Hemet, Calif. - Monterey Park shooting suspect Huu Can Tran had a residence in the 5000 block of W. Florida Avenue in Hemet. The lead agency in this investigation, the Los Angeles County Sheriff's Department, executed a search warrant on the residence.

Tran visited the Hemet Police Department lobby on January 7 and 9, 2023, alleging past fraud, theft, and poisoning allegations involving his family in the Los Angeles area 10 to 20 years ago. Tran stated he would return to the station with documentation regarding his allegations but never returned.

We understand this is a highly sensitive, ongoing investigation. Please refer to the Los Angeles County Sheriff's Department for further inquiries.

Active Homicide Investigation

Hemet, CA — On Thursday, September 1, 2022, at approximately 7:42 pm, the Hemet Public Safety Communications Center received a call regarding an unresponsive female adult in the 400 block of West Stetson Avenue. Officers arrived at the location and discovered a deceased adult female with visible injuries.

The Hemet Police Department’s Detective Bureau is investigating this case as a Homicide. The name of the victim will not be released at this time, pending official notification of her family.

On Friday, September 2, 2022 at about 6:30 pm, members of the Hemet Police Department served a search warrant for a person of interest in this case at an apartment complex in the 1000 block of S. Gilbert St. The person of interest was not located.

This is an active investigation. In case you missed it (probably not), all fireworks are illegal in the City of Hemet. The Hemet Police Department will be deploying teams enforcing a zero-tolerance policy throughout the city looking for violators, who face a $1000 fine. Those who light fireworks and those who allow fireworks to be set from their property are subject to the $1,000 fine.

The Hemet Police Department mourns the loss of Officer John Dombrowski, a nine-year veteran of the Hemet Police Department, who passed away peacefully at his home today. The cause of death is unknown at this time.

John was hired as a Police Officer Trainee in April 2013 and was reclassified and sworn in as a Police Officer upon graduation from the San Bernardino County Sheriff’s Training Academy in October later that year. During his time with the Hemet Police Department, he worked Patrol and was later assigned as a School Resource Officer in 2017 where he impacted the lives of hundreds of students before returning to Patrol in 2019.

Officer Dombrowski served the City of Hemet and its residents with class, honor, and dignity. He will be greatly missed by his brothers and sisters in blue here at the Hemet Police Department. John Dombrowski is survived by his wife, son, and daughter. Please join us in extending prayers and our deepest condolences to the Dombrowski family as they mourn their loss.

Police Capture Wanted S*x Offender

Hemet, CA – On Tuesday, June 28th , 2022 at approximately 7:20 am, the Hemet Public Safety Communications Center received a call requesting we check the wellbeing of a 16 year old girl who was staying in a home with a registered s*x offender. The girl’s mother called the police to report that her 16-year-old daughter had left her father’s home, and has been staying at a home in Hemet with 37 year old Jesse Guzman, a resident of San Bernardino California. Guzman is a registered s*x offender with a lengthy criminal history.

Officers arrived at the home in the 200 block of south Palm Avenue and located the girl. Officers then received information that Guzman was hiding inside the home, and that he was wanted for a violation of his s*x-registration requirements. As officers were preparing to speak with Guzman, he suddenly ran out the back door and led officers in a foot pursuit. During the chase, Guzman climbed onto the roof of a nearby building and then jumped off the roof injuring his leg. But that did not stop Guzman. He continued to flee from police by running through yards and over fences, and at one point he even ran through the shop area of a local auto body repair facility. Officers caught up to Guzman in the 200 block of south Western Avenue where they attempted to take him into custody, but Guzman would not give up. Guzman began to fight with the police and at one point, grabbed an officer by his tactical vest in an attempt to remove the officer’s police equipment and potentially arm himself. Officers were able to gain control of Guzman after an intense struggle, and he was finally taken into custody.

Following his arrest, it was discovered that Guzman has a lengthy criminal history with several convictions for s*x-related crimes. In addition, Guzman had a felony warrant for failing to register as a s*x offender, a misdemeanor warrant for possession of dangerous drugs, and has been designated a “Career Criminal” by the Department of Justice. The Hemet Police Department has been in contact with two northern California law enforcement agencies and are assisting in their investigation of Guzman for possession of child po*******hy.

Hemet Police are currently investigating additional crimes alleged against Guzman by the 16-year-old girl. The investigation is ongoing, and further charges will be filed, to include charges stemming from Guzman’s assault on the officer during his arrest.

The Hemet Police Department continues to work with City Net Homeless Services staff to provide homeless outreach services in the City of Hemet with the goal of ending street-level homelessness. Below are statistics from May 2022.

Success Stories:
· Case managers received a call from the Valley Restart Shelter outreach team to ask for assistance with a client who was seeking shelter. When case managers arrived on the scene, they completed an intake for the client and began to assess her needs. The client shared that she was open to any type of shelter placement, stating she simply wanted to “get off the streets and walk away from it all.” She even expressed an interest in beginning a substance recovery program. The case managers asked the client if she spoke Spanish, informing her about Jovenes, a free recovery program in San Jacinto for spanish-speaking clients. The client quickly agreed to enroll in the Jovenes program and even disposed of what substances and paraphernalia she had with her. Case managers transported the client to the recovery center and assisted her with intake. Before entering the program, the client requested that a case manager call her mom and inform her of the client’s decision and whereabouts. The client's mom was very happy to hear from City Net. The client is now undergoing substance use treatment at the Jóvenes California rehabilitation center.

· City Net case managers were called by the Hemet Police ROCS (Restoring Our Community Strategy) Team to meet two clients sleeping at Gibble Park. Both clients expressed that they have been chronically homeless for some time now and need help getting off the streets. They had no identifying documents and told case managers they would often panhandle and recycle bottles and cans for income. One of the clients told her case managers that the few identifying documents she has do not spell her name correctly which has come up as an issue when applying for housing or welfare aid. The other client expressed his desire to move back home to Georgia to reunite with their family, but he had been homeless for so long that he didn’t know where to begin. After a few months of case management and getting to know the client, case managers helped fix the client’s issue with her identification and helped her reinstate her social security benefits. The case managers also supported both clients as they made the journey to reunify with their family in Georgia. City Net recently received a phone call from one of the clients’ sister who thanked City Net for sending both clients home.

As we approach Fourth of July, we want to remind our residents that all fireworks are illegal in the City of Hemet. On Fourth of July, the Hemet Police Department will have Officers throughout the city actively looking for violators. Those who light fireworks and those who allow fireworks to be set from their property are subject to a $1,000 fine. While fireworks are generally a minor issue, they account can account for property damage, serious injuries, and lost pets every year, all of which are avoidable.
