3,667.3 ha wetland also hosts mangrove species, such as the threatened Avicennia rumphiana and the common Sonneratia alba, which serve as sanctuary and nursery grounds for a wide array of marine and estuarine species. Fishponds along the area also provide livelihood to coastal communities.

The declaration of a second Ramsar site in Manila Bay strengthens the importance and need for conservation of its coastal ecosystems, particularly the mangrove forests. Manila Bay is already fraught with different challenges, such as degradation of water quality, exploitation of resources, and conversion of habitats. The conversion or reclamation of wetlands may exacerbate its existing environmental problems and lead to other issues such as habitat loss and food scarcity. At present, at least 22 reclamation projects, spanning from Bataan to Cavite, are still pending approval. The Manila Bay Integrated Flood Control, Coastal Defense, and Expressway Project is one such reclamation project covering 18,000 hectares of coastal zones from Bataan to Bulacan. While the said project is still in its initial planning stage and no final design has been publicized, we must remain vigilant, as the proposed site of the project is adjacent to the newly-designated Ramsar site and might pose threats to the thriving mangrove ecosystem.

AGHAM reiterates its stand against reclamation projects in Manila Bay. We urge the government to cancel all existing environmental compliance certificates and declare Manila Bay a no-reclamation zone. We demand the government to prioritize the conservation and restoration of the remaining wetlands in the bay, especially in these times of worsening climate crisis.
