Over the last two months, the farmers’ unions had worked strenuously to ensure that their protest against the Centre’s new farm laws remained free of any law-and-order incidents. That their counter to critics who called them names — from Naxals to Khalistanis — was peaceful protests. However, the violence in the national capital on Republic Day, a crowd breaking away to storm Red Fort, has given the Government an opportunity to press its case that the agitation involves not just farmers but hardline elements as well.

It is expected to underline this in what is expected to be a fractious Budget session of Parliament. That its offer of keeping the new laws on hold was rejected by the unions and this was followed by Tuesday’s violence. The Government will also use the fact that farm unions and even the Congress government in Punjab have distanced themselves from and condemned Tuesday’s incidents, especially at Red Fort.

“Our strategy going forward will definitely change,” said a source in the Government. “You cannot enter Red Fort by force, plant a flag there and then say let’s talk about the laws.”

The issue unfolded after Chief Minister Shivraj Singh Chouhan, while inaugurating "Samman" -- a fortnight-long public awareness drive about crimes against women -- called for a national debate on raising the minimum age of marriage.

Women are currently allowed to get married at 18, three years earlier than the 21-year minimum age limit for men. The Chief Minister had contended that the minimum age for women should also be made 21 years.

Arguing that women are able to reproduce at the age of 15 years, Mr Verma said, "This is not my finding. As per doctors' report, girls are suitable for child bearing at 15 years of age. Owing to it only, a girl is considered mature enough for marriage at minimum 18 years of age," Mr Verma had said.

Talks between the government and farmers’ groups agitating against the new agri laws broke down on Wednesday with the unions rejecting the Centre’s offer to amend the legislations. They pledged to escalate the stir by organising a ‘Delhi chalo’ and an all-India protest on December 14, a boycott of BJP legislators and a blockade of the Delhi-Jaipur highway any time by December 12 during which no toll booth would be allowed to levy any charge.Digging in their heels, the leaders said they would settle for nothing less than scrapping all three recently passed farm laws that seek to increase the role of private trade in agriculture, encourage contract farming and set a higher bar for imposing stock limits.

As many as 15 parties opposed to the BJP, many running state governments, extended support Sunday to the December 8 Bharat Bandh call given by protesting farmer groups. This coalition is being seen as a renewed attempt by the beleaguered political opposition to push the NDA to concede on the three farm laws it had passed in September ignoring calls for more discussion and scrutiny.
