Series of typhoons have been devastating the archipelago recently, underscoring the importance of journalists in guiding the communities with access to information in difficult times. Yet as these natural storms batter, journalists and activists face another stormโ€”red-tagging, disinformation, and threats to silence them. Like lighthouses standing firm against fierce winds and waves and its beam cutting through darkness, journalists keep robust amid turbulent issues and continuously shine light on truth.

On 7 February 2020, community journalist and human rights advocate Frenchie Mae Cumpio was arrested for trumped-up charges of illegal possession of fi****ms and explosives, and terrorist financing. Known for her relentless commitment to amplify the voices of the marginalized sector, Cumpio had become a symbol of courage and veracity in a time of social and political upheaval. Her arrest, along with four fellow human rights activists, collectively known as the "Tacloban 5," alarmed human rights organizations, sparking national and international outcry to defend press freedom. For many, this incident is more than just a legal case; it is a pertinent reminder of the continuous threats against press freedom and the criminalization of dissent in the Philippines.

Frenchie Mae Cumpio is the executive director of news site Eastern Vista and radio anchor at Aksyon Radyo-Tacloban DYVL 819, where she has been reporting the abuses to the farmers of Eastern Visayas, such as bombing and harassment, by the police and military forces as part of their insurgency campaign. Her frequent coverage of these acts led her to receive death threatsโ€”a funeral wreath with her picture, intimidation, surveillance, and red-tagging from authorities. Despite it, Frenchie Mae continued to champion for the rights and provide a platform for the needs of farmers and workers in the region, not until a remorseful day in February happened.

Before the dawn of 7 February, five members of progressive groups were nabbed in two separate offices in Tacloban. Cumpio, together with Marielle Domequil, a lay worker at the Rural Missionaries Philippines were arrested in Barangay Calapaniwan. Meanwhile, Mira Legion of Bayan-Muna Eastern Visayas, Marissa Cabaljao of Peopleโ€™s Surge, and Alexander Philip Abinguna of Karapatan National Council were captured in Barangay Fatima. The operation was made under search warrants for illegal possession of fi****ms and explosives issued by Executive Judge Eligio Petilla of the Regional Trial Court Branch 44 on February 3. They were charged after finding live ammunition, fragmentation grenades, .45 caliber pistols, 567,000 peso cash, and a flag of Communist Party of the Philippines (CPP) in the raid. Legion and Cabaljao were bailed out from their bailable charges, while Cumpio, Domequil, and Abinguna were detained in Palo, Leyte for having non-bailable charges.

During Cumpio's initial hearing on 23 June 2020, Judge Georgina Perez of the Tacloban Regional Trial Court Branch 45 dismissed the motion to quash the search warrant and the charges brought against them. Judge Perez also rejected the request to exclude the seized evidence and to return items that were not included in the raid.

In July 2021, Cumpio and Domequil faced additional charges of terrorist financing after the Anti-Money Laundering Council (AMLC) accused them of using the 557,360 pesos worth of money for the operations of New Peopleโ€™s Army (NPA), where Cumpio immediately denied saying it was intended to fund a local radio show and her humanitarian project โ€œStand with Samar.โ€ After roughly four years, the Tacloban 5 remain in detention and have been attending hearings.

Today, 11 November 2024, marks a significant day for Frenchie Mae Cumpio as she takes the witness stand on her case at the Tacloban Regional Trial Court for the first time. She and her co-defendant Marielle Domequil were barred from participating in earlier proceedings because they did not respond to the civil forfeiture petition due to the difficulties related to their detention and pandemic-related restrictions.

As the case progresses, calls to drop charges, along with campaigns and petitions continue to echo from national and international humanitarian and journalist organizations. In January, United Nations Special Rapporteur on Freedom of Opinion and Expression Irene Khan met with the "Tacloban 5" as part of her visit to assess the state of free expression in the country. Meanwhile, international non-governmental organization Amnesty International has supported the detained activists since their arrest, even urging former Justice Secretary Menardo Guevarra to take immediate action on the case. AlterMidya, a network of independent and progressive media groups, has also followed the case closely, providing ongoing coverage to Cumpioโ€™s story and those of others fighting for truth. These actions go beyond headlinesโ€”itโ€™s an act of solidarity, a way to call for justice, and a demand for accountability from those in power.

The case of โ€œTacloban 5โ€ is not an isolated case as at least 1,161 journalists, activists, and human rights defenders were arrested and detained during the Duterte administration including Reina Mae Nasino of Bagong Alyansang Makabayan in 2019 and Lady Ann Salem, editor of Manila Today, in December 2020. The attacks against critics of the government persist even with a new president in the office, proving that this matter is deeply entrenched and constantly endangers freedom of expression. These individuals and alike who dare to speak out remain in perils and vulnerable to harassment and legal persecution. Despite hopes for change, many continue to face the constant threat of being silenced, reminding us that this ongoing climate of repression underscores that the protection of civil liberties is not just a political issue, but a critical threat to safety and democracy itself.

The fights of Frenchie Mae Cumpio, โ€œTacloban 5โ€, journalists, and activists are also fights of the masses. As they stand as resilient lighthouses, illuminating our way towards truth and integrity; we should also stand firmly behind them rallying for press freedom and upholding justice. These lighthouses have had more than enough weeping, suffering from misery, and had their families mourn more than ever. Some of them broke into pieces, dimmed their lights permanently, disappearing and being left adrift in fearful waters of abuse. We must serve as refuge for those who still dare to challenge the sea of oppression, offering them a safe harbor.

Palayain si Frenchie Mae Cumpio at ang Tacloban 5! Ipaglaban ang kalayaan sa pamamahayag!

Nananawagan kami para sa kagyat na pagpapalaya ng kapwa mamamahayag na si Frenchie Mae Cumpio, isang community journalist at Executive Director ng Eastern Vista, kasapi ng Altermidya Network at ng International Association of Women in Radio and Television-Philippines. Si Frenchie, kasama ang apat na iba pa, ay iligal na inaresto noong Pebrero 7, 2020 matapos i-raid ang kanilang tinutuluyang bahay at opisina at taniman ng mga pekeng ebidensya.

Ngayong Nobyembre 11, Lunes, haharap si Frenchie sa unang pagkakataon upang tumestigo laban sa mga gawa-gawang kasong isinampa sa kanya. Kinahaharap ni Frenchie ang mga kaso ng terrorism financing at illegal possession of fi****ms and explosives. Buo ang suporta ng mga mamamahayag para kay Frenchie, sa Tacloban 5, at sa kanilang pamilya sa laban para sa hustisya at paglaya.

Ang nangyari kay Frenchie ay matingkad na halimbawa ng nagpapatuloy na pag-atake sa kalayaan sa pamamahayag at tumitinding kawalan ng pananagutan sa mga paglabag sa karapatang pantao sa hanay ng mga mamamahayag sa bansa. Hindi isang krimen ang paglalantad ng katotohanan, lalo na ang hinaing ng inaaping mamamayan.

Ipinapakita rin ng kasong ito kung paanong ginagamit ang โ€œterorismoโ€ upang bigyang katwiran ang panunupil sa malayang pagpapahayag. Ginagamit na sandata ang Anti-Terror Act at Terrorism Financing Prevention and Suppression Act laban sa mga kritiko, aktibista at human rights defenders.

Candles, typically weighing around 28 grams, generally burn for about seven to nine hours before the flame consumes its body and leaves in its wake a pool of melted waxโ€”a remnant of what was once a small white candle. A candle's lifespan is measured in hours, while the memory of a soul endures a lifetime.

The grief for the loss of a loved one is often rekindled through the flames of a candlestickโ€”the death of a father, an extinguished light of the family, or the loss of a beloved pet. As All Souls Day approaches and countless white candlesticks illuminate homes, they rekindle memoriesโ€”of a cold hand that slipped away and of tears wept at a grave. Let us reflect on the memories left by the departed and ponder the brevity of human life.

Grief is a process, not a permanent state. Over time, sorrow evolves and shapes those it touches. All Souls Day invites us to contemplate the duality of life and death, an inevitable reality for all. But more importantly, it's a day to offer solace to the living, to share their grief, and to pray for eternal rest for the departed.

All Souls Day is a solemn moment of remembrance, a time to pray for loved ones symbolized by candlesticks connected by pools of melted waxโ€”a tangible representation of shared memories. It's a day to rekindle the memories of what was lost but never forgotten, of what we can lose but never truly part from.

Naga City โ€“ The people of Camarines Sur along with the families of the victims of former President Rodrigo Duterte's Drug War will never forget to demand justice and accountability, according to the group's press statement, Nov. 1.

Their demands are once again โ€œon-fireโ€ after Duterte admitted such brutality of the Tokhang Operations and yet โ€œwashed his handsโ€ during the Senate blue ribbon committee hearing on Oct. 28.

BAYAN Camarines Sur cited the unresolved case of Angelo Calimag, 21, who was killed in a police drug buy-bust operation Brgy. Yabo, Pili, Camarines Sur on Feb. 27, 2020.

It can be recalled that around 11:20 am, her mother ordered him to deliver a curtain to their customer at Brgy. Concepcion, Naga City but found dead around 2:15 pm in a different municipality of the province.

"What I wanted as a mother is to hold accountable those involved and will never stop in seeking the truth," said Arlyn, Angelo's mother. She is among those thousands of parents who wanted justice and to hold the police and Duterte accountable.

โ€œDuterte used the Senate hearing to heap more pain and insults on the victims of extrajudicial killings. He blamed everyone involved except himself for the Tokhang Operations during his term,โ€ Nelsy Rodriguez of BAYAN CamSur said.

โ€œDuterte's answers only prove that he has to be responsible for all 30,000 people killed because of the โ€œNanlaban Patayโ€ modus operandi. There is no sign of remorse on the face of this butcher,โ€ Rodriguez added.

"With the kind of process on the case, it's not progressing, Iโ€™m losing hope," Arlyn said.

The statement of the victim's mother on losing hope, according to Rodriguez, is a reflection of the poor and corrupt judicial system in the country.

โ€œIf the Senate can get the proceedings on track, the hearings will end with the goal of identifying and asserting responsibility for the many killings under the War on Drugs. The Senate subcommittee should have given more time to the testimonies of Duterte's victims,โ€ Rodriguez said.

For six years, Duterte only maximized the recent Senate hearing to cover his repressive and fascist views on the drug issue, according to Rodriguez. โ€œThe public are diverted from his utter failure to solve crimes and corruption during his tenure,โ€ she said.

In this situation, according to BAYAN CamSur, the families of the victims of Duterte's Drug War have nothing to rely on but the collective action of the people in order for Duterte to be imprisoned.

The group also blames President Ferdinand โ€œBongbongโ€ Marcos Jr. for not leading the trial of Duterte to make him accountable for his crimes.

โ€œNothing new. BBM is a coward because he is also a butcher, in the midst of the concrete evidence of the numbers of victims of extrajudicial killings in the country,โ€ Rodriguez said.
