Rwanda has shut down over 5,600 places of worship in a crackdown due to their failure to meet the required operating conditions.

The shutdown affected churches, mosques, caves, and tents that did not comply with the 2018 regulations.

This process, which began on July 29, found that these places failed to meet the legal requirements.

The Rwanda Government law requires religious leaders to have theology degrees, and faith organizations need to register with the government and submit clear statements of their beliefs.

These statements must be filed with the Rwanda Governance Board, the agency responsible for registering places of worship and other civil groups. They must also adhere to safety and hygiene standards.

"I think what was introduced-not today but five years ago-is good for the church.

"The government gave us five years to comply and kept giving us reminders.

"That ended last year in September,

"I think this was enough time to comply. We need to look at this from a positive side." Anglican Archbishop Laurent Mbanda of Rwanda said.

The Rwanda Governance Board established these rules and standards to control what officials saw as an uncontrolled increase in churches.

Mbanda stated that the rules are beneficial for enhancing the quality of worship and the overall environment for congregations.

"We are talking about aeration, sound control, toilets for men and women,

The Executive Chairman of the National Hajj Commission of Nigeria, Jalal Arabi, and the commission’s secretary, Abdullahi Kontagora, are currently in the custody of the Economic and Financial Crimes Commission over the alleged mismanagement of the N90bn 2024 Hajj subsidy.

In a document sighted by our correspondent on Wednesday, the anti-graft agency said, “A total of

SR314,098 was recovered,” from the NAHCON chairman and other ranking officials.

The EFCC said its investigation revealed that from the N90bn Hajj subsidy, Arabi, fraudulently overpaid himself and others the necessary operational cost.

Commissioners, Secretary and Directors/Chief of Staff in the 2024 budget are stipulated as $4,250, $12,750, $3,825 and $15,300, respectively.

The EFCC, however, alleged that: “The chairman fraudulently overpaid himself, the commissioners, secretary and directors for the 2024 hajj operational cost.

“The chairman was entitled to SR15,929 but he got SR50,000; three commissioners who were meant to get SR 15,929 each received SR 40,000 each. The secretary got SR 30,000 instead of SR14,336. Directors/Chief of Staff received SR 30,000 instead of the SR2,550 they were entitled to. The total of

SR314,098 were recovered from all of them.”

The anti-graft agency had first grilled Arabi for hours on July 29 and released him on bail.

Also, last week Wednesday, some top officials of the Hajj commission were arrested by the Independent Corrupt Practices and Other Related Offences Commission over alleged mismanagement or diversion of the N90bn subsidy.

On Wednesday, a source in the EFCC told our correspondent that the NAHCON Chairman was taken in again on Wednesday for questioning and was detained.

“The Secretary and Chairman of the commission are in our custody and are facing serious interrogations on the N90bn subsidy, among other allegations,” the source said on condition of anonymity because they could not speak officially.

Nigeria’s headline inflation rate decreased to 33.40% in July 2024, down from 34.19% in June 2024.

This marks the first decline in the headline inflation rate since December 2022, when it last dropped to 21.34%.

The latest inflation rate figures are based on the National Bureau of Statistics (NBS) CPI report for July 2024.

According to the report, the headline inflation rate decreased by 0.79 percentage points in July 2024 compared to June 2024.

On a year-on-year basis, the rate was 9.32 percentage points higher than in July 2023, when it stood at 24.08%. This indicates an increase in the headline inflation rate on a year-on-year basis for July 2024 compared to the same month in the previous year.

Additionally, on a month-on-month basis, the headline inflation rate in July 2024 was 2.28%, slightly lower than the 2.31% recorded in June 2024.

Food and non-alcoholic beverages contributed 17.30% to the year-on-year inflation followed by housing, water, electricity. gas & other fuel at 5.59% and others.

The X (formerly Twitter) handle of the Economic and Financial Crimes Commission (EFCC) has vanished from the frontline social media platform.

Multiple checks on Wednesday showed the organisation’s handle, with its 2.2 million followers, was no longer accessible. “This account doesn’t exist” was the page’s message instead.

Dele Oyewale, EFCC’s chief spokesman, confirmed that the handle, , has been down for three days. He attributed the issue to a network problem and noted that the agency’s ICT department is working to resolve it.
“Our ICT department is working on it. They have been on it for almost three days now,” Mr Oyewale told The Gazette on Wednesday night. “We are hoping It will come up again.”

The crisis came days after a cluster of suspected Internet fraudsters thr3atened to wage cyber warfare against the anti-graft office for its alleged disregard of constitutional norms in cracking down on dubious activities among Nigerians online. The thr3ats were made on Reddit and other forums last weekend, with some of the commenters claiming anti-graft detectives extorted them.

The EFCC has ramped up its campaign against suspected crooks online in recent months, raiding hotels and university dorms in a zealous endeavour to stymie the trend, which anti-corruption campaigners said had become a blight on the image of Nigeria and its hardworking population.

The WhatsApp number of Akwa Ibom State governor, Pastor Umo Eno, has been hacked and cloned by an impostor, who currently deployed it into some fraudulent transactions running into millions of naira in the name of the governor, Leadership Newspaper is reporting.

One of the conversations requested favour from a close ally of the governor asking him to send N7 million to someone on the governor’s behalf, promising to refund later, as the governor is currently in the United States for a state’s function.
The cash, it was gathered, was to be transferred to a dedicated account, but the official involved was said to have suspected foul play and intimated some key officials of the government.

Confirming the incident, the chief press secretary (CPS) and spokesman of the governor, Mr Ekerete Udoh, alerted the public against being hoodwinked into falling prey to the fraudsters.

He said: “Our attention has been drawn to a carefully orchestrated fraudulent posts on some social media platforms, where some criminal elements have cloned the WhatsApp number of His Excellency, the governor of Akwa Ibom State, with an intent to defraud unsuspecting members of the public. We hereby warn that any message appearing to solicit funds by these imposters should be totally ignored by the general public as they do not emanate from the governor. The law enforcement agents have been duly alerted and are on the trail of the perpetrators of this ignoble act.”

The Minister of State for Defence, Dr. Bello Muhammed Matawalle, disclosed that the Armed Forces of Nigeria require 200 million rounds of ammunition annually for their operations, costing the government at least $2 per ammunition.

He revealed this on Wednesday during the signing of a memorandum of understanding between the Ministry of Defence (MOD), Defence Industries Corporation of Nigeria (DICON), and the National Agency for Science and Engineering (NASENI) on the establishment of an ammunition production factory in Nigeria.

He blamed past governments for the nation’s failure to achieve self-sufficiency in
defence production. “We have been travelling all over the world, and we see how local manufacturers are developing their countries. But unfortunately, Nigeria, for 60 years, has failed to build the institutions, but that has changed, and it will continue changing, inshallah.

Therefore, I make a promise to Mr President that as far as the MOD is concerned, before the expiration of his four years, I assure him that DICON will be exporting its military capabilities. All we need from all of you is prayers and your dedication. We shall look at it as our own baby, not just mine, but for all of us. Of course, if today we are achieving even 60 or 70% reduction in our military hardware and ammunition costs, considering that just the military requires about 200 million rounds of ammunition per annum, and when we include other paramilitaries and the police, we’re looking at about 350 million rounds of ammunition per annum.”

A French court has authorised the seizure of three presidential jets linked to the Federal Government of Nigeria, sources familiar with the matter have told PREMIUM TIMES.

Two of the jets, part of the Nigerian presidential air fleet, were recently put up for sale, while the third, an Airbus 330, was purchased by Nigeria but not yet delivered.

The seizure of the presidential jets is a result of an application by Zhongshan, a Chinese company whose export processing zone management contract was revoked by the Ogun State government in 2016.

An independent arbitral tribunal chaired by the former President of the UK Supreme Court awarded Zhongshan about $74.5 million in compensation, but the Ogun State government, which has a dispute with Zhongshan, has yet to honour the award.

The Federal Government is facing this backlash over an action taken by one of its subnationals with which Zhongshan has a business dispute.

The seized presidential jets include a Dassault Falcon 7X at Le Bourget airport in Paris, a Boeing 737, and an Airbus 330 at Basel-Mulhouse airport in Switzerland. All are currently undergoing maintenance. The Nigerian government reportedly paid over $100 million for the Airbus.

The court order prohibits the movement, sale, or purchase of the jets until Zhongshan receives the awarded $74.5 million. Bailiffs have served papers for each aircraft.

The Nigerian government is yet to comment on this development.

The confiscation of the planes follows the recent seizure of Nigerian-owned buildings in Liverpool, England, by a UK court in relation to the same dispute with Zhongshan. The properties against which Zhongshan secured charging orders are located at 15 Aigburth Hall Road, Liverpool and Beech Lodge, 49 Calderstones Road, Liverpool, estimated by the company to be worth between ÂŁ1.3 and ÂŁ1.7 million.

The Kano State government on Wednesday, said the people who invaded the State High Court during the nationwide protest carted away some of the documents used in the corruption trial of former Governor Abdullahi Ganduje.

Ganduje, his wife, Hafsat, Umar, his Son, Umar Abdullahi, and five others have been dragged to the court over 8 charges bothering on misappropriation, and diversion of funds during his eight-year tenure as governor.

Osun Defender reports that the court is among the properties vandalised and looted by hoodlums during the protest.

Governor Abba Kabir Yusuf visited the court to assess the damages, describing the vandalization as a staged-managed mission.

The governor was conducted round the court premises by the Attorney General and Commissioner of Justice, Barrister Haruna Isah Dederi, Chief Registrar of the High Court, Alhaji Abdullahi Ado Bayero, and some judges.

According to the governor’s spokesperson, Sunusi Bature Dawakin Tofa, Yusuf described the vandalization as a staged-managed mission in which hired miscreants carted away corruption charges documents of Ganduje who is facing multiple charges before the court.

“It is very unfortunate that enemies of Kano State hired undesirable elements to vandalise one of the historic public buildings with a mission of averting corruption charges against the Ag. National Chairman of APC and former governor of the state Dr Abdullahi Umar Ganduje, his family and aides,” Tofa said in a statement.

The statement added that the miscreants destroyed virtually all units of the High Court, including the office of the state Chief Judge, with loss accruing to more than N1 billion through stealing of office equipment, destroying offices, burning cars and other relevant materials crucial to the dispensation of justice.

Reps Withdraw Bill Seeking Jail Term For Those Refusing To Recite New National Anthem

Speaker of the House of Representatives, Abbas Tajudeen. has withdrawn the controversial Counter Subversion Bill which stipulates that any Nigerian who refuses to recite the national anthem shall be fined N5 million, face a 10-year prison sentence, or both.

The withdrawal followed the outrage and opposition that trailed the provisions of the planned legislation which many have described as draconian and anti-democratic.

The Bill, sponsored by Speaker Tajudeen Abbas, is set for its second reading, where its general principles will be debated.

According to the proposed legislation, anyone who destroys a national symbol or a place of worship shall be liable to the same punishment.

The Bill “stipulates that anyone found guilty of destroying national symbols, refusing to recite the national anthem and pledge, defacing a place of worship with intent to incite violence, or undermining the Federal Government shall face a fine of N5 million, a 10-year prison sentence, or both”.

The Bill also “states that anyone who sets up an illegal roadblock, performs unauthorised traffic duties, imposes an illegal curfew, or organises an unlawful procession will be subject to a fine of N2 million, five years in prison, or both upon conviction”.

Also, any person who “forcefully takes over any place of worship, town hall, school premises, public or private place, arena, or a similar place through duress, undue influence, subterfuge or other similar activities, commits an offence and is liable on conviction to a fine of N5 million or imprisonment for a term of 10 years or both”.

“A person who professes loyalty, pledges or agrees to belong to an organisation that disregards the sovereignty of Nigeria, commits an offence and is liable on conviction to a fine of N3 million or imprisonment for a term of four years or both,” it also added among others.

As the controversy continued to trail the actual take-home pay of federal lawmakers in the face of the nation’s economic realities and the secrecy surrounding the monthly package, more facts have continued to emerge.

This is against the backdrop of the recent revelation by former President Olusegun Obasanjo that members of the National Assembly fix bogus salaries and allowances for themselves in contravention of extant laws.

A member of the 10th Senate and Senator representing Kano South senatorial district of Kano State on the platform of New Nigeria Peoples Party (NNPP), Abdurrahman Kawu Sumaila, has reacted to the controversy, revealing that he earns a cumulative N21million monthly in salary and allowances.

The lawmaker, in a chat with the BBC Hausa Service on Wednesday morning, monitored by our correspondent, however, claimed that the official pay package was fixed by the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) – the body empowered by law to fix salaries and allowances of political office-holders.

“My monthly salary is less than N1million. After deductions, the figure comes down to a little over N600,000,” Senator Sumaila said.

He, however, added that: “Given the increase effected, in the Senate, each Senator gets N21million every month as running cost.”

However, there is no end in sight to the controversy as the revelations of the Kano South Senator were at variance with the position of RMAFC.

LEADERSHIP reports that RMAFC, on Tuesday, revealed that each member of the Senate collects a total monthly salary and allowances of the sum of N1,063,860.

The breakdown of the cumulative take-home pay, according to the commission, include; basic salary of N168,866:70; motor vehicle fuelling and maintenance allowance of N126,650; N42,216:66 for personal assistant; domestic staff – N126,650:00; entertainment – N50,660:00; utilities – N50,660; newspapers/periodicals – N25,330:00; Wardrobe allowance – N42,216,66:00; house maintenance – N8,443.33 and constituency allowance – N422,166:66; respectively.

You Are Not Excluded From Corrupt Nigerian Political Leaders, Surrender Youself To EFCC - Oyo Monarch Tells Obasanjo

Oba Francis Alao, the Olugbon of Orile-Igbon in Oyo State, has lambasted former President, Chief Olusegun Obasanjo.

He stated that Obasanjo should surrender himself to the EFCC because he is not a saint.

Alao made the statement days after Obasanjo said that most Nigerian political leaders should be behind bars.

Obasanjo spoke in Abeokuta on Friday, August 9, when he received six members of the House of Representatives, who are co-sponsors of bills proposing a single six-year term, rotation of the Presidency between the North and South, and rotation of governorship slots among the three senatorial districts of each of the 36 states.

The former president said: “Our main problem is ourselves. Whether we adopt a single term of six years or two terms of four years, if we maintain the same mentality and approach, nothing will change.

“The real issue is ourselves. Yes, the system needs rethinking, but the character of people in government must change. With all due respect, many in government should currently be behind bars or on the gallows.”

Reacting, Alao said on Monday, August 12, though he aligned with Obasanjo’s position, the former President should lead by example “by submitting himself for incarceration as a leader of this generation of the so-called corrupt people. There is no way he can exclude himself.”

Oba Alao claimed that during Obasanjo’s tenure as President of Nigeria from 1999 to 2007, the administration spent billions of United States dollars to fix the country’s power supply challenges, “yet there is nothing to show for it.”

“So, excluding himself from those he described as corrupt leaders is nothing but grandstanding since Obasanjo cannot wash his hands clean of all activities that brought Nigeria to this undesirable state. Doing so will amount to a pot calling the kettle black.

“Obasanjo should stop parading himself all over the world as a saint when he is one of the leaders that steered the ship of Nigeria from 1976 to date. He is inclusive of the 90 per cent of Nigerian leaders that should be in prison for corruption.

The Economic and Financial Crimes Commission (EFCC) has released the sum of N50 billion to the Nigerian Education Loan Fund (NELFUND) from recovered assets to support the student loan scheme.

The anti-graft agency announced this in a press statement on Tuesday, following a visit by NELFUND’s head, Akinwunmi Sawyerr, to the EFCC headquarters.

According to the statement, the chairman of EFCC, Ola Olukoyede, lauded the student loan programme, describing it as a policy issue to tackle corruption.

Olukoyede also mentioned that the inability of many parents to fund the education of their children had always been a predisposing factor of corruption, making students vulnerable to all forms of economic and financial crimes.

“One of the main incentives to cybercrimes is the inability of parents to fund the education of their children. NELFUND is a policy issue against crimes. President Tinubu should be commended for initiating the Fund”, he said.

On his part, Sawyerr said NELFUND was a programme designed to provide funding for the education of indigent students.

He also thanked EFCC for the N50 billion injected into NELFUND from the proceeds of crime recovered by the Commission.

“We are aware of the funds from the proceeds of crime extended to NELFUND. We are here to express our gratitude for the gesture. We also want the EFCC to exercise oversight on what we are doing”, he said.

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has revealed that each member of the Senate collects a total monthly salary and allowances of the sum of N1,063,860.

Chairman of RMAFC, Muhammed Bello Shehu, made the disclosure on Tuesday in a reaction to the recent controversy surrounding the actual salaries and allowances payable to members of the National Assembly of the Federal Republic of Nigeria.

Recall that former President Olusegun Obasanjo had a few days ago alleged that the federal lawmakers determine their monthly salaries and allowances contrary to extant laws. Also, a one-time Senator of Kaduna Central, Shehu Sani, had once publicly disclosed that each Senator collects monthly running cost of N13.5m in addition to the monthly N750,000 prescribed by the commission.

However, chairman of the commission, which is empowered by law to fix salaries and allowances of political office-holders, said some allowances are regular while others are non-regular. Regular allowances are paid regularly with basic salary while non-regular allowances are paid as at when due. For instance, furniture allowance (N6,079,200 million) and severance gratuity (N6,079,200 million) are paid once in every tenure and vehicle allowance (N8,105,600 million) which is optional is a loan which the beneficiary has to pay before leaving office.

The House of Representatives is proposing a 25-year imprisonment or N10 million fine, or both, for any person convicted for making a statement or taking an action that leads to separatist agitation or inter-group or sectional conflict in the country.

This is contained in the Counter Subversion Bill 2024 before the House. The proposed legislation, according to its explanatory memoranda, “seeks to criminalise subversive activities by associations, organisations, militias, cults, bandits and other proscribed groups in Nigeria.”

The Bill, sponsored by the Speaker, Tajudeen Abbas, is awaiting the second reading, during which the general principles will be debated.

Similarly, the Bill states that any person who destroys national symbols, refuses to recite the national anthem and pledge, defaces a place of worship with the intent to cause violence and subverts the Federal Government shall, on conviction, be liable to a fine of N5 million or 10 years imprisonment or both.

According to the bill, any person who mounts an illegal roadblock, engages in illegal road traffic function, imposes illegal curfew, conducts illegal procession, shall, on conviction, be liable to a fine of N2 million or five years jail term or both.

Furthermore, the Bill prescribes a fine of N4 million or two years imprisonment for a person convicted for castigating, denigrating, embarrassing or bringing to disrepute the leadership of a community, religion, lawful group, local government, state or federal government.

Also, sections 2,5,6 and 10 of the proposed legislation state that, “A person who engages in activities that results to mutual suspicion, mistrust, distrust or intolerance which degenerates into conflict and violence that threatens the corporate existence, peace and security of the federation of Nigeria, commits an offence and is liable on conviction to a fine of N5 million or imprisonment for a term of 10 years or both.

A passport is more than just a travel document, it is a symbol of national identity and a vital legal instrument that grants a citizen the right to travel internationally.

In a viral video recently, a woman was filmed tearing up her husband’s passport at Lagos Murtala Mohammed Airport.

She was seen shouting at her husband with pieces of the Nigerian passport on the floor. The incident occurred after she returned from Europe with her husband and children, in front of other travellers.

The woman involved has been identified as Mrs Favour Igiebor.

The Nigerian passport is a critical piece of documentation it serves as an official document issued by the Nigerian government, allowing citizens to travel abroad.

It also functions as proof of Nigerian citizenship, which is why its integrity is safeguarded by various legal provisions.

However, not everyone is aware of the severe consequences attached to damaging or tearing this document.

The penalties for damaging a Nigerian passport are severe, reflecting the importance of the document. Under the Nigerian Passport (Miscellaneous Provisions) Act, the following penalties may be imposed

Individuals found guilty of damaging a Nigerian passport may be subject to a significant fine of N2 m. These fines serve as a deterrent against the unlawful handling of passports and emphasize the gravity of the offence.

In addition to fines, the law also prescribes imprisonment as a possible penalty. The duration of imprisonment is 10 years.

President Bola Tinubu has signed the Judicial Office Holders Salaries and Allowances Bill into law.

Senator Basheer Lado, the Special Adviser to the President on Senate Matters, disclosed this in a statement in Abuja on Tuesday.

Recall that in March, Present Tinubu sent a bill titled: ‘A Bill for an Act to prescribe the salaries, allowances and fringe benefits of judicial office holders in Nigeria and for related matters’ seeking to amend the salaries of judicial officers to the House of Representatives for consideration.

Vanguard reports that in June, the National Assembly approved a bill that grants a 300 per cent salary increase for judicial officers at the federal and state levels.

According to Lado, “This extraordinary move underscores Mr President’s absolute prioritization of the welfare of Nigerian workers above all else just like he did when he recently put on hold an ongoing Federal Executive Council meeting to assent to the new National Minimum Wage Bill of N70,000.

“The new Act “prescribes salaries, allowances, etc., for Judicial Officers to reflect the changing realities and consequentially amend the provisions of the Certain Political, Public and Judicial Office Holders (Salaries and Allowances, etc.), Act, No.6, 2002 (as amended) to delete the provisions relating to Judicial Office Holders.

“The prescription of salaries, allowances, and other benefits for Judicial Officers.

“The amendment of Certain Political, Public, and Judicial Office Holders (Salaries and Allowances, etc.) Act, No.6, 2002 (as amended) which provides for the deletion of provisions relating to Judicial Office Holders from the aforementioned Act.”

Lado hailed the president’s signing of the bill as a landmark achievement and a testament to his unwavering dedication to improving conditions for Nigeria’s workforce.
