Ms. Galindo:

I am Dr. Jaime Casillas. I am the former Chief Civil Rights investigator for the LULAC state office of California when Dave Rodriguez was State Director. I am inquiring into the situation with Mr. Xavier Flores from the Palmdale, California area. Dave Rodriguez and I visited Ms. Flores and his Council several years ago when Ben Diaz was state president. We were informed that his council had submitted a charter application with checks to pay for membership but, for some reason, the membership app was not processed. Apparently, his efforts to register his council has now turned into some kind of state and national controversy. Ridiculous. Javier Flores and his brother Dr. Roberto Flores are rather legendary within the Chicano movement within the southern California area. The comment that was made that he, Xavier, is the "president of nothing" is rather embarrassing and indignant to say the least. There is no room here for me to outline the major contributions that Xavier and his family has made to the Chicano movement. I sincerely believe that what amounts to botched clerical mishaps have been turned into a rather indignant and inaccurate characterization of Mr. Flores and his Council.
