PTFoMS: NO NEED FOR ADD’L MECHANISM FOR MEDIA’S PROTECTION

THE Presidential Task Force on Media Security (PTFoMS) reminded the public and the Commission on Human Rights (CHR) that there are already existing and functioning mechanisms to protect the members of the press from any violation of their right to life, liberty, and security.
“May I remind our good partners at the CHR that even UN Special Rapporteur on Freedom of Opinion and Expression (UNSR-FOE) Irene Khan recognized that the PTFoMS created in 2016 thru Administrative Order No. 1 (AO1) is the ‘main mechanism for the safety of journalists’ as stated in her preliminary report after the conclusion of her visit last February 2,” said Usec. Paul M. Gutierrez, AO1 executive director.
“In fact, her opening statement was profuse in thanking the PTFoMS for its valuable assistance that led to the successful conclusion of her visit that include her consultation with the CHR,” Gutierrez added.
The official made the remarks after the CHR over the weekend issued a statement urging the Executive Branch to “provide sufficient mechanisms” to ensure a safer environment for media workers.
“May I also remind the public and our media colleagues that the CHR is, in fact, a member of the PTFoMS under AO1 and has been regularly attending its inter-agency meetings so this statement comes as quite a surprise,” Gutierrez said.
Gutierrez added that aside from recognizing AO1, Khan made several recommendations to further strengthen its ‘institutional capacity’ that, he said, would be useful in guiding the agency “towards creating a media that is safe and free from fear as envisioned by President Ferdinand Marcos Jr. in partnership with relevant government agencies including the CHR.
Gutierrez also said the CHR’s plan to create a separate media alert mechanism to be called, ‘Alert system for media human rights violations (ALISTO) as proposed by the National Union of Journalists of the Philippines (NUJP), should align with the current alert mechanisms of AO1 and that of AO35 to ensure its effectiveness in quickly addressing and validating all reported cases of alleged attacks against the members of the press.
“Looking back, we note that the NUJP made a presentation as regards ALISTO last October 27, 2023, where two assistant secretaries from the Presidential Communications Office (PCO) and the AO1 staff were unfortunately not allowed to participate in the discussion despite being invited.
“Had this not been the case, the PCO and AO1 could have provided their inputs leading to a synergy of effort towards our common goal of protecting the members of the press,” Gutierrez said.
“There is really no need to ‘reinvent the wheel,’ so to speak. But there is really a need to strengthen further the existing mechanisms that we have,” he added.
“Of course, as a critical and reliable partner, we look forward to strengthening our working relationship with the CHR, relevant government agencies and all the stakeholders in the media profession.
“For the nth time, we again call on the NUJP and other media groups to re-engage with the PTFoMS so we can validate and address all these alleged violations of the rights of the members of the press and the perpetrators unmasked and punished as the case may be,” Gutierrez said.
The NUJP, along with the Center for Media Freedom and Responsibility (CMFR) decided to leave the PTFoMS in the second quarter of 2019 citing “institutional differences.”

PAPI: COLLABORATIVE EFFORTS NEEDED FOR PRESS PEOPLE’S PROTECTION
“I BELIEVE that all we need is collaboration among government and private agencies to protect our rank and other members of the press, because the mechanisms are already in place.”
Thus, said Nelson S. Santos, national president of the Publishers Association of the Philippines, Inc. (PAPI), in reference to the proposal of the Commission on Human Rights (CHR) to create a separate media alert mechanism to be called, ‘Alert system for media human rights violations (ALISTO).”
He echoed the stand of Presidential Task Force on Media Security (PTFoMS) through Undersecretary Paul M. Gutierrez, who said that there are already existing and functioning mechanisms to protect the members of the press from any violation of their right to life, liberty, and security.
Santos said that with CHR’s issuance of a statement this week urging the Executive Branch to “provide sufficient mechanisms” to ensure a safer environment for media workers, “it seemingly undermined the capability of PTFoMS to protect media people.”
It can be recalled that even UN Special Rapporteur on Freedom of Opinion and Expression (UNSR-FOE) Irene Khan recognized the power of PTFoMS, following her visit to the country last February 2, which she said is the ‘main mechanism for the safety of journalists.’
“Why don’t we just help each other – the PTFoMS, PAPI, the National Union of Journalists of the Philippines (NUJP), ALISTO, the Presidential Commission Office (PCO), Center for Media Freedom and Responsibility (CMFR) and other agencies. Collaboration is the key here,” Santos stressed. “Let’s put our acts together.” With the above agencies in mind, any potential perpetrator against media people will have a second thought in attacking newspeople, Santos said.
Stakeholders in the media industry should likewise join.

DOST, PAPI TALK ON BENEFIT OF PARTNERSHIP ON 27TH NATIONAL PRESS CONGRESS IN FORT ILOCANDIA

THE huge success of the Publishers Association of the Philippines Inc. (PAPI) 27th National Press Congress held in Fort Ilocandia Resort Hotel, can be attributed to a good partnership with the Dept. of Science and Technology (DOST) and other organizations.

This was the gist in general, of the speeches of the agency officials and other science experts during the summit in Laoag City, Ilocos Norte last Dec. 11-13.

This year’s theme “Media’s crucial role in encouraging agricultural scientific and technological innovations in Local Government Units” benefit not only the farmers. “In our pursuit of sustainable agriculture, media plays a crucial role that serves as a powerful tool for communicating, educating and motivating local communities not only in agriculture, science and technology but through different information that is accessible and relatable and have the potential to inspire widespread adaption of innovative farming practices,” said Ilocos Norte Vice Gov. Cecilia Araneta Marcos, who represented Gov. Matthew Marcos Manotoc. She further said that the collaboration between media and science and agriculture offers opportunities for the country’s development.

The DOST has been leading the way in pioneering the advancement that could reform agriculture landscape, she told the audience of PAPI members and DOST officials from all over the country.

On the other hand, PAPI national president, Nelson Santos underscored the huge role of DOST through Secretary Renato U. Solidum, as Press Congress’ keynote speaker. The agency, along with Ilocos Norte provincial government and Laoag City were among PAPI partners in organizing the summit.

Solidum in delivering his video message, said that DOST can’t stand alone in bridging the gaps between the scientists and the grassroots. “These gaps accelerate communication process and transfer technologies …,” he said. The success of DOST endeavors is into the dealings with the academe in the ability to communicate the significance of science and technology to the Filipino people.

Media people, he said are great allies in DOST advocacies.

Communication as Lifeblood of Progress

Meanwhile, Engr. Sancho A. Mabborang, DOST undersecretary for regional operations, who delivered his speech via Zoom, said “communication and the press play a highly pivotal role in the promotion of science, technology in an era defined by rapid advancements and groundbreaking discoveries, the need for communication cannot be overstated,” adding that the power of the press can propel the society toward a future enriched by science, technology and innovations (STI).

Communication is considered the lifeblood of progress. The press considered as the fourth estate has an immense power to share public opinion, influence policy decisions and foster an information culture, that values and supports scientific development, according to Mabborang.

As communicators, the press can make complex scientific terms more accessible and understandable by the general public, the DOST official added.

BIRTH OF PAPI

PAPI chairman emeritus Johnny Dayang, recalled how the organization was established in 1974 when there was no media organization yet and there were few newspapers. PAPI to this day, after 27 years, continues to struggle to serve the nation “and very active in expanding the frontier of press freedom,” Dayang said. He was a former president or official of PAPI, Manila Overseas Press Club (MOPC)), National Press Club (NPC).

Sen. Robinhood C. Padilla, chairman of the Committee on Public Information and Mass Media, whose video message was played to about 150 Congress guests, cited the importance the media plays in information dissemination.
“Ating tandaan ang mahalagang papel ng media sa pamamahayag ng impormasyon at kaalaman ukol sa ating mga programa at proyekto, local man o national na pamahalaan.”

Director general Jose “Joe” Torres of the Philippine Information Agency (PIA), talked on the challenges of using artificial Intelligence (AI) in today’s media. “AI has revolutionized news and data gathering through efficient automation, reduction of human error and faster results,” he stressed.

Other speakers in the event were the Hon. Flordeliz Cabanlit-Fargas Trece Martirez Cavite executive judge; Dr. Richard Nixon Gomez, general manager of Bauertek Corporation; Mel Ciriaco of Unigrow Philippines and Dr. Teresita Tabaog, DOST Region 1 director. Everyone discussed matters related to each respective field of expertise

BAUERTEK CORPORATION BREAKS GROUND FOR NEW FACILITY IN CLSU

THE president of Bauertek Corporation dubbed the occasion as “history in the making” as a new facility broke ground for the building of an extension at the Central Luzon State University (CLSU) in Munoz, Nueva Ecija.

Rigel Gomez, the company president welcomed the government officials, stakeholders and the public to the groundbreaking of an additional facility at the science city of Munoz, Nueva Ecija.

“On this ground will rise millions of revenues for the local government and millions of taxes for the national government,” Dr. Richard Nixon Gomez, announced during the groundbreaking ceremony for the P2.75 billion facility on Nov. 13.

Like Bauertek Corporation, the new edifices can produce medicines from various herbs, medical cannabis or ma*****na extract once Congress approves the legalization of its use. Advocates and supporters have been pushing for this for over a decade now.

In the same occasion, Bauertek Corporation and CLSU signed a Memorandum of Agreement (MOA) led by the latter’s president, Dr. Edgar A. Orden, together with Dr. Ariel G. Mactal, VP for Business Affairs and for Bauertek, Mr. Rigel Gomez, its president and Mr. Richard Nixon C. Gomez, general manager.

This will be a long-term partnership between the two companies with focus on fostering research and development in the field of herbal supplements. It will provide CLSU students and faculty with opportunities for hands-on training and exposure to industry standards and practices.

Mayor Armi Alvarez of Munoz, who is a nurse by profession, thanked the forging of MOA between the two organizations as it would generate jobs for the locals, aside from the farmers, scientists and researchers.

The new facility will have cultivation, processing, extraction, manufacturing, development and research centers. The elder Gomez, father of Rigel, said around P4-billion can be generated by the national government from taxes and part of this will go to the local government.

The new multi-billion world-class and state of the art facility, is the first and only one of its kind in the whole of Southeast Asia.

Dr. Gomez said, he expects to have the new facility finished by 2026. He explained that the establishment was made possible with the help of the Dept. of Science and Technology (DOST) Business Innovation through Science and Technology (BIST).

As to the status of the legalization of medical cannabis before the Senate and Congress, the 10 bills are expected to be filtered and refined by the technical working group, where they are now, before they would be passed to the plenary hall for approval.

“I know it will be legalized and it is just a matter of time,” said Dr. Gomez.

Others present at the groundbreaking ceremony were DOST Central Luzon regional director, Dr. Julius Caesar Sicat, Filipino Inventors Society (FIS), Publishers Association of the Philippines Inc. (PAPI) national president, Nelson Santos; John Thomas, among others.
