நிஷா 38 வயதான ஒற்றை தாய் ரேஷன் கார்டிற்கு மூன்று முறை விண்ணப்பித்தும் தகுதி இருந்தும் அவருக்கு வழங்க படவில்லை காரணம் 2011 கணக்கெடுப்பு முறையில் ரேஷன் கார்டு வழங்குகின்றது அரசாங்கம்.
அவர் 2013லிருந்து விண்ணப்பித்து வருகிறார்.
அவர் வாழும் டெல்லி நகரத்தில் ரேஷன் கார்டிற்கான ஒதுக்கீடு முடிந்துவிட்டது. இன்னும் இந்தியாவில் 22 மாநிலங்களில் 5 சதவீதத்திற்கும் கீழே தான் ஒதுக்கீடு உள்ளது.

மீண்டும் கணக்கெடுப்பு நடைபெற்று அதன் பிறகுதான் ஒதுக்கீட்டில் திருத்தும் கொண்டு வர முடியும் என்கிறது நுகர்வோர் விவகாரங்கள், உணவு மற்றும் பொது விநியோகத்தின் மத்திய அமைச்சகம்.

எனினும் 2016 ஆண்டு உச்சநீதி மன்றம் உணவு தானியங்கள் தேவைப்படுவோருக்கு ரேஷன் கார்டு இல்லாத நிலையில் மறுக்கக்கூடாது என்று தீர்ப்பளித்தது.

அதை சில மாநில அரசுகள் நடை முறை படுத்த வில்லை.

இதனால் அவரும் அவர் குழந்தையும் பட்டினியால் இறக்கின்றனர்.
