A gunman killed 19 children at Robb Elementary School in Uvalde, Texas, Tuesday in the deadliest shooting at a U.S. grade school since the 2012 attack at Sandy Hook Elementary School in Newtown, Connecticut.

Federal law enforcement officials told the Associated Press that the death toll was expected to rise. They spoke on condition of anonymity because they were not authorized to release investigative details.

Members of the Uvalde community gathered to react, grieve, comfort one another and pray after the shooting Tuesday.

👉India's Defense Chief Bipin Rawat, his wife and 11 other people were killed after a military helicopter they were traveling in crashed in southern India on Wednesday, the Indian Air Force said.

Rawat, 63, was appointed as India's first Chief of Defense Staff (CDS) by Prime Minister Narendra Modi's government in late 2019.

The accident took place around noon near the town of Coonoor, and the dead include four crew members of the Mi-17V5 helicopter, the Air Force said in a tweet.

Rawat was traveling from an Indian Air Force base in Sulur to the Defense Services Staff College in Wellington in the Indian state of Tamil Nadu to deliver a lecture. Hill station Coonoor is along the flight path.

The Air Force said that Rawat, who had previously served as India's Chief of Army Staff, was traveling in an Mi-17V5 helicopter. India has dozens of the Russian military chopper that are widely used by the military as well as top government ministers visiting defence locations.

👉 COP26, running from October 31 to November 12 in Glasgow will be the biggest climate conference since the 2015 Paris summit and is seen as crucial in setting worldwide emission targets to slow global warming, as well as firming up other key commitments.

At the opening ceremony Monday of the critical climate-change talks, Johnson warned fellow leaders from nearly 200 countries that humanity has “long since run down the clock on climate change” and he cautioned that if we don't get serious today, “it will be too late for our children to do so tomorrow.”

Under the Paris Agreement on climate change made at COP21, nations agreed on the need to limit warming to two degrees and ideally 1.5 above pre-industrial levels. It left them to develop their own action plans and to review them every five years.

Eighty-six countries along with the European Union’s 27 member states have submitted new action plans.

👉Biden on Monday delivered remarks on the debt ceiling at the White House where he assailed opposition Republican lawmakers for obstructing Democrats from increasing the country's borrowing authority to avert a potentially catastrophic default on October 18, when the U.S. government expects to run out of cash to pay its bills.

Biden said he could not guarantee the United States would not default for the first time, contending it is up to Senate Republican leader Mitch McConnell to allow Senate Democrats on their own to increase the debt limit past its current $28.4 trillion level without the threat of a Republican filibuster to block quick action.

McConnell sent a letter Monday to the White House reiterating that Republicans would not help Democrats to resolve the debt ceiling impasse.

Senate Democratic Majority Leader Chuck Schumer says Democrats, with 50 seats in the 100-member Senate and the tie-breaking vote of Vice President Kamala Harris, are willing to lift the debt ceiling on their own without Republican support on a simple majority vote.

👉UK Prime Minister Boris Johnson on Sunday promised that this year's Christmas would be "considerably better" than the holidays in 2020, even as the country continues to face a shortage of fuel and goods.

Speaking to reporters during a visit to the HideOut Youth Zone centre in Manchester, Johnson said the UK had robust supply chains and was a world leader in logistics.

"We are going to see a period in which the global economy, particularly the UK economy, because of the speed of our recovery, is sucking in demand very fast," he said.

But he did not rule out the possibility of further supply disruptions in the weeks leading up to Christmas.

"Where there are issues that we can help with, we'll do everything we can to help," he said.

Opposition parties have urged Johnson to recall parliament next week to address the wider situation of labor shortages and disruptions to supply chains.

👉 Tropical Cyclone Shaheen bore down on Oman on Sunday, killing at least three people, and authorities urged residents to evacuate coastal areas and delayed flights to and from the capital, Muscat.

A child who had been swept away by water was found dead, the state news agency said, and another person was missing. Two Asian workers were killed when a hill collapsed on their housing area in an industrial zone as a result of the cyclone, the state news agency reported.

The eye of the storm was about 60 km (40 miles) from Muscat and it was carrying top winds of 120 kph (75 mph) or more, a joint statement by the country's hazard, weather and civil aviation agencies said.

The storm's center was expected to hit land during the late afternoon and evening, bringing very high winds and heavy rainfall, but the outer bands of the system were already being felt.

The national emergency committee said the power supply would be cut in al-Qurm, east of the capital, to avoid accidents. More than 2,700 people were put up in emergency shelters.

Most of the oil-exporting country's five million people live in and around Muscat. Roads in the capital would be open only to vehicles on emergency and humanitarian journeys until the storm dies down, authorities said.

In the United Arab Emirates, authorities said precautionary measures were being taken. Police officials were moving to ensure safety by conducting security patrols near beaches and valleys where torrential rains were expected. (Reuters)

👉 India began the Phase II trial of the country's homegrown COVID-19 vaccine on 7-11-year-old kids, as the country prepares to protect children from the coronavirus.

Bharati Vidyapeeth Hospital in western Pune city enrolled nine children for the trial of the COVOVAX vaccine after the country's drug regulator allowed vaccine maker Serum Institute to enroll kids for the trial.

So far, only drugmaker Zydus Cadila's DNA COVID-19 vaccine has received emergency use approval in India to be used in adults and children aged 12 years and above.

Meanwhile, India Health Secretary Rajesh Bhushan told reporters on Thursday said the Zydus COVID-19 vaccine will be introduced very shortly.

👉 Putin hosted Erdogan for talks in the Black Sea resort of Sochi on Wednesday.

It was the first in-person meeting for Putin in over two weeks. On September 14, the Russian president went into self-isolation after a staff member he worked in close contact with contracted coronavirus. Kremlin spokesman Dmitry Peskov confirmed to reporters that the two-week self-isolation ended for Putin on Wednesday.

As the two leaders sat down for talks, Putin pointed out that relations between the two countries “develop positively.”

“Negotiations are sometimes difficult, but with a positive final result. Our (government) bodies have learned to find compromises that are beneficial to both sides," Putin said.

Erdogan echoed that sentiment and said he believed "there is great benefit in continuing our Turkish-Russian relations by strengthening them every day.”

The two leaders are largely expected to concentrate on the situation in Syria during their meeting in Sochi.

Russia is the main ally of the Syrian government while Turkey supports groups that have fought to unseat Syrian President Bashar Assad. However, Russian and Turkish troops have cooperated in Idlib, the final holdout of rebel forces, and in seeking a political solution in the war-torn country.

Erdogan told Putin on Wednesday that “the steps we take together in relation to Syria are of great importance."

“Peace (in Syria) depends on the relations between Turkey and Russia,” the Turkish leader noted.

The talks between the two presidents come amid an increase in airstrikes on Turkey-backed opposition fighters’ positions in northern Syria and especially in the province of Idlib. (AP)

👉 The suspension was triggered by a legal challenge submitted by a former Cabinet minister, who is a defendant in the case. A court must now make a ruling on whether he is removed or can continue the investigation.

Several lawmakers and former officials charged in the case by Tarek Bitar have filed lawsuits against him, asking that he step down on grounds of violating the law or showing bias.

More than a year after the blast that devastated the city and killed more than 200 people, there are no answers to what caused highly explosive materials stored in the port for years to ignite on Aug. 4, 2020.

Rights groups and local media investigation revealed that most of Lebanon’s senior leadership and security agencies knew of the nearly 3,000 tons of ammonium nitrate and did little to protect residents of Beirut against it. But over the past year, senior politicians have closed ranks in their efforts to block the probe.

On Wednesday, the French government said it regrets the suspension of the probe.

“Lebanese justice must work transparently, sheltered from all political interference," French Foreign Ministry spokesperson Anne-Claire Legendre told reporters. "It is up to the Lebanese authorities to allow the probe to continue with all the necessary financial and human resources so it can shed light on what happened on Aug. 4 and meet the legitimate expectations of the Lebanese people.” (AP)

👉 Bangladesh has reopened schools and other educational institutions after 543 days of closure as its virus situation eases and more people are vaccinated.

Schools were closed on March 17, 2020, after the virus arrived in the nation of over 160 million people. Authorities decided to reopen after almost 97% of the country’s teachers and staff have been vaccinated, the government says.

Wearing masks, students arrived Sunday morning at schools that were decorated with balloons and ribbons. Many schools in the capital, Dhaka, and elsewhere gifted candies and chocolates to children.

Education Minister Dipu Moni on Sunday warned against any lax enforcement of safety measures. Initially, every class will attend once a week, authorities say.

Daily counts of deaths and positive cases have eased in recent weeks. Over last week, on average 55 people have died while daily deaths were around 250 in late July. Bangladesh has recorded 26,880 deaths and more than 1.5 million cases. The government says most Bangladeshi adults will be vaccinated by the end of this year.

👉 Spain’s northeast town of Alcanar on Thursday assessed the damage to homes and businesses caused by flooding produced by intense rain that fell over large areas of the country.

Residents said that they were fortunate that no lives were lost when over 250 liters per square meter (45 gallons per square yard) were dumped on the town between 12 a.m. and 6 p.m. on Wednesday.

“We had to get upstairs to our apartment and then leave it all in God’s hands,” said Rosa María Sancho, the 67-year-old owner of a restaurant on the Alcanar boardwalk.

The flash flooding quickly turned streets into swift rivers that swept away all in their path. Several cars were carried away and around a dozen ended up tossed into the surf of the Mediterranean Sea. Homes and businesses were filled with mud, water and debris.

Sancho’s daughter Carla Bayerri said that they watched helplessly as “part of the terrace went into the sea.”

Other parts of Spain’s central and northern areas, including Madrid, also saw flooding on Wednesday. (AP)

👉 Officials in the U.S. states of New York, New Jersey and Pennsylvania on Thursday said at least 40 people had died as a result of flash flooding caused by torrential rainfall driven by remnants of Hurricane Ida.

Officials in New York City said as many as 15 people had died while trapped by floodwaters in basement apartments or caught in their cars.

The storm system that came ashore Sunday in Louisiana as a Category 4 hurricane dumped so much rain in the Northeastern U.S. that on Wednesday the National Weather Service issued its first flash flood emergency for New York City and the neighboring city of Newark, New Jersey. At least 23 people died in New Jersey, and at least five perished in Pennsylvania.

Many streets were quickly turned into rivers, submerging cars and even commuter buses. Most of the New York City’s subway system was shut down by the flooding.

New York Governor Kathy Hochul spoke with reporters after touring the city and noted the record-setting eight centimeters of rain that fell in one hour in New York’s Central Park, breaking a record set just one week earlier.

Speaking at the White House, U.S. President Joe Biden pledged emergency assistance to governors of New Jersey and New York as well as other states in the region and sent his condolences to the families of those who lost their lives.

👉 The Taliban are continuing to consolidate power in Afghanistan amid reports of violence against protesters in the eastern part of the country, a day after the Islamist group announced the “war is over” and there would be no retribution.

Witnesses say Taliban insurgents fired into the air and beat people with batons in the city of Jalalabad, where a group of demonstrators tried to take down a Taliban flag and replace it with the Afghan national flag Wednesday. At least three people were killed and many other injured. The Taliban did not comment on the matter.

The Taliban on Tuesday vowed to respect women's rights “within Islamic law” and form an “inclusive Islamic” government.

Britain and the United States say they will work with other nations to develop a coordinated strategy for Afghanistan, and that when it comes to the Taliban’s pledges for how it will operate, the group’s actions are ultimately what matter.

"We will judge this regime based on the choices it makes, and by its actions rather than by its words, on its attitude to terrorism, to crime and narcotics, as well as humanitarian access, and the rights of girls to receive an education," British Prime Minister Boris Johnson told members of parliament Wednesday.

Johnson spoke by phone with U.S. President Joe Biden on Tuesday. A White House statement said the leaders “discussed the need for continued close coordination among allies and democratic partners on Afghanistan policy going forward, including ways the global community can provide further humanitarian assistance and support for refugees and other vulnerable Afghans.” They agreed to hold a meeting of G-7 leaders next week to discuss the situation.

Taliban insurgents began entering Kabul on Sunday after taking control of all of Afghanistan's major cities except for the capital.

Below is a timeline of major milestones in the Taliban’s advances, that began with President Joe Biden’s April 14 announcement that US troops would be withdrawn from Afghanistan by September 11, bringing America's longest war to an end.

The Taliban began their offensive about three months ago, capturing Nerkh district just outside Kabul, on May 11, and ending on August 15 with the capture of Jalalabad, effectively surrounding Kabul. Afghan President Ashraf Ghani fled the country later that day.

👉 Ghani, along with his vice president and other senior officials, flew out of Afghanistan on Sunday, setting the stage for Taliban insurgents to regain power in the country 20 years after a U.S.-led military invasion ousted them.

Ghani issued a statement on Facebook later Sunday, saying he left the country to prevent bloodshed. He landed in Tajikistan then left soon after for an unknown destination, RFE/RL reported.

The Taliban swept through most of the country in a little more than a week and reached the gates of the capital, Kabul, on Saturday. The insurgents initially stayed out of the city, maintaining they wanted a "peaceful transition of power” to spare Kabul of any violence.

Sunday morning, a Taliban delegation engaged prominent Afghan jihadi leaders, politicians and elders in negotiations that culminated in Ghani stepping down from office, sources directly aware of the developments told VOA.

Under a deal reportedly reached, a delegation of Afghan leaders would travel to Qatar, where “the transfer of power to the Taliban” will formally take place, sources told VOA.

The speed of the Taliban offensive has shocked both locals and the international community. While violence in the country has been high since 2020, after the Taliban signed a deal with the United States, the latest campaign against Afghan cities has been unexpectedly fast.

The U.S. is sending 1,000 troops, in addition to the 3,000 troops that were ordered last week, to help evacuate U.S. Embassy staff. Helicopters are reported ferrying staff to the Kabul airport.

👉Turkey's President Tayyip Erdogan declared flooded regions of the country's Black Sea region as 'disaster areas' Friday after the death toll rose to 27 in the second natural disaster to strike the country this month.

Erdogan spoke to residents in Kastamonu, one of the areas badly hit.

The floods, among the worst Turkey has experienced, brought chaos to northern provinces just as authorities were declaring wildfires that raged through southern coastal regions for two weeks had been brought under control.

Torrents of water tossed dozens of cars and heaps of debris along streets, with bridges destroyed, roads closed, and electricity cut to hundreds of villages.

Twenty-five people died as a result of floods in Kastamonu, and another two people died in Sinop, the country's Disaster and Emergency Management Directorate (AFAD) said.

More than 1,700 people were evacuated from flood-affected areas, some with the help of helicopters and boats.
