2025 SSP Statewide Conference at Cliff Castle Casino Hotel
Camp Verde, Arizona
April 4–6, 2025

We are thrilled about holding the 2025 SSP State-wide Conference in Camp Verde. The town and the surrounding areas have so much to offer and we look forward to taking advantage of its many sites and activities. Most importantly, there are a number of local tribal members, archaeologists and Verde Region Stewards who will be providing everything from sessions to excursions.

The 2025 Cliff Castle Conference offers 2 full days of engaging sessions tailored to Site Stewards and professionals and 1 day of excursions/hikes. Sessions and activities are geared to increase skills and knowledge to better monitor archaeological sites, stay safe while hiking and exploring and to learn more about cultural awareness as it relates to tribal history.

As a bonus -recent renovations have made the Cliff Castle Hotel/Casino into a gorgeous facility and a unique location for our conference with many fun activities and a great weekend get-a-way destination.

Silent Auction:
A great way to help the Foundation raise funds is through the Conference Silent Auction. Foundation members and Stewards will set up a large area at the conference facility with donated items connected to archaeology and all the ologies, donated household items, crafts, art, books. Stewards also help secure other items by speaking directly to businesses in their community to secure theatre and museum tickets,
hotel packages, sports memorabilia and so on.

Meet Justin Chambers,
Owner and operator of the new Bullpen Grill & Watering Hole in Camp Verde. Opening very soon!
Justin and his wife Sarah have travelled the world to places like China, Japan, Brazil, British Columbia and Alaska but have gravitated towards the fresh food, simple ingredients and presentation of the Baja Peninsula of Mexico. The locals take pride in what they prepare with local ingredients and offer an experience that is rarely seen in American Restaurants.
Justin was inspired by something as simple as a glass of orange juice or a margarita that is prepared individually with fresh limes and handcrafted tequila take your dining experience to a whole new level.
Inspired by family owned restaurants where all the members of the family work take care and pride in preparing and serving food for their guests. There are few things where you get better at doing something over time as age and years creep on. However cooking is one thing you can get better at with time, practice and patience.
This attention to detail and personable experience is what we intend to bring to the Bullpen. Not Mexican, but an all American authentic dining experience from a burger and beer to a fine steak with a glass of local wine.
Being a history buff Justin and his family leased a unit in the Wingfield Plaza for his real estate company. Then in 2018, he had the opportunity to purchase the current location of the restaurant and the entire Wingfield Plaza. This created a unique opportunity to not only preserve history but create history with an unsurpassed dining experience for our customers and provide our staff a stable and consistent place of employment.
Local history...
564 South Main St, Camp Verde, AZ 86322 is the current location of the Bullpen Grill and Watering Hole, formerly known as the Sutler's Store (1871). In 1911 they added the Wingield Building, and finally the Camp Verde State Bank in 1916.
The adobe bricks you see behind the stage were laid in 1871. You can see where there were windows and the main door that were filled in sometime at a later date. You can also see the holes in the adobe from the original ceiling support beams and the charred remains from the building burning at least once. The original building was built and run by early day Yavapai County financier Huge Richards. The Sutler's Store is the Verde Valley's oldest standing commercial building and the oldest one in the State of Arizona to be continually run as a commercial building since being built. After its construction it remained the area's only viable mercantile business until the Mid 1870's. The Sutler provided items to the troops that were not available through the military and it supplied soldiers and settlers with groceries, dry goods, mining supplies, animal feed and even bottled water. In addition to its role as a local commercial center, the Sutler's Store served as the communities only post office, telegraph station, bank, trade, collection and bartering agency.
In 1898, William "Boss" Head sold the operation to Mac Rogers and Clinton Wingfield. A few months after the purchase, an outlaw murdered Rogers and Wingfield in the store on a Sunday evening in July, 1899, during an armed robbery. The business partners were buried together in the historic Clear Creek Cemetery a few miles to the southeast. Months after the double murder Tom "Black Jack" Ketchum was hung in New Mexico for the crime, but the identity of the killer is still unknown.
W.G. and R.W. Wingfield took over the business in 1909, and extensively remodeled the adobe structure. During the remodel, the Wingfields plastered the adobe brick walls and reoriented the building to face east like it is today and not north. In 1911, the owners added a new store building constructed of reinforced concrete. They added the concrete Camp Verde State Bank, complete with a bank vault in 1916 that is at the Northwest corner of the complex. These buildings have changed little since their construction, and this complex is Camp Verde's best example of the historic-era commercial architecture. Outside on the North end of the building is a bronze plaque that honor's the pony express carriers who traveled between Camp Verde and Payson, 1884-1914.
The "Bullpen" name is nostalgic and was named after the old bullpen that still stands off of Bullpen Rd near Clear Creek. As local growing up, we used to go to the "bullpen" swimming hole and camping area. Now, day use only but still worth the drive!
Local wine...
Our restaurant is proud to offer not only the highest quality of food and service, but also a local wine from one of the first vineyards of the Verde Valley. Vintor Ignacio Mesa took his first viticulture classes at the University of Arizona at age 20, where he learned to use methods of farming grapes: organic and non-organic. He wasn't able to pursue a career in viticulture at that time as the funds required to purchase land were not available. His career path took him in a different direction but he maintained his interest in vines by planting small vineyards to make wine at each location he was moved to during his career.
After 33 years, he was ready to pursue his dream and went on a search to find a place with the right soil composition, climate and availability of clean water to grow his vineyard. In 1999, he found his place in the fertile valley of West Clear Creek, and Clear Creek Vineyard & Winery was born. Ignacio has achieved his goal to have an Estate Boutique Winery using only his sustainable-grown grapes to make his wines. Clear Creek Vineyard and Winery was the first winery to receive the Silver Innovator Sustainability Certification in Arizona. His Rio Claro wines are individual with limited production and unique in style.

CAMP VERDE — A Carefree man, Farzam Afshar, is talking to the town staff about his concept to put a three-story hotel, brewery/distillery on Main Street in the former car wash next to the empty property that was formerly a Circle K.
Afshar said he has a land contract on the car wash property, which is in the “triangle” where Finnie Flat/Main Street intersects with Montezuma Castle Highway. He is working closely with the town to see exactly what he can put on the high-visibility property at the entrance of downtown.
That’s the entrance to Main Street, he pointed out, at the intersection of Montezuma Castle Highway. Hotel guests could park their cars and walk and enjoy, he said. The potential is there, he said, adding Camp Verde sits in a great place with easy traffic.
Afshar said the hotel would have to be boutique-style and maybe about “20ish rooms.” He likes to do things with an environmental influence with solar and an EV charging station.
Afshar would also like to put in a good restaurant to go along with the brewery and the wine room.
If they can figure out how to put a small amphitheater on the empty lot for concerts, then they could contribute to the number of people coming to downtown, he said.
The hotel would be a focal point to get people to visit and experience the old buildings and other businesses, he said. Hopefully, it would lead to more people renovating the town’s historic commercial structures.
Afshar said he is working with staff to iron out plans before submitting them to the town. He said has done enough projects to know that he needs to work with the staff and the town first.
He lives in Carefree but has been in Camp Verde quite a bit, talking to officials and townspeople and determining there’s nothing like his concept in town. He believes it will complement the community.
He said he is also in the process of building 22 homes in the Clear Creek Preserve development in Camp Verde.
“They came up with what’s needed and wanted, and not what I want to do,” Afshar said, referring to the car wash project.
“That’s been my success story. Instead of coming and doing whatever I want to do, who cares what I want to do? What’s more important is what’s needed in that town.”
The concept he is proposing, depending on what the town allows, is a brick, two- or three-story building, with a distillery/brewery/restaurant/hotel/B&B. Afshar said there is a beautiful view of the mountains and bluff from the corner. “It’s unbelievable light.”

Below you’ll find a public notice from the Arizona Corporation Commission (ACC) regarding a limited rehearing on the Grid Access Charge (GAC), which was established in our last rate case and implemented on March 8, 2024. The GAC only applies to certain residential customers with rooftop solar based on their rate plan. For those customers, the GAC appears under “Charges for electricity services” on the bill. Customers with an average 10-kilowatt solar system pay $2–3 per month.

PUBLIC NOTICE OF LIMITED REHEARING AND PUBLIC COMMENT MEETINGS ON ARIZONA PUBLIC SERVICE COMPANY'S ("APS") GRID ACCESS CHARGE IMPLEMENTED PURSUANT TO DECISION NO. 79293

(DOCKET NO. E-01345A-22-0144)

Summary

On March 5, 2024, the Arizona Corporation Commission (“Commission”) issued Decision No. 79293 in Docket No. E-01345A-22-0144 establishing an additional charge for APS residential rooftop solar and other residential distribution generation customers on (1) the Time-of-Use 4:00 PM – 7:00 PM Weekdays (“TOU-E”), (2) Time-of-Use 3:00 PM – 8:00 PM Weekdays with Demand Charge (“R-2”), or Time-of Use 4:00 PM – 7:00 PM with Demand Charge (“R-3”) schedules. APS has implemented the additional charge as the Grid Access Charge (“GAC”).

For the TOU-E customers, the monthly GAC is $0.242/kW-dc of nameplate generation capacity. For R-2 customers, the monthly GAC is $0.250/kW-dc of nameplate generation capacity. For R-3 customers, the monthly GAC is $0.215/kW-dc of nameplate generation capacity. Thus, assuming 10 kW-dc of nameplate generation capacity, the monthly GAC for a TOU-E customer is $2.42, for an R-2 customer is $2.50, and for an R-3 customer is $2.15. Residential solar customers on Legacy Solar Rates may also be impacted by the outcome of the limited rehearing granted in Decision No. 79318.

On April 16, 2024, the Commission issued Decision No. 79318 granting a limited rehearing on Decision No. 79293, focusing on the adoption of the GAC, including: (a) whether the GAC rate is just and reasonable; (b) whether the GAC rate should be higher or lower; (c) whether the GAC rate constitutes a discriminatory fee to solar customers; and (d) whether omission of the GAC would be discriminatory to non-solar customers.

NEITHER APS, THE COMMISSION’S UTILITIES DIVISION (“STAFF”) NOR ANY INTERVENOR HAS YET FILED ANY TESTIMONY REGARDING THE ISSUES CONCERNING THE GAC. THE COMMISSION IS NOT BOUND BY THE PROPOSALS OF APS, STAFF, OR ANY INTERVENORS. THE COMMISSION WILL DETERMINE THE APPROPRIATE RELIEF TO BE GRANTED IN THE LIMITED REHEARING BASED ON THE EVIDENCE PRESENTED IN THIS MATTER. BASED ON THE EVIDENCE AND ARGUMENTS PRESENTED IN THE LIMITED REHEARING, THE COMMISSION COULD MAKE CHANGES RESULTING IN A GAC THAT IS HIGHER, LOWER, OR DIFFERENT THAN THE PRESENT GAC.
