This milestone, about a year ago, is the opening sentence of a 2021 World Bank report on Mauritius.

Mauritius thus becomes the second African country, after the Seychelles, to be classified as high income.

African countries have been urged to replicate South Korea’s higher education model as a way to unlock employment opportunities and develop more highly educated and skilled workers.

This call was made by the African Union Commission and the Organisation for Economic Cooperation and Development (OECD) in a joint report called Africa’s Development Dynamics 2021: Digital transformation for quality jobs that was launched in Addis Ababa, Ethiopia, in January.

South Korean higher education has attained almost universal access for the relevant age group, the report notes.

Datasets from the UNESCO Institute of Statistics indicate that South Korea’s tertiary gross enrolment ratio (GER) stood at 96% in 2018, compared to 9% for Sub-Saharan Africa.

The GER figure for tertiary education refers to total enrolment, regardless of age, expressed as a percentage of the population in the five-year age group immediately following upper secondary education.

Should Sub-Saharan Africa manage to make progress on higher education at a rate similar to that of South Korea, the region’s GER would be at 34%, the report says.
