ঘাটাল মাস্টার প্ল্যান, লক্ষ্যমাত্রা বেঁধে দিলেন মুখ্যমন্ত্রী!

ঘাটাল মাস্টার প্ল্যান রূপায়ণের কাজ দু’বছরের মধ্যে সম্পন্ন করার লক্ষ্যমাত্রা বেঁধে দিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বৃহস্পতিবার নবান্নে ঘূর্ণিঝড় ডানার ক্ষয়ক্ষতি পর্যালোচনা করার পর তিনি জানান, ঘাটাল মাস্টার প্ল্যান তৈরির জন্য ডিটেল প্রোজেক্ট রিপোর্ট (ডিপিআর) তৈরি করা হয়ে গিয়েছে। ৪০০ কোটি টাকা বরাদ্দ করেছে রাজ্য। ২ বছরের মধ্যে কাজ শেষ করার লক্ষ্য নিয়ে এগিয়ে যেতে হবে। প্রয়োজনে পরিযায়ী শ্রমিক, যাঁরা ফিরে এসেছেন রাজ্যে, তাঁদের কাজে লাগাতে হবে এই ধরনের প্রকল্পে।

কেন্দ্রীয় সরকারের মুখাপেক্ষী না থেকে ঘাটাল মাস্টার প্ল্যান রূপায়ণের কথা ঘোষণা করেছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। আগামী দু’বছরের মধ্যে ওই প্রকল্প বাস্তবায়নের আশ্বাস দিয়েছেন তিনি। দিনকয়েক আগে ডিভিসির অনিয়ন্ত্রিত জল ছাড়ায় প্লাবিত হয় ঘাটাল মহকুমা-সহ পশ্চিম মেদিনীপুরের বিস্তীর্ণ অংশ। ফের একবার ঘূর্ণিঝড় ডানা’র হানায় প্লাবনের আশঙ্কা। এই আবহেই ঘাটাল মাস্টার প্ল্যান দ্রুত রূপায়ণের লক্ষ্যে ফের নির্দেশ দিলেন মুখ্যমন্ত্রী।
উল্লেখ্য, দক্ষিণবঙ্গে বন্যা নিয়ন্ত্রণের লক্ষ্যে কেন্দ্রীয় সরকারের সঙ্গে যৌথ সহযোগিতায় ১৯৮০ সালে এই প্রকল্পটি হাতে নেওয়া হয়েছিল। ’৮২ সালে প্রকল্পটির শিলান্যাস হয়। এটি রূপায়ণের জন্য প্রথমে কেন্দ্রীয় সরকার মোট ব্যয়ের ৭৫ শতাংশ অর্থ দেওয়ার কথা বলে। পরে তা কমিয়ে পঞ্চাশ শতাংশ করে। যদিও সেই প্রতিশ্রুতি পালন করেনি কেন্দ্র। রাজ্য সরকারের তরফে ২০১২ সালে ১২০০ কোটি টাকার একটি বিস্তারিত প্রকল্প রিপোর্ট কেন্দ্রের কাছে পাঠানো হয়। কিন্তু দীর্ঘ সময়ের পরেও কেন্দ্রীয় সরকার প্রকল্পটির জন্য কোনও অর্থ বরাদ্দ না করায় রাজ্য সরকার নিজের তহবিল থেকেই সম্পূর্ণ অর্থ খরচ করে মাস্টার প্ল্যান বাস্তবায়নের সিদ্ধান্ত নিয়েছে। সেকথা নিজেই ঘোষণা করেন মুখ্যমন্ত্রী।

#রাজ্যের_পড়ুয়াদের_পাশে_রাজ্য_সরকার.

#পর্ব :-১

শিক্ষাই হল মানুষের মেরুদণ্ড। সমাজকে শিক্ষিত করার জন্য স্বামী বিবেকানন্দ বলেছিলেন, ‘আগে মা শিক্ষিত হলে পরে তার সন্তান শিক্ষিত হবে।’ তাই স্বামীজি মনে করতেন, বর্তমান সমাজকে সুশিক্ষিত করতে দরকার ‘নারীশিক্ষা’। নারী অনন্ত শক্তির আধার।

নারী অর্থাৎ ‘মা’ শব্দে মন শুদ্ধ হয়। নারীশক্তি বিনা জগতের কল্যাণ, জগতের উদ্ধার কখনও সম্ভব নয়! একটা সমাজকে বদলাতে পারেন একজন মা। আর একটি পরিবারকে অগ্রগতির দিকে এগিয়ে নিয়ে যেতে পারেন মা। আজ যে মেয়েরা স্কুলে পড়াশুনা করছে তারাই আগামী দিনে ‘মা’। তাই এই ‘কন্যাশ্রী’ প্রকল্প একটা পরিবার, সমাজকে এগিয়ে নিয়ে যাওয়ার জন্য অসাধারণ এবং অভাবনীয় প্রকল্প। উন্নয়নের মডেলকে সামনে রেখে মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় রাজ্যের শিক্ষাক্ষেত্রে চালু করেছেন একের পর এক প্রকল্প। বিদ্যালয়ের সার্বিক উন্নয়নকে পাখির চোখ করে বাড়িয়েছেন বাজেটের বরাদ্দ। ২০১০-১১ সালে বিদ্যালয় শিক্ষায় বাজেট ছিল ৪২৯ কোটি, ২০২৩-২৪ সালে সেই বাজেট ৯,৯২৪ কোটি। ১৩ বছরে ১২ গুণ বাজেট বৃদ্ধি বর্তমান সরকারের সদিচ্ছা প্রমাণ করে। পশ্চিমবঙ্গ পৃথিবীর সর্ববৃহৎ গণতান্ত্রিক রাষ্ট্রের অংশ। গণতন্ত্রের মূল লক্ষ্যই হল প্রজাকল্যাণসাধন। প্রজাকল্যাণের মধ্যে দিয়ে সমাজকল্যাণের উদ্দেশ্যকে সামনে রেখেই ২০১৩ সালে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় প্রবর্তিত করেন তাঁর স্বপ্নের ‘কন্যাশ্রী’ প্রকল্প ‘কন্যাশ্রী’ প্রকল্পের মূল উদ্দেশ্য ছিল— To reduce dropout rate and prevent early marriage. অর্থাৎ দ্রুত ড্রপআউটের সংখ্যা কমানো, নাবালিকাদের বিয়ের প্রবণতা কমানো এবং নারীপাচার রোধ।

কন্যাশ্রী প্রকল্প চালু হওয়ার পর স্কুল ড্রপআউটের সংখ্যা আশানুরূপ ভাবেই কম‌গেছে। নাবালিকাদের বিয়ের প্রবণতাও কমেছে। এ-ছাড়াও স্কুলে স্কুলে তৈরি হয়েছে কন্যাশ্রী ক্লাব। আঠারো বছরের নিচে অর্থাৎ নাবালিকা সহপাঠীদের বিয়ে রুখতে প্রশাসনকে নিয়ে তাৎক্ষণিক প্রচেষ্টা। পাশাপাশি এই অল্প বয়সে বিয়ে না হওয়ায় এবং আগের মতো অভাবের তাড়নায় অনেকে শিশুশ্রমিক না হয়ে পড়াশুনা করছে। সেক্ষেত্রে নারীপাচার রোধে কন্যাশ্রী দারুণভাবে সফল। ২০১৩-১৪ সালে K1 ‘কন্যাশ্রী’ প্রকল্পে সুবিধা পেয়েছিল ১৮,৪৪,৬২২ জন এবং ২০২২-২৩-এ তা বেড়ে ২৩,০০,০০০ জন এবং ২০১৩-১৪ সালে K2-তে আবেদন করেছিল ১,৩৮,২৬২ জন ছাত্রী এবং ২০২২-২৩-এ তা ৫,৩৪,০০০ জনে। অর্থাৎ ২০২২-২৩ অর্থবর্ষে K2-এর জন্য ৫ লক্ষ ৩৪ হাজার ছাত্রী ২৫,০০০ টাকা করে পেয়েছে।

K3 ‘কন্যাশ্রী-3’ প্রকল্পে মাস্টার ডিগ্রি পর্যন্ত সমস্ত ছাত্রী ৪৫%-এর বেশি নম্বর পেলে আবেদন করতে পারবে। এক্ষেত্রে পারিবারিক আয়ের কোনও ঊর্ধ্বসীমা নেই। বিজ্ঞান বিভাগের ছাত্রী হলে মাসে ২৫০০/- টাকা এবং কলা ও বাণিজ্য বিভাগের ছাত্রী হলে মাসে ২০০০/- টাকা করে পড়াশোনার খরচ চালানোর জন্য পায়। এখনও পর্যন্ত ১,১৯,০০৬ জন ছাত্রী কন্যাশ্রী-৩ প্রকল্পের সুবিধা পেয়েছে। বিয়ে না হলে আঠারো বছর বয়সের পর ‘কন্যাশ্রী’ ২৫,০০০ এবং ‘রূপশ্রী’ ২৫,০০০ মোট ৫০,০০০ টাকা পাবে। আর আঠারো বছরের আগে অর্থাৎ নাবালিকা অবস্থায় বিয়ে করলে শুধু ‘কন্যাশ্রী-১’ পাবে কিন্তু ‘কন্যাশ্রী-২’ এবং ‘রূপশ্রী’ প্রকল্পের এই ৫০,০০০ টাকা পাবে না।

মিড-ডে মিল হল পৃথিবীর সবচেয়ে বড় পুষ্টি প্রোগ্রাম। বর্তমানে ২৬,৩৩৩টি বিদ্যালয়ে কিচেন গার্ডেন রয়েছে। ২০১১ সালে মিড-ডে মিলে খরচ হত ৩০৩ কোটি আর বর্তমানে তা ৯৯০ কোটি ছাড়িয়েছে। ১.১৮ কোটি ছাত্রছাত্রী এই পুষ্টি প্রোগ্রামের সুফল পাচ্ছে। ২৫.৮৩ কোটি টাকা খরচ করে ৫৭,৯৯৬ বিদ্যালয়ে অগ্নিনির্বাপণ যন্ত্র বসানোর ব্যবস্থা হয়েছে। রাজ্য সরকার মিড-ডে মিল কর্মীদের অতিরিক্ত ৫০০ টাকা করে দিচ্ছে। এলপিজি গ্যাসের মাধ্যমে ১০০% বিদ্যালয়ে রান্নার ব্যবস্থা হয়েছে। ছাত্রছাত্রীদের সুবিধার্থে ১৬,৬১৩টি বিদ্যালয়ে ডাইনিং হল নির্মাণ করা হয়েছে। ৮২,০১৫ বিদ্যালয়ের ছাত্রছাত্রী মিড-ডে মিলের খাবার পাচ্ছে। ১,১৭,৩৬,৩৩৫ জন ছাত্রছাত্রী প্রতিদিন বিদ্যালয়ে রান্না-করা খাবার খায়।
কেন্দ্রীয় সরকারের তথ্য বলছে পশ্চিমবঙ্গ ৯৯%, উত্তরপ্রদেশ ৮২%, রাজস্থান ৮৩%, মণিপুরে ৬৩% মিড-ডে মিলের ব্যবস্থা করেছে। মমতা বন্দ্যোপাধ্যায়ের সহযোগিতায় কলকাতার বিশ্ববাণিজ্য সম্মেলনে এ-বছরই প্রথম ছিল এডুকেশন কনক্লেভ। শিক্ষামন্ত্রীর হাত ধরেই আন্তর্জাতিক মানের সাথে পাল্লা দিচ্ছে আমাদের রাজ্য বাংলা এবং বুনিয়াদি শিক্ষায় সারা ভারতের মধ্যে পশ্চিমবঙ্গ দেশের সেরা। শুধুমাত্র সিলেবাস পরিবর্তন এবং আধুনিকীকরণ নয়, বিদ্যালয়ে নিরাপত্তা ও সাবধানতা বিষয়েও নজর দিচ্ছে শিক্ষাদপ্তর। গ্রামের যেখানে দূর-দূরান্ত পথ পেরিয়ে মাধ্যমিক স্কুলগুলি যেতে হয় সেখানে সমস্ত অভিভাবকের পক্ষে সাইকেল কিনে দেওয়া সম্ভবপর হত না। মূল্যবান সময় যাতায়াতের পথে যাতে সময় নষ্ট না হয় সেই উদ্দেশ্যে রাজ্যের সমস্ত বিদ্যালয়ের নবম শ্রেণির ছাত্রছাত্রীদের ‘সবুজসাথী’ প্রকল্পের মাধ্যমে বিনামূল্যে সাইকেল দেওয়ার ব্যবস্থা করেছে মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন রাজ্য সরকার। ১ কোটি ১৫ লক্ষ ছাত্রছাত্রীকে সাইকেল দেওয়ার ফলে বিদ্যালয়ে যাতায়াতের সুবিধা হয়েছে। এর পাশাপাশি বিভিন্ন ব্যক্তিগত কাজেও সাইকেল ব্যবহার করে সময় অপচয় রোধ করতে সচেষ্ট হচ্ছে। কোভিড-১৯-এর সময় যখন বিশ্ব অবরুদ্ধ তথা অচলাবস্থায় তখন বিদ্যালয়গুলো বন্ধ রাখতে বাধ্য। সেইসময় বিদ্যালয়কে ড্রইংরুমে পৌঁছে দিতে মাননীয় মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নতুন প্রকল্প ‘তরুণের স্বপ্ন’। সমস্ত অভিভাবকের পক্ষে যা ছিল প্রায় অসম্ভব এবং অসহায়তার এই প্রকল্পের মাধ্যমে মুখ্যমন্ত্রী বন্ধুর মতো পাশে দাঁড়িয়ে সময়ের প্রয়োজনে টেকস্যাভি করতে দ্বাদশ শ্রেণির ছাত্রছাত্রীদের ট্যাব অথবা অ্যান্ড্রয়েড মোবাইল ফোন কেনার জন্য ১০,০০০ টাকা দেওয়ার ব্যবস্থা করলেন। এই প্রকল্পের মাধ্যমে ২৭ লক্ষ ছাত্রছাত্রী সরাসরি উপকৃত হয়েছে।

১৮৮ MOU স্বাক্ষর, ৩ লক্ষ ৭৬ হাজার কোটি টাকার বেশি বিনিয়োগ প্রস্তাব: জানালেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়

আজ সপ্তম বিশ্ববঙ্গ বাণিজ্য সম্মেলনের ছিল দ্বিতীয় দিন। চলতি বছরে বিনিয়োগ প্রস্তাবের নিরিখে নতুন উচ্চতা স্পর্শ করল BGBS। বুধবার, ধনধান্য স্টেডিয়ামে সম্মেলনের শেষদিনে *মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়* জানালেন, এবার কৃষি, পর্যটন, তথ্য প্রযুক্তি-সহ বিভিন্ন ক্ষেত্রে ১৮৮ টি MOU স্বাক্ষরিত হয়েছে। ৩ লক্ষ ৭৬ হাজার কোটি টাকার বেশি বিনিয়োগের প্রস্তাব এসেছে বলে জানান মুখ্যমন্ত্রী। আগামী দিনে বাংলা শিল্প এবং সংস্কৃতির গন্তব্য হয়ে উঠবে বলেও আশা প্রকাশ করেন তিনি।

সমাপ্তি অনুষ্ঠানে মুখ্যমন্ত্রী জানান, প্রসঙ্গত এর আগে ৬টি বিশ্ববঙ্গ বাণিজ্য সম্মেলনে ১৯০ কোটি মার্কিন বিলিয়ন ডলারের প্রস্তাবের মধ্যে ১২১ কোটি মার্কিন বিলিয়ান ডলার বিনিয়োগ হয়েছে। মঙ্গলবার সম্মেলনের উদ্বোধনী অনুষ্ঠানে জানিয়েছিলেন মুখ্যমন্ত্রী। এবারের BGBS-এ ৪০টি দেশ অংশগ্রহণ করেছে। এই দেশগুলিকে অভিনন্দন জানান মুখ্যমন্ত্রী। শুধুমাত্র ব্রিটেন থেকেই ৪০ জন শিল্পপতি এসেছেন বলে জানান মমতা।

এদিনও মুখ্যমন্ত্রীর বক্তব্যে ঘুরে ফিরে আসে MSME প্রসঙ্গ। বলেন, “আজ ক্ষুদ্র ও কুটির শিল্পের দিন।“ পাশাপাশি তিনি জানান, MSME এমন একটা সেক্টর, যেখানে বহু মানুষের কর্মসংস্থান হচ্ছে। বাড়ির মহিলারা রান্নার পাশাপাশি এই এমএসএমই-র মাধ্যমে সংসারে অর্থ সাহায্য করছেন। রাজ্যে ৯০ লক্ষ স্বনির্ভর গোষ্ঠী রয়েছে বলেও জানান মুখ্যমন্ত্রী। কৃষি থেকে সৃজনশীলতা, দিশা দেখাচ্ছে গ্রাম। শুধু চর্মশিল্পে ১০ লক্ষ কর্মসংস্থান হয়েছে। মমতার কথায়, বাংলায় ৯০ লক্ষ স্বনির্ভর গোষ্ঠী রয়েছে। মহিলারা কর্মসংস্থানে এগিয়ে।

গ্রাম নিয়ে মুখ্যমন্ত্রীর মত, “গ্রামই এখন গ্রোথ সেন্টার।“ তিনি জানান, পূর্ব ভারতের প্রবেশদ্বার বাংলা। বাংলাই শিল্পের আদর্শ গন্তব্য। বাংলার শিল্পই ভবিষ্যৎ। বাংলা সেরার সেরা। উত্তরবঙ্গ শুধু পর্যটন নয়, প্রযুক্তির ক্ষেত্রেও এগিয়ে।
