After the bail approval of Pcapt Jon Russel Barnacha and Pssg Alvin dela cruz of the HPG, the bail was also APPROVED to the 7 INNOCENT Police Officers who performed their official duties and was charge for MURDER. Hence it is contrary to the concocted story of Atty Glenn Chong of a planned rub out.

The court found out that “ there is NO STRONG EVIDENCE by the prosecution that could established the guilt of the police officers.” Hence bail was APPROVED.

Further, No new evidence was submitted and or found by the prosecution to implicate them in the said case, hence they are legible to avail the said motion!

“Proof Evident” or “Evident Proof” means clear, strong evidence which leads a well guarded dispassionate judgement to the conclusion that the offence has been committed as charge, that the accused is the guilty agent, and that he will probably be punished capitally if the law administered.

“Presumption great” exist when the circumstances testified to a such that the interference of guilt is naturally be drawn therefrom is strong, clear and convincing to an unbiased judgement and exclude all reasonable probability of any other conclusion.

It is during the Senate Inquiry regarding the Santillan Case that we had finally known and were given a clear information regarding grey areas behind the demise of Richard Santillan.

Contrary to the allegations and baseless version of Atty Chong on his misleading and fabricated story on the death of his bodyguard that it was already dead and with signs of torture before it was placed on the encounter area, there was also his mediocre story of the blood patterns as if he was so expert enough to explain that the PNP personnel involved manipulated the scene.

To the thinking professionals and skeptics, how could he fortell such story in his own version and yet he is not a forensic expert and one thing more he was not in the scene that night to have seen the whole incident and even all his witnesses cannot tell so since they do not have personal knowledge of the facts of the incident. Again this lies were debunk and explained in details by PNP Forensic experts on what really happened in the encounter area during the Senate Inquiry of the said case.

As what the PNP Forensic experts said, the blood pattern analysis indicates that the blood drop from the driver side going out and passing thru the vehicle shows from tiny drops becoming large stains that are dripping going out means that Santillan was indeed alive and was moving out of the vehicle indicative of movement and thus proving all the stories and version of Atty Chong to be just lies and fictions of his mind.

"Sketch of the Armed encounter"

Based from the SOCO ballistics report it shows that the bullet trajectory was indeed going upward and in the direct line of fire from the Toyota Fortuner which is perpendicular to the SWAT van of the PNP who manage to block the fleeing vehicle being driven by Richard Santillan.

His body was recovered outside the passenger side of the Toyota Fortuner of which he was moving towards it to escape coming from the driver side. At that moment while trying to escape he was firing from the ground from where he stumbled thus indicative of the upward bullet hole of the SWAT van that was hit from his Cal .45 pistol.

It is indeed that the social media hype done by a certain individual went through a wide range of lies and cover ups.

It included big names and companies that in his theory was behind the death of Santillan. But the question is, was Santillan an important person for these prominent individuals and organization to waste money or resources to neutralize him.

Perhaps why not his boss instead in the person of Atty Chong. And so we can now see how this nuisance of a person made concocted and fabricated stories on a massive scale that he linked up everybody else from prominent PNP officials to agencies in the government.

The question is why? That is and its a fact to cover up the mess of his dead body guard in eliciting illegal drug activities in Rizal Province and as a result his name will surely be dragged down and he might be linked up as a drug personality cuddler.

LTO stradcom verification VS LTO 2600.

The point of debate in the senate inquiry as to what is the main purpose and intent of the patrolling policemen utilizing their issued patrol car in attempting to pull over the toyota fortuner with plate number NOF845 was as per LTO Stradcom Verification is that it was not registered since 2015. A clear violation of the Land Transportation Code of the Phil otherwise known as "RA 4136".

Stradcom is different from 2600 wherein all the details of the vehicle including its registered owner can be seen in the database, unlike 2600 were it is only limited to the make, year model, color, registration date, apprehensions and the like.

Police personnel specially assigned in the implementation of RA 4136 knows well when a vehicle has violation, they cannot abruptly just stop or pull over a vehicle without an initial violation being noticed.

In the senate inquiry as shown in this post the patrolling policemen onboard their patrol car noticed that the Toyota Fortuner doesnt have a validating sticker that is aside from being a reported vehicle being used in illegal activities in Rizal province. With that they have an initial violation for them to peacefully pull over the said vehicle but it was able to elude the patrolling policemen.

As per 2600, the vehicle is not alarmed but that is not the point of debate as to why it is being pulled over, it is clearly shown in the verification that it is not registered for almost 3 year during the time of verification, an aggravating circumstance of its owner driving such vehicle in our roads, hence that is why there was really a valid reason that it was being pulled over to verify its pertinent documents and the like.

If you have influencial people around you anythings possible they said. As we scrutinize the bits and pieces of the Santillan Case we are now enlightened that the case was indeed somehow took a different twist. Imagine 19 police officers who was just doing their job that night, some was not even in the scene of the encounter area and just arrived to respond on a distress call from their radio that a fire fight transpired in their area and then after responding later on, in the succeeding days they would suddenly be indicted with the crime of Murder. Perhaps some would say this is madness as per intellectual brainstorming from different legal services they too are questioning the process how the case was filed and what had gone wrong since all the actuations of all the police officers involved could not materialize into murder? Well it now goes down to connecting the dots from different Intel sources (reliable and confirmed) that was repeatedly validated that perhaps other person might have a big influence on the case that's why it went the way of the suspect. Con man Atty Chong really got the trust of PACC Comm to support him all the way but needless to say PACC Comm was blinded again by this social media artist a con man in the shadows of unsuspecting people in his circle that either too dumb to notice his self serving interests. Poor for the accused if PACC Comm might have really known the real deal of the case maybe, just maybe it did not went this way. The question now is who will gonna protect the protectors of the land if this is the case maybe. Well perhaps we ask now where is the presumption of regularity in the performance of police duty for these personnel involved?

The irony of medical information and media ethics in showcasing the real truth in relation to court hearing procedures in SANTILLAN CASE.

Why does Atty Chong is spreading noise without being in the right position as a medical practitioner regarding the medical findings of the deceased Richard Santillan?

Is social media the right platform to air his own version of pseudo-scientific explanation as if he is the one talking as a medical expert who have done the human cadaveric dissection of Santillan?

Let us be reminded that when a judge ask for a medical report, for example, he/she may ask for a factual account a doctor's involvement in a particular case not by anyone not having personal knowledge of the medical procedures done to a certain cadaver in this case, but now as for Atty Chong is he the right person talking all over the media even if the medical experts were not yet called and cross examined in the courts (Inuunahan na nya ang mga expert eh di pa nga sumalang sa mga hearing ng korte) And now why does it seem he is so knowledgeable explaining in social media his self-serving findings? Is this to get sentiments from the masses to again use it as his platform to run for public position or to seek as what he calls justice yet he should air that in the court proceedings isn't it?

There are two findings regarding the medical aspect of the cadaver involved, one is from the PAO and other is from the PNP Crime Lab. It was revealed during the senate inquiry that the cadaver of Santillan was already processed by the PNP Crime Lab and now left for almost seven (7) days in a morgue in Antipolo, Rizal. After seven (7) days Atty Chong requested a secondary autopsy? Now will the second finding be conclusive? The wounds had already been treated, healed and studied for ballistics pe*******on/damage, the instruments used to probe the depth of the bullet pe*******on were now suddenly mistaken as instruments of torture that was used to scourge Santillan as per Atty Chong, perhaps all of these mis-information he is saying are now being believed to be true by the common citizen who doesn’t have the real score of the story. Poor PNP Crime Lab medical practitioners they can’t voice out now their side on social media because it’s a sensitive matter but they all know perhaps once they start explaining their medical findings in court they could now somehow redeem their rights to clean their name and their profession that was severely tainted by Atty Chong.

A doctor in court proceedings is acting as a professional witness of fact and not giving an opinion. As for Atty Glenn Chongs speculations and post on social media it seems like he is the one explaining all the medical terms and findings, assimilating like a medical doctor who is an expert. And yet both Doctor Erfe of the PAO and Doctor Carpio of the PNP SOCO who is in the most suitable position to explain and expound all the findings in medical parlance should be the one telling the reports but yet keeping silent because it is in the court hearings is the right venue not in the social media.

If the common mind would analyze the saying "Tell me whou your friends are and ill tell you who you are" then this would automatically explain again that "people of the same feather flock together"

Richard Santillan during his demise was with Gessamyn Casing a known street level drug peddler who is cousin of Jun lagum ogis one of the ring leaders who perpetrated the brutal killing of Police Captain Jimmy Senosin of Cainta Police.

Santillan and Casing was also described as lover in one of the affidavits of Atty Glenn Chongs witness in the person of Jerome Mercader.

In this a concocted story or coincidence? NO! It is a well known fact and validated information coming from the PNP. Even if we dont have a mind like the investigators or intelligence operatives it was indeed established that Richard Santillan is involved in illegal activities specifically proliferation of illegal drugs in Rizal Province.

Then why his boss the former congressman of biliran Atty Glenn Chong is so focused in propagating false and wrong informations that according to him what the PNP did to his aide/body guard was not a legitimate police operation, But infact the PNP has all its findings and intelligence pocket of info that is validated and being kept at the PNP Intelligence Group situated at Camp Crame of which Atty Glenn Chong wants to acquire but cannot do so since it requires the highest security clearance to do so.

Perhaps in the end his name will be dragged into the mess that his aide/body guard has done. For sure it will because to analyze it all his vehicle itself the Toyota Fortuner with Plate Number NOF845 was used during that night of the drug transaction of which the armed encounter followed because the PNP was able to caught them red handed doing the illicit act.

Many PNP Personnel had been accused of and still being harrased by Atty Chong thru blatant filing of cases in the courts if he cannot get what he request from the PNP. Perhaps if there would soon be a hard hitting and a senior ranking officer of the PNP who have an iron balls that would create a investigating team to create a air tight inquiry to build a case to shut this person and evidence indicates that he can be really connected and indicted with the mess of his body guard then by that time this nuisance of the society and also for the PNP will see that someone now is fighting back for truth.
