𝐑𝐄𝐆. 𝟑 𝐑𝐄𝐒𝐈𝐃𝐄𝐍𝐓𝐒 𝐓𝐎 𝐁𝐄𝐍𝐄𝐅𝐈𝐓 𝐅𝐑𝐎𝐌 𝐁𝐋𝐎𝐂𝐊 𝐌𝐀𝐊𝐈𝐍𝐆 𝐈𝐍𝐈𝐓𝐈𝐀𝐓𝐈𝐕𝐄

Residents of De Kinderen and Den Amstel in Region Three, will soon benefit from training in block making, empowering them to supply the growing construction sector and earn an income.

The project is the brainchild of President, Dr Mohamed Irfaan Ali.

Minister of Housing and Water, Collin Croal on Sunday, held a consultation with residents about the initiative which falls under the Community-based Employment Stimulation Project.

Kevin Dundas, who will be part of the people-oriented initiative told the Department of Public Information (DPI) that the programme will benefit youths within the community and provide them with bountiful opportunities.

“I do see us benefitting from it because we can also sell in our community. We can also liaise on with the ministry and they can take some blocks off our hands, helping us to create a cycle to expand not only in our community but wider,” he stated.

Another beneficiary, Colin Henry, praised the initiative, noting that programmes like these are what youths have been longing for to develop their abilities.

“This is a good initiative, being a part of it is a great deal because it opens up doors for business opportunity that young people could earn dollars for themselves which is something great,” he said.

Minister Croal said the project has benefited several communities in Region Four, including communities like Tiger Bay, North Ruimveldt, Sophia, and the Guyana Prison Service.

The training will include practical block making and entrepreneurship training, to help participants maximise business opportunities.

Through the Central Housing and Planning Authority an initial investment will be made for the production of the first 1800 blocks.

“You are doing this with the intention for there to be continuity. For it to grow overtime,” Minister Croal said.

CHPA’s Deputy Director of Community Development, Donell Bess-Bascom, noted that the communities that benefitted from the programme to date, have been successful and are supplying the housing sector and other persons in the private sector.

The Guyana National Bureau of Standard ensures quality of blocks are produced.

The Guyana Revenue Authority and the Small Business Bureau are also collaborating with the CHPA to implement the project.

AFC Executive Member and former APNU+AFC Minister of Public Telecommunications, Catherine Hughes recently admitted to awarding her own company, Video Mega Limited, contracts through the Ministry she was at the held of.

It was during court proceedings last week that Hughes admitted that she had signed cheques for the company, and approved invoices sent from the company to her ministry.

Hughes has been severely criticized for her actions owing to the fact that she denied ever knowing of contracts being awarded to her company through her MInistry.

In court last week, the former Minister was asked why she didn’t sue PPP General Secretary Dr. Bharrat Jagdeo for alleging that she had approved payments to her own company from her MInistry. She responded by saying she knew he possessed documents to substantiate his claims and so she did not opt to sue him.

In 2019, when news broke about Hughes' improper conduct, she had denied the allegations, stating that she did not know of any contracts being awarded to Video Mega and that she was no longer associated with the company.

“…I was completely unaware of the award of any contract to Video Mega Productions,” she is on record saying.

She later claimed that she was informed that the contract was for the production of three 60-second television Public Service Announcements (PSAs)to the value of $832,200; but this was proven to be false as contracts awarded to the company, and approved by her, totaled some $6 million.

The Guyana Police Force (GPF) yesterday issued a wanted bulletin for three men in relation to the murder of two persons during a drive-by shooting at D’Urban Street, Georgetown on August 24, 2024.

The wanted men have been identified as 18-year-old Omalie Vieira, whose last known address is at Lot 47 Princess, Lodge Georgetown; 31-year-old Keron Hinds, whose last known addresses are at Lot 4 Smyth Street, Werk-en-Rust Georgetown and 134 E 59th Street, Brooklyn, New York; and 30-year-old Dominique Darrel Osborne, whose last known addresses are Lot 44 Princess Street, Lodge, Georgetown and 196 E 51st Street, Brooklyn, New York.

They are wanted for the murders of 39-year-old Lawrence Wayne called ‘Boy Boy’ and 40-year-old Anthony who were killed during a drive-by shooting on D'Urban Street on August 24.

Havercome died on the spot, while Wayne succumbed to his injuries at the Georgetown Public Hospital Corporation (GPHC).

𝐒𝐖𝐀𝐍 𝐆𝐄𝐓𝐒 𝐇𝐄𝐀𝐋𝐓𝐇 𝐂𝐄𝐍𝐓𝐑𝐄 𝐅𝐎𝐑 𝐅𝐈𝐑𝐒𝐓 𝐓𝐈𝐌𝐄

A spanking new health centre was officially opened in the community of Swan, along the Soesdyke-Linden Highway on Monday.

The massive investment by the government will eliminate the need for villagers to travel to neighbouring villages to access basic health services.

The facility was commissioned by Minister of Health, Dr Frank Anthony, who noted that approximately $40 million was invested to ensure the medical outpost is equipped to provide adequate medical care.

Services being offered include prenatal care, diabetes and blood pressure testing, among others.

Additionally, HPV testing for women and dental services will be available, with a medical team scheduled to visit shortly.

During his address at the simple ceremony, Minister Anthony said additional services will be introduced subsequently.

He emphasised the government’s commitment to enhancing Guyana’s healthcare system by constructing new health facilities nationwide.

“With where you are located and the population that you have, you deserve to have your own health facility here,” Dr Anthony stated.

He highlighted the ministry’s ongoing collaboration with nearly all communities, including hinterland and riverain areas, to ensure access to adequate healthcare services.

By early 2025, six new hospitals will be opened across the country, in areas like Diamond, Skeldon, Enmore, Bath, De Kinderen, and Anna Regina.

The investments will further improve the quality of healthcare in those regions.

In the first half of 2024 alone, the government exhausted some $44.4 billion to ensure the nation’s health system is intact to provide substantial care that is second to none.

𝐌𝐀𝐍 𝐀𝐓𝐓𝐄𝐌𝐏𝐓𝐒 𝐒𝐔𝐈𝐂𝐈𝐃𝐄 𝐀𝐅𝐓𝐄𝐑 𝐌𝐔𝐑𝐃𝐄𝐑𝐈𝐍𝐆 𝐖𝐈𝐅𝐄

29-year-old Alexis Roxanne Harris of Hill Foot Linden was yesterday stabbed to death by her husband, James Lord, who then made a failed attempt to take his own life following an altercation between the two.

According to reports, the incident occurred at Harris’ sister residence at Free and East on the West Bank of Demerara (WBD), around 12:20hrs.

Eyewitness recall seeing Lord stabbing his wife after smashing a cellphone, before his nephew reportedly intervened and was also stabbed with the knife.

Harris was stabbed to the chest and right hand, and reportedly made an attempt to escape but collapsed.

Lord fled the scene on foot towards the sea dam area, and was later apprehended by police with support from the public. He was found with what believes to be self-inflicted wounds to his abdomen.

Harris was pronounced dead on arrival at the West Demerara Regional Hospital, while Junior’s condition is listed as serious but stable.

Lord remains under police guard at the West Demerara Regional Hospital.
Investigations are ongoing.

Akira La Rose, 10, and Joylyn Jack, 11, tragically drowned yesterday at the Enchanter Creek on the Linden-Soesdyke Highway during a birthday celebration.

The birthday celebration was for Akira.

The Guyana Police Force disclosed that the incident occurred around 3:30 hrs.

Akira of Stewartville, West Coast Demerara, and Joylyn, of Tuschen, East Bank Essequibo, were at the creek with family members, including their grandmother, 53-year-old Allison Klass, and Joylyn’s father, Oswald Jack.

Reports are that the two girls went into the water to play and disappeared sometime after. An alert was raised by one of the family member and a search was conducted by family and other persons at the creek.

Both girls were found unresponsive, and efforts were made to administer emergency medical services. They were subsequently transported to the Diamond Diagnostics Centre where they were pronounced dead.

Investigations are ongoing.

In a significant development for the educational landscape of Region Six, East Berbice Corentyne, the Honourable Minister of Education, Priya Manickchand, officially turned the sod today to commence the construction of the new Orealla Secondary School.

Located in Orealla, a riverain village along the Berbice River, this project represents a major investment in the local educational infrastructure, with a total project value of G$198,866,010.

The new Orealla Secondary School will feature six modern classrooms, four specialized laboratories, and a well-equipped library, aimed at providing a high-quality learning environment for approximately 180 students. The facility will serve the educational needs of students from both Orealla and the nearby Siparuta area, addressing a critical gap in educational resources.

Awarded through a competitive bidding process in accordance with the Public Procurement Act on the World Wide Web, the project has been entrusted to 4S Security & Building Enterprise, under the supervision of CEMCO Incorporated.

The initial mobilization amount for the project is G$59,659,803. Construction began on September 2, 2024, with an anticipated completion within six months.

Minister Manickchand highlighted the government's ongoing commitment to advancing educational opportunities and infrastructure across Guyana.

She emphasized that the new school is part of a broader initiative to enhance the quality of education and provide students with the necessary resources for academic excellence.

The new Orealla Secondary School is poised to make a substantial impact on the local community, ensuring that students in this riverain village and the surrounding areas benefit from improved educational facilities.

𝐄𝐋𝐄𝐂𝐓𝐑𝐎𝐍𝐈𝐂 𝐈𝐃 𝐄𝐗𝐏𝐄𝐂𝐓𝐄𝐃 𝐁𝐘 𝐘𝐄𝐀𝐑-𝐄𝐍𝐃

Notable progress is being made in the launch of the government’s national electronic identification card (e-ID) system, with the issuance of the first card expected before the end of the year.

This is according to the Ministry of Finance’s 2024 mid-year report, which emphasised the strides made in the first half of the year to improve access to government services at reduced cost and processing times.

The electronic cards will encompass an array of services, including e-health and e-schools.

At a recent press conference, Vice President, Dr Bharrat Jagdeo explained that the preparation process is a tedious one, and local stakeholders are working assiduously to prepare a comprehensive database for efficient application.

“We want to build a whole range of things. It would transform all these sectors, including police, and security matters,” he said.

These cards will not replace the identification cards issued by the Guyana Elections Commission (GECOM), but would rather complement them.

In 2023, the government signed a US$35.4 million contract for a robust national identity management system that focuses on integrating identification services across government agencies, security, ease of use, and acquisition of IDs.

The implementation of the electronic ID card, coupled with the principles outlined in the recently passed Data Protection Bill will cohesively create a comprehensive digital reservoir of personal information.

The cards will also enable hassle-free travel through the planned Electronic Passport Control System at the Cheddi Jagan International Airport (CJIA).

This system will facilitate the processing of travellers’ identification in a timely and cost-efficient manner.

Works are currently underway on the establishment of kiosks, electronic passports and e-gates by the end of 2024.

The government’s drive to enhance service delivery encompasses strategic investments in information and communications technology (ICT) through other programmes including health, education, and security.

The report noted that works are ongoing for the ex*****on of the first phase of a structured digital master plan slated to be completed by the end of the year.

“This phase will see the digitalisation of several processes for greater access to government services and government-issued certificates,” the missive stated.

Progress has also been made on fully enforcing the SAFE country programme and the Safe Road Intelligence System (SRIS), which are expected to be completed by year-end.

Moreover, a comprehensive Education Management Information System (EMIS) is currently being implemented in 670 schools and is expected to be rolled out in all schools by the end of the year.

The Yarrowkabra Secondary School has opened its doors to some 1,019 students from several villages along the Soesdyke/Linden Highway, offering a stable and conducive learning environment.

The $790 million learning facility was officially commissioned on Thursday. It accommodates students from seven previously closed primary tops, as well as some from Covent Garden, Supply and Providence Primary.

It also features 11 departments including entrepreneurial, STEAM (Science, Technology, Engineering, Arts and Mathematics) and TVET skills, with a dedicated cohort of 65 teachers.

During the keynote address, President, Dr Mohamed Irfaan Ali said the infrastructure is only one component of the government’s bid to ensure every child has access to world class education.

He made note of the massive investments made in training teachers, building their skills and expertise which can then be passed on to the country’s youth more effectively.

According to President Ali, the facility also represents the administration’s continued support for families, especially single parent households.

Establishing such a critical facility in the community is part and parcel of this agenda, the president said.

He explained that the government’s vision is to create an environment where families can confidently expect excellence in education right in their region.

President Irfaan Ali has indicated that he is not involved in the ongoing investigations by the Special Organised Crime Unit (SOCU) into alleged financial impropriety by Deputy Commissioner (ag) Calvin Brutus.
“That’s a matter under investigation. It’s a matter that SOCU is handling and they are doing so independently. I can’t give an update on that,” President Ali told the media this morning.
In July, Brutus requested permission to proceed on leave to facilitate an investigation into allegations of financial misconduct. Permission was granted by acting Police Commissioner Clifton Hicken, and Brutus has been on leave since then.
The President has maintained that SOCU will be allowed to carry out its work independently.
Reports surfaced months ago alleging that the senior officer deposited $16.5M into the Police Credit Union in December of last year. It was subsequently disclosed that the money was returned to him the following day.
Brutus had said that the source of funds were contributions to him before, during and after his wedding.
The Guyana Police Force recently had a rotation of several of its senior officers to new positions in what it described as a move to foster greater efficiency within the force.

"The announcement of greater regulation to cyberspace has generated hysteria and pandemonium in certain quarters. To right thinking members of society, this reaction is understandable. Those who are reacting in this manner, are so doing because they recognize that their days of using social media to destroy reputation, excite racial hostilities, engender strife, cause public mischief and extort monies for their livelihood are quickly coming to an end.
In their effort to distort the true intendment of the impending legislative intervention, they are spreading fear on the social media publishing that persons’ freedom to use these platforms in their engagements will be curtailed; that the regulatory framework will interfere with the constitutional right of freedom of expression.
The public record will reflect that the Government expressed the intention to enact modern, internationally acceptable and constitutionally compliant legislation to regulate social media several years ago. The public record will also reflect that the Government disclosed that it will do so 𝙊𝙉𝙇𝙔 after the conclusion of a Convention being drafted at the United Nations to regulate cyberspace.
The sole purpose of awaiting the terms of this Convention to be settled was to ensure that the amendments will be in compliance with and meet the international standard set by this Convention. Guyana actively participated in the draft of this Convention. The terms of the Convention are now settled.
In short, the intended amendments will be in compliance with the terms of that Convention which are the standard set by the United Nations for its members, worldwide.
In the circumstances, users of social media and citizens generally, are hereby fully assured that they have nothing to fear once they do not use their platforms serially for illicit means.
Yes, those who use their platforms for the nefarious purposes outlined above have reason to fear, hence the desperate reactions. I appeal to all not to be ensnared in the fearmongering which is emanating from these serial social media abusers.
Once the law is implemented it will be applied for the public good, for the benefit of all law abiding citizens and to bring critically needed regulation to an unregulated arena."

In an effort to advance development in Mocha/ Arcadia, East Bank Demerara, the government has announced plans to invest $150 million to accelerate road development and several initiatives to support the community’s farming activities.

Ministers of Agriculture, Zulfikar Mustapha; Local Government and Regional Development, Sonia Parag; Minister within the Ministry of Public Works, Deodat Indar and Minister within the Office of the Prime Minister with responsibility for Public Affairs, Kwame McCoy were present in the community on Wednesday, to unveil the developments and address residents’ concerns.

Thus far, $400 million has been utilised to improve roads throughout the community.

The new investment will ensure the completion of seven roads, including the extension of Nelson Street, the continuation of Plantation Prosperity, the western side of Palm Street and Morning Glory, as well as five additional cross streets.

Contractors from Mocha/Arcadia will be hired to carry out the work, with guidance from the Ministry of Public Works.

Minister Indar estimated that the procurement phase for these roads would take no longer than two weeks.

In addition to the road works, the community is expected to have a tractor pump installed for land drainage within a week.

Additionally, 27 internal drains and beds were cleared and lifted as part of phase one of the development programme.

In response to concerned community farmers, Minister Mustapha assured that the community will receive all necessary planting materials and other technical support from the government.

“For us to be successful, you the farmers have to be successful that is why we are making these kinds of allocations” the minister stated.

Overall, these allocations are steps towards ensuring food security within the community.

After unveiling the improvements, the ministers engaged residents in a walk about exercise.

This provided the minister with an opportunity to witness the upgrades, inspect areas for development and provide general feedback.

In his closing remarks, Minister McCoy reminded residents to exercise patience, as the government continues to work to address the issues affecting them.

He told residents that “It (the development to the community) is not going to happen all in one day…It is going to take phases and it is going to take incremental steps.”

Other communities across Guyana are soon to benefit from similar sectoral developments.

More than a year after Melissa Arokium and her eight-year-old son, Anthony Arokium, were brutally murdered, a security guard of Rose Hall Town, Corentyne, has been charged for the crimes and remanded to prison.

He has been identified as Quincy Hooper.

Police had reported that 30-year-old Melissa Arokium, also known as Lisa, and her 8-year-old son, a pupil at the Port Mourant Primary School were found dead on August, 23 2023, by Melissa’s younger brother.

Melissa operated a shop at her residence - Lot 189 Mangrove Street, Reef, Rose Hall, Corentyne

According to reports, the woman was found dead, laying face down in pool of blood, in her living room. She had wounds to her neck, while her son son was found on his bed with major injuries to his head and neck along with cuts on his face.

Attorney General (AG) and Minister of Legal Affairs Anil Nandlall has again warned that government will deal condignly with the issue of citizen’s reputation being harmed on social media by defamatory posts.

Speaking during his television show ‘Issues in the News’ last evening, the AG said that a regulatory framework for the cyber space must be installed very soon to arrest this new development.

In recent times, social media has been used by so-called ‘influencers’ to attack the reputation of individuals and their families.

“These persons use social media only, it appears, to attack the reputation of others and scandalize people’s families, they publish the nastiest and must humiliating information about people’s personal lives,” Nandlall said, adding that action must be taken to address the situation.

Several lawsuits were recently filed against social media personalities for defamatory posts made against public officials.

The AG contended however that these defamatory posts are not protected by freedom of expression.

“It is not freedom of expression. There is no jurisdiction in the world where that would be categorized as part of freedom of expression. It is the abuse of freedom of expression,” he stressed, before adding that “the government cannot stand idly by in the face of such onslaught on its citizens”.

He said that if the government stands idly by, it would be failing in its responsibilities.

“An AG and Minister of legal affairs cannot stand idly by without doing what is necessary to address this horrendous development. This government will not stand idly by,” he stated, adding that Guyana’s cyber crime legislation will be amended to strengthen the regulatory framework for the cyber space.

“Various steps will be taken. The government has said repeatedly that the cybercrime act will be reviewed. It is under review. The time has come in Guyana for us to pay serious attention to regulating cyber space. Currently it is completely unregulated and it is the platform for the slaughtering of people’s reputation, character, social lives, and the lives of their families,” the Legal Affairs Minister said.

𝐆𝐎𝐕'𝐓 𝐈𝐍𝐂𝐑𝐄𝐀𝐒𝐄𝐒 𝐒𝐓𝐈𝐏𝐄𝐍𝐃 𝐅𝐎𝐑 𝐂𝐒𝐎𝐬

Community Service Officers (CSOs) will, effective immediately, receive a stipend increase to align with the wages paid to workers under the government’s part-time jobs initiative.

The adjustment will raise the CSO stipend from $30,000 to $40,000.

President, Dr Mohamed Irfaan Ali made the announcement on Sunday, during the Amerindian Cultural Extravaganza 2024, at the National Park, Georgetown.

The government has implemented this change to bridge the gap between the hinterland and coastal regions, ensuring equitable treatment and opportunities for all citizens.

“I want to say to you that with immediate effect, we want the stipend for CSOs to be same as our part time workers…It will match the $40,000 that they’re getting, because there must be no difference in our approach,” he said.

The CSO programme falls within the ambit of the Youth Entrepreneurial and Apprenticeship Programme (YEAP).

It was reinstated by the government in 2020, employing nearly 2700 Community CSOs and injecting over $1 billion annually into the economy.

The programme received a $1.2 billion allocation in the 2024 budget.

In addition to the stipend increase, the government has expanded the part-time jobs programme to include toshaos, who now receive an additional allowance of $40,000.

Furthermore, there are plans to extend this programme to senior counsellors and community development leaders in Amerindian communities.

“This will release tens of millions of dollars again, additional money into the community, but more importantly, it will let these leaders know that we value their service, that we recognise their service, that we acknowledge their service,” the president further explained.

This part-time jobs initiative was implemented by the Office of the Vice President in 2022 and also falls under the Ministry of Local Government and Regional Development.

This year, to further advance the programme, the ministry has been allocated a total of $10 billion.

President Ali pledged that the government will take all necessary steps to mitigate the difficulties faced by these communities and ensure they have equal access to resources and opportunities as their coastal counterparts.

As Guyana prepares for the 2025 general and regional elections, President Dr Mohamed Irfaan Ali has reiterated the government’s commitment to upholding democracy and the rule of law.

Speaking at the opening ceremony of the 46th Conference of the Caribbean, the Americas, and the Atlantic Region of the Commonwealth Parliamentary Association on Monday, the president emphasised the importance of free and fair elections as the foundation of a strong democratic system.

He underscored that the cornerstone of parliamentary democracy is the integrity of free and fair elections, which must truly represent the people’s will.

Acknowledging Guyana’s past struggles in upholding democratic principles, he noted that these challenges have served as valuable lessons, leading to a more robust democratic system.

In light of this, he recognised the instrumental role of Guyana’s international partners and organisations, including the United Kingdom, and the European Union (EU).

The Guyanese leader further explained that threats to democracy are also directly linked to the security and stability of the economy, underscoring just how crucial it is that these principles are upheld.

According to President Ali, the political solution to this situation involved advocating for a return to democratic principles through free and fair elections and a renewed focus on development.

He noted that the People’s Progressive Party/Civic (PPP/C) Government’s assumption of office in 1992 marked a turning point for Guyana, reflecting a period when parliamentary democracy became more firmly established.

President Ali also underscored the robust responsibility of parliaments to uphold these democratic values, which requires active participation and a collective effort.

Meanwhile, Prime Minister, Brigadier (Ret’d) Mark Phillips, said the government has strengthened its parliamentary institutions to ensure they are robust, inclusive and responsive to the needs of the people.

“The PPP/C Administration remains steadfast in its commitment to embracing the core tenets of democracy. That is transparency, accountability, inclusivity and the rule of law. We recognise that the strength of our democracy is directly linked to the strength of our parliamentary institutions,” PM Phillips said.

MINING PIT COLLAPSES

𝟐 𝐑𝐄𝐏𝐎𝐑𝐓𝐄𝐃𝐋𝐘 𝐃𝐈𝐄 𝐀𝐒 𝐌𝐈𝐍𝐈𝐍𝐆 𝐏𝐈𝐓 𝐂𝐎𝐋𝐋𝐀𝐏𝐒𝐄𝐒 𝐈𝐍 𝐑𝐄𝐆. 𝟖 The Guyana Police Force is investigating the collapse of a mining pit on Friday in the Potaro-Siparuni Region (eight) which reportedly left two miners dead. According to the Police, 26-year-old Sherwayne Joseph, and 19-year-old Imran Blake of Kuru Kuru village, Soesdyke-Linden Highway were working with 38-year-old dredge owner, John Burrowes of 111 Miles Mahdia when the incident reportedly occurred at the St Elizabeth Backdam, Potaro, Region 8. Burrowes has an eight-inch land dredge mining operation. The Police said that Joseph, Blake and seven other workers were on the night shift at the pit when a co-worker said he heard a rumbling sound and noticed that land/soil had broken away and started to fall into the mining pit. The worker said he raised an alarm, alerting the workers in the pit. However, the land covered Joseph and Blake and buried them beneath, while the other three workers in the pit managed to escape. Police said that one of the bodies has been recovered so far. That body has not been identified as yet. Investigations are still ongoing.

New Demerara River Bridge

𝐖𝐎𝐑𝐊𝐒 𝐏𝐑𝐎𝐆𝐑𝐄𝐒𝐒𝐈𝐍𝐆 𝐎𝐍 𝐓𝐇𝐄 𝐍𝐄𝐖 𝐃𝐄𝐌𝐄𝐑𝐀𝐑𝐀 𝐑𝐈𝐕𝐄𝐑 𝐂𝐑𝐎𝐒𝐒𝐈𝐍𝐆 Construction is progressing on the new Demerara River crossing. This fixed 2.65-kilometre, four-lane, high-span, cable-stayed bridge will span the Demerara River, featuring a driving surface approximately 23.6 meters wide. In addition to a dedicated bicycle lane, the bridge's design includes a 50-meter high fixed span, which will eliminate the need for closures to vehicular traffic and allow for the uninterrupted flow of vessels beneath it.
