Ganderbal, Mar 01 : Two brothers were killed when a tractor they were travelling in turned turtle at Sama Mohallah Shalabugh area in Central Kashmir’s Ganderbal district on Tuesday.

An official told the news agency— that a tractor turned turtle at Sama Mohalla Shallabugh, resulting in injuries to two brothers identified as Sahil Ahmad Dar and Rameez Dar—sons of Ghulam Mohidin Dar of Shallabugh.

They said that the duo was rushed to PHC Pirpora for treatment where they were shifted to District Hospital Ganderbal where doctors declared them as brought dead.

A case in this regard has been registered and investigation taken up, he added—

*India asks embassy staff's kin to return home, advises Indians to leave Ukraine if stay not vital*

New Delhi, Feb 21: India on Sunday asked the family members of its embassy staff in Ukraine to return home and advised its citizens whose stay is not essential to leave that country temporarily in view of "high levels" of tensions and uncertainties.

Official sources said families of Indian Embassy officials in Ukraine have been asked to return to India.

The move comes amid apprehensions by Western leaders that Russia was set to invade Ukraine soon as it deployed over 130,000 soldiers, heavy weapons and fighter jets along the Ukrainian border.

As tensions escalated between the NATO countries and Russia over the Ukraine crisis, the Indian embassy in Kyiv issued a fresh advisory in which it also asked all the Indian students to leave that country temporarily.

"In view of the continued high levels of tensions and uncertainties with respect to the situation in Ukraine, all Indian nationals whose stay is not deemed essential and all Indian students are advised to leave Ukraine temporarily," the embassy said.

It said available commercial flights and charter flights may be availed for travel, for "orderly and timely departure" from Ukraine.

"Indian students are advised to also get in touch with respective student contractors for updates on charter flights, and also continue to follow Embassy Facebook, website and Twitter for any update," the embassy said.

It is learnt that the government does not have any plan as of now to send a special aircraft to bring back the family members of the Indian embassy staff as Air India is operating flight from that country on February 22, 24 and 26.

According to an official document in 2020, Ukraine had a small but vibrant Indian community and there were about 18,000 Indian students studying in that country.

In the midst of the escalating tension, Russia and Belarus have extended military drills near the border with Ukraine. The exercise was scheduled to end on Sunday.

Several Western countries have warned that Russia was poised to attack Ukraine soon.

The US and its Western allies have been severely critical of Russia over its build-up of forces near the Ukraine border.

The US has already sent extra troops to Europe to support its allies in the backdrop of fears of a Russian invasion of Ukraine.

Russia has positioned troops near its border with Ukraine besides sending warships into the Black Sea for naval exercises, triggering concerns among the NATO countries about a potential Russian invasion of Ukraine.

Russia has been demanding a guarantee that Ukraine should never be allowed to join the North Atlantic Treaty Organization (NATO).–(PTI)

Rajouri, Feb 21: A man was killed while three other sustained injuries in a road accident in Rajouri town on Monday morning.

Police officials told the news agency that the accident took place when a tempo traveller moving on Jammu-Rajouri-Poonch highway hit a tipper near Army water point station of Rajouri town, in which one person was killed and three others were injured.

The deceased has been identified as Sajjad Ali, son of Mohammad Ali of Swari village of Rajouri.

The injured, they said, have been hospitalized in GMC Rajouri.

Meanwhile, police said that necessary legal formalities have been started into the matter

Shopian, Feb 21, Shopian family has demanded a probe into the death of a laborer in Himachal Pradesh.

A few days back, a laborer from South Kashmir’s Shopian district allegedly slipped to death in Himachal Pradesh.

The laborer identified as Gulzar Ahmed Khan, a resident of Shadab Karewa was doing labor in Himachal Pradesh.

“We were informed that Gulzar Ahmed slipped from the slope of a hillock while on the job. Actually, he had gone missing and his body was found after 3 days in the Himachal Forest. We request LG Manoj Sinha and Jammu and Kashmir Police to take up the issue with the Himachal Pradesh government so that the actual reason behind his death could be ascertained,” the family members of the slain laborer told news agency

“Gulzar was young and healthy. Before his death he had gone missing in Himachal Pradesh. We tried our best to contact him but failed,” they said. (KNT)

JAMMU, Feb, 21 ÷ In a first of its kind action, Jammu Police and Revenue authorities today jointly carried out raids at 21 locations of 13 property dealers and serving and retired officials of the Revenue Department and arrested four persons besides effecting recovery of cash around Rs 26 lakh and large number of official documents which can’t be kept at houses by the officials.

Four persons, who were arrested this evening after their involvement was established in facilitating land encroachments and illegal sale and purchase of land, have been identified as Sadeeq Poswal, a property dealer of Channi Himmat, Mohammad Bashir, retired Tehsildar R/o Janipura, Dharampal, retired Girdawar from Sarore and Ghulam Rasool, retired Girdawar hailing from Sunjwan.

SSP Jammu Chandan Kohli, who led the searching teams, told the Excelsior: “We are doing investigations in a very fair and transparent manner. As and when more leads come in the investigations, more such raids, recoveries and arrests can be made”.

Besides four arrested persons, others whose premises were today raided include Ravinder Gupta alias Gola Shah of Greater Kailash Tola Sarpanch, Mohammad Sadeeq and Yasmeen Choudhary, all residents of Chowadi, Farman Ali of Sunjwan, Shabir Ahmad, serving Naib Tehsildar of Rajouri and a resident of Gujjar Nagar, Mohammad Iqbal Zargar, serving Naib Tehsildar from Doda and a resident of Bagh-e-Bahu and Mohammad Rashid, serving Patwari of Poonch, who hails from Sidhra.

The raids were based on case FIR No. 182 of 2021 registered at Channi Himmat Police Station on the basis of a complaint lodged by Sub Divisional Magistrate (SDM) South about missing of land record.

Investigations showed involvement of a number of property dealers and serving and retired Revenue Department officials and accordingly raids were planned jointly by Jammu Police and Revenue Department authorities.

“A large quantity of Revenue record was recovered during the raids which can’t be kept by serving of retired officers/officials in their houses,” sources said, adding unaccounted cash to the tune of Rs 26.63 lakh was also seized.

Documents pertaining to land deals and bank locker keys have also been recovered.

The investigating agencies are also looking into the aspects of money laundering, disproportionate assets, invoking of provisions of Prevention of Corruption Act and PMLA etc.

Many persons, whose premises were raided today, have already been facing various FIRs against them in the past under different Sections.

Sources said the searches were held as per the laid down procedures consisting of 21 separate teams and comprising Executive Magistrates, Police officers and other officials including women constables and independent witnesses. The areas were segregated into sectors, each being supervised by SP/ Dy. SP Rank gazetted Police Officers. The whole process was closely supervised by senior officers of Police and Revenue administration, maintaining full confidentiality.

It is pertinent to mention here that the seized documents include original Jamabandis, Roznamcha Registers, Lathas, Mussavis and trace maps especially of revenue villages Sunjwan and Chowadhi. Scrutiny of the seized documents is going on minutely and further arrests are likely, the said.

“The Government is committed in its resolve to eradicate any kind of corruption from the Revenue Department.

Srinagar, Feb 21 : Parents and students Monday staged a protest against the merging of a private school against their will in Srinagar.

The school in question is ‘Orbit Girls School’ located in Peerbagh Srinagar that according to parents has been merged with ‘World Foundation School’ without taking them into confidence.

The protesters raised slogans against the school administration and concerned authorities.

“We received a WhatsApp message from the Principal of the ‘Orbit Girls School’ on 17 December. We thought parents have been called over ‘fee row’ but to our shock, we were informed that this school has been merged with another school. Qazigund, Feb 21: In yet another shocking incident, a female faith healer was looted by her disciples using chemical spray in Badragund area of Qazigund on Monday morning, local sources said.

Local sources told that two unidentified thieves entered the home of Raasiya Banoo, wife of Manzoor Ahmad Najar of Badragund as a disciples and spray some chemical on her face.

*J-K HC raps admin for constructing community hall without completing process of land acquisition*

JAMMU: Taking a serious note of government constructing a multi-purpose community hall without completing the process of land acquisition from its owners in Ramban district, the Jammu and Kashmir High Court has directed the authorities to complete the process within one month and provide additional compensation of Rs 10 lakh within two weeks to the aggrieved party.

The division bench comprising Chief Justice Pankaj Mithal and Justice Javed Iqbal Wani observed that right to property or land is a constitutional right and no one can be deprived of his or her property without following the procedure prescribed in law and payment of adequate compensation.

Hearing a petition filed by Krishan Singh and others through advocate Rajdeep Singh, the bench in his five-page order said it was crystal clear that the land of the petitioners has been utilised for the construction of a multi-purpose community hall but without there being a formal acquisition.

“The hall stands constructed without acquisition of land and without payment of any compensation…they (respondents) accept that as against the estimated cost of acquisition of Rs 15 lakh, the indenting department has deposited a sum of Rs 4.50 lakh only but even that has not been distributed to the lawful owners of the land,” the order said.

The petitioners claimed that they are residents of Batroo village in Pogal Paristan area of Ukhral and are owners of land measuring two kanals and three marlas (11706.8 square feet) with nine walnut trees which was utilised by the government in the year 2012-13 for the construction of multi-purpose community hall without any lawful authority.

“The land was not acquired and no consent of the petitioners was taken to use it. The petitioners were not even paid any compensation,” the petitioners alleged, adding initially the government took over 5989.51 square feet with two walnut trees but subsequently, the assistant commissioner (revenue), Ramban, submitted a report seeking the entire land with all nine walnut trees.

Accordingly, a notification under Section 4 of the State Land Acquisition Act was issued on January 9, 2018, notifying the proposal to acquire the land for the construction of community hall in Dhanmasta-Batroo village.

“Right to property/land used to be a fundamental right but now it has been recognised as a constitutional right vide Article 300A of the Constitution of India. It provides that no one can be deprived of his property.

“The constitutional right has been acknowledged to be akin to a fundamental right and more importantly a basic human right. Thus, no one can be deprived of his property without following the procedure prescribed in law and payment of adequate compensation,” the order said.

It said the proceedings for acquisition of any land commences with the issuance of notification under Section 4 of the Act proposing to acquire the land for public purpose.

“Once the Government is satisfied on consideration of the report of the Collector that the land needed for public purpose, it directs for issuance of a declaration under Section 6 of the Act. Such a declaration is the conclusive proof of the acquisition of the land,” the order said.

In the case at hand, till date no declaration under Section 6 of the Act has been issued and published, meaning thereby that the land has not been finally acquired and there is simply a proposal to acquire the said land, it said.

“The action of the respondents in constructing a community hall on the land in question without waiting for the final acquisition of land and in the absence of the invocation of the urgency clause, is nothing but an abuse of the process of law depriving the petitioners from their valuable right to possess property,” the order said.

*Snowfall: Weatherman Issues ‘orange alert’ in Jammu and Kashmir..*

SRINAGAR ÷ Weatherman on Tuesday issued an ‘orange alert’ as present weather system of snowfall is expected to “intensify”. The weather office has already issued an advisory for snowfall in J&K till January 9.

“As expected, weather is overcast in both J&K with widespread light rain/snow and moderate snow over higher reaches,” an official of the MeT office said.

“Present weather is likely to intensify as the day progresses. Expect Moderate Snow/Rain in plains and Heavy Snowfall over higher reaches with main activity later tonight and tomorrow in both Jammu and Kashmir.

The weatherman has issued ‘amber/orange warning for “isolated heavy snowfall”.
There are four types of colour codes signifying the level of caution: green which means no action, yellow—situation to be watched), amber –government agencies need to be prepared for severe weather and red –action needed by the agencies.

The weather office has urged people not to venture out on avalanche and landslide prone areas, unless extremely necessary. “Keep power/light backup( in case of power failure),” the MeT office said, adding,”Drive very slowly and in low gear while driving on snow bound area.”

Two successive western disturbances are affecting Jammu & Kashmir and Ladakh and adjoining areas till 9th January (forenoon).

Under the influence of these weather systems, the weatherman said that widespread moderate rain and snow was expected in Jammu, Kashmir and Ladakh regions. “Light rain/snow would commence at a few places of Kashmir from 3rd January evening and thereafter increase in intensity & distribution,” reads the advisory, adding, “Main activity of this system will be occurrence of moderate to heavy rain/snow, most likely during 5th and 8th January and gradual decrease thereafter.”

The system is likely to cause heavy rain and snow mainly in Pirpanjal Range of Jammu Division (from Bhadcrwah to Banihal), upper reaches of Kashmir (Gulmarg, Sonamarg, Baramulla and Kupwara , and Drass subdivision in Ladakh.

Regarding probable impacts, the weather advisory says that there may be disruption of surface and air transport including Jammu- Srinagar Highway, Srinagar-Leh Highway (Zojila Pass), Leh-Manali, Mughal Road, and Sadhna pass.

“(there are) chances of snow avalanches and landslides in vulnerable areas besides disruption of power supply in hilly areas.”
There may be water logging in low lying areas besides further dip in day temperatures, it said.

“People in snow bound areas are to avoid venturing into sloppy areas during heavy snow,” the advisory reads, adding, “People are also advised to maintain proper ventilation”.....

KULGAM ÷ An encounter broke out between security forces and militants at Okey village of South Kashmir's Kulgam on Tuesday morning, officials said.

An official said that an encounter started between security forces and militants at Okay area of Kulgam.

He said that the militants were repeatedly asked to surrender, which they turned down and fired upon forces, triggering an encounter.

As per the sources two militants are believed to be trapped in the area.

Srinagar, Dec 29 (PTI) The Committee for Fixation and Regulation of Fee of Private Schools in Jammu and Kashmir on Wednesday directed a leading school here to charge fee from its students as per rates in August 2014 as the educational institute had failed to have its fee structure regulated.

In an order, FFRC chairperson, Justice Muzaffar Hussain Attar directed the management of Minto Circle Higher Secondary School in Aloochi Bagh area of the city here to charge and collect fee as it stood in August 2014.

“The Principal/Chairman/Management of Minto Circle Higher Secondary School, Aloochi Bagh, Srinagar, shall charge and collect all types of fee as it stood in August 2014 and students/parents shall pay the fee accordingly,” the order read.

The FFRC also asked the school to display the fee structure including the tuition fee and annual fee, as it stood in August 2014, on its notice board within two days.

“Any breach of this order, which implements only Supreme Court/ High Court judgements and statutes, will result in penal action, as also, recommendation for de-affiliation of the school,” the FFRC said.

The order came after parents of some of the students studying in the school complained to the committee about the school’s fee structure.

The FFRC said the school has not at any point of time submitted its record for regulating its fee structure and has thus violated the mandate contained in the Supreme Court and High Court judgement and has shown non-compliance of the statute.

The J-K High Court in its judgement on June 1, 2015 has given liberty to managements of un-aided Private Schools to approach the Committee for fixation of fee structure of each class.

It was also provided that “till new fee structure is fixed by the Committee, the management shall collect all types of fee as in August 2014”. PTI

*UT of J&K emerges leading performer in incremental performance in country: NITI Aayog Health Index Report*
Jammu & Kashmir has emerged as the leading performer in terms of incremental performance as per data released by NITI Aayog in the fourth Health Index report. Among Union Territories, Delhi followed by Jammu & Kashmir, has shown the best incremental performance. In incremental performance, J&K is ranked at number second position with a score of 9.55. In J&K, most of the indicators are in the improved/most improved/fully achieved category so far as the Incremental Performance from the Base Year (2018-19) to Reference Year (2019-20) is concerned.

The Health & Medical Education Department while giving information about the development said that a robust and acceptable mechanism is used for measuring performance by NITI Aayog. Data is collected online through a portal maintained by NITI on agreed indicators. The data is then validated through an independent validation agency selected through a transparent bidding process. The importance of this annual tool is reemphasized by MoHFW’s decision to link the index to incentives under National Health Mission. This has been instrumental in shifting the focus from budget spending and inputs to outputs and outcomes.

According to the report, the health index comprises three domains –health outcomes, governance and information, and key inputs and processes. In terms of overall health performance, the UT of J&K has moved one position up and is categorized as an aspirant and has substantial scope for improvement, the statement added.

The report was released jointly by NITI Aayog Vice Chairman Dr Rajiv Kumar, CEO Amitabh Kant, Additional Secretary Dr Rakesh Sarwal, and World Bank Senior Health Specialist Sheena Chhabra. The report has been developed by NITI Aayog, with technical assistance from the World Bank, and in close consultation with the Ministry of Health and Family Welfare (MoHFW).

It is pertinent to mention here that, the Union Territory of Jammu & Kashmir has shown a record improvement in last 3 years in key Maternal and Child health indicators as per the latest report of National Family Healthy Survey (NFHS-5) conducted by International Institute of Population Sciences, Mumbai. "If we compare the achievements in key health indicators recorded in National Family Healthy Survey report (NFHS-5) 2019-20 with the NFHS-4 of 2015-16, J&K has recorded 22 points decrease in Neonatal Mortality Rate (NNMR) from 23.1 to 9.8, 16 points decrease in Infant Mortality Rate (IMR) from 32.4 to 16.3 and 19 points decrease in Under Five Mortality Rate (U5MR) from 37.6 to 18.5, which is unprecedented and is the reflection of health status of general population," the statement added. The report also indicated a positive change towards the girl child in Jammu & Kashmir and recorded improvement in S*x Ratio at birth from 923 to 976 females per1000 males.

*Missing girl recovered from Rajasthan by Ramban Police*

Batote, Dec 29 : Jammu and Kashmir police on Wednesday claimed to have recovered missing 19-year-old girl of Ramban district from Rajasthan.

A police spokesman in a statement issued to the news agency said that on December 05, 2021, an application was received by the complainant that her daughter (name with held) was missing from her home since 04-12-2021.

“In this regard, a missing report was registered at P/S Batote and a special team headed by PSI Harish Kumar was constituted under the supervision of Inspector Ajeet Singh, SHO Batote and Pardeep Singh Sen, DySP Hqrs Ramban under the overall supervision of Mohita Sharma, SP Ramban.”

Police said that the team so constituted raided various locations in Delhi, Ghaziabad, Agra, Rajasthan and after connecting various leads and hectic efforts, the police team with the support of technical assistance finally recovered the missing girl from Jaipur, Rajasthan.

Official sources told GNS, that one militant has been killed in an ongoing encounter, however identity of the slain militant is yet to be ascertained.

Srinagar, Dec, 24 ÷ Private Schools’ Association Jammu and Kashmir Friday condemned the ‘controversial content in some books’ saying that it will not compromise on quality education especially the curriculum followed by various schools across Jammu and Kashmir.

The PSAJK President GN Var said in a statement that “The association strongly condemns all the controversial content in some books that has surfaced in a while now.”

“PSAJK has already constituted a committee to check the content of all books being taught in private schools and so far the committee has identified five books having controversial content out of which four books have been banned till date. PSAJK hails the support given by J&K Board of School Education in this regard by acting quickly in order to stop such undesirable publishing”, as per the statement.

Strongly condemning ‘the act of creating a state of turbulence in a peaceful society by negligently recommending books with controversial matter’, Var said that the association, immediately after getting information about the issue, constituted a high level committee headed by renowned academician Khurshid Bismil in order to check all the books and identify the controversial content if any.

The committee, as per the statement, has so far identified five books with undesirable matter published and four out of these have been banned by the association and also by the BOSE.

Var besides appreciating the quick action of BOSE authorities especially its Chairperson for banning all such books recommended by the association also thanked the publishers of Jammu and Kashmir for their support in identifying such unwanted and indecent matter.

“The academic committee of PSAJK is already on job and it is hoped that in near future all the content published in books taught in schools will be scrutinized and recommendations will be submitted to BOSE and the Government for action accordingly and requests the school owners to go through the content of books before utilizing in their curriculum”, the statement concluded.....

*Intelligence inputs reveal Pak-backed Khalistani militants behind Ludhiana court blast*

New Delhi [ Dec 24 (ANI): Intelligence agencies have got strong inputs regarding the involvement of a Khalistan-supported group backed by Pakistan's ISI in the planning and ex*****on of the Ludhiana court blast.

A senior officer said that after the Red Fort incident, intelligence agencies were on their toes in Punjab to keep a close watch on Khalistan forces trying to revive their movement.

The handlers based in Pakistan were giving instructions to their on ground workers to execute terror activities in Punjab.

Many of such attempts were foiled in a joint operation with state police, he added.

"We got specific inputs regarding locals gangs have been hired and radicalized to revive Khalistan movement that was backed by Pakistan's ISI. We shared these inputs with local police and an operation to conducted across the state to prepare a list of criminals out on bail or absconding. The recoveries made in the last few months were just tip of an iceberg," said a senior police officer.

He added that the incident of gr***de blast near the gate of the Army cantonment in Pathankot in November was also a terror activity executed by local criminals.
"This year around 42 drone sightings of unmanned aerial vehicles near Punjab were reported and many more remained unreported.

The explosives and small arms were dropped using the drone from Pakistan side will be used to destabilize peace in the state," said a senior officer.

In the last five months, Punjab Police has recovered seven tiffin bombs and more than 10 hand gr***des from bordering towns.
In August this year, Punjab Police had arrested Gurmukh Singh, son of the nephew of Jarnail Singh Bhindranwale and recovered a huge amount of explosives from his possession.

In the investigation, it was found that he was getting logistic support from Pakistan's ISI and by other Pakistan-based pro-Khalistan militants groups to carry out multiple militant attacks in Punjab in its ongoing efforts to revive militancy before state elections.
