PM Shehbaz to embark on maiden visit to China on Nov 1

ISLAMABAD:
Prime Minister Shehbaz Sharif will be making his first offical visit to China, on Premier Li Keqiang's invitation, on November 1, the Foreign Office (FO) said on Wednesday.

According to a statement issued by FO Spokesperson Asim Iftikhar, the premier will be embarking on the two-day official visit to the neighbouring country, upon an invitation extended by the outgoing Chinese premier.

It was further revealed that Foreign Minister Bilawal Bhutto Zardari will also be a part of the premier’s delegation.

Several high-level talks are also expected between the two countries during the prime minister’s visit, while he is also scheduled to attend a meeting with Chinese President Xi Jinping, in which the two leaders will discuss the regional situation and global development.
Several high-level talks are also expected between the two countries during the prime minister’s visit, while he is also scheduled to attend a meeting with Chinese President Xi Jinping, in which the two leaders will discuss the regional situation and global development.

Furthermore, during the visit, important memorandums of understanding (MoU) are also expected to be signed.

PM’s visit being closely watched

PM Shehbaz's upcoming visit to China could create problems for Pakistan on the economic front as the international monetary institutions would closely watch it in view of the world undergoing rapid realignment, political and economic experts discussed.

The experts, Shahbaz Rana and Kamran Yousaf, who host a talk show at Express News, The Review, said that the world was witnessing a realignment of big powers like China, Russia and the US, and it was obvious who has influence over the global monetary institutions like the IMF and the World Bank, among others

On Pakistan exiting the FATF’s grey list, they said, Pakistan got relief because it worked really hard.

The experts discussed that Pakistan has prepared a new wish list of 18 high-priority projects for the PM’s maiden visit to China, saying economic assistance tops the list.

They said that Pakistan may seek a multibillion-dollar financing window from China to fund 10,000 megawatts of solar-powered electricity generation projects, as it is also set to make a new pitch for further expansion of the China-Pakistan Economic Corridor (CPEC) during the visit

Faisal Vawda claims Arshad Sharif’s murder ‘planned in Pakistan’, evidence of crime erased

PTI leader Faisal Vawda on Wednesday claimed that journalist Arshad Sharif’s murder was “pre-planned” and “conspired in Pakistan”, adding that the evidence of the crime has been erased.

Sharif was shot dead in Kenya allegedly by the local police on Sunday night, with an official police statement later expressing “regrets on the unfortunate incident” and saying an investigation was underway.

Initially, Kenyan media quoted the local police as saying Sharif was shot dead by police in a case of “mistaken identity”.

However, amid widespread condemnation and condolences, Prime Minister Shehbaz Sharif announced on Tuesday that a judicial commission would be formed to probe the journalist’s killing.

In a press conference at the Islamabad Press Club today, Vawda vowed to reveal the truth behind Sharif’s killing. “No evidence or Arshad’s mobile or laptop will be found because they have been erased.

“This is a cold-blooded planned murder,” he alleged, saying that he was in contact with the journalist since the day Sharif left the country.

“It is being said that around 20 bullets were shot and Arshad Sharif was killed. But this did not happen. According to me, he was shot from inside the car or close range. He received 2 bullets, in the head and chest, not 20 bullets.”

Vawda claimed that the story regarding a child’s kidnapping surrounding the journalist’s murder was false, saying that if a child was present in the car, why would the police open fire.

“This was cold planned brutal murder just of Arshad Sharif in this car, not anyone else.”

The PTI leader said that he won’t name the people involved in the crime. “I have made a video and have given names of those people […] I have given those names internationally. I have given millions of dollars. I have a clear message, if I am shot and killed then you’ll be killed too.”

He went on to claim that the “conspiracy [regarding the journalist’s murder] began when FIRs (first information reports) were lodged against Arshad Sharif”, alleging that the journalist was not ready to leave the country.

“The conspirators scared him and made him desperate to leave the country. He then reached Dubai and it was said that the establishment or an unnamed institution put pressure to get him out […] but this is also false and a lie.

“He stayed in Dubai as per the visa limit, when it expired then he had to leave. The diversion to London was told but he didn’t go there,” Vawda claimed.

He said that Arshad Sharif was steadfast in his stance and no one could buy him. “In the coming days I will uncover all the curtains. I have told my family if something happens to me then as gifts you will get their bodies too.

“No normal person could have sent Arshad Sharif to Kenya. Who hid him and was in contact with him in Kenya? Behind it are those conspirators and liars who want to break the country, break my party and damage this country,” he alleged.

Vawda also claimed that the establishment had been in contact with Arshad Sharif. “He was ready to come back to Pakistan. He had no issue. Then fear was set in that let’s get him killed so the evidence will be gone and fire will erupt.

“Now you all will ask me, how do I know all this and why. When Arshad Sharif went from this country, from that day to the last days, I was in contact with him and my phone is available for forensic analysis,” he said.

The PTI leader continued that the players of the “conspiracy in Pakistan” were present inside the country and were “internationally connected”.

“Arshad Sharif was murdered. He had no danger from here, the establishment which we take the name of, had positive contact with him and I was part of that,” he further claimed and warned that he would take the names of the perpetrators in the upcoming days.

“Establishment has no role in this killing, the role of the one will be apparent in coming days,” he reiterated.

‘Bodies and blood in PTI long march’
Separately, Vawda also claimed that the PTI’s upcoming long march to Islamabad would be a “bloody” one with “bodies falling” and the deaths of innocent people.

He alleged that this too was a part of a conspiracy like the one to kill Sharif. “Imran Khan’s peaceful march is our right but I’m clearly telling you I’m seeing blood, deaths and funerals in this march.”

Vawda went on to say that he would not allow innocent people to “die for some conspiracy and I will try that this game of [dead] bodies comes to an end”.

Vawda said the predicted bloodshed could happen before, during or after the long march.

He maintained that the PTI’s “justified” march had become part of a conspiracy.

“The powerful personalities who are part of this conspiracy are not far from me. Today I’m standing with truth and justice. I will continue to stand with Pakistanis who are about to die in the coming days. Important personalities and many bodies are about to fall in the coming days.”

Following the press conference, PTI issued a show-cause notice to Vawda and suspended his party membership until he submits his response to why he “grossly violated discipline by giving statements against party policies and guidelines”.

Ex-PM Khan wins big in Pakistan by-election

ISLAMABAD: Former Pakistan Prime Minister Imran Khan won six of eight national assembly seats he stood for in a weekend by-election, unofficial results showed Monday, a vote he has called a referendum on his popularity.

The by-election is the latest twist in months of political wrangling that began before Khan’s April ouster via a no-confidence vote, and comes as the nation grapples with the aftermath of devastating monsoon floods that left a third of the country under water.

The polls were called “in constituencies where the government thought PTI was weakest,” Khan, a former Pakistan cricket captain, said at a press conference at his home on the outskirts of Islamabad, referring to his Pakistan Tehreek-e-Insaf party.

“Despite such attempts, our voters defeated combined candidates of the ruling coalition.”

It was, however, an effective net loss for PTI, which had previously held all eight seats.

Individuals can stand in multiple constituencies in Pakistan elections and choose which to forfeit if they win more than one, but it is rare for a candidate to contest as many as Khan. The 70-year-old has attempted to disrupt Pakistan’s political process since his April ouster when he ordered all his lawmakers to give up their seats, leaving no PTI members in the National Assembly.

The Electoral Commission has so far called by-elections in only eight of the dozens of constituencies and PTI chiefs have said Khan will not take up any of the winning seats, triggering further elections.

“This was a referendum because voters knew we would not go to the assembly, and even then they voted in favor of our candidates,” Khan added.

He has also vowed to soon announce the date of a “long march” of his supporters on the capital to pressure the government to announce an earlier national election than that scheduled for October next year.

Khan regularly holds rallies drawing tens of thousands across the country, giving fiery speeches criticizing state institutions — including the powerful military — for allegedly conspiring to topple his government.

“Winning six out of eight seats in the face of a combined opposition is not something small,” said Imtiaz Gul, an analyst from the Center for Research and Security Studies in Islamabad.

“It underlines a reality which may be bitter for the entire ruling alliance... Imran Khan’s narrative is still galvanizing many people across the country.”

Khan rode to power in 2018 on a populist platform promising social reforms, religious conservatism and a fight against corruption, overturning decades of rule by two feuding political dynasties interspersed with military takeovers.

But, under his tenure, the economy stagnated and he lost the support of the army, which was accused of helping to get him elected.

He has, so far, emerged largely unscathed from a series of court cases against him and his party.

Pakistan’s courts are often used to tie up lawmakers in tedious and long-winding proceedings that rights monitors have criticized for stifling political opposition.

In his latest appearance on Monday, Khan was given bail over allegations his PTI received illegal foreign funding.

Pakistan beat Kiwis to win T20 tri-series

CHRISTCHURCH-All-rounder Muhammad Nawaz has helped Pakistan to a five-wicket victory over New Zealand to win the tri-series Twenty20 final in Christchurch with three balls to spare.

Friday’s win was a good sign for Pakistan going into the World Cup in Australia, with an opener against arch-rivals India on October 23. After the hosts finished on 163-7 at Hagley Oval, spinner Michael Bracewell checked Pakistan’s early momentum in their reply, before Nawaz stepped up with his decisive 38 off 22 balls. Having also steered Pakistan out of trouble in Thursday’s dead-rubber win over Bangladesh, Nawaz produced another stellar innings before Iftikhar Ahmed sealed victory with a six in the final over.

The Black Caps had started well with captain Kane Williamson the top-scorer with a masterful display of stroke play to chalk up 59 off 38 balls. The hosts flew out of the traps with Finn Allen hitting three boundaries before he was caught by Naseem Shah for 12 off six balls. Williamson came in to settle nerves with his first half-century in any format in 2022 after struggling for form following an elbow injury

In reply, Pakistan openers Babar Azam and Muhammad Rizwan smashed Tim Southee, on his 100th T20 International appearance, for nine runs in the opening over, then hit Trent Boult for 10 in the second. Spinner Bracewell took the ball and grabbed the wickets of Babar Azam and Shan Masood. Bracewell finished as man of the series.

Ish Sodhi then trapped danger-man Rizwan lbw for 34 runs off 29 balls. But just as he did against Bangladesh, Nawaz came to the crease to wrestle back control of the match and Iftikhar’s towering six with three balls left clinched victory in style. “I had belief in myself and I was backing myself to go in with a clear mind. We are looking forward to the World Cup now,” Nawaz said.

“The way the middle order played was outstanding,” Captain Babar said after the win. “Haider and Nawaz are outstanding, we needed to step up and perform.” New Zealand skipper Williamson said they tried their best to defend a “competitive” total but Pakistan’s middle order made the difference. “Credit for the way Pakistan middle order came out and changed momentum, because it wasn’t easy for guys coming in to try and get the rhythm of the surface,” he added.

Low trust and seller education biggest challenges in Pakistan ecommerce, says Daraz CEO

KARACHI: Does the founder and group CEO of Daraz, largest player in Pakistan’s ecommerce market of $1.5 billion, think the country is a difficult market to operate in?

“Absolutely. I’d say so,” said Bjarke Mikkelsen, who heads the Alibaba-owned ecommerce platform operating in Pakistan, Sri Lanka, Bangladesh and Nepal.

In an interview with Dawn during his one-day visit for the inauguration of the country’s first automated smart distribution centres in Karachi and Lahore, Mr Mikkelsen said the single biggest challenge in ecommerce in Pakistan is of low trust and seller education.

The group CEO of the online marketplace, which claims to have a 35 per cent share in the national ecommerce pie with 20 million active monthly users, believes the trust deficit problem is peculiar to developing countries.

“If the seller sends a red t-shirt instead of a blue one, that only undermines trust. The customer will not buy again. We can only be as good as our sellers,” he said, adding that the trust deficit exists in developed markets like the United States and Europe to a “much, much lesser extent”.

Consistent efforts by the company have brought down the percentage of quality-related returns, a measure of customer satisfaction in ecommerce, from 2pc of total orders to 0.7pc in recent years, he said. “We’re at an inflection point now as the trust in the market reflects the way things were maybe three, four years ago,” he said.

Notwithstanding the eye-popping numbers, Daraz has consistently been in loss for the eight years of its operations in Pakistan. “We’re still three, four years from breaking even, (from) making money... The last many years have been all about growth. We’ve been capturing the market, building the ecosystem. It’s been expensive. We spent $100m doing that in Pakistan in the last three years,” he said.

In repeated references to the recent “blow-ups” of quick-commerce start-ups that promised grocery deliveries in 30 minutes after raising mind-boggling sums from venture capitalists, Mr Mikkelsen said Daraz believed in building a sustainable business. “We’re here for the long term.”

The launch of the two automated smart distribution centres will turbocharge the company’s operational capacity, said Mr Mikkelsen.

The company has set up the “most technologically advanced logistics facilities in South Asia” in partnership with Cainiao Network, logistics arm of the Alibaba Group, at a total cost of $4m, he said.

These centres will have automatic assembly lines and utilise Cainiao’s proprietary solutions, including e- programmable logic controller, to ensure operational quality and stability. The facilities span over 50,000 square metres and hold the capacity to process 428,400 orders per day.

“It’ll let us scale our sorting capacity by over 4.2 times and reduce the number of manual errors by more than 90pc,” he said.

Nishtar Hospital denies responsibility for decaying bodies

The nation is in a state of shock after videos flooded social media showing human bodies decomposing on the rooftop of the Nishtar Hospital in Multan. However, the medical facility refused to take responsibility and shifted the blame to the police.

Taking notice of the unidentified bodies left to decay on the rooftop of the hospital, the Punjab government and the Nishtar Medical University's vice-chancellor formed separate committees.

The bodies are piled up at the morgue of the hospital and its rooftop mainly because of police and the rescue departments, Nishtar Medical University's (NMU) Head of Anatomy Department Dr Mariam Ashraf said, while speaking in the Geo News programme 'Aaj Shahzeb Khanzada Kay Sath' on Friday.

She said police and rescue officials [usually] hand over the bodies to the hospital for safekeeping. And, the hospital can not decline as it is bound by duty to take them, she said.

"The police and rescue officials do not take them back on time. We have written documents in which we have asked them to take the bodies. Since there is a lag, such things happen," the official said.

The hospital official said the bodies that the medical facility receives from police are usually decayed and they cannot be kept in the mortuary.

"As a result of their condition, maggots start eating them — and they can travel from one body to another. This is why, the bodies that are decaying are kept on the roof, where there are three rooms."

When asked about Edhi Foundation's role, she praised the non-governmental organisation, but also blamed them for not taking back the bodies.

"Edhi Foundation has not been picking up bodies from our hospital since they do not have burial space in their graveyard," she said.

"The only reason for the bodies being kept on the roof is that their influx is huge and they aren't returning back to the police stations in the numbers that they should," she said.

'Only a few bodies'
Rubbishing claims that there were 200 or some bodies on the rooftop, the hospital official said that the medical facility's administration has counted the exact number of bodies and shared the details with all the concerned authorities.

"Let me make it clear, only a few bodies were kept above. Putrified bodies are kept in the room."

Ashraf said that the bodies, which are given to the hospital by the police, are kept in the morgue for a month and in case no one shows up to claim the bodies, it sends them back to the police for burial.

"Usually, the abandoned bodies that we receive are already decayed to an increased extent. We follow all our SOPs, we do not refuse to take decayed bodies as well."

In case we need body parts from the body, then we treat them accordingly.

Nonfunctional morgues

In reply to a question about the nonfunctional morgues, she said the hospital administration recently held a meeting with the Secretary of Health at Punjab Secondary Healthcare and Medical Education Department.

In the meeting, a new mortuary was sanctioned for the hospital along with the funding for the civil works for the dedicated structures to be built for keeping the bodies.

"Our institute absorbs the bulk of the load of the province in terms of receiving such bodies."

The anchorperson asked that since the influx of bodies is too high and the hospital’s morgue runs out of capacity, so with the construction of the new morgue, would bodies not be thrown out on the rooftops to rot under the sky. In response, she said: "Yes, you're right."

She said the hospital won’t keep the highly decayed bodies in the regular mortuary and will upgrade the special infrastructure where these human remains would be kept.

Which reason?
The journalist then pressed the hospital official that she had given several reasons — blaming the rescue officials, police, keeping bodies for medical students, and the hospital not having enough capacity — for the incident, then which one would she stick to.

The hospital official did not offer a clear answer but again blamed police and rescue officials.

When Khanzada asked her to share the number with the public, she diplomatically dodged his curveball, saying: "I am not at liberty to disclose that number right now. I will let you know myself when possible."

Ashraf also defended the claims of several bodies being on the roof and said that not all of them were whole as autopsied bodies were also among them.

She explained that as the autopsied bodies are not whole and their organs and limbs are sometimes not attached to the body so they look like a pile of human body parts.

"Those medically mutilated bodies were giving the impression there was a lot of them there."

Police, Edhi reject allegations
Punjab Police Spokesperson DIG Muhammad Waqas Nazir admitted that these were the abandoned bodies handed over to the hospital by the police under the inquest, which is the requirement of the law.

“Teaching hospitals use the bodies for different purposes,” he told Khanzada.

In a letter to the secretary of specialised healthcare South Punjab, the hospital admitted that bodies were stored on the rooftop of the facility for decomposing and after completion of the process, their bones were to use for education purposes, he said while rejecting the allegations of the hospital.

However, due to the negligence of the hospital’s staff, the bodies were kept in the open air on the rooftop, Nazir added.

Speaking with Khanzada about the incident, Edhi Foundation's Faisal Edhi said "the Nishtar Hospital keeps co**ses to teach students".

He added that it was the police, not Nishtar Hospital, that handed over bodies to his organisation.

"The police advise whether the co**se should be preserved or buried temporarily. We make a photograph of the abandoned dead body [for the record]," Edhi revealed.

He said that the bodies are given after identification and seeking permission from the police.

"We did not refuse Nishtar Hospital to bury the dead bodies; in fact, we contacted them today for the burial," Edhi claimed.

He further shared that the organisation has buried 155 dead bodies in the past 11 months.

Medical expert's opinion
Expressing her grief, Dr Seemin Jamali, former executive director of Jinnah Postgraduate Medical Centre, said she had never seen any incident where abandoned bodies were kept on the rooftop to be parched for teaching students.

“Abandoned bodies are handed over to either Edhi or Chipa after postmortem,” she told Khanzada.

The former JPMC official said that welfare organisations buried those bodies after the hospitals hand them over.

She also revealed that the medical students were taught by using fresh corps as dead bodies stink.

'Whistleblower's tip'
Adviser to Chief Minister Punjab Tariq Zaman Gujjar said a whistleblower tipped him about the rotting bodies on the roof of the mortuary at Nishtar Hospital.

“I was on a visit in Nishtar Hospital when a man approached me and said if you want to do a good deed then go the morgue and check it out,” Gujjar said.

He said when he reached there the staff wasn’t ready to open the doors of the mortuary. “To this, I said if you don’t open it right now, I am going to file an FIR against you,” Gujjar added.

He said when the morgue was finally opened and they stepped in only to find at least 200 bodies lying around. “All the decomposing bodies [of both men and women] were bare. Even women’s bodies weren’t covered."

Gujjar said he asked them (doctors) to explain what was going on they said these were used by the medical students for educational purposes.

“Do you sell these bodies? I asked the mortuary authorities.”

Gujjar said he asked doctors to explain the incident and in response, they said it was not what it looked like as these were used by the medical students for educational purposes.

“Two of the bodies on the roof were rather in the early stages of decomposition. Maggots were all over them,” Gujjar said.

He said he had never seen anything like that in his 50 years of life.

“Vultures and worms were scavenging on the co**ses on the roof. Our tally showed there were at least 35 bodies on the rooftop of the mortuary.”

“The bodies after being used for medical education purposes should have been given a proper burial after Namaz-e-Janaza, but they were thrown on the roof,” Gujjar said
