Quoting Scene World:

Kick-Off II is one of the most difficult football (or soccer, if you're NTSC) games to master. Oliver Stender and Frank Fuhrmann have done just that, though, and their skill has lead to them being two of the highest ranked players to take part in the Kick-Off II World Cup -- championships that are still being held today. AJ and Joerg talk to them about what draws them to this game, as well as the challenges of keeping a vintage game championship series relevant and entertaining in the 21st century. Paco Portalo is a computer games pioneer from Spain when he and his friends create the computer game "Bugaboo (The Flea)" in 1983 under "Indescomp". Originally done for the ZX Spectrum as this one was just released in UK. The game was published by Quicksilver and caused a kickstart of the "Golden Era of Spanish Software" in which Spain became the second largest 8 bit computer entertainment software producer in Europe (just behind UK). The game was also the first game to ever use animated non-interactive scenes (later coined as "cutscenes" by game designer Ron Gilbert in 1987 when this technique gained wide audience awareness due to his point & click adventure "Maniac Mansion") In this interview, Paco Portalo also talks about the beginning of computing in Spain, correcting Spanish computer game history in 2009 by writing the book Bugaboo, un hito en la Historia del software español by Francisco Portalo Calero.

ZeroPaige this is the retro scene nickname of the guy who spent 7 years of his life, to get the source code of the NES game Super Mario Bros to run on any NTSC/PAL C64!

The original post on the LEMON64 Forums includes download URLs for the CRT and D64 image to download.

Since 1 of the download links is already shut down and another one under review, several scene people offer mirror hosts for the game:
