President Chakwera today received Letters of Credence from the newly appointed Mozambican High Commissioner to Malawi, His Excellency Elias Jaime Zimba at Kamuzu Palace.

Minister of Foreign Affairs Eisenhower Mkaka had expressed his gratitude to the Norwegian parliament's approval to include Malawi as one of Norway's 6 development countries. The move will facilitate Malawi's achievement of national and international development goals such as Malawi vision 2063 and the 2030 Sustainable Agenda Development (SAD).

COMMUNIQUE OF THE DOUBLE TROIKA SUMMIT OF HEADS OF STATE AND GOVERNMENT OF SADC

MAPUTO 27 MAY 2021

1. The Double Troika Summit (Summit) of the Heads of State and Government of the Southern African Development Community (SADC) was held in Maputo, Republic of Mozambique, on 27th May, 2021.

2. Summit was officially opened by H.E. Filipe Jacinto Nyusi, President of the Republic of Mozambique and Chairperson of SADC, and was attended by the following Heads of State and Government or their representatives:

Mozambique: H.E. President Filipe Jacinto Nyusi, Chairperson of SADC.

Botswana: H.E. President Dr. Mokgweetsi Eric Keabetswe Masisi, Chairperson of the Organ on Politics, Defence and Security Cooperation.

Malawi: H.E. President Dr. Lazarus McCarthy Chakwera, In-coming Chairperson of SADC.

South Africa: H.E. President Matamela Cyril Ramaphosa, In-coming Chairperson of the Organ on Politics, Defence and Security Cooperation.

Zimbabwe: H.E. President Dr Emmerson Dambudzo Mnangagwa, Outgoing Chairperson of the Organ on Politics, Defence and Security Cooperation.

Tanzania: H.E. President Dr Hussein Ali Mwinyi, President of the Revolutionary Government of Zanzibar, representing H.E. Samia Suluhu Hassan, Outgoing Chairperson of SADC.

3. Also in attendance was Her Excellency, Dr. Stergomena Lawrence Tax, SADC Executive Secretary.

4. Summit received a report of the Chairperson of the Organ on the security situation in Cabo Delgado Province, northern part of Mozambique and reaffirmed its solidarity with the Government and people of the Republic of Mozambique, and its continued efforts in addressing terrorism and ensuring lasting peace and security in Mozambique, which is also a threat to the SADC Region.

5.Summit noted the progress in finding a lasting solution to terrorism and acts of violent extremism in Cabo Delgado Province, and considered the proposed regional response in support of the Republic of Mozambique.

6. Summit agreed to convene an extra-ordinary Summit by 20 June 2021 to be held in the Republic of Mozambique.

7. Summitnoted progress towards the establishment and operationalisation of the SADC Humanitarian and Emergency Operations Centre (SHOC), which will enhance regional capabilities in risk and disaster management, and commended the Republic of Mozambique for her commitment to host the centre.

8. Summit commended the initiative of the Republic of Mozambique to organise a Business Forum on the margins of the SADC Summit and invited Member States to participate.

9. Summit expressed sympathy and solidarity with the Government and people of the Democratic Republic of Congo following the Nyiragongo volcanic eruption in Goma, which caused the destruction of property, loss of life and displacement of people.

10. Summit commended H.E. President Dr. Mokgweetsi Eric Keabetswe Masisi, Chairperson of the Organ on Politics, Defence and Security Cooperation for spearheading the work of the Organ.

11. Summit commended H.E. Filipe Jacinto Nyusi, President of the Republic of Mozambique and Chairperson of SADC for his leadership in coordinating the regional integration agenda, and in mitigating the impact of the COVID – 19 pandemic.

12. Summit thanked H.E. Filipe Jacinto Nyusi, President of the Republic of Mozambique and Chairperson of SADC for hosting the Double Troika Summit.

MALAWI'S TOP DIPLOMAT MINISTER OF FOREIGN AFFAIRS H.E HON EISENHOWER MKAKA CONDUCTED SERIES OF MEETINGS IN SAUDI ARABIA

Hon Mkaka speaking this morning after finishing his meeting Saudi Arabian Mining company MA'ADEN. He said the meeting was very just very successful as it focused on Malawi’s mining and fertilizer production potential.

He further pointed out that he presented results of a mining study that was carried in Malawi and the new mining blueprint initiated by the State President His Excellency Dr Lazarus McCarthy Chakwera .He highlighted that both parties have agreed to initiate the process of making Malawi a large scale mining country and a regional hub for fertilizer production and distribution.

Day 2 of our diplomatic assignment in Riyadh took me to the Saudi Fund for Development (SFD) where I had a meeting with the CEO, Sultan Abdulrahman Al-Marshad.

We had a lengthy discussion centered on our key areas of partnership among them Energy, Agriculture, Road Infrastructure, Education and Tourism.

The SFD is one of Malawi’s key partners in development as they already have projects running in Chikwawa, Mchinji, Rumphi and Phalombe.

EXTRAORDINARY DOUBLE TROIKA SUMMIT OF HEADS OF STATE AND GOVERNMENT OF THE SOUTHERN AFRICAN DEVELOPMENT COMMUNITY MAPUTO, REPUBLIC OF MOZAMBIQUE

1. The Extraordinary Double Troika Summit (DTS) of the Heads of State and Government of the Southern African Development Community (SADC) was held in Maputo, Republic of Mozambique, on 8th April 2021.

2. The Double Troika Summit was officially opened by H.E. Filipe Jacinto Nyusi, President of the Republic of Mozambique and Chairperson of SADC, and was attended by the following Heads of State and Government or their representatives:

Mozambique: H.E. President Filipe Jacinto Nyusi, Chairperson of SADC.

Botswana: H.E. President Dr. Mokgweetsi Eric Keabetswe Masisi, Chairperson of the Organ on Politics, Defence and Security Cooperation.

Malawi: H.E. President Dr. Lazarus McCarthy Chakwera, In-coming Chairperson of SADC.

South Africa: H.E. President Matamela Cyril Ramaphosa,

In-coming Chairperson of the Organ on Politics, Defence and Security Cooperation.

3. Also in attendance was H.E. Dr. Stergomena Lawrence Tax, the Executive Secretary of SADC.

4. The Double Troika Summit paid tribute to the late H.E. Dr. John Pombe Joseph Magufuli, former President of the United Republic of Tanzania, and out-going Chairperson of SADC by observing a minute of silence.

5. Double Troika Summit received a report from the Organ Troika on the security situation in Mozambique, and noted with concern, the acts of terrorism perpetrated against innocent civilians, women and children in some of the districts of Cabo Delgado Province of the Republic of Mozambique; condemned the terrorist attacks in strongest terms; and affirmed that such heinous attacks cannot be allowed to continue without a proportionate regional response.

6. Double Troika Summit expressed its heartfelt condolences and sympathies to the Government and people of the Republic of Mozambique, particularly the bereaved families, on the loss of their loved ones.

7. Double Troika Summit expressed SADC’s full solidarity with the Government and people of the Republic of Mozambique, and reaffirmed SADC’s continued commitment to contribute towards the efforts to bring about lasting peace and security, as well as reconciliation and development in the Republic of Mozambique.

8. Double Troika Summit directed an immediate SADC Organ technical deployment to the Republic of Mozambique, and the convening of an Extraordinary Meeting of the Ministerial Committee of the Organ by 28 April 2021 that will report to the Extraordinary Organ Troika Summit to be held in the Republic of Mozambique, on 29 April 2021.

9. Double Troika Summit, commended H.E. President Dr. Mokgweetsi Eric Keabetswe Masisi, of the Republic of Botswana, and Chairperson of the Organ on Politics, Defence and Security Cooperation for spearheading the work of the Organ.

10. Double Troika Summit also commended H.E. Filipe Jacinto Nyusi, President of the Republic of Mozambique, and Chairperson of SADC, for his leadership and for convening the Summit.

Today the State President of the Republic of Malawi His Excellency Dr. Lazarus Chakwera is on a days visit to Mozambique attending the Southern African Development Community (SADC) Extraordinary Double Troika Summit.

On his arrival in Maputo the President was welcomed by Hon. Veronica Macamo Dlovo, Minister of Foreign Affairs and International Cooperation at Mavalane Airport.

The President returns home this evening.

SPEECH BY H.E DR. LAZARUS McCARTHY CHAKWERA, PRESIDENT OF THE REPUBLIC OF MALAWI DURING THE STATE FUNERAL FOR LATE PRESIDENT JOHN POMBE MAGUFULI AT JAMHURI STADIUM, DODOMA, TANZANIAA ON MONDAY, 22ND MARCH, 2021

1. Your Excellency Madame Samia Suluhu Hassan, President of the Republic of Tanzania, and all Tanzanian Government officials and citizens present here and all over the world.

2. Your Excellencies Fellow Heads of State and
Government here present, together with your
delegations.

3. Your Excellencies Former Heads of State and Government here present.

4. Madame Janeth Magufuli, Former First Lady of Tanzania, and surviving widow of Late President John Pombe Magufuli, together with all members of the bereaved family.

5. Distinguished Ladies and Gentlemen.

166 days ago, President John Pombe Magufuli and I had dinner together at the State Residence in Dar es Salaam, but I did not know that it would be our last supper. The following day, he saw me off the apron of Julius Nyerere International Airport, but I did not know that it would be our last goodbye.

Today, I join you all in a state of shock and grief at the passing of one of Africa's finest sons because none of us saw it coming. This ability to let no one see his next move coming, which we find unsettling in his death, is also what we found inspiring about his life.

When they said laziness and sloth in public service cannot be cured, they did not see Magufuli coming. When they said the cartels of corruption strangling Africa's governments cannot be defeated, they did notsee Magufuli coming. When they said African States cannot become middle-income economies within a single presidential term, they did not see Magufulicoming.

When they said infrastructural projects in Africa cannot be completed on time and on budget, they did not see Magufuli coming. When they said the only way to pursue our development is to follow the failed prescriptions of foreign financial institutions that have left Africa more impoverished and in debt than they found it, they did not see Magufuli coming.

To us who had the privilege of knowing the unpredictable Magufuli, the example of his life of service shall forever be a launching pad for our own. To us who have the honour of going through this world as Africans, Magufuli's love of country shall forever be a light on that pilgrimage. To us who have been entrusted with governing the nations of our beautiful and rich continent, Magufuli's leadership shall forever move us out of complacency.

It is right for us to hold him in this regard. John Pombe Magufuli was not just an icon. He was a hero. May his name be preserved in every Capital of Africa as a symbol of the kind of resolve that will create the Africa we want. May his work be venerated in every village as an example worthy of our imitation. And may his soul rest in eternal peace as he meets with his God, with whom we hope to one day see Magufuli coming.

My deepest condolences to all of you.

MALAWI PRESIDENT DR. LAZARUS CHAKWERA THIS MORNING HOSTED BOTSWANA'S PRESIDENT H.E MOKGWEETSI MASISI - THE TWO PRESIDENTS HELD BILATERAL TALKS AT LILONGWE STATE HOUSE

President Dr Lazarus Chakwera and his visiting counterpart of Botswana Mokgweetsi E.K Masisi this morning held successful bilateral talks at Kamuzu Palace in Lilongwe.

Dr. Chakwera said the two countries have agreed to cooperate in areas of Mining, Agriculture, Tourism and Education.

The Botswana leader said that the two Countries have a long relationship dating from colonial days when migrant workers from Malawi used to work in Botswana mines.

Masisi also said Botswana's candidate for the position of SADC Executive Secretary Elias Magosi is a very capable person and should be voted into the position at the coming SADC summit.

MALAWI FOREIGN AFFAIRS MINISTER HON MKAKA HELD VIRTUAL BILATERAL MEETING WITH HIS COUNTERPART FROM MALDIVES -HON SHAHID

Hon Mkaka said - In our virtual diplomatic consultations with Honourable ABDULLA SHAHID, Minister of Foreign Affairs of the Republic of Maldives, our respective countries have expressed desire and discussed possibilities of establishing diplomatic relations that will exist for the benefit of our peoples in targeted sectors such as tourism, fisheries and climate.

The Island nation, which is in developing phase like Malawi, made the courtsey call to Malawi who is the current Chair of the United Nations Least Developed Countries (UNLDCs). In an attempt to write a new chapter that seeks to demonstrate that least developed countries can take global leadership and certify equalized opportunity of the same, Maldives is campaigning for Presidency of the 76th Session of the United Nations General Assembly (UNGA) for 2021-2022.

In this way, Maldives has offered herself as the bearer of the signal that this position should be open to all countries, including small economies.

Her Excellency Madam Monica Chakwera the First Lady of Republic of Malawi is today February 18, 2021 virtually attending the 25th Ordinary General Assembly of the Organisation of African First Ladies in Development (OAFLAD)

The meeting which is being chaired by Madam Sassou N'Guesso First Lady of The Republic of the Congo and President of OAFLAD with a call for the first ladies to do more in the trying times of Covid.

The meeting is being convened under the theme "Showing resilience in face of Covid 19 by building on past gains and learning from challenges of the present"

Government of the Arab Republic of Egypt has today donated 20 laptop computers, two projectors and a video conference worth to the Ministry of Foreign Affairs and International Cooperation.

Egypt's Ambassador to Malawi, Hassan Ahmed Shawky Hassan Shawky, said the donation was meant to strengthen the already existing bilateral ties which date back to before Malawi's independence in 1964.

In his remarks, Foreign Affairs Minister, Eisenhower Mkaka appreciated the kind gesture saying it was just one of the many, others being donations towards the military and agriculture sector.

He particularly appreciated the video conferencing equipment saying it was timely especially under the Covid-19 pandemic times that most meetings are held virtually.

MALAWI FOREIGN AFFAIRS MINISTER HON MKAKA HELD VIRTUAL MEETING WITH UN UNDER SECRETARY FOR LEAST DEVELOPED COUNTRIES Ms FEKITAMOELOA KATOA UTOIKAMANU

Honourable Eisenhower Nduwa Mkaka M.P., Minister of Foreign Affairs, on 19th January, 2021, held a virtual meeting with Ms. Fekitamoeloa Katoa Utoikamanu, High Representative and Under Secretary General of the United Nations Office of the High Representative for the Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs) and Small Island Developing States (SIDS)(UN-OHRLLS). The Meeting was also attended by Dr. Perks Ligoya, Malawi's Permanent Representative to the United Nations, Ms. Maria Jose Torres, United Nations Resident Coordinator for Malawi and Ms. Heidi Schroderus Fox, Director in the OHRLLS.

Ms. Utoikamanu offered condolences to His Excellency the President and the People of Malawi, on the loss of two Cabinet Ministers and many Malawians who have succumbed to COVID-19. The Meeting then discussed and appreciated with satisfaction, preparations for the upcoming Africa Regional Review Meeting (ARRM), which Malawi is expected to host virtually from 22nd to 26th February, 2021, in her capacity as Chair of the LDCs. The Regional Review Meeting will be held in preparation for the Fifth United Nations High-Level Conference for the LDCs (LDC-V) which will be held in Doha, Qatar, from 23rd to 27th January, 2022. Malawi, as Chair of LDCs, is expected to coordinate the negotiation process of a new ambitious Programme of Action of LDCs, in consultation with all Member States and the UN, which will then be adopted as an outcome document, at the LDC-V.
