Srinagar, June 13 (GNS): Authorities have ordered that no vehicle with outside number shall ply in any public place unless registered in accordance with Motor Vehicles Act in J&K.

“It has been observed that considerable number of vehicles registered outside Jammu & Kashmir (from adjoining States of Punjab, Haryana and Delhi etc.] have been purchased by the residents of the Jammu and Kashmir and are being plied across the Jammu & Kashmir unauthorizedly, without having been registered with the concerned Registering Authorities (RTOs/ARTOs), in contravention to the explicit provisions of the Motor Vehicles Act, 1988, Central Motor Vehicles Rules, 1989,” reads a circular issued by Hirdesh Kumar (IAS) Commissioner Secretary to Government, Transport Department.

“It has been reported that number of old vehicles purchased from outside J&K are also being plied in the Jammu and Kashmir without paying token tax/road tax as required under J&K Motor Vehicles Taxation Act, 1957 and without the transfer of ownership in favor of purchaser (transferee] and the state exchequer is bereft of considerable amount on this account,” the circular reads, a copy of which lies with GNS. “There is high probability of such vehicles being used for carrying unlawful activities.”

The government referred to ‘relevant sections’ of the Act, underlining that every owner of a motor vehicle shall cause the vehicle to be registered by the registering authority in whose jurisdiction he has the residence or place of business where the vehicle in normally kept.

Refereeing to section 47, the Circular said stated that when a motor vehicle registered in one State has been kept in another State, for a period exceeding twelve months, the owner of the vehicle shall within such period and in such form containing such particulars as may be prescribed by the Central Government, apply to the registering authority, within whose jurisdiction the vehicle then is, for the assignment of a new registration mark and shall present the certificate of registration to that registering authority.

Referring to section 50 dealing with transfer of ownership, it reads that in the case of a vehicle registered within the same State, within fourteen days of the transfer, report the fact of transfer, in such form with such documents and in such manner, as may be prescribed by the Central Government to the registering authority within whose jurisdiction the transfer is to be effected.

In the case of a vehicle registered outside the State, within forty-five days of the transfer, the copy is to be forward to the registering authority. (GNS)

Hospital Authorities Terms His Condition Stable

Kulgam June 9: People in Damhaal Hanjipora (DH Pora) of South Kashmir's Kulgam district were shocked when concerned Tehsildar Niyaz Ahmad was provided an acid bottle used for batteries instead of pure drinking water bottle by a local shopkeeper.

Immediately after drinking few sips of water from the bottle, Tehsildar Niyaz Ahmad was hospitalised and according to hospital authorities after initial treatment his condition is stable and completely out of danger.

Locals told that concerned Tehsildar was coming back to his after destroying 8 Kanals of poppy cultivation and DH-Pora when he asked shopkeeper for water bottle, "accidentally" shopkeeper provided him an acid bottle due to which Tehsildar Niyaz Ahmad was hospitalised.

Police station DH-Pora has registered a case in this regard against the accused shopkeeper identified as Manzoor Ahmad Alie, son of Wali and according to senior officials of police investigation is going whether it was a deliberate attempt or just by mistake.

*Shopkeeper was arrested and he is still in custody" police added.*

When contacted Tehsildar Niyaz Ahmad he said, " it was unintentionally thar Shopkeeper provided me an acid bottle instead of water" he clarified.

Meanwhile he also cautioned that these shopkeepers are running drug mafia and they will sternly dealt under relevant sections of law, if they didn't mend their ways.

Youth falls to death from waterfall in Kulgam

Kulgam June 08 : In a tragic incident, a 22-year-old youth died after he accidentally fell into the waterfall in Aharbal area of Damhal Hanjipora in South Kashmir's Kulgam district on Tuesday afternoon.

An official told that a youth identified as Suhaib Ahmad Dar (22) son of Shabir Ahmad Dar of Nowgam Shangus visited Aharbal waterfall along with his friends and fell accidentally into the waterfall.

“Rescuers immediately swung into the action but couldn't save his life," official said.He said the body of the deceased will be handed over to his legal heirs after completion of all legal formalities .

Motorcyclist killed, pillion rider injured in Aharbal Kulgam mishap

Kulgam, June 07 : A motorcyclist died while as his pillion rider was injured in a road accident near Aharbal area of Damhal Hanjipora in South Kashmir's Kulgam district on Monday afternoon.

A police official told that the bike rider identified as Suhaib Ahmad Magray son of late Javid Ahmad Magray and his pillion rider Sahil Iqbal Magray son of Mohammad Iqbal Magray of Watoo were injured after head on collision between an automobile near Aharbal.

“Both the injured were rushed to a nearby healthcare facility, where Suhaib Magray succumbed to his injuries,” he said.

The official said that condition of Sahil Magray was critical while a case under relevant sections of law has been registered and further investigations has been taken up—

11 brick kilns sealed in Kulgam

KULGAM, JUNE 02:
In a major crackdown on erring brick kilns, the Deputy Commissioner (DC) Kulgam, Dr.Bilal Mohi-Ud-Din Bhat today sealed 04 brick kilns during his visit to Hablish and Devsar areas of the district.

The brick kilns were sealed after they were found operating without licenses.

The DC during the visit was accompanied by ACR, Mir Imitiyaz-ul-Aziz and other officers.

Later Acting upon the directions of Deputy Commissioner, a joint squad comprising Revenue, FCS&CA enforcement and Police officials visited several other brick kilns to monitor implementation of rates fixed by district administration recently.

The visiting team sealed 07 more brick Klins in Devsar and Hablish area who were found operating without licenses and indulged in overcharging.

Meanwhile, the DC has directed the joint squad to continue the drive against the illegal brick kilns and seal ones involved in overcharging and operating without licenses.🧱🧱🧱

Devsar, May 31: On the directions of Deputy Commissioner Kulgam Dr Bilal Mohi-ud-Din Bhat a team from Revenue Department Devsar Headed by Naib Tehsildar Devsar Farooq ahmad and SHO Devsar today carried out a surprise drive in village adigam, banghall in Devsar Tehsil and on spot destroyed Poppy cultivation on 2 kanals of land.
Speaking on the occasion Tehsildar Devsar Ab Rashid Ganie who supervised the whole proceedings said that the drive launched today will continue with more vigour and force and will be result oriented.
He said people in general particularly from the concerned village appreciate and hailed the initiative launched by the administration.
He added that the same drive will be carried out in other villages where such complaints may pour in future.

Kulgam May 22:- Department of Indian Systems of Medicine on Saturday distributed Immunity booster kits among recovered and Positive Covid-19 patients in containment Zones Nandimarg and Yarikhah in which 138 patients and their families were benefitted.The event was also chaired by Nodal Officer Covid-19 Nandimarg Kulgam Lec. Showkat Ah Wani /Tehsildar D.H.Pora Niyaz Ah Bhat and B.M.O D.H.Pora.

DPC Kulgam approves district plan of Rs. 537.99 crore for 2021-22
KULGAM, MAY 22: A meeting of District Planning Committee (DPC) members was today held here at mini-secretariat Kulgam for approval of the district plan for the year 2021-22.
The meeting was attended by District Development Council Chairperson, Mohammad Afzal Parray, Vice Chairperson, Shazia Jan and other PRI members.
Besides ADC, ACD, ACR, CPO, Ex. Engineers and other concerned officers participated in the meeting
At the outset of the meeting, the Deputy Commissioner (DC) Kulgam, Dr. Bilal Mohi-Ud-Din Bhat highlighted the importance and significance of the District plan for the development of the district. He said that the plan has been formulated by active participation and involvement of DDCs, BDCs and PRI members. The DC also added that PRIs have an instrumental role in development and implementation of Developmental programmes.
Later Proposal for approval of District Plan for year 2021-22 was laid for approval and District Planning Committee approved the Plan of Rs. 537.99 crore for year 2021-22 which will set impetus to developmental scenario of the district. On the occasion, the District Development Council Chairperson, Mohammad Afzal Parray extended his full support to district administration for the development of the district
He also applauded and complimented district administration for their efforts and measures put in place to combat Covid-19 pandemic.
