🚚 Starting this summer, brace yourselves for a new development in Minnesota deliveries - a fifty-cent fee on most deliveries exceeding $100. Aimed at bolstering transportation funding amidst declining gas tax revenues, it's anticipated to generate $60 million for local road maintenance. 💰

Bruce Nustad from the Minnesota Retailers Association explains, "It's a new way to boost transportation funding." The fee, effective from July, stirred a mix of opinions. Some argue it's an additional tax burden, while others see it as crucial for addressing infrastructure needs. 🔧🛣️

Last year, DFL lawmakers justified the fee, citing the need to offset gas tax revenue losses due to the rise of electric vehicles and fund repairs from delivery vehicles' wear and tear on roads. Representative Erin Koegel highlighted it as a vital step in fixing transportation infrastructure. However, Republican lawmakers, pointing to a surplus, expressed discontent.

Exceptions to the fee include drugs, medical devices, food, and certain baby products. Businesses with less than $1 million in sales are also exempt. Additionally, 1% of the fee revenue is earmarked for food delivery services like Meals on Wheels.

Minnesota's move follows Colorado, which imposed a twenty-seven-cent fee in 2022. Opinions on the fee's impact vary, with some hoping it will significantly contribute to road repairs. 🔧🛣️

Notably, Minnesota plans to introduce a housing tax this year to address homelessness. While claiming to prioritize safety, raised concerns as it perpetuates harmful cycles that disproportionately affect poor Black families. Despite his repeated calls to "fund the police," the plan involves hiring 100,000 more police officers and allocating an additional $13 billion to already massive police budgets. This move reinforces a flawed and misleading association between policing and public safety.

The narrative of "law and order" tactics, deeply ingrained in American politics, overlooks the root causes of crime and tends to impact marginalized communities disproportionately. Recent political shifts, such as the ascent of former policeman Mayor Eric Adams to the position of Mayor in New York City, exemplify the adherence to traditional, yet destructive, strategies. The recall of reformist figures like Chesa Boudin as San Francisco District Attorney further highlights the electoral rewards tied to maintaining conventional American approaches to "law and order."

These tactics have kept failed policies in rotation by reinforcing the misguided equation of policing and incarceration with "public safety." However, extensive data reveals that America's reliance on policing and carceral systems has not effectively prevented crime or protected collective safety. Despite over four decades of escalating incarceration rates, safety in U.S. communities lags considerably behind peer nations with significantly lower incarceration rates.

Studies consistently show that the U.S. incarcerates well beyond the point of diminishing returns, with any potential benefits overshadowed by substantial harms. Moreover, the COVID-19 pandemic has underscored how incarceration undermines public safety and health.

In light of this reality, there is a pressing need for a comprehensive reevaluation of safety. Lawmakers must refrain from endorsing policies that sacrifice the most marginalized members of the U.S. public for the short-term convenience of the privileged. A just approach requires waking up to the reality that true safety remains elusive until public resources focus on repairing the harm inflicted by policing and mass incarceration on America's most dispossessed communities.

Rethinking safety involves a paradigm shift, recognizing that neither policing nor punishment can serve as substitutes for care. Safety necessitates constructive investments in communities and individuals rather than destructive punishment. Evidence from a substantial body of research indicates that supportive public services, ranging from emergency financial assistance and guaranteed basic income programs to summer jobs initiatives and neighborhood beautification, are highly effective at preventing violence and enhancing community safety.

Recent studies underscore the importance of healthcare access as a key component of violence prevention. One study found that men losing access to Medicaid were 14% more likely to be incarcerated over the subsequent two years, rising to 21% for individuals with psychiatric conditions. Another study highlighted that increased healthcare access, particularly through Medicaid expansion for formerly incarcerated individuals, substantially reduced rates of rearrest, with observed reductions in violent crime over the following two years.

Lawmakers should take note of these findings, as they align with studies from previous years. Medicaid expansion has been associated with reductions in various crimes, including burglary, vehicle theft, homicide, robbery, and assault, resulting in significant cost savings that offset the public cost of ensuring the right to healthcare. Moreover, Medicaid expansion in 1990, providing increased healthcare access for Black children, led to a 5% reduction in their incarceration rate by age 28, primarily due to decreases in financially motivated crimes.

In conclusion, Biden's plan, despite its stated intentions, risks perpetuating harmful cycles that disproportionately impact poor Black families. A comprehensive and just approach to safety necessitates a departure from conventional, failed strategies, emphasizing investments in healthcare, education, and community support to break free from the cycle of ineffective policies and prioritize the well-being of all Americans.

In our American history, the Ku Klux Klan emerges as a haunting chapter, birthed in hatred and fueled by a desire to shatter the dreams of Black lives.Klan's origins reek of oppression, its terror campaigns resulting in the massacre of over 47,000 souls from 1882 to 1959. This brutal tally eclipses the combined toll of Pearl Harbor and Hurricane Katrina.

The Klan's symphony of violence included hangings, floggings, and the grotesque burning of crosses—a symphony of hatred echoing through the corridors of time. But amidst this cacophony of racial horror, an ironic harmony emerges in the form of what they dared to call 'humanitarian events.'

The Klan's so-called 'charitable' endeavors, documented in the "History of the Ku Klux Klan," are nothing short of twisted benevolence. Donations to widows and the Red Cross, loans to businesses, and even contributions during the recession—a facade of compassion to cloak the bloodstains on their hands.

In their pursuit of racial purity, the Klan invaded sacred spaces, infiltrating churches with an audacious display of strength, leaving behind tainted money and a note proclaiming, "The Klan is your friend." This mockery of 'contingent charity' exemplifies the depth of their arrogance.

Their 'love attacks,' where they targeted Black individuals, manifested in baskets filled with food and propaganda. Kenneth Jackson's documentation of Klan 'charities' from 1918 to 1939 exposes a sinister pattern of financial aid for victims of their own orchestrated explosions and selective benevolence during Christmas.

The Women of the Ku Klux Klan (WKKK), an auxiliary arm, delved into activities that seemed incongruent with their malevolent nature—Americanism, education, and public entertainment. Yet, these actions served as a veil for their relentless pursuit of societal dominance.

Beneath the veneer of charity lies the Klan's core objective: imposing their twisted vision of societal order. Their claim to combat crime and cleanse politics thinly veils a mission to enforce their version of justice—a justice rooted in racism and brutality.

History, as some would say, is the living truth. To comprehend the Klan's complexities demands an unflinching gaze into the darkest corners of America's soul. This tale serves as a stark reminder that while some may drape themselves in the garments of benevolence, the stains of oppression persist, etching a painful legacy that we must confront head-on.
