Brexit: UK starts legal action over exclusion from EU science programmes

Horizon Europe funds research, the nuclear regulator Euratom and Copernicus, the satellite earth observation programme.

"The EU is in clear breach of our agreement, repeatedly seeking to politicise vital scientific cooperation by refusing to finalise access to these important programmes. We cannot allow this to continue," Foreign Secretary Liz Truss said in the statement.

The European Commission confirmed on Wednesday morning that it had received a letter from the British government on the subject.

"The Commission acknowledges receipt of the UK's request for consultations and will respond in accordance with the applicable rules set out in the post-Brexit agreement," European Commission spokesman Daniel Ferrie said.

But he had stressed the previous day during a regular press briefing that the issue presented "serious difficulties", noting that the trade agreement does not oblige the EU to involve the UK in such programmes.

How the economic impact of war is starting to bite in southern

In Zelenodolsk -- which is in Ukrainian territory and around 130km from Kherson -- artillery attacks often reach the town centre. It's forced many to flee. Those that stay barricade their windows with wood to protect from the fragments.

“It is tough here, we live under bombings," said Svetlana. "They fly over our heads all the time. Unfortunately, we cannot do anything about it other than hope that the military will protect us.

“I really hope the counteroffensive will work. We cannot continue to live like this. If it doesn’t work, I don’t know what we will do.”

The 53-year-old talks to Euronews as she stands in a queue to collect food from volunteers - the only way for her to survive.

It's a bleak reminder that the economic impact of the war.

“I am constantly in fear. It is so scary, but we try to hold on,” she added. “So many are out of jobs. It is hard to survive."

Forest fires have burned a record 700,000 hectares in the EU this year

Forest fires have burned a record 700,000 hectares in the EU so far this year - the biggest amount since records began.

“We are facing a difficult summer in Europe, with so far for this year more than 700,000 hectares burned, the highest value at this time of the year since 2006," said Janez Lenarcic, European Commissioner for Humanitarian Aid and Crisis Management.

The area of 700,000 hectares is nearly three times the size of Luxembourg or roughly the same size as Azerbaijan.

Figures from European Forest Fire Information System (EFFIS) show that Spain has been the most heavily impacted so far with more than 283,000 hectares burned. It is followed by Romania (150,735), Portugal (86,631), France (62,102), and Italy (42,835).

The number of fires has also shot up in recent years with more than 2,300 fires recorded across the bloc by mid-August, well above the average over the 2006-2021 period of 1,349 fires.

Climate change has increased the likelihood and severity of wildfires across Europe. This year, many of the fires were fuelled by several heatwaves and facilitated by a drought the European Commission Joint Research Centre said could be the worst in 500 years.

According to the European Commission, over the past two months, 29 aircraft and eight helicopters have been deployed across the bloc through the EU Civil Protection Mechanism, which is a way for EU countries to share resources during emergency situations.

Faced with this new reality, the European Commission has committed to finance the purchase by member states of 12 new firefighting aircraft but the first ones are not expected to become operational before 2026 with all scheduled to be online by 2029.

The current EU reserve to combat forest fire is this year composed of 12 firefighting aircraft and one helicopter that are loaned by Croatia, France, Greece, Italy, Spain and Sweden.

Is corruption really getting worse in Europe or are perceptions all wrong?

More than two-thirds think corruption is widespread
But a recent Eurobarometer poll found that 68% of people within the EU reckon corruption isstill widespread in their country. Only a third thought their governments were doing anything about it. In Greece, Cyprus, Hungary, Croatia and Portugal, more than 90% of respondents said it was widespread. Perceptions were only below the 50% mark in Estonia, Luxembourg, Sweden, Finland and Denmark.
While this was marginally down from a similar study in 2019 — when 71% of Europeans reckon corruption was widespread — it remains the case that most Europeans reckon their countries are corrupt.

Analysts say it shouldn’t be overstated, as the variations are within the confidence error of methodology, but even Europe’s best performers have worsened slightly on Transparency International’s Corruption Perceptions Index.

Norway, which is deemed the world’s least corrupt state, scored 88 out of 100 in 2015; it dropped three points in the latest report. Sweden went from 89 to 85. Germany dropped one point over the same period. The UK went from 81 to 78.

Roberto Martinez B Kukutschka, of Transparency International, warns about the semantics: “Corruption is often used as an umbrella term that covers several acts of abuse of entrusted power for private gain. This can range from bribery to obtain a public service, to embezzlement of public funds or favouritism in the award of public contracts,” he said.

“Due to the nature of many of these acts, it is impossible to measure them directly so we often rely on indirect measurements of perceptions or risks."

Here's where EU countries stand on tourist visa bans for Russians

Finns and Baltics back the move
Among the EU countries that have already taken steps to reduce tourism is Finland.

The Scandinavian country, which shares a land border with Russia, typically processes some 1,000 visa applications a day from its neighbour but has decided to reduce the number of visas it issues to Russian tourists to just 10% of that volume, so to about 100, from 1 September.

Since the EU has closed its airspace to Russian aircraft as part of its sanctions packages, Finland has seen an increase in transit with Russian tourists passing through it to reach other EU states on short-stay Schengen visas (90 days per 180-day period).

Finnish Prime Minister, Sanna Marin, has justified the move by saying it is "not fair that Russian citizens can enter Europe, the Schengen area, to do tourism (...) while Russia is killing people in Ukraine".

Finland's upcoming, unprecedented measure, "has little chance of being adopted by the EU," Cyrille Bret of the Jacque Delors Institute, "but it should appeal to a large part of public opinion, beyond those countries that are historically suspicious
