MINISTRY OF HOME AFFAIRS, INFORMATION AND CULTURE END OF YEAR PRESS BRIEFING ON THE ACHIEVEMENTS OF HIS EXCELLENCY THE EXECUTIVE GOVERNOR OF YOBE STATE HON. MAI MALA BUNI (CHIROMAN GUJBA) DELIVERED BY HONOURABLE COMMISSIONER, ALHAJI MUHAMMAD LAMIN DATED 31st DECEMBER, 2021

Assalama laikum;
I am indeed grateful to the Almighty Allah (SWT) for giving me the opportunity to once again present to you the achievements recorded during the period under review. The tremendous performance made by His Excellency, the Executive Governor of Yobe State Hon. Mai Mala Buni (Chiroman Gujba) has signified the accommodating leadership qualities and total commitment to the welfare and economic well-being of the citizens across the State.
Despite the hitches of the barbaric Boko Haram insurgency menace for the past years, however the following achievements were made:-
INFRASTRUCTURAL DEVELOPMENT:
Infrastructural development enhances our day to day activities. The Executive Governor of Yobe State, Hon. Mai Mala Buni (Chiroman Gujba) has carried out series of roads & drainages constructions, rehabilitations & provisions of the following: Construction of stone based 46km Nguru town, Balanguwa–Kumaganam in Nguru and Yusufari Local government Area is currently ongoing. Equally, construction of 18km road and bridge from Danchuwa - Bula up to Garin Bingel and 12km access road from Damagum - Gubana is currently ongoing.
Furthermore, 2.6km township road at Potiskum, Rehabilitation of 50km road from Damaturu - Buni-Gari,Dr. Shehu Sule School of Nursing and Midwifery benefitted 1.5km road& 3km concrete drainage within the premises. Rehabilitation of Jaji – Maji– Karasuwa road in Karasuwa Local Government Area was completed successfully. Construction of 25.5km dual carriage road from Damaturu – Kalallawa that linked with cargo international airport has reached advanced stage. The construction of 10km& 5.3km asphalt based road from Chimbusko -Tagali and road linking Potiskum Road – Gujba road in Damaturu is also ongoing. As part of the engagement in infrastructural development, township road and drainages of 3.2km and 2km were executed in Gashua, Geidam and Nguru town.
Complete renovation of 3nos Zonal Offices of Internal Revenue and IBB State Secretariat Complex with procurement of office furniture at Office of the Head of Service and 2 other Ministries were carried out. On the other hand non-Governmental organisations like NLC Secretariat was constructed to ease their activities, while supplies & installations of 6nos air-conditioners were provided to NUJ Yobe State Chapter.
WATER SUPPLY:
In the field of water supply, as the saying goes ‘Water is Life‘ the State Government embarked on the rehabilitation and conversion of boreholes from mono to motorised up to solar driven system at Ngurmai, Shishiwaji and 4 (four) rural boreholes in Gulani, Bade communities as well as Dami Village in Fika Local Government Areas respectively.Drilling, installations and repairs of 3nos boreholes at Jauro Nini, Pompo and Mahdiya villages in Gujba and Baban Tsangaya, Dabugu wards in Damaturu Local Government were also carried out. Upgrading and expansion of Buni Gari water supply system at Gujba Local Government is currently in progress. Furthermore Damaturu water supply scheme has been reactivated after many years of in-actions and it’s now receiving attention and will be completed soon.
HOUSING DEVELOPMENT & URBAN PLANNING:
In terms of Housing development in the State, 2300 units of houses out of 2350 was completed, while the remains housing units have reached an advanced stage of completion. For those who want to know more about our areas, digital/internet mapping of 5 major towns in Yobe State i.e. Damaturu, Potiskum, Gashua, Nguru & Geidam have been made for easy location and easy look on our natural features.
TRANSPORT AND ENERGY:
In line with rural transformation agenda of His Excellency, the Executive Governor of Yobe State. Hon Mai Mala Buni (Chiroman Gujba), re –electrification & upgrading of 3nos Estates in Damaturu namely: - Sani Daura, Ben Kalio and Dabo Aliyu Estates were completed respectively. Extension, connection to National Grid and provision of transformers to some villages and 15 communities were also carried out. Provision/ installation of 180 units of single arm solar street light at Don Etiebet Estate and NYSC Orientation Camp at Dazigau was successfully executed.
The construction of Yobe International Cargo Airport has reached advanced stage of completion with the supply and installation of airport equipment, provision/installation of 284 units and 142 units of double arm solar, extension of ITC line, purchase of aircraft rescue and fire fighting vehicles and supply and installation of LLWAS as well as procurement of ranway lightening system which were completely effected.
To ease the transport of citizens within and outside the State, the State Governor, Hon. Mai Mala Buni (Chiroman Gujba) purchased 20 Toyota Hiace 2.7ltr standard roofs with manual transmission for Yobe Line Corporation.
ECONOMIC DEVELOPMENT:
Economic development sector is also one of the key areas receiving the attention of this Government. In this regard Government has given a top priority to this sector for its teeming population to directly enjoy the dividend of democracy by construction of markets across the 3 (three) senatorial zones within the state.
As a result of this, constructions of modern markets across the 5 (five) major economic cities were carried out to boost the commercial activities. Thus the construction of Damaturu, Potiskum and Nguru modern market have now reached an advanced stage of completion, while that of Gashua has been completed awaiting commissioning. The Fertilizer Blending Company in Gujba & Prestressed Pole Company in Damaturu which were under-going rehabilitation have been completed and awaiting test running and commissioning as well.
HEALTH DEVELOPMENT:
In the field of Health development, as the saying goes “Health is Wealth” the construction, furnishing, equipping, rehabilitations and up-grading of over 70 PHC (Primary Health Centres) across the State were carried out. Supplying, equipping & furnishing of State-of-the-art 4D ultra-sound scan machines, medical equipment, new born survival programme scheme &upgrading of 6 laboratory equipment to Women & Children Hospital, Specialists Hospital Buni Yadi, Damaturu, Potiskum Gashua, Geidam, Damagum and Government House Clinic were completed under innovative cost recovery scheme.
Furthermore, Remodelling and procurement of Special Baby-care Unit (SBCU), 1 digital X-ray machine and intensive care unit (ICU) medical equipment were carried out in State Specialist Hospital Damaturu. Supply of equipment to newly constructed neonatal unit at Specialist Hospital in Gashua & Potiskum as well as procurement of basic laboratory equipment to Government House Clinic were completed. The construction of 2bedroom capacity with isolation centres at State Specialist Hospital (SSH), supply & installation of electronic medical records (EMR) & communication system at State University Teaching Hospital, State Specialist Hospital, Damaturu, Potiskum and Gashua with provision of bed/mattresses to all hospitals across the State. Construction/procurement of 200 bed capacity in isolation centre, 150 capacity lecture theatre and 500 litres sewage disposal truck as well as upgrading of 128 slide city scanning machines to carry out advanced investigation CT renal, coronary angiography and CT colonoscopy at Yobe State University Teaching Hospital, Damaturu.
Th State Government equally constructed 1 story building of 2 bedroom capacity as student hostel at Dr. Shehu Sule School Nursing& Midwifery Damaturu. The State also procured 60 tricycle ambulances to enhance any emergency referral & transport scheme across the State. It also Procured 8,800 units of customized Mama Kits & Bags.
With regards to enhancement of Human Resource for Health by the Government of His Excellency, the Executive Governor of Yobe State, Hon. Mai Mala Buni (Chiroman Gujba), more than 5 Medical Doctors, 3 Senior Consultants, 117 qualified Nurses and 416 staff of various cadres were employed to make health care better and also 5 Specialist Hospitals were improved to standard level to provide quality health care services in State.
AGRICULTURAL DEVELOPMENT:
Agriculture is the main stay of the State Economy in over 80% o the populace engaged in the form of the agricultural activity as a means of livelihood. Adequate attention has been accorded to agricultural production under His Excellency Hon. Mai Mala Buni (Chiroman Gujba) in other to enhance food self-sufficiency and insure food security in the State. This is attested right from the inception of this administration through the organization of agricultural summit in the year 2020. So far the Ministry has awarded contract for the establishment of livestock development center at Jakusko/Nasari Grazing reserved. This project is aimed at curtailing the mass movement of livestock herders from northern to southern animal husbandry. The following project are currently under construction:
1. Small ruminant Multiplication Unit
2. Milking Center and milking parlour
3. Pasture Development area
4. Veterinary Clinic/Human Unit
5. Artificial Insemination Unit
6. Herdsmen Settlement
7. Constitution of earth Dam and Aquaculture
8. Drilling of Hybrid Bore-holes
9. Primary School
10. Access Road
11. Electrification
12. Skills Acquisition Center
Similarly, the Ministry in partnership with Chad Basin Development Authority currently undertakes the revival of lava irrigation scheme at Bursari L.G.A. about 200 hectares of land has so far been cleared ready for the dry season cultivation of wheat. Expansion work on the field is still in progress and is expected remarkable progress will be achieved by the end of the year 2022.
In the same vein the Ministry in collaboration with World Bank are working for the take-off of Livestock productivity and Resilience Support (L-PRES) Project. The project is designed to provide support to livestock farmers to boost diary, beef and to enhance sheep and goat production. The Ministry in collaboration with African Union Development Agency (AUDA) is also working towards the introduction of ‘’Innovative Strengthening of Smallholder Farmers Capabilities Towards Productive Land restoration amid Covid-19 in Nigeria’’.
The N-cares programme has enumerated 238 communities targeting 16,184 beneficiaries aimed at providing livelihood support to the most vulnerable in the society.
EDUCATIONAL DEVELOPMENT:
This sector received the highest recognition by declaring State of emergency in the State. Education is a backbone to any development; this sector was prioritised whereby even State education trust fund was set up so that the citizens would enjoy a conducive learning atmosphere. As the menace of COVID – 19 globally, procurement of preventive materials to 6 (six) State owned Tertiary Institutions namely, Yobe State University Damaturu, CABS Potiskum, COAGA Gashua, State Polytechnic Geidam, Legal & Islamic College Nguru & College of Agriculture Gujba were provided.
In the science based learning, the procurement of laboratory equipment for remedial programmes was successfully completed. To consider gender equality and improved quality of Education in the State, purchased of teaching aids, reference textbooks & computers to all Technical colleges (ie) Government Science Technical College and Government Girls Senior Technical College were being made. Construction of 8nos of block wall fence & barbwire in 7 MEGA schools and SUBEB permanent site and electrification of 7nos of MODEL schools to national grids were currently on-going. Procurement of 9300 units of 2seaters pupil furniture were carried out as well as renovation of 22 block of 45 classrooms, 22 offices and store at headquarters were equally currently on-going.
It is worthy to note that under the able leadership of Hon. Mai Mala Buni (Chiroman Gujba) 233 Yobe State Students benefitted a sponsorship to study various courses at Glocal University in India and 131 Bar I & II Law School students gained sponsorship at various campuses across the nation. It may also interest to note that sponsor of over 200 individual students studying Ph.D. M.Sc. &B.Sc. at different Universities abroad were carried out. In this regards, special intervention to sponsor 10 college of Nursing Lecturers on M.Sc. programmes at various Universities within and outside the country was equally carried out. So far out of 7350 shortlisted scholarships, first trench of over 1000 students were paid while the payment for others is currently ongoing.
HUMAN DEVELOPMENT:
These sectors were touched thoroughly because development can easily be projected everywhere. About 3400 rural women in all the 17 Local Government Areas were paid the sum of N20, 000.00 each as cash grant which amounts to N68million. Another 1500 rural women were given N50, 000.00 each as a start-up grant for them to sustain an average living which costs Government the sum of N76million. Within Damaturu, 150 bags of food were distributed to the needy in the community. Another 7000 bags of rice, 1000 gallons of vegetable oil, 1000 cartoons of tomatoes paste, 1500 sleeping mats, 3000 wrappers, 1500 cartons of spaghetti, 1000 blankets and bales of clothes were distribution to the victims of insurgency at Geidam town.
The Government of His Excellency, Hon. Mai Mala Buni in its goodwill donated over 1260 bags of rice during iftar (fasting) in Ramadan period across the 17 Local Government Areas. N1million was provided to an orphanage (Yatim Care Foundation) as feeding assistance. As part of an early preparation, the Pilgrim Commission has already enrolled 521 intending pilgrims for the year 2022 Hajj exercise and vaccinated against the deadly COVID 19 diseases. On the other hand, the Commission, engaged in mass enlightenment exercise on the newly introduced Hajj Saving Scheme (HSS) on the preparation of next Hajj exercise. For this purposes, Yobe State Pilgrims Commission received an appreciation letter from NAHCON for the commitment demonstrated.
The current administration also approved the total sum of N876,399,800.97 for the payment of over 700 number of local Government retirees in the year under review.
CONCLUSION:
Gentlemen of the Press, Ladies & Gentlemen, I would like to seize this opportunity to commend the able leadership qualities of His Excellency the Executive Governor of Yobe State Hon Mai Mala Buni (Chiroman Gujba) for giving me all the necessary support that enable me to contribute my quota toward the progress of my State. In deed this press briefing will bring Government closer to the people by showcasing laudable policies, programmes and achievements that keep the general public well informed on all Government efforts towards up-lift men of the basic standard of living of the citizens.
