SSS to cover Barangay Tango workers as self-employed members

SARANGANI PROVINCE - The Social Security System (SSS) and Barangay Tango signed a Memorandum of Agreement (MOA) for the coverage of its 53 Job Order (JO) and Contract Of Service (COS) employees under the KaSSSangga-Collect Program on August 3, 2023.

Under the MOA, JO employees will be registered as self-employed members of the SSS. The barangay will be responsible on the deduction of workers’ contribution from its salary and remit these to the SSS.

As self-employed members of the SSS, JO’s and COS workers shall be eligible to Social Security (SS) benefits such as sickness, maternity, disability, retirement, death and funeral, including loan privileges like salary, calamity and pension loan. On top of the SS benefits, they can also avail of Employees’ Compensation (EC) benefits for work-related sickness, injury or death.

SSS expands contribution payment options via mobile app, other online channels

The Social Security System (SSS) announced on Monday that contribution payments can conveniently be coursed through the SSS Mobile App and other online payment channels.

SSS President and CEO Michael G. Regino said that under the said app, individual members (self-employed, voluntary, non-working spouse, and land-based Overseas Filipino Worker) may pay their contributions using their GCash, PayMaya, or Bank of the Philippine Islands (BPI) account, or debit/credit card.

Apart from this, individual members may also use the mobile app and website of other SSS’ accredited collecting partners, such as Robinsons Bank Corporation (RBC), Security Bank Corporation (SBC) – SBOL, Union Bank of the Philippines (UBP), AltPayNet, CIS Bayad Center, Inc. (CBCI), GCash, and PayMaya.

“We encourage our members and employers to pay their contributions using our online channels as through these payment facilities, they no longer have to go to our branches. These can be accessed at the safety and convenience of their homes or offices,” Regino said.

On the other hand, business and household employers have online payment options, which include the SBC – Digibanker (https://sbcdigibanker.securitybank.com/portal), and UBP (https://www.unionbankph.com), including its UnionBank Online App.

Business employers may also use the BPI – Bizlink (https://www.bpibizlink.com), and BancNet’s eGov facility through its 19 participating banks.

Moreover, Auto Debit Arrangement is available for all types of payors through the BPI, Country Builders Bank (CBB), First Consolidated Bank, Metropolitan Bank and Trust Company (Metrobank), and Philippine National Bank (PNB).

Dependent legal spouses who are SSS members may now submit their death benefit claims online

Social Security System (SSS) President and CEO Michael G. Regino announced on Wednesday that dependent legal spouses who are also existing SSS members may submit their Social Security (SS) and Employees’ Compensation (EC) death benefit claims online through the My.SSS Portal.

“The inclusion of death benefit application on our list of online services is part of the digital transformation efforts of SSS to ensure that our services are readily accessible 24/7. Applicants are required to enroll their disbursement accounts in the My.SSS Portal for the cashless release of benefits to the rightful recipients,” Regino said.

Qualified dependent legal spouses of deceased SSS members are those who have not re-married, cohabited or entered in “live-in” relationships before or after the members’ death.

However, Regino further clarified that special conditions wherein claimants have dependent child/children, member's date of death does not match the contingency date of settled funeral claim, with in-process/settled death benefit claim, member's death is caused by work-related illness which requires further medical evaluation under EC death benefit program, with invalid membership coverage of the deceased member, need to file their claims over the counter.

“In consideration of the nature of how we process death benefit claims especially in establishing the rightful beneficiaries and ensuring correct payment, there are cases of claim applications that still need to be filed over the counter for thorough screening and evaluation,” Regino concluded.

SSS earns P28B in 2021; reported net loss due to new accounting standards

The Social Security System (SSS) announced that it has registered earnings of P28 billion in 2021 from its operations, with its contributions and investment income exceeding benefit payments and operating expenses.

In its 2021 unaudited financial statement, its cash inflows of P262 billion surpassed its cash outflows of P234 billion. In the last six years, SSS recorded cumulative earnings of P202 billion, even with a record-breaking P1.1 trillion benefit payments and P254 billion loan releases to its members and pensioners.

Recently, a resolution urging the senate to discuss the net loss reported by the SSS in the said financial statements has been made to which SSS President and CEO Michael G. Regino responded saying, “the SSS is always open to dialogues with policymakers, which can be a platform to help the pension fund’s stakeholders understand the current accounting standard it follows for the reporting of its financial performance and clear the public’s misconceptions about the matter.”

SSS’ adoption of the Philippine Financial Reporting Standards (PFRS) 4, which recognizes Social Benefit Liabilities (SBLs) and the Margin for Adverse Deviation (MfAD), resulted in an increase in its policy reserves of P872 billion that contributed to the accounting net loss of nearly P844 billion for 2021.

“We want to clarify that the increase in policy reserves is not actual cash that went out of the fund in 2021. These are simply estimates of the required reserves to fund future benefit claims,” Regino said.

“We recognize these future liabilities as early as now to be more transparent in managing the SSS fund and to create a clearer view of our long-term financial standing. We assure our stakeholders that this does not affect our current cash flows and we remain financially viable in terms of providing benefits to our members,” he added.

Notably, the SSS’ fund life is estimated to last until 2054. The estimated fund life of the social security institutions of other ASEAN countries such as Vietnam and

Thailand are until 2027 and 2054, respectively, while the United States Social Security Administration fund is expected to last only until 2034.
