GOVERNMENT TO RELEASE SECONDARY EXAMINATION RESULTS TOMORROW ON FRIDAY

JUBA – South Sudan’s Minister of General Education & Instruction will on Friday release the long-awaited results of South Sudan Certificate of Secondary Examination (SSCSE), a senior government official has informed Sudans Post.

This development follows a meeting between President Salva Kiir Mayardit and Minister of General Education & Instruction Awut Deng Achuil at the presidency on Wednesday where he informed the president that the results would soon be released.

“President Salva Kiir Mayardit met in his Office with Hon. Awut Deng Achuil, the Minister of General Education and Instruction together with her team from the Ministry,” the presidency said in a statement following the meeting with the minister and the president.

The statement said that the senior education official “briefed H.E. the President about the performance of National Examination that was done early this year and informed that they will announce the results soon, now.”

Speaking to Sudans Post separately this afternoon, a senior government official of the ministry of general education said the results will be released tomorrow during a meeting of the examination council at Crown Hotel in Juba.

“The examination results will be released tomorrow. This would be after a meeting at Crown Hotel for the South Sudan Examination Council,” the source who refused not to be named told Sudans Post in Juba this afternoon.

What is going on in Tonj North is as simple as it is tragic. Chief of MI for Division 11, dead; Chief of Operations, dead, 8 other officers, dead, all in what is being described as a confrontation between armed civilians and the national army of South Sudan.

-A people desperate for law and order took their anger on the national army.

-A national army made up of true liberators who survived the onslaught of the liberation war were extinguished by untrained civilians and the civilians are now holding the bodies of the dead soldiers hostage and not a single soldier has been buried since they were cut down yesterday. The armed civilians shoot anyone approaching the area to inquire about their loved ones, whose bodies will now start to rot.

-You have a country where an armed civilian can kill the state's security agent and the country can only stand watch as its security forces get decimated and left to rot without the said state responding with full force to end what is essentially a civilian insurgency

-You have an army division (Division 11) haphazardly set up at Majak Tiit in 2020 on the border between Tonj North and Gogrial East Counties, all of it made up of new recruits from the area, all of them given weapons without training them to be true soldiers, with a large number of generals put in charge of this haphazard military unit.

-Two things were true about this division from the get go and some of us got in trouble early on for speaking up against its set up: the whole division was oriented toward fighting the Nuer of Unity State, just as there were military units set up and trained in Unity State with orientation towards Jieng of Warrap state.

-The government of Salva Kiir Mayar and its state governors had long decided that the best way to govern us is to pit our people (Nuer and Jieng) against one another, as if to say "if they fight each other, they will have no time to fight out government."

-This is now what is being described as communal violence in Tonj North, when in fact, the glaring reality is that there is an insurgency from both community and ill-trained, unpaid soldiers, soldiers who were given guns, no training, no salaries, no adherence to the law; and civilians who see this army as an army of individuals (of Akol Kor, Lual Wek Guem, Akoi Yak, Anyuon Chan and others, not a national army. The civilians who are now fighting Division 11 don't see their war as being against the national army but as a war against these generals, seeing their assault as legitimate because these generals are all lodged within their ethnic communities, not as generals of a national army tasked with respecting the national constitution.

-if you think you have a national army at Majak Tiit, or anywhere else in this country, think again. What you have is that the truly well-trained army with roots in the proper SPLA of the yester-years has been reduced to the senior officer corps, while the real foot soldier has long given up and gone home.

-this has left the new haphazardly trained recruits in charge, with no salaries, with a few old generals whose mission is to collect the salaries of their departed soldiers (dead or alive in the villages), the food rations of their absent head count, and to sell the guns and ammunition of the nation to the civilians, all the while giving the wrong parade to the sleeping Commander-in- Chief.
-the civilians who have now come back to kill the country's army with impunity are the same civilians we thought were being armed against the ethnic groups that were declared enemies of the state, a true realization of the adage, "the chickens have come home to roost."

POPE FRANCIS PICKS A REPRESENTATIVE FOR HIS VISIT TO JUBA

The planned visit by Pope Francis to South Sudan in July is still on.

The Pontiff was supposed to personally tour Juba between July 5 and 7 but the visit was postponed due to a knee injury that has confined him to a wheelchair for a couple of months.

The visit, however, will still take place, on the planned date, only that the head of the catholic will be represented by the Italian cardinal.

Cardinla Pietro Parolin, 67, will be the Pope’s representative for a two-day official visit to Juba.

“I have been directed by his grace archbishop Stephen Ameyu M. Mulla, archbishop of Juba, to officially announce the visit of his Eminence Pietro Cardinal Parolin, the secretary of state at the Vatican, scheduled to take place, Tuesday, 5 of July through 7th of July, 2022.

“He comes as Palpal delegate to South Sudan in the days of the aforementioned.
“I request this official announcement to be ever put without fail to wider circulation beginning with Sunday 26, June 2022 at all the 18 parishes and numerous archdiocese of Juba,” said a statement signed by Fr Nicholas Kiri, Vicar general, Catholic Archdiocese of Juba.

Kiri added the Pope’s representative will conduct mass on Thursday, 7 of July at Dr John Garang Mausoleum at 10 am.

It was not yet clear whether Parolin will also meet other political leaders and Internally Displaced Persons (IDPs) as was to be the case with the Pope.

Cardinal Pietro also doubled up as the Vatican’s Secretary of state since October 2013. He has also served as a member of the Council of Cardinals Advisers since July 2014.

Pietero was perhaps picked by the Vatican because of his vast experience in African affairs. He has previously served in the diplomatic service of the Holy See for 30 years, including terms in Nigeria, Mexico and Venezuela.

Parolin was ordained on 27 April 1980 by Arnoldo Onisto and later consecrated in 1990 by Pope Benedict XVI.

KUBA......A South Sudanese employee with the Juba-based Kenyan Commercial Bank has resigned after allegedly encountering repeated sexual harassment by her Kenyan Boss.

Bahijah Beatrice, a former Information Technology Manager at the Buluk KCB branch said, she tendered her resignation on 25th, May 2022, a decision the bank’s human resource office was quick to approve.

In her resignation letter seen by media, Beatrice said, she had endured several mistreatment over the years in the hands of the Bank’s managing director, Roba.

Beatrice had tried to avoid him by relocating to the bank’s Konyo-Konyo branch as a teller, but her boss kept pestering her.

“I went there to do something, he started with his advances towards me giving me weird compliments and all that, it happened severally to extent that I had to warn him,” she said

“He has been frustrating my life and threatening me and harassing me at every single opportunity he gets.”

‘So it reached a point whereby I could not tolerate it anymore,and I had to bring to the attention of the bank management that was the group.”

Beatrice alleged that the bank through the influence of her daring boss denied her salaries. And since she resigned, they have not paid her arrears.

“They did not pay me. I have not opened a police case yet, but one of the honorable [MP] that we shared the issue with, is handling the case.”

“My husband believed, let me first see if all my benefits will all be paid, or in case some are missing out, that’s when we can open a case against Roba.”

However, Mayen Deng, an MP in the National Parliament says some national KCB employees had approached him last year over similar complaints.

Deng says the staff, females mostly complained of sexual harassment, bullying, intimidation and low payment among others.

“Part of the recommendation is that KCB should come out clearly and declare their policy on sexual harassment concerning their workers and some of their clients. Another is that, they should unify the pay scale,” He made recommendations to the Bank’s top management.

Besides, Deng says “They should come down and talk to their staff, whoever has resisted, should be punished.”

According to the law maker, South Sudanese employees bearing the same senior positions are paid far less than their Kenyan counterparts.

“On their salary scales, they should look into some of these allegations.

When contacted, the head of the human resource department at the Kenyan Commercial Bank Ronald Okero declined to comment saying he was in a meeting.

“Ok, I am in a meeting, can I call you shortly.”

The decline to comment followed several calls that went unanswered.

Since 2011, Eye Radio has been reporting disturbing stories against the national staff in different foreign commercial companies and NGOs, but there is hardly any action taken by the government.

However, nearly two weeks ago, Labour Minister James Hoth Mai said on the state-own TV, he learned of foreign firms of mistreating South Sudanese employees, but did not suggest the way-forward.

The man identified as Longar Akok a National Security Service Captain killed his wife and another police officer yesterday 15/6/2022 after the two have been allegedly engaged in an extramarital affairs for sometime.

“The incident occurred at night at Beduion Lounge’s parking lot near Pyramid Hotel. A national security officer came and found his wife being taken off from a car by a police officer who has an affair with her and killed the two on spot,” one security source said. HE also shot another person who later died in the hospital and this issue has been on the sight since last year.

Another source said Captain Longar had informed the ministry of interior about the behavior of the police officer, who is believed to be a second-lieutenant, towards his wife but the issue could not be brought to an end.

“He spoke to the police command about what their man was doing with his wife, the mother of his children, and even has spoken to the family of the police man, but this deceased man has not taken the advice from his commanders or the family very seriously,” the source said.

“On the night of the incident, this NSS security man went to work because he works at night and in the middle of the night, he came using a boda-boda and saw his wife being taken to a car from home by the police officer and he followed them until they arrived at the parking lot and asked ‘didn’t I warn you against making relationship with my wife?’ and then shot the man, the wife and another person.

GOVERNOR LOBONG - "I WILL SUE BOR COMMUNITY LEADER FOR ALLEGING, I ORGANIZED CATTLE RAID"

The governor of Eastern Equatoria state has threatened to drag a leader of the Bor community to court for defamation and alleging that he and his state government organized and facilitated armed youths to attack and raid cattle camps of pastoralists from Bor in Magwi County.

On 10 May, a deadly attack on a cattle camp in Mugali Payam in Magwi County left over 35 people dead, including children, women, and the elderly, 19 others injured and thousands of cattle stolen.

Following the raid, the chairperson of the Bor community, Dr. Angok Gordon Kuol, penned a press release on 12 May in which he accused the Eastern Equatoria State government of organizing and facilitating the cattle raiders.

“…the numerous attacks are carried out by the youths organized and facilitated by the government of Eastern Equatoria State,” Dr. Angok charged in his press release.

During an exclusive interview with Radio Tamazuj Wednesday, Governor Lobong rubbished the allegations.

“I want to respond to a press release written by the head of the Bor community that this cattle raiding was organized by the Eastern Equatoria government in the person of Governor Louis Lobong and the commissioner of Magwi,” he said. “This has made some of the people believe that it was true, especially those whose cattle were raided. This allegation has caused a lot of anger among our people here in Eastern Equatoria, including government officials.”

He added: “I want everybody to be calm and I would ask the leader of the Bor community to provide us with evidence. I want him to show this evidence to the government of South Sudan so that Louis Lobong, the commissioner, and government officials can be investigated and punished for their deeds.”

He said the allegation was documented and can cause a lot of problems because people will believe that “if any cattle are looted somewhere, they will think that it is Louis and the commissioner”.

“This can cause a lot of security concerns and spoil the name of the Eastern Equatoria State. The Bor community leader should prove these allegations or go to court so that we can be taken to the court. If he does not do this, our government will also seek other means to clear its reputation,” Governor Lobong said.

On if he was going to seek legal redress, the governor replied in the affirmative.

“Yes. They need to answer this in court,” he said.

Lobong however said that the pastoralist from Bor agreed to leave the state and return home in a meeting attended by the country’s security chiefs in Nimule last weekend.

“We met with these people (herders) in Nimule and they have expressed their readiness to take their cattle back to Jonglei but they raised some concerns regarding the means of transportation means,” Lobong said. “They say their cattle cannot move on foot from Nimule to Jonglei and they requested the government to provide them with the trucks. Their leaders said they need around 100 trucks but they are facing difficulties in getting them.”

If he had seen a video trending on social media depicting Murle youth with the said looted cattle, he said it is true that the 10 May raid was carried out by Murle youths.

“This is no longer a secret, it is now well known to everyone that the Murle are the ones stealing cattle. When there is a looting incident somewhere, other looters will always use the opportunity as well,” he said. “When the Murle people heard that there were cattle being looted in Eastern Equatoria, they also came and looted cattle.”

He said the state is big and the local authorities cannot effectively police it.

“This state is wide. Some of the cattle raiders are even from my own state. They do not take the cattle on the main road but they take them through the bushes. The security is not on every tree in the bush and yet local citizens in that area have not reported,” Governor Lobong said.

Asked if he had been summoned by the president over the deadly raid, he said he had not received any communication on the matter.

“I have not received any letter from the office of the president. I also saw that on social media as you might have seen but nothing official was communicated. We are ready if such an invitation is confirmed,” he said.

South Sudan National Security report released on March 29, 2022 is misleading, readers will find the truth of 2013 and 2016 incidents in this article.

South Sudan’s National Security Service Report that claims Dr. Riek planned the 2013 alleged coup with Taban Deng and planned another coup in 2016 in an attempt to topple Salva Kiir from power is a made-up story that sugar coated the real causes of 2013 and 2016 incidents. Initially, the NSS report was created to shut up the leadership of the SPLM/A-IO in Juba. Last Tuesday SPLM-IO suspended its participation in the security mechanisms components namely; “the Joint Defense Board, Joint Transitional Security Committee, Joint Military Ceasefire Commission, CTSAM-VM as well as the National Transitional Committee and R-JMEC.” SPLM-IO cited the suspension due to continuous attacks on their cantonments and training centers in Upper Nile and Unity state by forces allied to SSPDF. Later in the week, media reported representatives of the South Sudan Opposition Alliance (SSOA), Other Political Parties (OPP), and SPLM-Former Detainees (FDs) boycotted a scheduled RJMEC meeting in solidarity with SPLM/A-IO. Base on the above parties’ withdrawal, UN, Troika, RJMEC, and a myriad other entity came out to condemn the fighting and demand for the proper and uninhibited implementation of the revitalized peace agreement, principally Chapter Two which details security arrangements and the creation of unified forces which are supposed to morph into a national army. The fact that SSPDF had faulted for orchestrating the fighting, Salva and his cohorts get mad and show their angry by deploying army around Riek Machar residency, dispatching his respected National Security advisor to Khartoum to bribe the government and urged the National Security to release 2013 and 2016 report which they entirely faulted on Dr. Riek Machar. Is it true Dr. Riek, Taban Deng and those who sided with them plotted a coup against Salva Kiir? And is Salva Kiir innocent in the mess that started in South Sudan since 2013 and present? This writer will remind the readers of what had taken place starting from 2013 to 2016.

Succinctly, the genesis of the party power struggle that led to this current crisis is not just an occurrence that came by surprise; this agony has been expected since the death of the late SPLM founder Dr. John Garang. However, the transition from the death of John Garang was very smooth due to the fear of Arab threats; it was not necessarily emerging out of an agreement on the leadership. On March 5, 2013, members of the political bureau, which is the highest organ of the party, convened a meeting to prepare for the next awaited SPLM party convention. In that meeting-chaired by the chairperson Salva Kiir in presence of all senior members, the deputy chairperson Dr. Riek Machar had revealed his intention to run for party chairpersonship, that revelation became the trigger of everything. Salva began to work against Riek. Hence, on April 15, 2013, Salva Kiir issued a presidential decree to withdraw powers delegated to the vice president which include stopping him from conducting the “National Reconciliation” that was stipulated in the Comprehensive Peace Agreement to be carried out in order to heal the bitter hatred that had built among Sudanese communities during the wartime mainly between South Sudanese. A week later, Salva Kiir has sugarcoated the move he had taken by delegating Dr. Riek led a team of delegations to Khartoum to iron out some outstanding issues between South Sudan and Sudan, especially oil reproduction and Abyei demarcation. After the delegation had returned, there was no signaling changes of the party's internal agony; only rumors had heavily occupied Juba from end to end and masses were bragging on implications new political development will bring.

It was an anxious political development waiting to be resolved once convention is ultimately convened. Promptly, the month of May 2013 that party elections supposed to be conducted had arrived and Salva Kiir tactically delayed the function. Instead, he had decided to “influence” inner circle confidential individuals to conduct regional conferences. Urgently, Equatorians and Bahr el Ghazalians began to conduct conferences and declare their support to Salva Kiir. A move Riek Machar had rejected. He discouraged Upper Nile conference conduction, saying, “Conferences should be conducted on political parties’ bases rather than regional bases” which sound so logical to those who understand democratic functioning process. In that particular period, negative accusations were interchanged and the atmosphere in Juba was cracking sluggishly. While the issue of party rivaling dominated the media, suddenly on June 18-19, 2013 Salva Kiir had decided to sack two political bureaus members----Kosti Manibe and Deng Alor Kuol.

Through another presidential decree and order, they appear before an investigation committee to answer questions relating to the transfer of nearly 8 million dollars to a firm called “Daffy Investment Group Limited.” According to the report, the money allegedly said to have been transferred to buy special fireproof materials for the government offices. While the two men investigation process was pending, Dr. Riek and Pagan Amum continue to be vocal, criticizing Kiir’s arbitrary actions. Sooner thereafter, on July 23, 2013 Salva Kiir issued another presidential decree dismissing Dr. Riek Machar from vice presidency, dissolving the whole cabinet and suspending the SPLM party Secretary General Pagan Amum and subjected him to criminal investigation over corruption charges. Pagan suspension came as the result of his outspokenness against the dismissal of Manibe and Alor in addition to many remarks he previously made about the ruling party’s failure attributed to kiir mismanagement and dictatorial tendency. Ultimately, the party had sharply divided with majority members siding with Riek demanding the reforms.

As power struggle was continuing, the nation became deeply concerned and worried that this political maneuvering might result in something uglier. Some elders, particularly the church group, made many attempts to persuade both leaders to rise beyond their differences. Thus, efforts to reconcile the differences between the two rivaling groups were ignored especially from the members of the faith groups who made many attempts---urging leaders to sort out their differences. As the situation was turning here and there unbearably, Salva traveled to Khartoum on august 2, 2013 and reportedly promised Omar El Bashir that he would have suspended all aid to the SPLM-North, which he always denied providing. In South Sudan, he began touring Bahr El Ghazal region preparing for worse days ahead. In Akon his hometown, where he addresses a large group of people in Dinka language, which was aired on SSTV. He had the following words to say. “Look, this power which I have belongs to you. You fought and died for it, now some people want to sn**ch it from me, will you accept that?’ The whole crow replied by saying “ace be gam” meaning we will not accept. That trip lasted by him requesting 15,000 militias he had secretly trained under the watchful eye of Paul Malong Awan to be deployed to Juba. The move caused disagreements between Salva and James Hoth Mai. Hoth opposed the nature of illegal recruitment of tribal militias without his knowledge as a chief of general staff and urged the army to stay away from political influence.

On December 6, 2013, a group of senior SPLM politicians sacked by Kiir on July 23, 2013, held a press conference at the new premises of the SPLM Secretariat Kiir had just opened while Kiir was on an official visit to Paris. The group is led by the former vice president and the deputy chairperson Dr. Riek Machar in present of Rebecca Nyandeng Chol Atem (widow of the late John Garang), Pagan Amum Okiech, Deng Allor Kuol, Alfred Ladu Gore, Oyay Deng Ajak, Majak D’Agoot Atem, Madut Biar Yel, Gier Chuong Aluong, Peter Adwok Nyaba, Chol Tong Mayay, Taban Deng G*i, Ezekiel Lol Gatkuoth, John Luk Jock, Kosti Manibe Ngai, and Cirino Hiteng Ofuho. They called on Kiir to hold a meeting of the SPLM Political Bureau—which he declined calling since the March meeting—to discuss differences over the management of the party. They accuse Kiir of dictatorial tendencies. They also announced a public rally would be held on December 14, 2013 in Juba, at the site of John Garang’s mausoleum. By hearing that a rally is going to be held on the 14th, Salva Kiir and his group had subsequently announced that the SPLM’s long-awaited Political Bureau meeting had to be conducted on the same day. The fact that Salva had conflicting days by scheduling the meeting on the day Riek group scheduled their rally, Riek issued a statement on December 13, 2013 declaring that the planned rally by his group will be postponed until 20 December, aiming to allow more time for the dialogue. He did this for two reasons. Once, he did not want to conduct a rally while Salva was convening a parallel meeting and second, he was responding to calls by the elders and religious leaders who were demanding more dialogue between the two groups.

Then, on December 14, 2013 Salva convened a meeting despite the calls for delays, Riek, Rebecca Nyandeng and some members in their camp attended the meeting. In the opening remarks, Kiir gave a combative speech referencing every word to the 1991 split in the SPLM, which had been led by Dr. Riek Machar. Instead of taking time to discuss internal tensions, Kiir deviated from the spirit of dialogue and left the good gesture for dialogue on democracy in the party rendered by senior leaders of the SPLM party and dwell on the negative aspect of the situation. His tone was so hostile leaving no room for political dialogue. Beside Salva Kiir combative speech, some basic documents such as the manifesto and the constitution were passed without any objection. On the next day, December 15, 2013, the National Liberation Council (NLC) reconvened the meeting. Dr. Riek and his group did not attend the function and justify their decision by saying, “they don’t want to participate in the dismissal process of the party’s suspended secretary-general,” Pagan Amum who the president suspended and form a committee of investigation team headed by the 2nd Deputy Chairman of the SPLM and the Speaker of SSLA James Wani Igga in membership with three other members of the politburo. He was tried in absentia by the above-mentioned handpicked committee appointed by Kiir.

During his opening speech at the NLC meeting, Kiir said the committee that investigated Pagan, had recommended his dismissal and urged the members to act on the report. In that regard, Dr. Riek called on other members of the NLC to withdraw from the meeting due to its undemocratic process. They consult each other and plan to review the party’s current situation in light of Kiir’s lack of enthusiasm for political dialogue within the party to resolve some contentious issues on democracy in the party. Due to Dr. Riek and his group absent in the next day session on December 15, 2013, Kiir got mad and began to instruct Major-general Marial Chanuong; the commander of the Presidential Guards, to disarm the Guards who are Nuer within his residency. During the disarmament that evening, fighting broke out in Giyada between Dinka and Nuer elements within the presidential Guards.

The incident that had happened in Juba in 2016 was not unexpected. Since the return of the SPLM-IO guards to Juba, tension began to develop day after day. Before all SPLM-IO guards could finish arriving at Juba, Paul Malong Awan: the chief of general staff of the government forces, shuttled to Bhar El Ghazal to bring 7,000 additional forces to already militarized Juba as a signal of preparation for anticipated war. As both SPLM/A-IG and SPLM/A-IO forces congregated in Juba suburbs, mistrust between the government and opposition was high and the unity government made little progress on key outstanding issues on the peace deal. The process of peace violation started when the government forces began to harass SPLM-IO forces wanting them to be furious and react negatively so that they would be seen as peace violators. The first alarming incident was when Dr. Riek motorcade was stopped by the government security forces personnel while he was going to work in the morning. Second, on May 6, 2016, at the first council of ministers meeting, Mabior Garang was expelled from the meeting, and the reason behind the expulsion was that he dressed inappropriately, which was not the case, Mabior was well dressed with suit and a bow tie. However, Salva and his backers wanted to humiliate him intentionally.

The third incident was when Dr. Riek guards’ motorcades were shot at, in that shooting only one car’s tire was hit by a bullet, people were unharmed. Following bodyguards' motorcade shootout, SPLA-IO groups were dismayed and disappointed with the government forces, and the perpetual harassment and intimidation of their members whenever they were traveling in Juba. Although they did not respond negatively, tension has increased because the government denied the establishment of a security arrangement where joint patrol police would have been set up to provide security in the city. Article 5:1.3 in the Compromise Peace Agreement indicated, “Joint integrated police shall be deployed to protect civilians.” Instead of forming joint integrated police as stipulated in the peace document, Salva Kiir’s government had decided to set up checkpoints around Juba checking everybody including Dr. Riek Machar forces who should be their partner in carrying out such a duty.

Due to the establishment of these checkpoints, many SPLA-IO security personnel were detained and their; where about was unknown by their comrades. Even though the above-mentioned intimidations were inflicted, SPLA-IO was tenacious in avoiding returning evil for an evil and Salva Kiir’s security did not stop inflicting wounds on them. To make the situation even worse, on July 2, 2016, government security forces had decided to kill George Gismalla and Domach Koat for no other reason than to scare opposition forces from commuting in Juba. The death of these two SPLA-IO members fueled the already fragile security situation and the two sides were only waiting for the trigger to be ignited. Then on Thursday July 7, around 8:00 PM, a group of SPLA-IO soldiers were going to the town to bring food to their fellow soldiers who spend the night at the First Vice President’s office as they do every evening. When they approached a checkpoint at Lou Clinic in Gudele, government security forces stopped them and blocked them from entering the town. While the opposition group of ten tried to resist, the government soldiers began to fire at them and in the same manner, SPLA-IO soldiers started firing back. That confrontation ended with two wounded from the SPLA-IO side and five pronouns dead on the government side. After skirmishes, the two-side retreated back to their camps blaming each other as to who triggered the squad. During that night, tension was skyrocketing and the government security forces began to detain and arrest anybody from the Nuer ethnicity including Nuer who remained on the government side since 2013 when the war started. The government does not care whether you are a Nuer who supports them or not. The above explanation was the process that led to J1 which was also dubbed as “J1 Dogfight” based on the above facts of what had taken place in 2013 and 2016, readers will come to their sense that South Sudan National Security did not tell the truth. It is biased for them to leave Salva Kiir out of the mess in South Sudan.

In Conclusion, South Sudan's National Security Service report released this morning which claims Dr. Riek Machar had planned another coup in 2013 and 2016 is another government cheap fabrication. Salva Kiir is not innocent. He is the one who does not want to implement peace entirely. What he really wants is to implement the deal without changing anything in the current tyrannical constitution. Kiir does not like the agreement, he specifically hates the ‘security arrangements’ section. What he really wants is to accommodate anyone. That is why he bribes individuals with money and positions so that he remains unopposed. There is nothing that can be taken seriously from Salva Kiir's mouth. Logic tells us that everything Kiir says about peace implementation is questionable. His strategy about peace is all about deceiving and lying. This is what National Security had adapted.
