It is widely known that on October 4th, a natural disaster caused massive damage in Sikkim, resulting in billions in losses, the loss of hundreds of lives, and the displacement of thousands of families. Today, the eyes of the affected are filled with tears, and in the face of such suffering, many individuals are struggling to rebuild their lives. Even in this dire situation, thousands of social workers, along with our respected Chief Minister, are working tirelessly. Among the thousands of families affected by this tragedy, some are even left homeless. In these trying times, we aim to become a medium for the restoration of their lives.

Last year, in 2022, the Sikkim Krantikari Morcha party secured the first position in the district-level membership drive, earning the first prize of INR 5,00,000. Today, Poklok Kamarang Community contributes to the Chief Minister's Relief Fund in the name of the party worker. We express our heartfelt gratitude to all party workers in the entire SKM constituency for their contributions.

Gangtok, May 17 (IPR): The Seventh Session of Tenth Assembly (Budget Session 2023-24) of Sikkim Legislative Assembly commenced from today.
Speaker of Sikkim Legislative Assembly, Shri Arun K. Upreti, welcomed the Governor of Sikkim, Shri Lakshman Prasad Acharya, and all the Members of the House to the Budget Session.

In his address to the House, the Governor expressed that it is his privilege to address the Budget Session at a time when India is steering towards an Aatma Nirbhar Bharat. He stated that the State budget is a crucial financial planning tool that helps the government manage its finances, implement policies, allocate resources, and be accountable to the public for its pending decision.

Speaking on the Union Budget 2023-24, the Governor reiterated the words of the Reserve Bank of India, terming the current Budget as ‘Sapth Rishi’ or the seventh horse in the chariot of the sun, as it includes seven principles of inclusive development, last mile connectivity, infrastructure development, employment generation, innovation, green growth and development.

The Governor highlighted some of the notable achievements of the State Government over the past four years and lauded the efforts of the State in bringing in holistic development. He highlighted various initiatives undertaken by the State government in various sectors like farming, road and transport, IT, environment conservation, employment and women empowerment among others.
He urged everyone to work tirelessly to address the challenges faced by the State and to build a brighter and more prosperous future for all. He concluded his speech by expressing gratitude to the Members of the esteemed house for their unwavering support in pursuing the government’s vision for the State. He also expressed sincere thanks to all those who have been involved in the budget session.
“I am confident that this budget will pave the way for brighter future for our State, and I look forward to working with all of you to make our vision a reality,” said the Governor.

The Speaker thanked the Governor for his address to the House. He also urged the press and media fraternity to ensure the accuracy of their reporting, especially concerning parliamentary proceedings. Any misreporting by the media houses is a breach of the privilege of the House and action will be taken as per the standing rules against them if deemed necessary, he added.

Thereafter, the Chief Minister, also the Leader of the House, Shri Prem Singh Tamang, moved the motion of thanks to the Governor’s address. Member, SLA, Shri Sonam Tshering Venchungpa, seconded the Motion of Thanks.

The discussion and voting on the Governor’s address will be taken up tomorrow, the 18th of May, 2023.

During the Financial Business, the Chief Minister, also the Minister-in-Charge of the Finance Department, Government of Sikkim, presented the Annual General Budget for the financial year 2023-24, comprising of the Explanatory Memorandum of the Government of Sikkim, Annual Financial Statement, Estimates of Receipts, and Demands for Grants to the Annual Budget 2023-24.

Explaining the budgetary profile for the financial year 2023-24, the Chief Minister read, “Against a gross expenditure provision of Rs. 12146.51 crore, (Rupees twelve thousand one hundred forty six crore and fifty one lakh) the net outgo comes to Rs. 11806.51 crore (Rupees eleven thousand eight hundred six crores and fifty one lakh) after taking into account recoveries amounting to Rs. 340.00 crore (Rupees three hundred forty crore).”
While presenting the Annual Budget for the financial year 2023-24, the Chief Minister highlighted some of the notable allocations of the State Government in the budget:

1. In this current budget, the State Government has taken all efforts to ensure that pending liabilities of the previous government like expenditure for Fair weather roads, land compensation for airport among others, rural foot bridges, water supply, etc., have been nullified to a large extent.

2. The State Government has set aside a substantial amount for the resettlement of Pathing Landslide victims.

3. The State government has enhanced the allocation for the purchase of medicines for the veterinary sector by four times.

4. The Sirijunga Sacred Cave, a place highly revered by the Limboo community, came under the proposed alignment of the NHIDCL. The State government, to save the Sirijunga Sacred Cave, and as a mark of respect to the Limboo community, has acquired the adjoining land for diverting the previous alignment so as to save the sacred Sirijunga Cave.

5. The State government has allocated adequate funds for the Skilled Youth Start-Up Scheme so as to enable our youth to become self-reliant and independent.

6. For the maintenance and creation of new roads, the State government has allocated Rs. 60.00 cr in this year's budget.

7. For improving the SNT bus services, the State government has earmarked funds for the procurement of 10 AC buses and Tankers.

8. With the aim to improve the Home Stays running in the State, the State government has defrayed substantial funds in the Last financial year and will further augment it in this budget.

9. Under the Chief Minister's Rural Housing Mission, the State Government has successfully completed and closed the project. Moreover, under Sikkim Garib Awas Yojana, the State Government has defrayed substantial funds in the Last financial year and will further augment it in this budget.

10. For engaging our youth and providing better sports facilities, our government has earmarked Rs. 30.00 cr for the construction of various playgrounds.

11. The State government has also set aside considerable funds to promote and encourage local talent and artists in the field of performing arts.

12. For the improvement of facilities in rural areas, the State government has earmarked funds for the construction of Crematoriums, Samaj Ghars and Club Houses.

13. For the project "Design and Development of Gyalwa Lhatsun Chenpo Centre at Simik Lingzey Rapen and Badong for Sikkim Buddhism and Buddhist Craft, substantial fund has been provisioned.

Concluding his address, the Chief Minister appealed all to once again march forward to fulfill our goals based on sustainable development policies for the benefit of the people of Sikkim.
“Let us re-dedicate ourselves to further peace and tranquility and ensure that the State grows to become an example of innovation and progress,” he stated.

The discussion on the General Budget will be taken up tomorrow, the 18th of May, 2023.

Earlier, during the Legislative Business, Minister-in-Charge of Education Department, Shri Kunga Nima Lepcha, introduced the following Bills on the table of the House:

i) Sikkim National Law University (Amendment) Bill, 2023 (Bill No. 07 of 2023)

Whereas, it has been desired that the Chancellor of Sikkim National Law University shall be the final authority to decide in case of any ambiguity or doubt in the interpretation and applicability of the Sikkim National Law University Act, 2018, as well as to pass necessary orders in respect of all such matters for which no express or sufficient provision has been made in the Act.
The insertion of sub-section (8) in section 8 of the Sikkim National Law University Act, 2018, will empower the Chancellor of the University with the same.
With this object in view, the Bill has been framed.

ii) Sikkim Global Technical University Bill, 2023 (Bill No. 09 of 2023)
Whereas the State Government has deemed it expedient to establish the Sikkim Global Technical University at Rong, Namchi District with a view to provide a major boost in terms of academic upliftment in all spheres of knowledge it is essential to impart education in almost all areas including Management, Engineering, Law, Information Technology and Communication, Medical, Nursing, Insurance, Behavioral Science, Fine Arts, etc. to the youth of the said area;
And whereas Indira Gandhi Computer Saksharta Mission, an organization registered under Indian Public Trust Act 1882, has proposed to establish the Sikkim Global Technical University with objectives to provide Higher Education with the skilled and entrepreneurial courses in the area through world-class infrastructure and international networking which shall catalyze the whole surrounding region;
And whereas the land for the proposed university shall be taken on a lease basis from various private landowners. Construction of the campus shall begin after the commencement of the proposed “Sikkim Global Technical University Act, 2023” and completion of the land-lease registration process;
And whereas the proposed university shall be fully funded by IGCSM;
Now therefore, with this object in view, the Bill has been framed.

iii) Sikkim Organic Agriculture University Bill, 2023 (Bill No. 10 of 2023)
Whereas, the State Government has deemed it expedient to establish the Sikkim Organic Agriculture University at Mendo Gaon, Soreng District with a view to provide instruction, teaching training and research in specialized fields of agriculture, finance and management, law, education, various branches of Science and Technology and related subjects and make provisions for Research, advancement and dissemination of knowledge to the youth at their doorsteps;
And whereas the Vocational and Skill Education Development Council (VSEDC), a company registered under Companies Act 2013, has proposed to provide Higher Education with skilled and entrepreneur courses in Sikkim through world-class infrastructure and international networking which shall catalyze not only the surrounding region but the State as a whole;
And whereas the land for the proposed university shall be taken on lease basis from various private land owners. Construction of campus shall begin after commencement of the proposed “Sikkim Organic Agriculture University Act, 2023” and completion of the land-lease registration process;
And whereas the proposed university shall be fully funded by VSEDC;
Now therefore, with this object in view, the Bill has been framed.
The discussions and voting for the above bills would be taken up on 19th of May, 2023.

Simultaneously, three other bills introduced in the House by the respective Ministers-in-Charge during the earlier sessions of the month of March, 2023 were passed by the House. The bills are as follows:

i) Sikkim Lokayukta (Amendment) Bill, 2023 (Bill No. 03 of 2023) which was introduced in the House on 13th March, 2023 by Minister-in-Charge of Law and Parliamentary Affairs Department, Shri Kunga Nima Lepcha.

ii) Sikkim Fire and Emergency Services Bill, 2023 (Bill No. 04 of 2023) which was introduced in the House on 13th March, 2023 by Chief Minister, also the Minister- in-Charge of Home Department, Shri Prem Singh Tamang.

iii) Sikkim Non- Biodegradable Garbage (Control) (Repealing) Bill, 2023 (Bill No. 06 of 2023) which was introduced in the House on 29th March, 2023 by Minister-in-Charge of Urban Development Department, Shri L.B. Das.

The House was then adjourned till 10:00 am tomorrow, the 18th of May, 2023.

I extend my warm greetings, heartiest congratulations and best wishes to all Civil Servants on the propitious occasion of National Civil Services Day, 2023.

Our civil servants are working day and night to meet the necessities of our citizens in various fields and aspects. They are imparting their selfless services in every nook and corners of the state, leaving no stone unturned through each and every terrains, without hesitating to face any kind of challenges in different sectors in their jurisdiction.

Their selfless services, tireless dedication and perseverance towards helping our citizens ultimately enriching our national progress, unity, prosperity and integrity is indeed commendable.
I encourage them to keep serving the society with the same zeal, enthusiasm, skill, workmanship and potential and also wish them every success in all their endeavours.
The Government of India observes the 21st of April every year as 'Civil Services Day'. This is an occasion for the civil servants to rededicate themselves to the cause of citizens and renew their commitment to public service and excellence in work.

The theme for National Civil Services Day 2023 is “Viksit Bharat“. As civil servants are expected to be perpetual nation-builders. All activities that are related to Service and administration are equally important for them each day.
The civil servants are the indispensable part of the government in terms of policy making and its meticulous implementation.

On account of my official tour of New Delhi, I couldn't attend the function organized on the momentous occasion of National Civil Services Day, personally. On my behalf, Hon'ble Minister Shri Sanjit Kharel will attend the programme. I also would like to mention here that my wholehearted support and oneness is always there with the dear civil servants.

On this occasion, I commend and congratulate everyone of them as an appreciation and reward for their en-rappot and probity and valuable contributions towards the society.

Today, the 5th of February, is the day that defined the entity of a leader being born in 1968 in a small hamlet at Soreng to lead the future generation. It was the birth of our leader Shri Prem Singh Tamang (Golay).

On the auspicious occasion of the 74th Republic Day of our great nation, I extend my heartiest greetings to the people of Sikkim and also convey my good wishes to my fellow citizens in other parts of our Nation.

Let us take this opportunity to remember the brave soldiers and members of the armed forces who zealously guard our borders in the most difficult conditions with great commitment to their duty thereby ensuring our security. Let us also remember and thank the framers of the Indian Constitution that declares India a Sovereign, Socialist, Secular, and Democratic Republic. Our Constitution assures its citizens Justice, Equality, and Liberty, and endeavours to promote Fraternity. Today, we make a promise to our motherland that we will do all we can to enrich and preserve our heritage and our national ethos.

The United Nations, at the behest of the Indian government, has declared the year 2023 as the International Year of Millets. The ‘International Year of Millets’ stands to provide a unique opportunity to increase global production, ensure efficient processing and consumption, promote better utilization of crop rotations and encourage networking throughout food systems to promote millet, a nutrition dense food, as a key component of the food basket.
The Government of India aims to make it a people’s movement so that Indian millets, recipes, and value-added products are accepted globally. In pursuance of the same, the State Government will provide full support towards this noble initiative and will strive to revive the forgotten glory of millets.

In Sikkim, democracy has taken deep roots and we have ensured that people are fully aware of their democratic rights. We have equally shouldered our responsibility and have taken an active part in the process of nation-building. Being a border state, we have contributed in every possible manner towards the national security and prosperity of our great nation. The State Government has been working ceaselessly towards the upliftment of our people and thereby contributing to peace and progress. Sikkim, today, is an asset to the Country with numerous awards and recognitions to its name. Ever since our small State joined the national mainstream, the progress in democratic and plan development has generated ample social and economic security for the masses. The journey for Sikkim has been rewarding and every developmental effort satisfactory. Over the years, Sikkim has left an indelible mark and has taken progressive steps in the process of nation building.

The State Government in the last 3 years has placed great emphasis on the health and well-being of our people through the development of the healthcare sector in the State. Commendable efforts have also been made towards fostering a healthy society through the provision of quality health care, and services for all its citizens up to the remotest areas of our State. We have, in a very short span of time, established new super specialities at STNM Hospital, Sochakgang; established haemodialysis centres at STNM Hospital, Sochakgang and at the District Hospitals of Namchi and Gyalshing; established the first Viral Research and Diagnostic Laboratory at STNM Hospital, Sochakgang; established the first Tertiary Cancer Care Centre at STNM Hospital, Sochakgang; set up Oxygen Generation Plants at STNM Hospital and District Hospitals; introduced Mobile Village Health Clinic; introduced Mukhya Mantri Swasthya Suvidha Yojana; made State Drug Testing Laboratory (AYUSH) functional; implemented Ayushman Bharat- Pradhan Mantri Jan Arogya Yojana. Moreover, we have made phenomenal progress in primary care through 126 PHSCs, 22 PHCs and 2 UPHCs being upgraded to Health and Wellness Centres. In secondary care, we have extended the services of Super Specialists to the District Hospitals through monthly visits. In tertiary care, Specialized Super Speciality – Neuro Surgery and Cardio Thoracic surgery have been established in Multispeciality STNM Hospital.

One of the most remarkable achievements of the State government has been in the field of Covid -19 vaccination with 104.44% coverage including floating population for the first dose and 98.47 % for the second dose. The Government will continue to remain firm in its resolve to make Sikkim the Health Care Hub of the Nation.

Sikkim has excelled in most of the health indicators in comparison to the nation’s average. One area of major concern for us now is the declining fertility rate amongst our local populace. As per the National Family Health Survey 5 (2019-2021), the Total Fertility Rate of Sikkim is 1.1 as compared to 2.0 for the country. The State government has taken serious note of this issue and has taken it up on priority. As an immediate step, the State Government has increased the Maternity Leave entitlement for all working women employees (regular and temporary including Probationary Teachers) from six months to 1 year. Paternity Leave has also been increased for all male Government employees from 15 days to 30 days from the date confinement of his wife. For unemployed women, cash incentives will be provided. Moreover, under the 'VATSALYA' Scheme, an amount of Rs. 3 lakhs of financial assistance is provided to those undergoing In-vitro Fertilization (IVF) treatment.

The scheme will cover both Government employees and non-employees of Sikkim. Under the Sikkim Aama Yojana, the State Government will disburse a sum of Rs. 20,000/- to all non-working mothers of the State as a support for medical, educational, renovation of houses, and establishment of any source of income. The State government has also recently introduced Mobile Village Clinics. Currently, there are 8 such clinics, each manned by a Medical Doctor, Nurse, Pharmacist, Lab Technician and Driver. Basic health services such as examination of patients including Communicable Diseases and Non Communicable Diseases, basic diagnostics, dispensing of free medicines and referral to PHC or District Hospitals are being provided by these Mobile Village Clinics. These Clinics give special focus on Maternal and Child Health, including antenatal care, immunization, nutrition, breastfeeding etc.

For further augmentation of the fertility rate, the State government also proposes (1) To grant one increment for second child and two increments for the third child of the employee. For the general public other than employees, cash incentives will be provided. (2) To provide caregivers for a period of one year once the mother joins duty after having availed the Maternity Leave.

The State Government further aims to raise awareness on breastfeeding of children for 6 months and the importance of feeding colostrum to newborn babies that is produced in the mother’s milk within an hour of delivery. We also propose to undertake numerous activities aimed at reduction of anemia among mothers and children, promoting Eat Right Campaign to inculcate healthy eating habits, and enhanced community participation in behavioural change.

In the agriculture, horticulture and livestock sectors, the State Government, with the object of encouraging farmers and increasing participation, has formulated plans and implemented many pro-organic schemes. Apart from providing incentives to 13 agriculture and horticulture commodities like Cardamom, Ginger, Turmeric, Buckwheat, Orange, Cabbage, Cauliflower, Green Peas, Carrot, Cherry Pepper, Radish, Kiwi and Varieties of Pulses, the State Government is providing Production Incentives of Rs 8 per litre on the price of milk for milk-producing farmers. The State Government has also implemented India’s first Pig Production Incentive Scheme (PPIS) and is providing a 60 per cent subsidy for fish farmers. We have initiated the Mega Seed Project (MSP) under ICAR-National Research Centre (NRC) -Rani, Guwahati at Assam Lingzay, Pakyong, where 75% Hampshire stock are bred to produce 600 numbers of piglets annually. The State Government has enacted the ‘Sikkim Pig Breeding Policy’ enabling the state to import exotic pigs and pig germplasm for up-gradation and cross-breeding programme limited to only four exotic breeds viz. Yorkshire, Hampshire, Large Black and Duroc. The Artificial Insemination (AI) technology in pigs has also been introduced in Sikkim for the first time by the present Government.

The State Government has made significant improvement in the delivery of services to the farmer's door step which has been achieved by way of strengthening manpower through a massive induction of Veterinary Officers on an Adhoc basis and a 200 % increase in manpower strength through regular cadre review. In the veterinary health sector, preventive measures and surveillance programmes have enabled in prevention and efficacious management of major outbreaks of diseases in the state. Significant milestones by way of animal birth control in canines have been achieved and today the state is being sought after as a model for carrying out rabies eradication programme. Since the formation of the present Government, priority has been given to the creation of required infrastructure for necessary Veterinary Services in the state in conformity with the development in the animal resources sector, such as, strengthening of State Veterinary Polyclinic and other hospitals and dispensaries.

The State Government has taken decisive steps to improve the educational system and to provide quality education in the State and strives to achieve the aims and objectives of NEP 2020 in letter and spirit. The Government has provided Smart Android TVs to the students studying in standards VIII, IX, X, and XI in State Government-run schools thereby enabling them to access audio and video content prepared by multiple sources including the Education Department of the State. Under the initiative of the present Government, Sikkim Manipal University is providing 50 free seats for Sikkimese students pursuing M.B.B.S. and an additional 30 seats fully paid seats to the Sikkimese students.

Furthermore, to address the issue of dropouts on account of menstrual problems amongst girl students, the Government has launched BAHINI scheme under which sanitary napkin vending machines will be provided at government schools. These can be availed by the needy and eligible students. Through this initiative, we aim to spread the message of menstrual cycle being a natural process and imbibe sanitary hygiene among our adolescent girls and break the stigma that surrounds it. Under the Chief Minister’s Meritorious Scheme, scholarship is given to students to help them pursue higher education in top schools in the country. Amongst the many upgradations in the infrastructure of schools and colleges, a notable initiative of the State Government is the establishment of the Netaji Subhash Chandra Bose University of Excellence which is being undertaken on priority.

Under the Sikkim Garib Aawas Yojana (SGAY), the State government has completed building 3050 housing units. Each unit costs Rs. 17.52 Lakhs and has been provided with furniture. Provision has also been kept to enable the beneficiary to add more floors to the house.

The construction of 502 houses in 7 Municipal Areas namely, Gangtok Municipal Corporation, Nagar Panchayats of Nayabazar Jorethang, Gyalshing, Mangan, Rangpo, Singtam, and Namchi Municipal Council is also being undertaken under the Sikkim Urban Garib Awas Yojana (SUGAY) at a cost of Rs.19.37 Lakhs per house.

As rightly said by Dr. B R Ambedkar, “I measure the progress of a community by the degree of progress women have achieved”, Sikkim accords the highest respect and reverence towards women. To protect and ensure their safety, Sikkim has set up a One Stop Centre and 181 Women Helpline which provides service to women affected by violence in private and public spaces. In addition, assistance to girls below 18 years of age is also being provided in consultation with District Child Protection Units. A 33% job reservation has been provided to women in Government Service and reservation not less than 50% in Panchayat Elections. Further, reservations have been made for women in Tender Bids for Government works. Sikkimese women are marching shoulder to shoulder with their male counterparts in various spheres.

Under the initiative of the present government, Sikkim has taken the historic decision to eliminate the interference of politics in the development of rural areas. The Party-based Panchayat Election has been abolished by amending Section 129 of Sikkim Panchayat Act, 1993. With this, the Government aims to achieve its vision of development in rural areas devoid of any discrimination based on political affiliation.

The present government has also created 2 new districts; Soreng and Pakyong Districts and consequently 2 more sub- divisions with the aim of providing transparent and smooth governance to the people. With this initiative the citizens, now have access to vital government services at reasonable distances.

The State Government has also given top priority to the power sector for providing 24x7 reliable power to both urban and rural areas. Owing to the investor-friendly policies of the State Government, the installed hydropower capacity has increased considerably within a short span of time, and we are a now a power surplus state and exporter of hydro energy. As of March 2022, the total installed capacity of hydropower in the State is 2318.20 MW, much more than the requirement of the state.

Although the present Government has achieved major milestones in many sectors, there are more landmark projects and policies that the State Government aspires to implement. As the New Year dawns, let us aim to tread the secular and democratic path and overcome any adversity we face in our journey towards growth and prosperity. It is only with collective effort that the dreams and aspirations of the people and the Government can be fully achieved.
I, therefore, urge the people of Sikkim to come forward and work in unison for a better tomorrow.

Today, as we celebrate the 13th anniversary of Rholu Diwas, I extend my best wishes to all my "Krantikari" family and remember those we lost in our journey. On this fateful day, we sowed the seed of systemic change from the holy land of Rholu and pledged to work for the welfare of Sikkim and the Sikkimese people. I salute and thank the people who supported us in our time of need and stood by us, working tirelessly for the change we all dreamt of.

The dedication displayed by our party members and functionaries led us to victory in the 2019 general election and, I express my gratitude to the Sikkimese people for their belief in us and assure them of our dedication to developing Sikkim in every aspect and extending every possible help for the progress of our people. There will be no compromise in our commitment, promises and urge our party functionaries at all levels to continue with their efforts. Many of our companions suffered and sacrificed a lot in the last few years, but their actions further strengthened our determination and enabled us to build a strong foundation.

Once again, I extend my best wishes on this significant day and encourage all to persevere to fulfill the aspirations of our people and for the welfare of our state. Though we have achieved our goal of change in governance, it should not stop here. Let us all work together in making Sikkim an exemplary state in every aspect.
