A walk in Peng Chau usually leads you to familiar faces, all casually dressed. You see the same shirts in front of the kindergarden, at a restaurant, at an intersection. We were invited by Design Spectrum to join to their exhibition ‘Delightful Designs’. Our contribution ‘Building the Commons’ came back on our investigative work on Peng Chau.

And, we are excited to announce that we have a second contribution to ‘Delightful Designs’!
‘Finding the Commons’ is a self-guided mapping experience that will lead you to dig deeper into the Peng Chau culture.

Want to explore the island in an original and fun way, but in the same time get new tools to discover the hidden beauties of your own neighbourhood? This is your chance!

I: 政府應該如何配合這些民間自發的有機設施?
B:非常重要的一點是,政府需負責提供公共空間的基礎設施,從而為人們提供一個設計空間的平台。 例如,政府應負責植樹,接駁水源; 應該建造公共廁所-人們總不能自己建造公共廁所吧。 有時我們說民生政策應該總是自下而上,而忘記了不能將這種責任放到使用者身上, 因此,我們必須仔細釐清責任。 當然,對於長者來說,挪動共有椅子是很容易,這是政府應該給予的自由,但是他們不可能自己建造廁所,故此公共設施應該是雙方共同努力的成果。 [強調此類舉措]很重要,但它可能會向政府傳達了“給幾個塑膠椅子就好了”的錯誤的信息。 不,我必須講,這還不夠,政府不應逃避責任。

B: Something very important is that the government has the responsibility for public space, to provide a platform for people to design the space. For example, the government should be responsible for planting the trees, for bringing the water; it should build public toilet - the people cannot build public toilet. Sometimes when we say “it should be only the people”, or it should be grassroots, bottom-up, we forget that we cannot give this responsibility to the user. So we have to divide the task. Of course, moving a chair is easy even for a grandmother, and this is a freedom you should give, but they cannot build the public toilet by themselves. It’s a joint effort. [Highlighting this kind of initiatives] is important but it can send a wrong message to the government by saying “it’s just fine to give a couple of plastic chairs.” No, that’s not enough, and it’s important to say it. The government should not disengage.

I:作為建築師,坪洲的公共空間如何影響到您在建築上的實踐?
B:以坪洲作例子:我們擁有許多政府提供的公共場所,但是對我來說,它們是非常盲目的設計。 政府決策往往由上而下,著眼於規劃的層面,列出了該空間應有的東西,但卻從沒有考慮使用者的體驗。 因此,從坪洲的共有椅子可以觀察到,給予使用者的自由度越大越好。我嘗試以此主導我的設計方針:不要以為自己能替用戶解決所有可能的問題,該給用戶機會獲得自主的感覺,而不是限制太多。 我正在嘗試為我的案子找一種經濟且靈活的解決方案:不一定需要耀眼炫目的設計,要的是可以為用戶提供最大空間且干預最少的方法,這都是從椅子上學到的。 從我的觀察中了解到,用戶通常很清楚自己周圍的環境和該空間的品質,人們永遠將椅子放到樹下; 如果一群人需要聚集,便會把椅子圍成一個不錯的聊天圈。 人們對於這樣暫時性的座位仍然有很高的敏感度,即使在最糟糕的地方,他們也可以找到最舒適的位置。
這影響到我在設計時也嘗試這樣做,像使用椅子的人一樣:了解並代入所在的環境去思考。

I: As an architect, how do Peng Chau public spaces inspire your practice?
B: I think it’s really that, when I look at Peng Chau, we have official types of public spaces that are designed by the government. But for me they are designed very blindly. They are designed from the top, looking at the plan, listing the kind of things that this space should have, but without thinking of the experience. So how do I link to my design is that I observe that the more you give autonomy, and you don’t control everything, the better. That’s where I try to lead my design: not to fix everything, to give opportunity to the users to get a sense of autonomy, not to constrain too much. I am trying to find an economical and flexible solution. I’m not looking necessary as a kind of shiny, luxurious type of design, but I’m looking for the minimal type of intervention you need to give the greatest space. And this is what you see with the chairs. And I also learnt from observing that the users are naturally very aware of their surroundings. They will always look for the shadow. If they need to gather amongst people, they will put chairs together to create a nice chatting circle. They have their own sensitivity to occupy the space. And I’m trying to do the same when I design. To establish some kind of relationship between the context, the view, the quality that you can use in the design. I’m trying to be like the people who use the chairs: to understand the place and to relate to the context.
I observe in HK that when people use the public space, they look for and understand what are the space’s qualities. People are very aware, and even out of the worse place, they will make the best place.

Swiss Architect Géraldine Borio, founder of Borio Lab and Assistant Professor at HKU Architecture Department.

I:在坪洲居住了數年,您對坪洲的椅子和使用它們的人有何看法?
B:我認為這些椅子絕對是人們創造公共空間的一個實例,一個非常成功的例子,這不是一般由上而下的設施,而是當地人在為自己做的事情。 當我走在香港一些街道的後巷時,我常常留意到有些閒置的椅子, 一旦開始注意這一點,你就會意識到,原來有了椅子,你就可以佔據空間。而據我的認知,該空間便會立即成為公共空間,因為一旦您將時間花在您的私人地方以外,並且對它負責,那麼它將成為公共場所。 所以對我來說,椅子是將任何空間變成公共空間的關鍵,這是一個強而有力的裝置,因為基本上你只需要一張凳。

I: What do you think the chairs in Peng Chau say about their users?
B: I think the chairs is a very good and successful example of how people make their own public space. It’s not a top-down initiative because it’s the local people doing their own thing. Something I noticed when I walked in the backlanes of HK, is that there are some leftover chairs. When you start to pay attention to that, you realise that once you have a chair, you can occupy the space. And therefore the space itself becomes public space, in my understanding. Because once you spend some time in a place that is not your private room, and it is free of charge, then it becomes public space. So, for me, the chair is the key to making any space into a public space. And it is very strong here, because you basically only need a sitting device.

島上隨處可見噴上噴漆的凳子。噴漆除了避免有人將新簇簇的椅子拿回家用之外,亦成為共有椅子的清晰標記。 #揦西設計 #蕭競聰

揦西設計是理工大學設計系教授蕭競聰於2012出版的書上所提出的慨念。

書中探討的是一些不能被歸類,出於對原有設計的修補並快速有效地解決當前問題的民間智慧。

我們發現,就島上的共有椅子而言,揦西設計是描述這個由用者所建構系統的最佳理論,藉由這個X記號達到快速、經濟的視覺溝通、省去了說明的需要,並達至用者有效自我管理的目的。

A design without designer

The concept of ‘Lesser Design’ was developed by Siu King-Chung, Associate Professor at the HK Polytechnic University, in a book published in 2012.

The book discusses the myriad forms and manifestations of design in our daily life that generally go unnoticed. Marked by anonymity and grass-roots wisdom, they reflect the ordinary folk’s problem-solving attitude and ingenuity towards objects of the everyday.

We found that, in the case of collectively shared design, the concept of Lesser design is the best theory to describe this system constructed by the users. This X mark is a quick, cheap and easy solution, with no author, copyright, user manual; only meant to effectively achieve visual communication and help self-management by the users.

在沒有汽車的坪洲,街道屬於所有人,亦因此,與香港人均一個廁所大小的公共空間相比,有了顯著的分別。

在香港,大部分時間我們都要費神去尋找公共場所,在路邊橫空出現的迷你公園,私人公司管理下的公共空間,在路邊擠出臨時席地而坐的地方……
在平坦的小島上,居民可以使用海灘,行人路,小橋,大街
這些空間都支撐著島上的公共生活。
我們觀察到,這是一個大得足夠讓事情自然地發生的空間,使人們可以透過自發行動來豐富彼此的社區生活。

最後我們動手計算島民實際上享有的空間,因現有計算方法不會以用者的角度一拼去計算,亦忽略當中實行時的複雜性,所以,我們以自己的方式結合官方數字與實地考察,計算出島民共有,並可以共同建構的空間,人均132平方英尺

132 sq feet is the amount of open public space available per person in Peng Chau. It is 6 times above the recommended standard of 23.6 sq ft in Hong Kong (the size of a toilet cubicle).

Because there are no cars on Peng Chau, all roads and streets can be counted as public space freely accessible to the people - thus the huge difference with the HK toilet cubicle average.
In fact, most of the time in HK, we have to make do with specific spaces such as parks and playgrounds, or segmented pieces of public space, squeezed in-between spaces of efficiency (roads and private buildings), battling for a febrile right to use.
On the flat island though, residents can enjoy a large and varying network of open spaces - beach to roads, bridges, alleyways.... - that support a public life. We observe that this scale is essential for organic initiatives to grow naturally and enrich life with a layer of commonality.

Yet, we had to calculate this number by ourselves as we realised official documents don't consider public space in such a holistic way, and actually fail to take into account the complex reality of public space as it is practiced. So we devised our own method, crossing public data with fieldwork findings and we took into account all spaces where people can feel they share and build a common life - 132sq ft/person.
