Union Home Ministry evades direct reply on Ladakh’s inclusion under Sixth Schedule of Constitution    

After its special status was removed, several political groups in Ladakh have been demanding that land, employment, and the cultural identity of Ladakh, should be protected under the Sixth Schedule.

Evading a direct reply on the possible inclusion of Ladakh under the Sixth Schedule of the Constitution, the Union Home Ministry has informed a Parliamentary panel that the main objective of the inclusion of tribal populations under the said schedule is to ensure their overall socio-economic development, which the Union Territory’s administration “has already been taking care of since its creation”.

On August 5, 2019, the former State of Jammu & Kashmir was bifurcated into two Union Territories — Jammu & Kashmir, and Ladakh, the latter without a Legislative Assembly.

After its special status was removed, several political groups in Ladakh have been demanding that land, employment, and the cultural identity of Ladakh, should be protected under the Sixth Schedule. The Schedule protects tribal populations, providing autonomy to communities through the creation of Autonomous Development Councils, which can frame laws on land, public health and agriculture. As of now, ten autonomous councils exist in Assam, Meghalaya, Tripura and Mizoram.

In 2021, Ladakh’s only member in the Lok Sabha, the BJP’s Jamyang Tsering Namgyal, demanded constitutional safeguards by amending the Ladakh Autonomous Hill District Council (LAHDC) Act for the protection of land, employment, and the cultural identity of Ladakh under the Sixth Schedule.

The Parliamentary Standing Committee on Home Affairs tabled a report in the Rajya Sabha which said that, according to the 2011 Census, the tribal population in the Union Territory of Ladakh is 2,18,355, that is 79.61% of the total population of 2,74,289. The committee recommended that special status may be granted to the Union Territory of Ladakh considering the developmental requirements of the tribal population.

Reserve job opportunities in Ladakh for locals, LRSF urges UoL to withhold Assistant Registrar examination

Ladakh Research Scholars Forum (LRSF), a body of the Research Scholars of Ladakh, stresses reserving job opportunities in Ladakh for the residents of Ladakh, for which the body urged the University of Ladakh to withhold the Assistant Registrar examination scheduled to be held on 17th and 18th December, maintained a press release by the forum.

The research scholars of Ladakh urged the University of Ladakh to withhold the recruitment until a desired and justifiable recruitment policy is put in place by UT Administration of Ladakh.

In this regard, the Ladakh Scholars Forum had conducted an online meet of its members wherein numerous pressing issues regarding shrinking job opportunities for educated eligible youth of UT Ladakh was discussed among other issues.

During the meeting, members of LRSF expressed their dismay over notification no 4 & 5 of 2022 dated: 29/11/2022 & 03/12/2022 wherein dates for written examination for the post of Assistant Registrar was notified.

The members expressed their anguish over the fact that official minutes of meetings of Ladakh University lack validity and credibility. The Hon’ble Chairman LAHDC Kargil, as recorded in the minutes of meeting, had specifically brought to the notice of the University Council that the Assistant Registrar posts in University of Jammu have been reserved for the domiciles of J&K UT. The written records in the minutes of that meeting vividly states that “it was resolved to withhold the exam of Assistant Registrar”.

The views of Chancellor (LG Ladakh) & University Council Members (CECs) have been brushed aside by notifying the date of examination for the mentioned posts. If this is not dealt with reasonable arguments, we fear that the resulting precedent may also be followed by other autonomous institutions of Ladakh such as SKAUST. The Ladakh Resident Certificate (LRC) in this regard should firmly be mandated as the basic criteria for the vacant positions available in the University of Ladakh.

Ladakh Football Team is all set to
make a History

Ladakh, Dec 7:The selection trials of the UT Ladakh Senior Team
came to an end and around 25 probables were shortlisted. The
selection was done by the only International Football Coach from UT of
Jammu and Kashmir and AFC Coach Educator Sajid Yousuf Dar. His
services were utilised to help LFA to shortlist and finalise the squad for
the camp. Sajid with his vast experience in the field of football will
surely help and guide LFA to develop the game of football in Ladakh
region and we hope he will provide us all his technical support
whenever needed. We are also thankful to Hon'ble Vice Chancellor
University of Kashmir Prof Nilofar Khan and Registrar Dr Nisar Ahmed
Mir for deputing Sajid on short notice in these climatic conditions of
Leh and providing us the much needed support required to select the
team for the upcoming Santosh Trophy to be held at Delhi from 23rd
December. We hope that the competent authorities of University of
Kashmir will keep on supporting us to uplift and develop the sports
culture in UT of Ladakh said Ravinder IAS Secretary LG Ladakh and
Secretary Youth Services and Sports.
This is a great moment for Ladakh that for the first time in the history
of Ladakh Football they will be framing their own team in a prestigious
tournament of the country. It is a dream for any footballer to play in
such a big tournament.
I have seen some talent over here but it's too early to say how they
will perform and respond to the conditions. Our job was to
select/shortlist the best possible side out of the squad that we have
got. We have shortlisted 25 players who will go under two weeks camp
before the team leaves for Delhi andT hope that LFA with the support
of the administration will land up in Delhi a week before in order to get
themselves acclimatised. The team has got the young and talented
coach Harpreet Bedi with them and I believe during these two weeks
he will prepare them well for the competition. Hats off to LFA and
Ladakh Administration for showing the faith and confidence in
providing such a big platform to the players of Ladakh'said Sajid.

Ladakh: 4 tourists killed in accident at Khardungla, 2 hurt in Lingshed mishap

Leh: Atleast four tourist killed in road accident near Khardungla top while two sustain serious injuries at Lingshed mishap.

Official sources told, the four tourists were travelling to Nubra from Leh, when their vehicle skidded off the road due to snowfall.

“Their vehicle plunges into deep gorge about 100 mtrs down,” an official told Indus Dispatch.

As soon the information was received to the district police, the police party from Police Station Nubra, South and North Pulu and the UT disaster Response Force rushed to the spot and started the rescue operation.

After hectic efforts, the teams rescued three injured persons while the fourth one had already breathed his last.

The injured were shifted to SNM Hospital Leh and on way to Hospital all the three injured also succumbed to their injuries.

The deceased have been identified has Mohd Firoz resident of Delhi, Zeeshan Ahmed resident of UP, Reyaz Ahmed and Azam Khan both resident of Delhi.

In another road accident at Singayla in Lingshed area, two resident tourists from Karnataka sustained injuries.

“The tourists were travelling in vehicle, which skidded off the road and caused injuries to tourists,” an official said.

The both injured were shifted to block hospital Khalsi after receiving 1st aid at Lingshed medical centre.

It is pertinent to mention here that the road traffic accident had  happened due to the inclement weather which led to snowfall at Khardungla Pass, Changla Pass and other upper reaches of the region and the road get Icey and  slippery.

District Police Leh also informed the general public,  especially tourist to avoid travelling plan towards Nubra, Pangong and other high altitude areas during the  inclement weather.

The citizens  are once again requested not to venture out during the the inclement weather period till the the high passes get road traffic worthy, district police Leh seek your cooperation.

Leh, Oct 16: Recently, a video of Maqsooma, a Class 6th student at Kaksar High School in the Kargil district of UT Ladakh went viral. In the video Maqsooma speaks about her passion for cricket even as she acknowledges the support and training she receives from her father at home and teacher at school. She articulates her aspiration to be a cricketer like former Indian captain, Virat Kohli. The post has since gone viral and many people including several international cricketers from around the world have appreciated her cricketing skills and attitude.
As soon as this video came to the attention of the Youth Services and Sports Department, Administration of Union Territory of Ladakh, the department decided to extend support not just to young Maqsooma, but also to her team and the whole school.
Secretary, Youth Services and Sports, UT Ladakh, Ravinder Kumar announced that a complete cricket set would be sent to Kaksar High School in Kargil immediately. He said, “Cricket is a team sport and we must nurture students like Maqsooma and others to hone their individual skills and ability to play in a team.” He further added that efforts are underway to develop sports infrastructure in the mountainous region of Ladakh along with the identification of such talent in different sports for additional support and coaching.

CEC Feroz Khan attends closing ceremony of 2nd edition of LG Horse Polo Cup 2022

Kargil, October 12, 2022: Chairman/CEC, LAHDC, Kargil Feroz Ahmad Khan today attended the concluding ceremony of the second edition of LG Horse Polo Cup 2022 at Horse Polo Stadium Goshan, Drass where he was the chief guest. EC Works Mubarak Shah, EC, Punchok Tashi, ADC Kargil Ghulam Mohi-ud-Din Wani, SDM Drass, Mushtaq Ahmad, Deputy Secretary Cultural Academy, Nazir Hussain, SHO Drass, Fazil Abass, Chairperson, Block Development Council Drass, Nambardars, Sarpanch, Panches from different village of Drass beside other concerned officers were present during the closing ceremony. In his address, Khan expressed gratitude to Lieutenant Governor RK Mathur for taking the initiative for the revival of horse polo by introducing LG Polo Cup. The CEC congratulated all the 11 participating teams, especially the winner and runners-up teams who reached and participated in the final match. He stated that traditional horse polo as a game involves a lot of vigour and physical activity and needs to be promoted among the youth of Ladakh. Khan said that efforts will be made to organize such traditional polo championships every year and polo teams should practice regularly. Referring to Horse Polo Stadium Drass, he said it is one of the best grounds in Ladakh. The CEC informed that Rs 5 cr and 84 lakh has been sanctioned for the pavilion and other required infrastructure will be developed and improved. The CEC hoped that the event will continue in future with the participation of national and international teams in September which will attract tourists and help boost local economy. He also congratulated the players from Leh, Kargil districts, and organizing committees for their efforts in ensuring successful conduct of the 2nd LG Horse Polo Cup at Drass. Festivals are the Curtains to hide the failures of post-UT Image
Once upon a time, Ladakh used to have a short festive season but it is on a festive spree mode of late.

Since nothing satisfactory has been achieved in post-UT Ladakh and UT is gradually revealing its true skin, the administration and Hill Councils are busy organising these festivals to divert people's attention from its failure. It has been more than 3 years since we became UT and there is no talk of safeguarding Ladakh and the educated youths are once again compelled to come on the road. No one is talking about recruitment. Youths with degrees are sitting at home and becoming a burden for families. The true picture of UT LADAKH looks so grim at present. But then instead of listening to people's grievances and the aspiration of the masses, our so-called leaders are busy collaborating in hiding the failures and fooling all of us.

Ladakh the land of cultural diversity, the land of hard-working people, the land of a great civilisation is swiftly turning into a land of festivals. It is sad to see the beautiful Ladakh swiftly transforming into a commodity for the outside world and that's not the kind of image we Ladakhis wish to be projected to the outside world.
At this stage, we don't want festivals and publicity, we want jobs for our well-qualified youths, and we want safeguards for Ladakh. Ladakh's politicians should have been working tirelessly to protect its land, culture, jobs and fragile ecology instead of organising these mujras.

LAHDC to conduct recruitment drive
in kargil and leh district soon

More than 130 District Cadre posts in Kargil district And around

In a recent tweet CEC LAHDC-K say.

"More than 130 District Cadre posts stands referred to DSSRB Kargil by Admin Secys till date. Process of recruitment shall be initiated in next 15-20 days.

LAHDC Kgl has directed DSSRB to initiate recruitments on fast track basis."

LAHD SSRB to notify vacancy details for recruitment drive soon

An important meeting was conducted under the chairmanship of the Chairman/CEC, Adv. Tashi Gyalson to discuss the way forward for conducting recruitment drives through the Leh Autonomous Hill Development Sub-Ordinate Service Recruitment Board (LAHD-SSRB) to fill up the vacancies (non-gazetted) under the District cadre posts of Leh district.

Dy Director Employment/Member Secretary LAHD-SSRB, Delex Namgyal apprised the Chairman of the current status of vacancies being referred to LAHD-SSRB by the concerned departments to date. He further informed that around 184 vacant posts have been referred to the LAHD-SSRB for recruitment by the major departments including Revenue, Public Works (R&B), PHE -I&FC, and Social & Tribal Welfare Departments to date. He further requested other departments to submit vacancy details to the recruitment board for further action.

While reviewing the status of the recruitment process, CEC Tashi Gyalson instructed HoDs to expedite formalities and follow up with concerned Administrative Secretaries for a fast-track referral of the vacancy lists to the LAHD-SSRB within the stipulated time frame.

The newly designed website of LAHD-SSRB was also launched by CEC Tashi Gyalson during the meeting. The website has been designed by NIELIT Leh with the support of ICICI Bank Leh. As informed by the Dy Director Employment, interested aspirants can register on the official website of LAHD-SSRB

OCTOBER 04, 2022: On the second day of her visit to Kargil, Commissioner/Secretary Higher Education, Social & Tribal Welfare and Technical Education, Padma Angmo today visited the Kargil Campus of University of Ladakh , Govt. Degree College Kargil and Govt. Industrial Training Institute Kargil. She was accompanied by Joint Director Information Ladakh, Imteeaz Kacho, District Social Welfare Officer Kargil, Agha Syed Jamal and Under Secretary Higher Education Rigziin Yangdol. At the Kargil Campus of UOL, the Commissioner/Secretary took an assessment of the ongoing construction works. The Rector Kargil Campus, Kaneez Fatima informed the Commissioner/Secretary about various undergoing infrastructural initiatives and other issues. The Commissioner/Secretary assured earliest redressal regarding the matter. Padma Angmo also held an interactive session with the students undergoing UPSC Civil Services coaching at the Campus. While addressing the students, she talked at length about basic preparations required for Civil Services examinations and advised them to remain consistent regarding the preparation. She also visited laboratories and the library to review the recently installed fully Automated Library Management System which is the first of its kind in Ladakh. The Commissioner/Secretary was felicitated with traditional Khataqs and momentos by the Rector. At GDC Kargil, Padma Angmo had an interaction with students and faculty. She congratulated the College for the selection of four of its students for the IIT internship programme and two students for the Civil Services coaching undergoing at the Kargil Campus. While expressing satisfaction over the conduct of the weaving training program in collaboration with USHA International, the Commissioner/Secretary have instructions for expanding its horizon by establishing women entrepreneurship centres across villages. First everester from Ladakh, Jigmet creates another record

Jigmet is also the first civilian from Ladakh to summit Mt. Everest.

Leh: Son of Ladakh, Jigmet Tharchin has created a National record in mountaineering by scaling scaled Manaslu Peak without oxygen support.

A resident of village Tia in Leh district, Jigmet has made the whole Union Territory of Ladakh proud by achieving this feat.

He climbed the Manaslu peak which in located in Nepal with the height of 8163M and is the world’s eighth highest peak without oxygen support.

It is pertinent to mention here that Jigmet is also the first civilian from Ladakh to summit Mt. Everest.

He has also climbed many peaks of more than 6000 metres and he has done all the basic and advanced training courses in mountaineering from the Indian institute of mountaineering. He is also member of Ladakh Mountain Guide Association (LMGA), which is playing important role in Adventure sports and rescue operations.
