The Abuse of Vulnerable Children at the Sununu Center Evidence WAS During John Stephen's and Kelly Ayotte's tenures.
New Hampshire Executive Council District 4 Candidate Terese Bastarache identified significant concerns and conflicts of interest regarding NH Gubernatorial Candidate Kelly Ayotte's and NH Executive Council District 4 Candidate John Stephen's roles in the horrific child abuse scandal that took place at the Sununu Center. The Sununu Center is formerly known as the Youth Development Center (YDC).
David Meehan is one of the many abused victims in this scandal. In May, 2024, a jury awarded him $38 Million dollars. Ten men were arrested in 2021 for their apparent connections to this heinous crime, but none have come to trial – and may never come to trial.
Evidence used to indict the 10 men and award the 38 Million was based on abuse that occurred specifically between 1999-2007 while Executive Council Candidate John Stephen was DHHS Commissioner 2003-2007, and Gubernatorial Candidate Kelly Ayotte was NH Attorney General 2004-2009. The DHHS Commissioner is responsible for the Sununu Center aka YDC. The Attorney General is responsible for protecting our children and enforcing the law.

“It is beyond worrisome that John Stephen and Kelly Ayotte are running for two of New Hampshire's highest offices. Both candidates failed in their sacred responsibility to protect the vulnerable children who were abused while under the State's care. Furthermore, it is extremely disturbing that these two candidates do not even acknowledge the YDC abuse that occurred during their tenures as NH Attorney General and DHHS Secretary”, said Bastarache.

The trials of the ten men who were arrested for their alleged involvement in these heinous crimes, have been delayed for 3 years, and Bastarache is concerned that if Ayotte and Stephen win their respective races, those ten men may never come to trial. One of the ten was recently deemed no longer cognitively intact to stand trial, once again, victimizing the victims as the state delays justice. Could these trials bring to light further failures of those in leadership, according to the jury's verdict in Meehan's case it is in their opinion "state's negligence in allowing the abuse to happen". Testimony that abuse was reported to child protective services which falls under DHHS commissioner and the Attorney General's office to investigate.

Bastarache warns, “Should Kelly Ayotte be elected Governor, and John Stephen elected to the Executive Council, they will be in powerful positions to continue the coverup of their ineptitude while serving as New Hampshire's Attorney General from 2004-2009, and DHHS Commissioner from 2003-2007 respectively. It is an insult to those who have suffered such horrific abuse, that Ayotte and Stephen are asking New Hampshire voters to trust that they will seek justice for those who had been previously abused under their watch. Will this negatively impact their campaigns in the general election and shepherd democrat candidates into key positions, a legitimate concern the voters must take into account going into the primary election on 09/10/2024.”
