About Padma Bhushan Gurram Joshua, a great poet.

Gurram Joshua garu was born to Virayya and Lingamma in Vinukonda, Guntur, Andhra Pradesh, India to a community of leather workers. His father belonged to the Yadav caste and his mother belonged to the Madiga caste. Due to poverty and the intercaste marriage of his parents, his childhood was difficult in a society in which some castes were considered "untouchable." Joshua and his brother were raised by his parents as Christians. In order to fulfill the requirements of higher education, Joshua obtained the diploma Ubhaya Bhasha Praveena as a scholar of Telugu and Sanskrit languages later in his life.

Title: Need to expedite 'Usha Mehra' Commission Report on categorization of Scheduled Castes in Telangana/Andhra Pradesh.

DR. M. JAGANNATH (NAGAR KURNOOL): In Andhra Pradesh/Telangana, an agitation was carried out for the last many years by 'Madiga
Reservation Porata Samithi' for the categorisation of 59 castes of Scheduled Castes into A B C D groups depending upon the
social, cultural proximity of Sub Castes. After 60 years of Independence, the fruits of reservations are not uniformly enjoyed by
the 59 sub castes of Scheduled Castes in Andhra Pradesh.

The Government of India had constituted USHA MEHRA Commission to enquire into and submit a report for thecategorization of Scheduled Castes of Andhra Pradesh into ABCD groups.
The Usha Mehra Commission had conducted many sittings in Andhra Pradesh to elicit the opinion of the people and theReport is to be submitted yet.

As the process is on, Government of Telangana/Andhra Pradesh had taken up the process of recruitment to the vacant posts in theGovernment. If this is allowed before the Commission report is submitted to the Central Government, the Madigas and alliedcaste people will loose opportunity as they are not in a position to compete with the 'MALAS' and its allied caste as they are verybackward.

Through you, Sir, I request the Government of India to hasten up the process of submission of Usha Mehra Report to theGovernment and take further necessary steps to amend the Constitution to categorise Scheduled Castes in Telangana and Andhra Pradesh into ABCD groups.

Madigas, the most numerous Dalit caste in Telugu states, feel that the benefits of reservation have been cornered by the more advanced Mala caste, another prominent Dalit community in the state. Thus, Madigas have been demanding bifurcation of the SC quota in the state.

The Usha Mehra commission found the representation of the Malas in the IAS and the IPS ranging from 76% to 86% against 13% to 23% for the Madiga caste.

Madigas, let us ask for the Schedule Caste Categorization without ceasing until it is done. How long can we share our reservation with the community who are way advanced in terms of awareness, education, and employment?

This is absurd. Let us strive together against the injustice meted out by our Madigas. Why the governments did not act on the report given by the Usha Mehra Commission.
