Standardise shipping to spur quality service - Transport Minister tells freight forwarders .

The Minister of Transport, Kwaku Ofori Asiamah, has asked players in the freight forward sector to strive to harmonise and standardise shipping line charges, negotiate for minimum service standards, as well as strong regulatory framework for enforcement and compliance.

According to him, that would ensure non-proliferation of charges at the ports, arbitrary increases of charges and ensure service quality and value for money.

Speaking at the 25th Annual General Meeting of the Ghana Institute of Freight Forwarders at Koforidua in the Eastern Region last Friday, he said: “To ensure a competitive business environment, we need to harmonise and standardise shipping line charges, negotiate for minimum service standards and more importantly, build a strong regulatory framework for enforcement and compliance. This will ensure non-proliferation of charges at the ports, arbitrary increases of charges and ensure service quality and value for money.”

He also encouraged freight forwarders to leverage on technology and build capacity and partnerships across the global supply value chain, which could provide a competitive advantage in the service provision that members were abreast with in the industry.

Government, he said, had embarked on a sustained programme to improve upon the transport infrastructure through road network rehabilitation and expansion, railways rehabilitation and re-development, as well as expansion and modernisation of our various ports.

“At the moment, expansion works at the Tema Port to increase its capacity to handle increasing volumes of traffic has been completed. At the Takoradi Port, the development of the first phase of the On-dock Multi-purpose Terminal has also been completed.

“The transit corridors have been freed from most of the inspection barriers which hitherto caused unnecessary delays and increased the cost of transportation to landlocked countries. The Paperless Port System introduced in 2017 has resulted in improvement in the efficiency of our ports through reduction in cargo clearance time, revenue optimisation and business friendly environment,” he said.

In the aviation sector, the minister said the government was upgrading the Kumasi and Tamale airports into an international status.

At the same time, he said it was also establishing a national airline with a private strategic partner to support our vision of positioning Ghana as an Aviation Hub for West Africa and beyond.

I have no doubt that with these interventions, the industry would take advantage of the opportunities that abound in order to grow and remain competitive,” he said

The African Continental Free Trade Area (AfCFTA), which aims to boost intra-African trade and promote industrialisation, presents a once-in-a-lifetime opportunity, and for Mr Asiamah, government was determined to invest in logistics infrastructure to support the growing continental market. This includes ports, roads and railway system development, as well as warehousing improvements, particularly with the emergence of new trade routes.

“Freight operations along the Volta Lake could be enhanced with the completion of the Mpakadan railway line. However, it will require a structured freight market in terms of volumes and targeted commodity trade to have greater impact. An example is the transit of dry bulk and liquid bulk products destined for Northern Ghana and beyond.

Once again, I wish to take this opportunity to encourage you to take full advantage of the facilities being put in place to grow and expand your businesses, particularly on the continent,” he said.

He also called for a sustainable shipping in the industry, citing interventions from government through environmentally friendly ports, promoting regulations for green shipping through technology and renewable energy along the shipping value chain.

“Therefore, ensuring green logistics operations across the logistics value chain is a strategy that we must all pursue in our various capacities.”

Do due diligence before dealing with financial institutions – BoG to Ghanaians

The Bank of Ghana (BoG) has reiterated the need for the public to do better due diligence before dealing with financial institutions, in order for them to avoid being victims of Ponzi schemes and other financial scams.

It has also charged the general public to look out for and avoid paying fees and charges by financial institutions, which have been abolished.

As part of a sensitization exercise by the Bank of Ghana to help reduce the rate at which people fall victim to various financial scams, the Central Bank has been highlighting key factors it wants the public to critically consider.

“We are highlighting some of the rights and responsibilities that we expect the general public to be aware of in their dealings with the Banks and SDIs. We have thought them (selected immigration officers in Ashanti Region) how to identify a licensed institution. It is very critical that every individual when you want to deal with a banking institution, you have to find out whether they have a license. When you go to the bank, you should see their licenses on display. If you have any doubt, you can reach out to the Bank of Ghana by visiting its website, and you will be able to see all the institutions that are licensed.”

“It is also important to sensitize them (the public) on some of the things that have been abolished by the Bank of Ghana. So, we have abolished quite a number of practices and fees that the banks were charging or were undertaking within the banking sector. For instance, we have said it is not allowed for a bank to charge what we call maintenance fees on savings account. It is also not allowed for a bank or a savings and loans or finance house to change the ownership of the collaterals. For instance, if you take your car as collateral, we are saying that, the bank should not change the name into a joint name of the bank or to the bank to the extent that the customer will pay for all that,” Godfred Cudjoe who is with the financial stability department of the Bank of Ghana, stated.

With respect to loans, the Bank of Ghana wants the public to compare available options and also do necessary checks before signing on to the various packages.

“For customers, before you take a loan, you really access your needs. You look out for the various charges that the banks are charging on the loan; the interest rate. Very importantly, we’ve mentioned that customers of borrowers should be concerned about the APR. So, we’ve said that anytime you’re going to take a loan from a bank, you need to ask for what we call Annualized Percentage Rate (APR). That is the cost of the loan. It is also important to note that, anytime you want to take a facility, please make sure that you shop around. You can visit five institutions, take their annualized percentage rates and compare or get a pre-agreement treaty in lending. I refer to it as pro-forma invoice”.

Godfred Cudjoe made this known on the sidelines of a sensitization exercise for officers of the Immigration Service in the Ashanti Region.

He said his outfit is targeting security agencies because a number of complaints have come from persons within the security services as they have fallen victims to ponzi schemes in recent times.

“We’ve been doing this for about two years now. We have targeted our security agencies. We have done this sensitization for the military and the Ghana Police Service. It is the turn of immigration. This is very important because we noticed that, from our complaint statistics, a number of complainants are coming from the security agencies. When there’s a Ponzi scheme within the country, we notice that the security agencies are the most hit. We see this more in those who go for peacekeeping, and they come back, and they have some amount of money that they find it difficult to locate where to invest this money. The advice is that, it is your hard-earned money that you want to invest, so it is advisable that you take your time and then look out for a licensed institution and invest in it”.

The accountant for the Ghana immigration service in the Ashanti Region, Chief Superintendent Joshua Ayettey admitted that indeed some of his members have been victims of various financial scams and as such, training by the Bank of Ghana will help save their members from becoming victims.

“Knowledge they say is power, and we are very privileged for the awareness and knowledge that we have gotten. We have learnt so much and so, when we go out definitely we will also like to share whatever we have learnt here, with our colleagues, and we definitely know that, whatever we have learnt will change our perceptions and how we go about things.

“With the issues of our colleagues being victims, yes sometimes we get such reports, and sometimes they also keep some of these things to themselves. It won't come out, you only hear from their colleagues that, one or two people have fallen victim to some of these things”.

IMF staff meets govt next week: Debt stock high on agenda
There will be a staff visit of the International Monetary Fund (IMF) to the country next week, the Minister of Finance, Ken Ofori Atta, has announced.

He said the meeting would afford the government and the IMF staff the opportunity to discuss a raft of measures being undertaken by the government to restore the economy from the recent shocks.

Chief on the agenda would be what the Finance Minister described as the “elephant in the bag” being the country’s rising debt stock.

Answering questions from the media after announcing measures to cushion the public against the myriad of challenges that have arisen as a result of the COVID-19 pandemic and the recent Russia-Ukraine conflict, Mr Ofori-Atta said “we will consider the issues by tapping into their knowledge and our knowledge to think through and see how to reprofile the debt to give the fiscal space for the future.

So it is going to be such a positive engagement using the knowledge they have and what we have to look into the future”.

At an emergency Monetary Policy Committee meeting earlier this week, it was revealed that the country’s public debt stock increased to GH¢351.8 billion which is 80.1 per cent of Gross Domestic Product (GDP) at the end of December 2021, compared to the GH¢291.6 billion which was 76 per cent of GDP, at the end of December 2020.

Of the total debt stock, domestic debt was GH¢181.8 billion, which is 41.4 per cent of GDP, while the external debt was GH¢170 billion, representing 38.7 per cent of GDP.

On the issue of whether the government will go to the IMF for a programme in view of the challenges bedeviling the economy, the Finance Minister once again ruled that option out.

“We have told you already that we are not going there. We are not going to the IMF.

“But we have also told you that we have incredibly good relationship with them. We will continue to rely on their stock of knowledge and advise and we will continue to tap into that”.

There have been calls from various quarters for the government to take a programme with the IMF as part of efforts to salvage the economy from its current position but the government remains adamant as it is focused on its own home-grown policies to return the economy back on track.

Economic challenges

There have been growing price pressures on the back of increasing fuel prices and a steep decline in the value of the local currency, the Ghana cedi.

While inflation peaked at 15.6 per cent in February this year, the cedi lost about 14.6 per cent of its value to the US dollar last week, according to Bank of Ghana data.

Canada pledges to help countries stop using Russian oil.

Canada's Natural Resources Minister Jonathan Wilkinson says there is agreement about moving away from Russian oil and gas

Canada says it can provide more oil, gas and uranium to help solve the global energy crisis.

Prices have soared as a result of Russian supplies being squeezed because of its invasion of Ukraine.

Canada's natural resources minister said many countries are committed "to help as much as we can in terms of displacing Russian oil and gas".

The world's fourth biggest oil producer has committed to exporting an extra 200,000 barrels of oil.

Its Natural Resources Minister Jonathan Wilkinson told BBC News it would also export an additional 100,000 barrels of natural gas.

It follows requests from its allies at a meeting of the world's energy ministers at the International Energy Agency (IEA) in Paris, which pledged to accelerate the move to clean energy.

"We expect that by the end of the year we will be fully up to the 300,000 barrels," said Mr Wilkinson.

However, that is only a fraction of the three million barrels a day that the IEA says will be removed from global markets by next month because of sanctions against Russia.

Canada is limited in how much oil it can export because its pipelines are running near full capacity, but Mr Wilkinson says sending it via the United States is an option.

Canada's biggest pipeline company Enbridge told the BBC it is "prepared to do what we can to increase energy security for both North America and Europe".

The impact of Canada's extra supplies "will be relatively limited given the regionality of Canadian crude, which will likely stay in the North American market", according to Louise Dickson, who is a senior oil analyst at the consultancy Rystad Energy.

"The main energy crisis is playing out in Europe due to supply shortages, and Asia where demand is on the cusp of recovering if Covid-19 lockdowns can be kept at bay," added Ms Dickson.

Tackling rising prices

Canada has joined the US and UK in introducing a ban on Russian oil. That has seen prices pushed up as high as almost $130 (£98.56) a barrel since the war in Ukraine began.

Mr Wilkinson believes "there is a consensus" among the other energy ministers at the meeting that the world needs to cope without Russian oil and gas, adding: "I think the only differences are around how fast can you actually get away from it."

However, the investment bank JP Morgan says it thinks the "current extreme aversion to Russian oil will subside" and that the price of a barrel of oil will fall back to about $100 in the second half of this year.

The International Monetary Fund is among those who have raised concerns that higher oil prices are causing costs of goods and energy bills to rise and that inflation is harming the global economy.

Mr Wilkinson said leaders must ensure that people "are able to heat their homes and that industries are able to produce the goods that we all need."

In the longer term, Mr Wilkinson said he recognised that "energy security and fighting climate change are intimately linked".

Addressing immediate concerns, he argued: "Canadian oil displacing Russian oil doesn't cause more climate change. There's no more CO2 emissions."

Having previously run a "clean energy" company, Mr Wilkinson said he was a big believer in using hydrogen and other renewable sources to create more energy going forward.
Growth of nuclear

The variable nature of solar and wind power means "there is a role for nuclear in many jurisdictions in terms of providing baseload rather than intermittent power", Mr Wilkinson said.

Russia plays a key role in the global nuclear power industry. As well as mining uranium, it does a lot of the processing to make it useable in power stations.

Canada is "absolutely" prepared to export more uranium, said Mr Wilkinson. He explained "our uranium producers actually do have excess capacity and certainly could ramp up to to help to fill the gap that Russian supplies will provide".

The UN Secretary General didn't mention a role for nuclear power when he said a few days ago that the rush to use fossil fuels because of the war in Ukraine is "madness" and threatens the ability to limit the rise in global temperatures to 1.5C.

Mr Wilkinson said: "I think where the secretary general and I would agree very much... is the need to accelerate the work that we're doing on climate change.

"We are we are running out of time. There is no question about that - we need to make significant progress by 2030."

He suggested that the war in Ukraine is underlining "how important it is not just from a climate perspective, although that's enough, it's from an energy security perspective that we actually do this now. We don't wait."

Ghana Digital Centres Ltd in talks with UK firm for digital skills training

The Ghana Digital Centres Limited (GDCL) and a UK based firm, Crossword Cybersecurity PLC are in the process of concluding a partnership aimed at enhancing the creation of an enabling environment for digitisation in the country.

The proposed partnership seeks to create an enabling environment for Business Processing Outsourcing (BPO), facilitate digital transformation underpinned by cyber security and to create jobs and employment avenues for the youth in Ghana.

At the maiden meeting held last Monday (March 14, 2022) in London, the UK based firm, which is a technology commercialisation, cyber security consulting and SOC monitoring & threat intelligence company, expressed readiness to use its vast experience across multiple continents to train Ghanaians in digital skills in cybersecurity.

Cybersecurity

The Division Managing Director of the Crossword Cybersecurity PLC, Jon O’Brien praised Ghana’s efforts at prioritising cyber security in our digital transformation agenda.

He indicated his companies’ excitement at the initiative of the GDCL and affirmed their preparedness to work with the company and the country as a whole.

Mr O’Brien added that all expertise and resources needed to achieve the targets set would be made available to the GDCL.

The CEO of GDCL, Mr Kwadwo Baah Agyeman expressed appreciation to the Crossword Cybersecurity for their readiness to help move the country to an advanced stage in cybersecurity.

He affirmed his outfit’s commitment to the partnership, stressing that the GDCL would play its part in ensuring that the objectives of the partnership were achieved.

The Minister of Communications, Ursula Owusu-Ekuful, he said, was also committed to ensuring that the Ghanaian youth were equipped with the necessary skills in cybersecurity, as well as the desired jobs.

Ukraine legalizes cryptocurrency sector amidst war.

Ukraine has passed a law that creates a legal framework for the cryptocurrency industry in the country.

The bill, which was adopted by Ukraine’s parliament last month and signed into law by President Volodymyr Zelenskyy on Wednesday, will allow foreign and Ukrainian cryptocurrencies exchanges to operate legally, according to the country’s Ministry of Digital Transformation.

Banks will be allowed to open accounts for crypto companies.

The “virtual assets” law determines the legal status, classification and ownership of virtual assets. It also introduces financial monitoring measures for virtual assets.

Ukraine’s National Securities and Stock Market Commission will regulate the market. The body will be in charge of areas including issuing licenses to crypto businesses and implementing state policy in the industry.

Zelenskyy has signed the law as Russia’s invasion of Ukraine continues, underscoring the role that cryptocurrencies have taken on during the conflict.

Last month, Ukraine began accepting donations toward its military defense against Russia via digital currencies like bitcoin and ether. It has since expanded the number of cryptocurrencies that it accepts for donations and has raised over $63 million so far, according to blockchain analytics firm Elliptic.

Earlier this week, Ukraine’s government launched an official website where people around the world can donate via cryptocurrencies. The money will go towards Ukraine’s military and humanitarian efforts.

Ukraine’s cryptocurrency law comes as countries around the world assess how to regulate the industry, often in diverging ways.

El Salvador for example has made bitcoin a legal currency and sought to make the country a hub for crypto activity. China, on the other hand, has looked to wipe out trading and cryptocurrency mining.

This month, U.S. President Joe Biden signed an executive order calling on federal agencies to take a unified approach to regulation and oversight of digital assets. The executive order is not a piece of legislation to regulate the cryptocurrency industry.

In several countries where there is not a specific cryptocurrency regulation like Ukraine, governments have sought to bring exchanges and other digital assets companies under the purview of financial regulators. For example, in the U.K., cryptocurrency exchanges must register with the Financial Conduct Authority and are subject to existing rules around money laundering.

In comparison, Ukraine’s approach seeks to build a law specifically tailored to the digital asset industry.

Komenda Sugar Factory to be operational by April – President

President Nana Addo Dankwa Akufo-Addo says the Komenda Sugar Factory will resume operations by April this year.

He said ongoing civil works on the factory were expected to be completed by the end of March to enable operational activities at the factory to commence.

The President disclosed this when a delegation of chiefs and elders from the Komenda Traditional Area called on him at the Jubilee House, Accra, on Wednesday.

The chiefs were at the Presidency to thank the President for the support offered by the Government during the final funeral rights of the late Paramount Chief of Komenda, Nana Kojo Kru II, who passed away last year.

President Akufo-Addo, during his tour of the Central Region last October, pledged that his administration would ensure that the factory was revamped to commence production by the first quarter of 2022.

He said though the facility had become an albatros on the neck of the Government, no effort would be spared to revive it.

The factory was established in 1964, but ceased to operate for well over 30 years due to technical and managerial difficulties.

Attempts in 2016 by the previous administration to revive it became unsuccessful due to the lack of raw materials to sustain operations.

The President told the delegation that his administration was determined to ensure that the factory was operational and profitable.

He said a 20,000-acre land had been secured at Wassa Fiase in the Western Region for a sugarcane plantation to ensure the sustainable production of raw material to feed the factory.

About 5000 acres of sugarcane farmlands belonging to the factory have been encroached by private developers.

The development threatened the cultivation of sugarcane needed for the viability of the plant.

The Acting President of the Komenda Traditional Council and the Twifohene of the town, Nana Kwahin V, thanked the President for the commitment of the Government to the development of the area.

He commended the Government for the sea defense at Komenda and the establishment of a landing bay, with capacity to hold over 200 canoes.

Allow Ghana Card holders board flights to Ghana without visa - GACL to airports, airlines

The Management of the Ghana Airports Company Limited (GACL) has written to all airports and airlines to allow persons holding valid Ghana Card to board flights to Ghana without the need for a visa.

A statement issued by the GACL on Saturday February 12 said “Following a key ceremony at the Headquarters of the International Civil Aviation Organization (ICAO) in Montreal, Canada on 9th February 2022 Ghana’s National Identity Card (GhanaCard) is now duly recognized globally as a valid ID card passport, a Machine Readable Travel Document that can be read and verified by the ICAO Public Key Directory (PKD) at most airports.

“Ghana Airports Company Limited announces to all airports and airlines that holders of a valid Ghana card should be allowed to board flights to Ghana without the need for a visa.”

Meanwhile, the Spokesperson of Vice President Dr Mahamudu Bawumia, Dr Gideon Boako, has insisted that the certification ceremony at the Montreal by the ICAO to have Ghana’s National Identity card, the Ghana Card, captured in the Organization’s PKD was the final step to accept the card as a travelling document.

His comments come after the ICAO has been reported to have described as “incorrect” media reports that it has agreed that the Ghana National Identity card, the Ghana Card, is equivalent to an electronic passport.

It clarified that that decision can only be made by Ghana’s government as “it is the sovereign right of each individual state to decide upon its entry and exit requirements and the documents that need to be presented by those travelling to and/or from its territory”.

In a Twitter thread on Friday, February 11, the United Nations specialized agency for civil aviation emphasized that it is not its role to certify the use of a member’s ID card for international travel in place of a passport.

“Any decision to accept such alternative travel identity document is made by the receiving state itself.”

But In a post to respond to a tweet by ICAO, which had suggested that it does not determine for a member state which travelling document it accepts, Dr Boako stated that any holder of the Ghana Card can board a flight anywhere in the world into the country, just as with the normal passport.

Ignore the wrong interpretation of ICAO’s statement, Ghanacard is valid for travel as e-passport

Just like our current normal booklet passport you will need ICAO to approve and capture the data into their Public Key Directory (PKD) for certification before any country can accept it as official travel documents. Such key ceremony certification as was done on 9th February in the case of the Ghana Card is the ultimate step to take before any national identity card/passport can be used for travelling purposes.

Ghana has crossed this stage with respect to the Ghanacard making it officially certified as having the right qualities to be admissible by receiving countries as e-passport subject to country-to-country bilateral agreements.

Through the Ghana Civil Aviation Authority (GCAA), official communication has gone to all border ports that Ghana as a receiving country is accepting holders of the Ghana Card into Ghana.

The statement by ICAO that Ghana has crossed the major milestone in efforts to provide for more international acceptance of its biometric electronic travel documents is therefore not inconsistent with official communication from the government.

In practical terms, the holder of a Ghanacard will be allowed to board a flight to Ghana (receiving country) from any airport, just as with the normal biometric passport, without the need for a visa. Also, Diasporan Ghanaians who hold the Ghanacard will not require a visa to travel to Ghana. Within ECOWAS the Ghanacard can be used to travel to any country.

Travelling outside ECOWAS however, will require that you use your normal biometric passport which will contain your visas. In the not too distant future, we expect that electronic visas will be issued under ICAO 2.0 protocols. When this starts, electronic visas could be issued on the Ghana Card under bilateral arrangements with other countries.
