LIVE — REP. RAYMOND CREWS EXPLAINS ‘LOUISIANA GOLD CURRENCY PLATFORM’ AT CHAMBER OF COMMERCE OF EBR PARISH
BATON ROUGE — Rep. Raymond Crews, author of House Bill 714, creating the “Louisiana Gold Currency Platform,” discusses his bill at the Chamber of Commerce of East Baton Rouge Parish at 12 noon Tuesday, March 26, 2024 at Café Américain, 7521 Jefferson Highway in Baton Rouge.
Rep. Crews is offering this landmark legislation that takes advantage of Article I, Section 10 of the United States Constitution. That section of the Constitution, which has never been utilized, allows states to issue currency if backed by gold or silver. The Constitution gives that currency “legal tender” status that could mean transactions would not be subject to capital gains tax.
Five years ago, the State of Texas created the Texas Bullion Depository, which allows people to store gold, silver, platinum, and palladium in a facility much like Fort Knox. It is located outside Austin and is under the jurisdiction of the Comptroller of the State of Texas. All buillion on deposit is insured by Lloyd’s of London.
Rep. Crews’ bill would allow the Louisiana Department of the Treasury to contract with companies such as Glint that offers accounts secured by gold on deposit. Account holders are issued debit cards that allow them to access their gold accounts and make transactions in gold, dollars, and other currencies.
Louisiana State Treasurer John Fleming, M.D., supports the legislation because, he said, “It allows people to own gold safely and to use gold as a hedge against inflation. It’s really about protecting people with a secure way to hold and utilize this precious metal in a way that has never before been possible.”
The Louisiana Department of Treasury would not receive gold, own gold, or lend gold but would allow deposits of gold through the Treasury at the Texas Bullion Depository or other approved facility.
The gold would always be under the own

State Treasurer John Fleming, MD, Opposes Blue Cross Deal
LIVE - State Treasurer John Fleming, MD, today announced his opposition to the deal to sell Blue Cross to a for-profit out of state corporation. Dr. Fleming issued the following statement:
STATEMENT BY LOUISIANA TREASURER JOHN FLEMING, M.D.
Thursday, February 8, 2024
The Sale of Blue Cross
I come before you today as your new State Treasurer but perhaps more importantly
as a practicing physician who has spent a lifetime as a family doctor in the City of Minden, Louisiana. Like thousands of other physicians across our state, I have spent the past few weeks studying the proposed sale of Blue Cross to an out-of-state, for-profit company named Elevance.
I am perhaps uniquely qualified to speak to you today, because I am the only med-
ical doctor in state government who serves as a statewide elected official or a member of the legislature. In a world that seems heavily divided on almost everything, the physicians of Louisiana are overwhelmingly concerned that the proposed Blue Cross deal is very bad for our patients and must be stopped!
Perhaps the most fundamental principle of medicine is, first, do no harm!
In life, an important principle is, if it ain’t broke, don’t fix it! If something is work-
ing well, don’t tear it down and mess it up!
The plan to sell Blue Cross is opposed by the Louisiana State Medical Society and
the professional organizations for family physicians, obstetricians and gynecologists, pediatricians, eye doctors and surgeons, orthopedic doctors, psychiatrists, pain physicians, and plastic surgeons as well as local doctor groups such as the Capital Area Medical Society, the Jefferson Parish Medical Society, the Calcasieu Parish Medical Society, the
Lafayette Medical Society, the Northwest Louisiana Medical Society, and others.
But why?
We know Blue Cross has had a great record as a mutual insurance company in our state for over 100 years. Blue Cross is owned by its members and run for their benefit. Who are the members? It’s ordinary p
