MESSAGE OF HON’BLE GOVERNOR OF SIKKIM
ON THE OCCASION OF WORLD ENVIRONMENT DAY

“It is with profound concern that we stand today to celebrate the World Environment Day 2020. The concern this time is more about mankind rather than environment. As the world is amidst the greatest crises humanity has ever faced since the Spanish flu, the COVID-19 pandemic has claimed lives unprecedented by any epidemic seen so far. Hence we stand united against the pandemic with the country and the entire world. We deeply sympathize with all the people who have lost their loved ones to this virus and also salute all the frontline workers who have relentlessly offered their services for the healing and containing of this outbreak day and night.
Therefore, this year’s message on the day of celebrating environment and biodiversity could not contain the mirth but observance of solidarity. However, we look forward to harmonious existence in the future with environment for our strength lies in its management. Sikkim has been a beacon of hope even in such an hour when it could prevent the entry of this silent killer for the longest possible time. We are blessed with nature’s bounty, and a wealth of natural splendour that we have come to respect. Our culture imbibes the ethos of conservation inherently in our practices. Hence this world environment day, I call upon my fellow Sikkimese to learn and revive the old ways of life that aligned so harmoniously with nature and brought forth a beautiful and healthy co-existence between man and environment.
Sikkim is bestowed with majestic mountains, beautiful hills and valleys, crystal clear water falls, springs and lakes, rivers and streams, steep and undulating terrains, snow clad mountains, low lying land ranging from altitude of 310 m (Jorethang) to 8586 m (Mt. Khangchendzonga) above mean sea level (MSL). Sikkim is blessed with varied flora and fauna falling within the Eastern Himalayas, which is one of the mega-biodiversity hotspots. The State is a repository of endemic flora, rare and endangered species of animals, high value medicinal plants etc. Sikkim is a botanist’s paradise. There are mainly five forest types in Sikkim namely Sub-Tropical, Moist Mixed Deciduous, Wet Temperate, Conifer and Sub-Alpine forest.
Within an area of 7096 sq. Km, the State has a healthy 30.77% of landmass under Protected Area Network, comprising of seven Wildlife Sanctuaries and one National Park, which is highest in the country. Khangchendzonga National Park is also a UNESCO World Heritage Site declared in July 2016.
The State has a recorded assemblage of more than 4000 species of flowering plants. Among these most prominent are more than 500 species of orchids and 40 species of rhododendrons. More than 1100 types of plants found in Sikkim are known to have some medicinal value or the other. We also have rich faunal biodiversity with more than 570 species of birds, which forms a substantial proportion of almost half of those found in India and 650 types of butterflies and moths.

With such a wealth of biodiversity it wouldn’t be incorrect to say that Sikkim resonates perfectly with this year’s theme of World Environment Day that is ‘Celebrating Biodiversity’. We as the citizens of this beautiful Himalayan State, let us come together and supplement the effort of the government towards conservation of our rich environment and biodiversity and be part of various programmes meant to achieve this goal.

Let us cherish our biodiversity as common heritage and build a resilient society
World Environment Day is celebrated on 5th June every year. It is the United Nations’ initiative to raise awareness and encourage actions for protecting our environment with the involvement of more than 143 countries. The theme for this year is biodiversity and this theme is very special for Sikkim.
India is among the 17 megadiverse countries of the world. Within India, Sikkim, nestled in the Himalaya global biodiversity hotspot, is known for its rich biodiversity. Sikkim is blessed with extreme variation in altitude ranging from 280 to 8,598 metres above sea level, covering humid sub-tropical valleys to temperate montane habitat, alpine meadows and trans-Himalayan cold desert. As a result, Sikkim sustains diverse assemblages of flora and fauna in habitats ranging from the tropical to the alpine. This variation also results in great ecosystem and species diversity. Sikkim has exceptional plant and animal diversity with over 5500 species of plants, including 557 species of orchids, 11 oak species, 28 bamboo species, and nearly half of the nation's bird diversity. As many as 165 plant species have been named after Sikkim.
Mt. Khangchendzonga, the world’s third highest peak in the world and the highest in India, is revered by the people of Sikkim as a guardian deity. Our forefathers referred to Sikkim as Beyul Demajong, the “hidden valley of rice”. They developed intricate relationships with nature, nurtured through reverence, traditional knowledge, and resource use practices refined over centuries. It is a matter of pride that Dr Salim Ali, the renowned ornithologist praised the people of Sikkim for their knowledge as he found that there were local names for almost all the birds reported from the state. Although only about 12% of the geographical area is under agriculture, Sikkim’s farmers have been maintaining high agrobiodiversity, which provides a source of livelihood for over 64% of its population. The agroforestry practices that have been developed here, like large cardamom agroforestry, support both economy and environment, maintain forest cover and provide significant cash income to farmers. Organic agriculture is an age-old traditional practice in Sikkim that has recently gained global recognition.
Sikkim has been a pioneer in biodiversity conservation. Ecotourism initiatives began in Sikkim in the 1990s and it soon became as one of the best ecotourism destinations in the Eastern Himalaya. In recent years, Sikkim has also led the way in pioneering research on biodiversity and climate change. Many young scientists are carrying out quality research on the biodiversity of Sikkim, including exciting work on how species are moving upwards as a strategy to adapt to climate change. Researchers from Sikkim University have recently recorded a new species of butterfly and also showed evidence of how organic farming supports butterfly species diversity. Recognizing the various efforts made by Sikkim in balancing nature and culture, the Khangchendzonga National Park was inscribed as India’s first “Mixed World Heritage Site” on the UNESCO World Heritage List. The Sikkimese people are proud of this recognition.
However, like other mountain areas, Sikkim is faced with a number of serious issues that threaten the environment, biodiversity, and the livelihoods of its people. A recent regional assessment revealed that climate change is emerging as a major driver of change and causing visible impacts in the Hindu Kush Himalaya. Glaciers are melting faster, flowering periods have advanced, rainfall has been erratic, and we are witnessing higher temperatures each year. As a result of climate change the frequency of natural disasters has increased, outbreaks of malaria and dengue are being reported from higher altitudes, new pests and diseases are infesting crops, and invasive species are spreading into new areas. Researchers fear that the impact of climate change might even lead to the extinction of some species in Sikkim. We need to meet these challenges head on to conserve Sikkim’s biodiversity and sustain the flow of ecosystem goods and services that contribute to the wellbeing of people in the state and downstream.
Sikkim is also paying a price for its conservation successes. In many areas, successful conservation has led to increasing wildlife populations and growing human-wildlife conflict. Traditional practices and traditional knowledge are also being eroded or lost. For example, yak herding in north Sikkim, an age-old tradition of the high mountains, is slowly dying due to both changing climate and a new generation that is less interested in herding as a livelihood option. Then there are emerging conservation challenges. With climate change, the protected areas in Sikkim are required to be bridged for greater biodiversity and ecosystem services.
The greatest lesson from this year is that emerging infectious diseases pose a major threat to civilization. Scientists believe that habitat loss and trade in wildlife and wildlife parts is one of the major reasons for the spread of zoonotic disease such as COVID-19. With the coronavirus, it is clear that human health and wellbeing is linked with the health of habitats and the overall health of our planet. The only option we have is to treat nature with respect and use her resources sustainably.
Finally, we are all in this together. Sikkim is a part of the greater Himalayan ecosystem with links to Bhutan in the east, Nepal in the west, and the state of West Bengal in the south. The common challenges need to be addressed through greater regional cooperation. I feel happy to see Sikkim as a partner of the landscape initiative in the Khangchendzonga complex. The recent exchange of breeding yak bulls from Bhutan to Sikkim and Nepal and regional dialogue on large cardamom were good examples of regional cooperation which should be further strengthened.
It is revealing that this year’s World Environment Day reminds us that it’s time for nature. This is timely as the whole world is facing a pandemic and there is increasing evidence that this is a result of the degradation and unwise use of nature.
On the occasion of the World Environment Day 2020, let us resolve to safeguard nature and double our efforts at building social-ecological resilience in Sikkim.

Greetings of the Chief Minister on the occasion of "Saga Dawa" (5th June)

The Chief Minister Shri Prem Singh Tamang has extended his warm greeting and best wishes to the people of Sikkim on the auspicious occasion of Saga Dawa.

The Chief Minister in his message recapitulates on the teachings of Lord Buddha being relevant to this day and being kind and compassionate is the essence of his teachings and that we should follow them.

On this day, the Sakyamuni Buddha was born, enlightened and attained nirvana. Saga Dawa is a landmark event for the followers of Mahayana Buddhism and is most sacred among the Buddhist festivals.

On this auspicious occasion the Chief Minister has offered his prayers and wished the people of Sikkim peace, joy, wellbeing and spiritual upliftment.

On the auspicious occasion of Saga Dawa, Hon’ble Governor of Sikkim, Shri Ganga Prasad has extended warm greetings to the people of Sikkim.

Hon’ble Governor said, “Among the holiest of the festivals of our Buddhist brethren worldwide, Saga Dawa commemorates three important events in the life of Lord Buddha i.e. Birth, Enlightenment and Nirvana. The spiritual perspective and way of living as enshrined in Buddhism has given a new hope and light to mankind. The ideals of truth, non-violence, brotherhood and harmony among all sentient beings has been the guiding light for peaceful coexistence of mankind. It has remained in the core of our national identity and has shaped our destiny as a country over centuries.

Minister L. N. Sharma lays the foundation stone for the Rangshang Steel Bridge, West Sikkim.

Gyalshing, 4th June, 2020 ( IPR):The Hon'ble Minister-cum-Area MLA of Gyalshing Bermiok constituency Shri Lok Nath Sharma laid the foundation stone of Rangshang Steel Bridge over College Khola at Rangshang Dobhan, this afternoon. The Bhumi puja was also held before laying the foundation stone.

Minister Sharma was also accompanied by the District Collector West Shri Karma R. Bonpo; Additional Chief Engineer Shri Thupden Bhutia; Additional Superintendent of Police Shri. Nahkul Pradhan; Divisional Forest Officer (T) Shri. Tenzing N. Bhutia and concerned officials.

While speaking to the media Minister Sharma expressed his gratitude to the Hon'ble Chief Minister of Sikkim for sanctioning the long pending demand of the public and also extended thankfulness to the concerned Minister Incharge, District Administration and the officials of Road & Bridges Department for their consistent support to fullfill the genuine public demand.

He also anticipated that the construction of the bridge will certainly resolve the need of much awaited road connectivity between Bermiok and Gyalshing, permanently. The construction of Bridge will shorten the distance between Bermiok and Gyalshing to 29 kms. only. Further, he briefed on future roadmap to develop the vicinity as tourism hub by exploring the tourism potential extensively, thereby benefiting the local public in terms of economy and socially as well.

Thereafter, he inspected the ongoing construction of BudaNilaKantha Dham at Chandabung under Chingthang GPU. He took stock of work progress and advised for applaudable engineering works to ensure exemplary tourist destination.

The Hon'ble Minister, Agriculture, Horticulture, Animal Husbandry and Veterinary Services-cum-Area MLA of Gyalshing Bermiok constituency, Shri. Lok Nath Sharma inaugurated Kishan Bazar at the IDMST building at Gyalshing, West Sikkim.

Minister Sharma was accompanied by the Chairman Gyalshing Municipal Council Shri I.K. Neopaney, District Collector West Shri Karma R. Bonpo, Superintendent of Police ( SP), West Shri Tashi Wangyal, Superintendent Engineer (SE) South/West Urban Development and Housing Deptt. Shri MK Rai, Municipal Executive Officer (MEO) Gyalshing Municipal Council Smt Bhumika Pradhan.

Minister Sharma also interacted with the vegetable sellers of newly inaugurated Kishan Bazar and extended his best wishes. Further, he encouraged them to increase production to meet up the growing demands of vegetables in the market.

The shed of the newly inaugurated Kishan Bazar was constructed by District Administration West and handed over to the Gyalshing Municipal Council for its functioning and governing the asset.

Afterward, Minister Sharma also inspected the proposed site for the establishment of the Gyalshing Police Station at the Bazar area.

Thereafter, along with the entourage, he visited the proposed site of Gyalshing Land Use Nursery for the establishment of Kishan Market-cum-Taxi station. He instructed the concerned officials to expedite the pending official procedure so that the construction work can be started at the earliest.

Quarantine Facilities at State Institute of Rural Development (SIRD) and State Institute of Capacity Building (SICB) Karfectar, South Sikkim

Namchi, 4th June 2020

To accommodate the returnees of South Sikkim and to undergo the mandatory 14 days period of Institutional Quarantine so as to curb the spread of COVID-19. The South District Administration has transformed two important Government campuses namely State Institute of Rural Development (SIRD) under the Rural Development Department and State Institute of Capacity Building (SICB) under the Skill Development Department both located in Karfectar, Jorethang, South Sikkim into Free Institutional Quarantine Centres for South District.

SIRD

This quarantine facility started from 24th March 2020 and has the capacity to accommodate 33 people in a total of 15 rooms. This center provides a separate room with a balcony, 13 rooms are double bedded and 3 rooms are triple bedded with attached bathrooms. Currently, a total of 22 inmates comprising of 12 male and 10 female under the category of senior citizens and medical patients are undergoing their mandatory institutional quarantine at the center. The facility has SDM, (Jorethang) Mr. R.B Bhandari as Nodal Officer and Joint Director Mrs. Chandra Kala Rai as Incharge. They are assisted by the medical team, IRBns accompanied by various other staff of the institute. The center has also set up a Swab Collection Chamber and to date, a total number of 58 people have been discharged after testing negative.

SICB

Similarly, this Government Institute converted into Quarantine Centre was operational from 5th May 2020 onwards. The center has lodging which can accommodate at least 92 returnees. Presently, this center has a total of 42 returnees who are medical patients, parents, with their children and are undergoing their compulsory quarantine period. The center is headed by SDM (Jorethang) Mr. R.B Bhandari as the Nodal Officer and Central Administrator SICB Mr. Bishal Rai as Incharge. This center also includes Medical Staff, IRBns, volunteers, and other support staff. A total of 88 people has been discharged from the center after the test results were negatives.

The campus of SIRD and SICB is known for imparting various training and programs focusing on skill and rural developments. But now they are functioning as facility quarantine centers.

The management teams in this Centre are putting in their earnest efforts to offer better services by providing basic amenities like televisions, toiletries, thermal scanner, blood pressure equipment, baby food, and many more. Additionally, the SICB quarantine center is also offering gift hampers to children and frontline warriors in order to uplift their spirit and try to work in a positive environment. These centers are also duly maintaining protocols laid down by the Sikkim State Government for the functioning of a quarantine facility.

Namchi, 1st June (IPR): A total of 25 people were discharged after completing compulsory 14 days quarantine at the Centre. Their discharge was monitored by a team of doctors and nurses and in presence of Centre In charge. After a short briefing, all the discharged people were sent for mandatory home Quarantine for 14 days in order to complete the Protocol of 28 days Quarantine period. The people left for their homes after filling up the undertaking forms.

First Batch of Sikkimese People Stranded in Nepal Return Home

Siliguri, May 31: (IPR) A total of 33 Sikkimese people stranded in Nepal returned to the State today through the Kakarvitta border.
The returnees comprised of 30 people from East District and 3 from South.
The returnees arrived at Panitanki, India, on foot through Kakarvitta border, Nepal. They were assisted by OC WBP, Panitanki Shri. Pradip Trikhatri along with his Police personnel and the SSB personnel.
The returnees were received by officials and staff of the State Government (SNT Siliguri) at Panitanki, from where they were brought back to Sikkim by two SNT buses.

It was informed that stranded people of Sikkim and Assam have been allowed by Nepal Government (as per the request from Government of India) to proceed to Panitanki, from Kakarvitta border.

On their way back, the returnees were provided food packets by the officers and staff of BDO office, Khoribari.

It may further be informed that people who were left out today would be evacuated tomorrow with similar arrangements.

Namchi, 30th May (IPR): A total of 4 people were discharged after testing negative and successfully completing 14 days mandatory quarantine period at Namchi Government College, Kamrang, today.

In a bid to say goodbye alongwith providing entertainment for people who are undergoing compulsory quarantine at the centre, the South District Administration held a live cultural and musical performance which were presented by the locals.

During the course of discharge of the quarantined people they were properly checked by the medical team posted there and advised them to maintain strict home quarantine protocol for 14 days to complete 28 days period.

The entire exercise was overseen by by the SDM (Namchi) Cum Nodal Incharge Mr. Agawane Rohan, Assistant Professor cm Incharge Mr. Saran Kr. Chettri, Dr. Sabia Gurung alongwith medical staff and health workers.

Gangtok, 30th May (IPR): The first batch of frontline healthcare workers treating Sikkim’s first COVID-19 patient at the STNM Hospital in Sochakgang have completed their weeklong COVID duty this morning.

The team of 32 healthcare frontline warriors including one Medical Specialist, one Paediatrician, two Medical Officers and one Dental Surgeon along with Nursing Officers, medical attendants and sanitary attendants received a huge round of applause from the officials and staff of the hospital while on their way to government identified quarantine facility in Gangtok where they will be housed for another 14 days.

The officials and staff then welcomed and cheered for the second batch of 32 healthcare workers as they entered the COVID-19 dedicated hospital to take over charge of COVID duty.

Additional Medical Superintendent, Dr. Yudok Bhutia, informed that samples of all the outgoing healthcare workers have been tested a day prior to the completion of their duty and the results are negative. They will be quarantined at designated centre for 14 days and will be tested again in a week. However, if their test results turn out negative, they will be allowed to leave for strict home quarantine for further period, she stated.

She informed that the State’s first Viral Research and Diagnostic Laboratory (VRDL) at the STNM Hospital, inaugurated by Hon’ble Chief Minister Shri Prem Singh Tamang (Golay) on 21st May, is now fully operational. A total of 12 samples related to COVID-19 were tested at the laboratory on 29th May, all of which have tested negative after validation process. It has also been informed that tests of the samples brought back to Sikkim from North Bengal Medical College and Hospital due to backlog issues will now be resumed at the VRDL of STNM Hospital from tomorrow.

It may be recalled here that Sikkim reported its first COVID-19 case last week after the test result of a 25-year-old quarantined returnee came out positive. He is currently in the isolation ward undergoing treatment.

Dr. Yudok Bhutia updated that the patient is in a stable and healthy condition and the viral load of the patient has gone down. He will be tested again next week for consideration of further plan of action by the hospital administration. It was informed that the patient has been cooperative throughout his treatment and added that the medical staff on duty have shown immense positivity and bravery while treating the sole COVID positive patient of the State.

The entire frontline healthcare warriors were commended and applauded for their determination, grit and selflessness in the fight against the COVID-19 pandemic.

Owing to the present scenario of increasing population, rising crime rates including petty offences/movement of miscreants and traffic management related issues at Bermiok bazaar one police Picket Post was felt necessary and taken into consideration for the creation of Police Picket Post.

On 29th May 2020, West District Police inaugurated a new Police Picket Post at Bermiok bazaar under Kaluk Police Station. The Police Picket Post at Bermiok bazaar had been a long pending demand of the people of Bermiok Berthang and Martam Rafong GPUs.

The Police Picket Post is now functional 24x7 for the convenience of the general public and better administration of law and order in the area.

Gangtok, May 29: (IPR) The employees of North District under the Animal Husbandry and Veterinary Services Department, have contributed Rs. 1,06,257 ( Rupees One Lakh Six Thousand Two Hundred and Fifty Seven) to the Chief Minister's Relief Fund to support the state government to combat against COVID-19 pandemic.

The amount was presented to the Hon'ble Minister AH&VS Shri Lok Nath Sharma by the Additional Director (North) Dr. Karma Bhutia at Tashiling Secretariat, Gangtok today.

The Hon'ble Minister appreciated their effort and extended gratitude for the generous contribution to support the state government at the time of crisis.

Gangtok May 29(IPR): Shri Sujendra Rai and Shri Pramod Chettri called on the Secretary to the Hon'ble Chief Minister Shri S. D. Dhakal in his office at Tashiling Secretariat this afternoon and handed over the cheque of the contributions made by the Nari Shakti of Wok Omchu GPU, Mandir Committee and the different sections of the people of Poklok Kamrang constituency for the Chief Minister's Relief Fund to help Government's effort to fight the COVID-19, a global pandemic.

The Secretary, Shri Dhakal on behalf of the Government thanked the people of Poklok Kamrang constituency for their kind gesture and generous contribution.

वितरणको कार्यक्रममा कस्तुरी एसएचजी 32 नम्बर छुबा नाम्लीबाट वरिष्ठ समाजसेवी सुमती छेत्रीको अगवाईमा पूर्व सिक्किमा रहेको राक्दोङ तिन्तेक LEE AAL OLD AGE TINTEK(वृद्वाआश्रम ) अनि दक्षिण सिक्किमको रेसेपमा रहेको सिक्किम विकलांग सहायता समिति नामक सुधार अाश्रमको भ्रमण गरेर राहत सामाग्री वितरण गरेका छन।

यस वितरण गर्ने कार्यक्रममा एसएचजी का अनिता छेत्री (अध्यक्ष ), डोमा तामाङ (सचिव) ,संगीता छेत्री, बबीता छेत्री र मनिता सुब्बा (सदस्यहरु ) को पनि उपस्थिति रहेको थियो।

साङ्गखोला निवासी सुमती छेत्री एक सामाजिक कार्याकर्ता साथै साहित्यकार पनि हुनु हुन्छ। वहाँले 2019 थाईलेन्डमा Ambassador for peace, Universal peace Federation Award ले पनि सम्मानित हुनु भईसकेको छ।

अाज पूर्व सिक्किम र दक्षिण सिक्किममा रहेको 2 वटा केन्द्रमा लगभग 30 जना भन्दा बढीलाई सर-समान वितरण गरेका छन।
अन्तमा दुईवटै केन्द्रमा रहेका पीडित परिवाले स्वयम् सहायत समूहका टोली प्रति धन्यवाद प्रकट पनि गरेका छन।

Namchi, 28th May(IPR): Inmates of Quarantine Centre at JNV, Ravangla are occupying their time by doing activities like cleaning and dusting. This kind of bonding activity has assisted the quarantined people to have fun and create a space where positivity prevails which is needed at this time in order to defeat the virus. Proper guidelines of COVID-19 is being maintained by the inmates and efficient intervention from the South District Administration has brought about constructive transformation at the Centre.

लकडाउनका कारण निजी पाठशालामा नानी पढ़्ने अभिभावकहरूले झेल्न परिरहेको वित्तीय कठिनाईलाई ध्यानमा राख्दै राज्य सरकारले उनीहरूलाई केही वित्तीय राहत पुर्याउने निर्णय लिएको छ। पूर्व जिल्लाका विभिन्न निजी पाठशालाका प्रबन्धन प्रतिनिधिहरूसित आज गान्तोकमा शिक्षा विभागको बैठक बसेको थियो।

यसमा निर्णय लिइएअनुसार, सारा सिक्किममा निजी पाठशालामा अध्ययनरत विद्यार्थीहरूका निम्ति लकडाउनको अवधिमा खेल, पुस्तकालय, विज्ञान प्रयोगशाला, कम्प्युटर र परिवहन शुल्क आदि माफ गरिएको छ। त्यस्ता अभिभावकहरूलाई पढ़ाई र विकास शुल्क तिर्नमा समय दिइनेछ जसले लकडाउनले गर्दा समयमा तिर्न सक्दैनन्।
