Arrest of Raphael Mangani Nakachinda

September 2, 2024-

The Zambia Police Service wishes to inform the general public that Mr. Raphael Mangani Nakachinda, aged 46, has been arrested for the alleged offence of Seditious Practices, contrary to Section 57(1)(b) and Section 60(1)(b) of the Penal Code Act, Chapter 87 of the Laws of Zambia.

The brief facts of the matter are that on August 21, 2024, Mr. Nakachinda allegedly issued a statement during a press conference held at an undisclosed location.

This statement, which was subsequently circulated on various social media platforms, is believed to border on seditious practices.

Mr. Nakachinda has since been detained in police custody. He is currently awaiting fulfillment of police bond conditions.

As Zambia Police Service, We reiterate our commitment to upholding the law and ensuring that any actions that undermine public order and security are dealt with in accordance with the provisions of the law.

CHIEF JUSTICE EVACUATED TO SOUTH AFRICA FOR FURTHER MEDICAL CARE FOLLOWING ROAD TRAFFIC ACCIDENT

Lusaka, 2nd September 2024 - The Government wishes to provide an update regarding the condition of the Honorable Chief Justice, Dr. Mumba Malila, SC, following the road traffic accident that occurred on the evening of Friday, 30th August 2024.

The Chief Justice, who suffered a fractured leg has been evacuated to South Africa for further specialised treatment. He remains in very high spirits and he is thankful for all prayers and well wishes.

We also wish to inform the public that Mr. Newton Njovu, the driver to the Chief Justice did not suffer any injuries from the road traffic accident and is in good health.

Government will continue to provide updates on His Lordship's condition when necessary.

STATEMENT BY HON CORNELIUS MWEETWA, MP, MINISTER OF INFORMATION AND MEDIA AND CHIEF GOVERNMENT SPOKESPERSON ON THE PURPORTED UNITED NATIONS HUMAN RIGHTS COUNCIL REPORT.

Government wishes to inform the nation, and the international community, that the report said to have cited Zambia for human rights violations was not a report but a compilation of allegations, as received by the Special Rapporteurs, which allegations the Government of the Republic of Zambia is expected to respond to by providing the necessary information.

The Government is in possession of correspondence addressed to the Hon. Minister of Foreign Affairs and International Corporation (MOFAIC) in which the Special Rapporteurs on the rights to freedom of peaceful assembly and of association; the Working Group on Arbitrary Detention; the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression and the Special Rapporteur on the situation of human rights defenders sought to bring to the attention of the Zambian Government information that they had received concerning allegations of arbitrary arrests of opposition party leaders and members on various charges, including unlawful assembly, espionage, hate speech and seditious practices, as well as allegations of detention, harassment, intimidation and restrictions of meetings and gatherings against opposition leaders, religious leaders, journalists, human rights defenders, and ordinary citizens.

As a matter of procedure stipulated by the Special Rapporteurs, the Government has sixty (60) days within which to respond to the allegations, after which a report will be prepared by the Special Rapporteurs to the United Nations Human Rights Council (UNHRC).

The Government of the Republic of Zambia deeply regrets the misrepresentation of facts, which arose as a result of what Government perceives as procedural breaches on the part of the Special Rapporteurs.

For avoidance of doubt, it was expected that the Government of the Republic of Zambia would respond to the Special Rapporteurs allegations within the allotted time, before making the allegations public. This is a standard procedure that has been followed over the years.

The allegations have to be responded to and, where necessary, an independent inquiry conducted before a report is produced and submitted to the UNHRC.

The Zambian Government finds it disturbing that the Special Rapporteurs issued a media statement without following the laid down procedure of giving the affected State an opportunity to clear the statement before being released.

Government wishes to express disappointment that the press release was sent to the Zambian Embassy in Geneva, Switzerland on Wednesday 28th August, 2024 after our official working hours at 17:31 hours and was published the following morning, giving the Ambassador no opportunity to clear the statement.

Government has learnt that the email, through which the press release was relayed to the Embassy, was also under a wrong subject tag showing that the statement was about Zimbabwe, which made the Embassy staff fail to recognise the urgency and importance of the email. Further, the email did not ask for clearance of the press release but was only informing the Embassy that a press release was being published the following day.

In view of the foregoing, the Zambian Government will lodge a formal complaint to the UNHRC about the manner in which the press release was published.

The Government further regrets having attributed the report of the allegations to the UNHRC, which has not produced any such report about Zambia.

The Water Resources Management Authority (WARMA) has made strides in preparations for declaring the Upper Luangwa River as a Water Resource Protection Area (WRPA).

The Authority is in Muchinga Province to engage various stakeholders, including the Provincial Administration, traditional leaders, and local communities of the Upper Luangwa, to emphasize the importance of protecting the Luangwa River's source.

Speaking when she paid a courtesy on Muchinga Province Deputy Permanent Secretary Matthews Chilekwa, WARMA Acting Director General- Misozi Ngulube-Lumpa called on the Provincial leadership to join efforts in protecting the source of the Luangwa River.

Mrs. Lumpa expressed concern that the Luangwa River source area is being affected by land and forest degradation due to sand mining, agriculture, and other human activities, which are impacting water quality, flow, and the river's lifespan.

She noted that the upper Luangwa catchment needs to be protected, as Luangwa River is a vital source of water for irrigation, agriculture, and household use in the downstream area of the catchment.

Mrs. Lumpa highlighted that the Luangwa River stands out as one of the last major free-flowing rivers in Zambia and is among the largest and longest unaltered river systems in Southern Africa.

Meanwhile, the Acting Director General also held discussions with various traditional leaders in Mafinga District.

Traditional leaders, including Chief Mwenewisi, Chief Muyombe, and Chief Mwenechifungwe, commended WARMA for its interventions to safeguard the Luangwa River, its source, and its tributaries from further degradation due to climate change and illegal human activities.

Mrs. Lumpa also featured on community radio stations to get firsthand information and engage with communities in Isoka and Mafinga Districts on the importance of protecting the water source.

The engagements in the Province by the Director General are in preparation for a scheduled technical assessment in the Upper Luangwa Catchment, which will involve collecting baseline data on water quality, sediment transport, and stream flow.

This assessment will culminate in a technical paper that will be used to declare the Upper Luangwa as a Water Resource Protection Area (WRPA).

CLIMATE CHANGE CHALLENGES THREATEN TO DERAIL AFRICA'S PROGRESS TOWARDS ACHIEVING SDGs AND THE AFRICAN UNION AGENDA 2063 - HON. MPOSHA

Lusaka, Monday, 2nd, September, 2024 - Minister of Green Economy and Environment Hon. Mike Mposha MP says the 2023 State of Climate in Africa report provides valuable insights that can inform policy decisions and guide future actions to protect Africa from the devastating effects of Climate Change.

Delivering a statement on the release of the State of Climate in Africa report 2023 at the 12th Climate Change for Development in Africa Conference (CCDA XII) during a virtual meeting, Hon. Mposha, who is also the first Vice - President of the African Ministerial Conference on Meteorology (AMCOMET), said the report serves as a stark reminder of the urgent need for climate action in Africa, where extreme weather events are intensifying and disproportionately impacting the continent's socio-economic development.

"Africa is uniquely vulnerable to climate change, with its high dependence on rain-fed agriculture and limited adaptive capacity. Rising temperatures, sea-level rise, and erratic rainfall are already causing widespread harm to human health, ecosystems, and livelihoods. These challenges threaten to derail Africa's progress towards achieving the Sustainable Development Goals and the African Union Agenda 2063," he said.

The Honourable Minister said the 2023 State of Climate in Africa report provides a sobering assessment of the continent's climate situation.

He said rising temperatures, severe heatwaves, accelerating sea-level rise, and erratic rainfall are all contributing to a worsening climate crisis.

Hon. Mposha said these impacts are affecting agricultural productivity, food security, and overall well-being.

He said the African Ministerial Conference on Meteorology (AMCOMET) plays a pivotal role in addressing Africa's climate challenges.

Hon. Mposha said its integrated African strategy on meteorology focuses on enhancing climate services, strengthening partnerships, and building capacity to support climate adaptation and resilience.

He said by implementing this strategy, Africa can improve its ability to deliver early warning systems and mitigate the impacts of climate change.

"As we move towards the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29), it is essential to continue advocating for increased investments in climate adaptation and resilience, particularly through the loss and damage frameworks. The 2023 State of Climate in Africa report provides valuable insights that can inform policy decisions and guide future actions to protect africa from the devastating effects of climate change," he said.

He reaffirmed his commitment to working with the chair and other colleagues to ensure that National Meteorological and Hydrological Services and Regional Climate Centers receive the necessary political support.

GOVERNMENT WORKING FOR THE INTERESTS OF ZAMBIANS - MUCHIMA.

Health Minister Elijah Muchima says government is working to safeguard the interests of citizens.

Dr. Muchima made the remarks when he toured the Zambia Medicines and Medical Supplies Agency (ZAMMSA) Central Warehouse , ZECCO, Apollo and Yash Life Sciences .

Dr. Muchima made an impromptu visit to spot-check on the quality and shelf life of essential medicines and medical supplies and further directed ZAMMSA to immediately distribute the medicines to the intended medical facilities to avoid wastage.

Dr. Muchima has assured that facilities across the country are stocked with essential drugs and medical supplies and has also directed the Agency to speed up the distribution to needy areas where hubs have adequate space to accomodate the medicines.

Meanwhile, the Minister has emphasized that the New Dawn Administration requires descipline and accountability from ZAMMSA, as it is not an independent organization but an agent of the government.

He warned that individuals with casual attitude on the job and who are in the habit of only serving their interests by promoting the wastage of resources to desist from such acts, as they risk facing disciplinary measures.

GOVERNMENT AND COORPORATING PARTNERS INVEST K1 BILLION IN INFRASTRUCTURE AND EQUIPMENT IN SKILLS TRAINING INSTITUTES COUNTRYWIDE

Government and it's cooperating partners have invested K1 billion in infrastructure development and equipment purchase for skills training Institutes countrywide since 2021.

This includes the construction of the Mporokoso and Lundazi Training Institutes in Northern and Eastern Provinces respectively which have been completed and have equipment installed awaiting commissioning.

Technology and Science Minister Hon. Felix Mutati says government is investing in infrastructure and equipment for skills training in order to give an opportunity to young people to have an education which can change their lives.

Mr. Mutati says in this year, 95,000 youths are being funded by the 20% skills component of the Constituency Development Funds (CDF) in various colleges countrywide.

He says government has made access to skills easy by providing both funding and an enabling environment for youths to learn with latest equipment.

Mr. Mutati said this during a send off dinner for 11 youths and 10 experts who will represent Zambia at the World Skills Competition to be hosted by France from 10 to 15 September 2024.

He said skills are essential for young people to have a lifeline in future

And Mr. Mutati has urged the Zambian team travelling to France to win in their various categories and make the country proud.

Mr. Mutati says government will offer incentives to the team if it wins at the competition to be held in the French city of Lyon.

"Competing at the World Skills Competition in France is like a preparation for the World Skills Africa Competition which Zambia will host in Livingstone in April 2025. Go there and compete against the best in the world and show them what Zambia can do," said Mr. Mutati.

The 11 Zambian participants will compete in Information Network Cabling, Bricklaying, Carpentry, Mechanical Engineering, Concrete Construction Work, Digital Construction, Aircraft Maintenance, Welding, Hairdressing And Restaurant Service.

And Technology and Science Permanent Secretary Dr. Brilliant Habeenzu said government has decided to sponsor the competitors and experts because skills development is part of the mandate of the Ministry.

Dr. Habeenzu said the competitors must do their best in France as government has motivated them with all their financial needs.

Meanwhile, World Skills Zambia Project Manager Precious Lisulo said the 11 Zambian competitors were picked at the National Skills Competition which involved various colleges in July 2024.

Ms. Lisulo says the team came out the best during the competition and the secretariat for World Skills in Zambia is confident that they will shine in France.

UKA COMMITTEE ON THE SELECTION PROCESS OF AN UKA 2026 PRESIDENTIAL CANDIDATE MEETS

Today the Committee on the Selection of an UKA 2026 Presidential Candidate met to discuss the roadmap and guidelines on selecting the Presidential Candidate of the United Kwacha Alliance. This was after the full UKA Council of Presidents (CoP), meeting of 19th August 2024 constituted the Committee to discuss the aforementioned guidelines.

The Committee discussed the guiding principles, proposed methodology and time-frame that the structure and roadmap shall encompass.

The Committee of five is comprised as follows:

1. Sakwiba Sikota SC (Chairman)
2. President Chishala Kateka (Vice Chairperson)
3. President Sean Tembo
4. President Saboi Imboela
5. Hon. Lucky Mulusa (Secretary General)

GOVT TO REPAIR 14 ELEVATORS AT UTH AND KCH

GOVERNMENT has made available K2.8 million for the immediate repair of 14 elevators at the University Teaching Hospital UTH which have not been operational.

Minister of Health Elijah Muchima says government aims to improve health care services across the country.

The Minister regrets that the institution and its facilities were left to deteriorate over the years without any action.

Dr. Muchima said this when he visited UTH in the company of the Ministry's Permanent Secretary for Administration Christopher Simoonga.

Meanwhile Professor Simoonga revealed that a further K2.5 Million has been set aside for health improvements at the Kitwe Central hospital.

The University Teaching Hospital has engaged ZAL Elevators Limited and Schindwe Elevators to carry out repair works at the institution.

PRESIDENT HAKAINDE HICHILEMA TO UNDERTAKE WORKING VISIT TO THE PEOPLEโ€™S REPUBLIC OF CHINA TO ATTEND THE NINTH FORUM ON CHINA-AFRICA COOPERATION SUMMIT

The Ministry of Foreign Affairs and International Cooperation wishes to inform the nation that Mr. Hakainde Hichilema, President of the Republic of Zambia, will undertake a Visit to the People's Republic of China from 30th August to 7th September, 2024 to attend the Ninth Forum on China-Africa Cooperation (FOCAC) Summit.

The Summit, held every three years alternately in Africa and China, will be convened from 4th to 6th September, 2024 in Beijing under the theme "Joining Forces to Promote Modernisation and Build a High-level China-Africa Community of a Shared Future." President Hichilema will join other leaders at the Summit in advancing common growth and mutually beneficial development for the African continent and China.

On 4th September, 2024, President Hichilema will hold a bilateral meeting with His Excellency Mr. Xi Jinping, President of the Peopleโ€™s Republic of China, furthering the longstanding and excellent bilateral relations between Zambia and China, as the two countries this year commemorate 60 years of diplomatic relations. During the meeting, President Hichilema, together with President Xi and President Samia Suhulu Hassan of the United Republic of Tanzania will witness the signing of the Investment Framework on the revitalisation of TAZARA. The President is later on the same day scheduled to grace the Zambia Power Development Forum at the Power China Headquarters.

President Hichilema will further hold strategic meetings, on the margins of the Summit, with Government officials and investors, which will ultimately yield tangible benefits for Zambia. The programme includes a bilateral meeting with representatives of the China Railway Construction Corporation and China-Non-Ferrous Metals Corporation on 3rd September, 2024 in Beijing.

Zambia and China share longstanding strategic relations based on common values and mutual respect. The two countries cooperate based on the Comprehensive Strategic and Cooperative Partnership, which was elevated by President Hichilema and President Xi during the State Visit to China in September 2023. This year's visit by the President is highly significant as it will build on the agreed decisions and allow for the consolidation of Zambiaโ€™s ties with China, including unlocking opportunities for investment and joint partnerships in key sectors such as energy, agriculture, infrastructure and mining. President Hichilemaโ€™s international engagements reinforce the Administrationโ€™s ongoing efforts of accelerating socio-economic development and creating equitable opportunities for the Zambian people.

President Hichilema is expected to return to Zambia immediately after his engagements.

ZESCO United Football Club Management have confirmed that Coach George Lwandamina and Assistant Coach, Tenant Chilumba have left the club with immediate effect.

The club has thanked Lwandamina and Chilumba for their work during their time at the club and to wish them success in the future.

Chililabombwe Municipal Council has opened 400 metres of roads paved within Central Business District (CBD) using locally generated funds.

Speaking during the ceremony His Worship the Mayor Mr. Lucky Sichone said the local authority embarked on this exercise as they await central government to construct township roads.

" We saw it fit that we start paving CBD roads and we thank the Head of state for his positive response to work on Township roads," he said.

Meanwhile Chililabombwe District Commissioner Ms Precious Njekwa recommended the Local Authority for the initiative to pave CBD roads stating that she is also happy that His Excellency the Republican President of Zambia Mr Hakainde Hichilema promised to work on Township roads in Chililabombwe.

And Mumba Ward Councillor Mr. Walubita Mwangala added that it was a delight to see such a development within CBD as it will add to the beauty of the district.

Chililabombwe Town Clerk Mrs Shilla Songolo reiterated that the Council saw it fit to uplift CBD roads that were in a bad state in a more sustainable manner.

She added that a total of 1.5 million Kwacha has been allocated for road maintenance and the works continues.

We are happy that the project is doing well and we will have a more deserving CBD," she saids.

ZCSA assures the public on the safety of Mealie Meal on the market.

LUSAKA, AUGUST 29th 2024.

The Zambia Compulsory Standard Agency (ZCSA) has assured all consumers and trading outlets that all the Mealie Meal brands currently being supplied on the market are safe for human consumption.

In a statement today, ZCSA Executive Director Gerald Chizinga urged the public not to panic over recent public concerns regarding the safety of Mealie Meal as there are effective food safety and quality control systems to protect consumers.

He said the Agency working with other state institutions, has implemented adequate measures to safeguard the health and safety of consumers following the detection of elevated aflatoxin levels in some batches of Mealie Meal and dog food.

And Mr. Chizinga said the affected batches of Mealie Meal which were identified and withdrawn from the market and factories have since been destroyed in line with the Section 16(4)(b) of the Compulsory Standards Act.

He emphasized that the issue of non-compliance on the levels of aflatoxins was specific to the identified Mealie Meal batches referred to above.

Mr. Chizinga further stated that consumers are advised that all brands currently on the market have been certified safe including brands that had the affected batches withdrawn from the market and destroyed.

The Agency will continue conducting routine factory inspections aimed at ensuring that products are tested before being supplied on the market and market surveillance inspections countrywide for continued compliance to protect the health and safety of consumers. โ€œ Mr. Chizinga said

REVAMPING OF MULUNGUSHI TEXTILES LIMITED ELITE COTTON BOARD OF ZAMBIA.

LUSAKA, Zambia. THE Cotton Board of Zambia has described as a step in the right direction the move by the government to find an equity partner to revamp the Mulungushi Textiles Limited

Mulungushi Textiles Limited is expected to commence operation in the foruth quarter of 2024 as the investor has already procured equipment to kick start phase one of operationlising the company.

Government through the Ministry of Commerce, Trade and Industry engaged the Zambia China Mulungushi Textiles Limited equity partner Qingdao Ruichang Industrial Tech Company Limited to consider re-capitalisingMulungushi Textiles Limited

The engagement has resulted in the partner committing to renovate the original factory building, acquire new production structures, and install production and ancillary equipment.

The Cotton Board of Zambia says revamping Mulungishi textile Limited is critical to enhance cotton value addition and job creation.

The Cotton Board says the textile industry is a critical sector to achieving Zambia's economic diversification and industrialization agenda

Mr. Banda is confident that the revamping of the Mulungushi Textiles Limited will have a positive impact on cotton farmers, which will improve rural livelihoods.

He is happy that some of the policy prouncement made in the 2024 national budget in the cotton industry are bearing fruits.

During the presentation of the 2024 National Budget, Finance Minister Situmbeko Musokotwane announced as part of government's drive to unlock the economic potential for the cotton industry, government will provide incentives to revitalise the cotton industry value chain.
