IMEE MARCOS | A sitting senator of the Republic of the Philippines, Maria Imelda Josefa Remedios Romualdez Marcos proved to the world that good governance and kindness can change the tides.

The Batac native is known for her boots on the ground type of leadership - a path that she carved upon the Marcoses' return to the Philippines in the '90s.

Manang Imee, as she is fondly called by her fellow Ilocanos, won a congressional seat in 1998. She served as the Second District's representative until June 30, 2007.

In 2010, she won the gubernatorial race and served as her province's governor until the end of her third term in 2019.

While her political career is often the focal point of most stories about her, Manang Imee also excels in other fields. She is a former actress, an enthusiastic malunggay planting queen, and a phenomenal cook.

She released her first cookbook "Pinakbest" in December 2022 to honor the Marcos family history and their love for homemade meals.

Ang inyo pong lingkod ay magkalapat ang palad at nagdadasal sa puntod ng aking Ama.

Bagamat ang aking pamilya ay hindi kailanman kinapos sa paghiling ng kapayapaan, paghilom at pag-usad;

BuCor, BI and OGCC submit September accomplishment reports

Justice Secretary Jesus Crispin Boying Remulla commended three DOJ attached agencies for their accomplishments for the month of September.

For the said period, the Bureau of Corrections (BuCor) has embarked on efforts to ensure the security and safety of inmates in the different prison facilities in the country.

BuCor recently unveiled its newly-renovated armory at the Davao Prison and Penal Farm (DPPF). The new structure is now fully surrounded by perimeter wires and fences to protect the facility and its resources against intruders and to ensure the security of inmates at the DPPF.

On the other hand, the Iwahig Prison and Penal Farm (IPPF) conducted a crisis management training in preparation for any untoward incident within the facility such as riots, hostage-taking and noise barrage.

It also aims to ensure that IPPF personnel are fully prepared in cases of disasters such as earthquake and fire incidents.

BuCor also released a total of 558 Persons Deprived of Liberty (PDLs) in September. Of the number, 143 PDLs were paroled, 313 were released due to expiration of sentence, 95 were acquitted, six were released on probation while one PDL was able to secure a bond.

Meanwhile, the Office of the Government Corporate Counsel (OGCC) has recorded a 79% success rate. Of the 33 total number of decided cases last month, the OGCC secured three favorable decisions from the Supreme Court; four from the Court of Appeals; 13 from the Regional Trial Courts; two from the Municipal Trial Courts; two from the Department of Agrarian Reform Adjudication Board; and one each from the Central Board of Assessment Appeals and from the National Labor Relations Commission.

On the other hand, the Bureau of Immigration, (BI) has a collection of P589,619,621, composed of miscellaneous and express lane fess, an 8.32% increase (P49,045,331) than its August collection of P540,574,290. # #

BSP: PH ECONOMY NOW STRONGER

Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla said the Philippine economy is in a much stronger position now than during the 2008-2009 Global Financial Crisis.

Medalla made the statement during the 2022 Annual Reception for the Banking Community on Friday, citing that the country's gross domestic product (GDP) grew by 7.8 percent in the first half of this year.

He said measures made by former BSP governors like Amando Tetangco Jr. helped strengthen the central bank's current position, crediting Tetangco for purchasing $45 billion worth of foreign exchange in a span of four years.

"He knew, deep inside, that allowing the currency to move too much would have killed the economy," said Medalla.

Medalla said Tetangco knew that the Philippines had to accumulate the reserves because "times such as this would come."

"From these three governors [Benjamin Diokno, Nestor Espenilla and Tetangco], I am operating from a position of strength and that's why I say, with all these problems, the Fed (US Federal Reserve) raising rates aggressively, price of imports are rising, our economy growing such that our imports are growing faster than our exports, we made a lot of right moves before," Medalla said.

"I can see very far because I stand on the shoulders of giants," he added.

However, Medalla said the country is again facing tough challenges amid the aggressive rate hikes that the US Fed imposed to fight inflation and the impact of the Russia-Ukraine war.

For one, the BSP now expects the current account deficit to swell to $20.6 billion or 5 percent of GDP this year from about $6 billion or 1.5 percent of GDP last year as the price of imports surged due to the strong US dollar.

"This is probably the most difficult time that I've seen since I joined the Monetary Board more than 11 years ago," Medalla said.

Still, he expressed his confidence that the Philippines economy should still do well with the correct measures.

These "measures," Medalla said, would include implementing policies that affect interest rates; policies to "intervene" in the foreign exchange market since the level of selling is much higher than usual; and implementing higher interest rates, which is a result of the policy rates increasing, and the fact that we will be selling more central bank bills.

"I'm confident that by selecting the correct combination of these three measures, we will be able to navigate," said Medalla.

No more rate hikes this year

Medalla also told reporters on the sidelines of the 2022 Annual Reception for the Banking Community that monetary authorities are unlikely to hold another surprise off-cycle rate-setting in 2022.

"No, unlikely; no off-cycle for the rest of the year," Medalla said when asked if the BSP Monetary Board would hold another off-cycle meeting for the remainder of the year.

He added it would be impossible for Filipinos to see "zero response" from monetary authorities.

Medalla said the US Federal Reserve raising interest rates twice by 75 basis points (bps) and once by 50 bps is a realistic scenario.

He underscored that the response from the financial authorities would be based on the information at hand.

"One likely scenario is they may do two more 75s and one 50, right? Clearly, if that happens, we have to respond. But exactly how big the response depends on the data," explained Medalla.

"We may, or we may not be [locked in step with the Fed], it depends on the data. What I am saying is it is impossible that we will have zero response. But it's also not necessarily wise to respond 100 percent, point by point," he added.

In addition, Medalla told reporters that despite rising interest rates, it was crucial to take inflation into account.

He added that interest rates have not yet reached their peak in real terms and have been lower than inflation overall.

"Our forecast is that inflation will fall close to 3 percent near the end of next year. So when that happens, the current interest rates are not too low anymore," Medalla, however, said.
