The Offshore Mining Chamber of the Philippines said over the weekend it received many expressions of interest from major world players in offshore mining to explore opportunities in the country following President Rodrigo Duterte’s issuance of Executive Order No. 130 to revitalize the sector.
Among them are Primetals Technologies of Austria; Duro Felguera of Spain; funders from Switzerland; international JORC and VALMIN professional practitioners from Singapore, Indonesia, Europe and Australia; and other offshore mining-related companies from Indonesia, Malta, Australia, China, Hong Kong, and Japan. Among the Japanese companies are Nakanishi Shipbuilding, Kurimoto Iron Works, Kansai Design Company and JTrade Company.
The OMCP urged the government to approve offshore mining tenement applications only from legitimate offshore mining companies, with adequate capital, proven technical expertise and demonstrated capability to engage and deploy offshore equipment for proper exploration, seabed scientific research, and sea bottom profiling facilities.
OMCP chairman Gary Olivar said the Mines and Geosciences Bureau of the Department of Environment and Natural Resources should start a review of mine tenement ownership systems and processes, with a view towards delisting inactive tenement claims.

The lifting of the mining moratorium and the ban on open-pit mining could revive the domestic industry, igniting hope from investors from across the globe to explore opportunities in the country, the Offshore Mining Chamber of the Philippines (OMCP) said over the weekend.

Mining, after all, is an economic bedrock in many countries, with emerging economies and developed nations benefitting from its role in inclusive growth, social development and poverty alleviation.

The OMCP said “it has been receiving many expressions of interest from major world players in offshore mining to explore opportunities in the country.”

Among the companies that offered their interests are Primetals Technologies of Austria, Duro Felguera of Spain, funders from Switzerland, international JORC, and VALMIN professional practitioners from Singapore, Indonesia, Europe and Australia.

The Offshore Mining Chamber of the Philippines (OMCP) is backing the proposed ban on sand mining in some coastal towns in the Ilocos Region to prevent shoreline erosion.

In a statement, OMCP said offshore mining is relatively a new mining concept and needed professional capabilities and expertise.

It said that only those with the expertise and proper technology should be allowed to undertake mining operations in offshore areas, not in shorelines, to prevent further shoreline erosions.

The group issued the statement after Probinsyano Ako party-list Representative Jose “Bonito” Singson Jr. presented his position to ban coastal mining in a congressional hearing.

Singson particularly raised concerns over the practice of some mining firms, especially those owned by the Chinese, to extract sand from shorelines in Ilocos Region in search of magnetite.

OFFSHORE MINING CHAMBER SUPPORTS BAN ON COASTAL MINING

The Offshore Mining Chamber of the Philippines (OMCP) expressed yesterday its support to the proposed ban on sand mining in some coastal towns in the Ilocos region to prevent shoreline erosion.

The OMCP expressed its support for the ban on coastal mining following the position expressed by Probinsyano Ako party list representative Jose “Bonito” Singson, Jr. during a congressional hearing against the practice of some mining firms, especially those owned by the Chinese, to extract sand from shorelines in Ilocos region in search of magnetite iron.

The mining group said only those with the expertise and proper technology should be allowed to undertake mining operations in offshore areas, not in shorelines, to prevent further shoreline erosions.

The OMCP endorsed the guidelines issued by the Department of Environment and Natural Resources (DENR) on May 16, 2016, which provided that:

a) No mining within the 500 meters from the shorelines to offshore to prevent possible coastal erosion, and no mining 200 meters from on shoreline to inland areas of any coastal town.

b) Proper and adequately evaluated Environmental Compliance Certificates MUST be secured first from the DENR-Environmental Management Bureau.

c) Dredgers or Mining Vessel MUST have Environmental Impact Assessment from country of Design and/or Manufacture.

d) Companies involved in Offshore Mining or Dredging MUST have ISO Certificate on their Offshore Mining or Dredging Standards of operation for Environmental Protection and Ecological Balance.

e) Offshore Mining Firms must be adequately capitalized as Environmentally safe and Ecologically Balanced Offshore Mining Vessels are Capital Intensive, complete with experienced technical people as

The OMCP said offshore mining is relatively a new mining concept and needed professional capabilities and expertise and must have complied first with the following guidelines before they can be allowed to start Offshore or River Dredging operation:

• DENR-MGB approved Feasibility of Mining Declaration.

• DENR-MGB approved Environmental Protection and Enhancement Program

• Duly Approved Public Consultation and Acceptance of the Local Community and Resolution from the Local Government units of NO Objection to the Offshore Mining or Dredging Activity.

• Before any export shipment can be done there must be a Mineral Ore Export Permit (MOEP) no less duly passed upon by the Bureau of Internal Revenue (BIR) for the proper payment 4% of excise taxes and proper payment of Mineral Reservation Fees to DENR-MGB of 5%.

The mining group said a very good model for river dredging and desilting of sand that causes flood to communities due to river channel constriction of the outflow of water from the river to the ocean is the “Build Back Better Program” implemented by the provincial government of Cagayan under a quadripartite agreement involving the DENR, the Department of Public Works and Highways, Department of Interior and Local Governemnt prevented illegal black sand mining in favor of environmentally correct dredging of silts and iron sand in these coastal towns.

To make it more effective, the Technical Committee of the “Build Back Better Program” of Cagayan has tapped the expertise, resources and know-how of several large scale mining firms in Region II to assist in its efforts to desilt, dredge, siphon and widen the mouth of Aparri River where flood water constrictions perennially and seasonally cause floods in Cagayan Province.

So far, only one mining company -- JDVC Resources Corporation -- has been approved and fully permitted to do offshore large-scale mining operations to mine magnetite iron deposits off Cagayan.

JDVC has already deployed its first deep sea mining vessel, the MB Siphon 1, which has started to do its site developmental stage, preliminary sea bed trenching, and bulk sampling preparatory to commercial export shipment. # # #
