Children's Aid Societies or CAS help to protect children who are experiencing abuse, there are almost 9,300 children and youth in care. The government provides funding but each society is an independent, organization run by a board, The CAS has more powers than virtually any other government agency. Human rights complaint alleges system-wide discrimination in children’s aid societies, In Ontario, Indigenous youth make up 23 per cent of children in care and African-Canadian children made up 32 percent. CAS actions often are shrouded in secrecy, and media investigations are chilled by CAS lawyers.
Two attempts by NDP provincial legislators to pass a bill giving the ombudsman oversight teeth have failed: one voted down by Ontario’s then-majority Liberals, one died in a prorogued parliament.
