PNG Opposition Calls for Prime Minister's Resignation Amid Allegations of Financial Scandal: The Papua New Guinea (PNG) Opposition, led by Alternative Prime Minister Allan Bird and Opposition Leader Douglas Tomuriesa, has demanded the immediate resignation of Prime Minister James Marape. The call for resignation is rooted in the alleged involvement of Marape in the K 162 million Paul Paraka case.

During a press conference held earlier today, Tomuriesa emphasized the need for a thorough investigation into the allegations and urged accountability for those implicated in the scandal. The Opposition leaders expressed concern over what they perceive as Prime Minister Marape's evasion of questions in Parliament, suggesting a possible cover-up.

Marape, addressing the allegations on the parliamentary floor, maintained that the case is sub judice, currently before the courts, and therefore should not be publicly discussed elsewhere. However, former Justice Minister and Sinasina-Yongamulg MP Kerenga Kua contradicted Marape's stance, criticizing the Prime Minister for his alleged involvement in the case and expressing discontent over the delay in Marape's arrest despite evidence of his purported directive for the illegal payment.

The Opposition argued for equal accountability for leaders and ordinary citizens, urging the Police Commissioner to conduct a professional and unbiased investigation into the matter. Kua raised questions about the inaction of the Police Commissioner, who has been in office for over four years, and questioned why no investigations have been initiated into Marape's alleged involvement during his tenure as the responsible minister.

Furthermore, Kua questioned the lack of a directive from the Internal Security Minister for an investigation into Marape's role in the Paraka saga. In a bold move, the PNG Opposition not only demanded the resignation of Prime Minister Marape but also called for the resignation of the Police Commissioner and the Internal Security Minister if they fail to promptly arrest Marape and initiate a comprehensive investigation.

This developing story has sent shockwaves through the political landscape of Papua New Guinea, raising concerns about the integrity of the leadership and the urgency for a transparent and impartial inquiry into the allegations surrounding Prime Minister James Marape.

Exciting Opportunities Abound for Papua New Guinean Maritime Graduates: In a wave of inspiration and achievement, recent graduates from Pacific Towing (PacTow) and Consort Express Lines (Consort) are setting sail into promising careers with maritime companies eager to address workforce shortages. The success of the Deck and Engine cadetship programs at PacTow and Consort is exemplified by the swift employment of many new 'Officers of the Watch,' with numerous graduates securing positions within just one month of completing their training.

The Coastal Shipowners Association affirms the pressing need for maritime professionals in Papua New Guinea, emphasizing the scarcity of both junior and senior officers. Neil Papenfus, General Manager of Pacific Towing, underscores the crucial role of cadetship programs in addressing this shortage, stating, "They produce new seafaring professionals not only for the companies that develop and run them but for PNG’s broader maritime sector."

Recently graduated Officer of the Watch (Deck) Eunice Tuwe undertook critical sea time training on Consort Express Lines’ vessels and is now employed by them.

Noteworthy success emerges from PacTow's 'Women in Maritime' program, which has seen its graduates securing positions with multiple maritime organizations, including Consort, Kute Shipping, Lutheran Shipping, P&O, TWL, and YWAM Medical Ships. Eunice Tuwe, an Officer of the Watch – Deck, is a shining example, having fulfilled her dream of working at sea with immediate employment at Consort, PNG's largest coastal shipping company.

Consort's cadetship program, launched in 2020, has also contributed significantly to strengthening PNG's maritime industry. Thirty-one Officers of the Watch have emerged from this initiative, with 12 finding employment within Consort and the rest exploring opportunities with various PNG shippers.

Young officers such as Tug Master Emmanuel Simoi who completed his cadetship with Pacific Towing are in high demand across PNG’s maritime sector.

As demand for maritime professionals rises, Antony Riley, General Manager of Consort Express Lines, acknowledges the compounding effect of the shortage in PNG. Riley explains, "Businesses, particularly those linked to major developments such as the Papua LNG project, need more vessels – especially for project cargo – and these vessels require more seafarers." Home-grown cadets and their training programs have never been more vital in meeting these growing demands.

In a collaborative effort to nurture maritime talent, Consort and PacTow have jointly offered 20 maritime cadetship scholarships for young Papua New Guineans in 2024. Other organizations, including P&O and PNG Ports Corporation, are also actively contributing to the development of maritime professionals through their cadetship programs. Additionally, the newly established joint venture, Gulf Maritime Services (GMS), involving Steamships, GFS, and the Gulf Provincial Government, has announced its commitment to offering cadetships, further amplifying the positive momentum within the maritime sector.

For those aspiring to embark on a maritime career or learn more about available opportunities, Steamships’ Logistics Division, PNG’s largest operator of transport and logistics, invites exploration of its cadetship programs and comprehensive logistics solutions at www.steamshipslogistics.com.pg. The maritime industry in Papua New Guinea is flourishing, and these cadetship programs are steering the course towards a brighter, more prosperous future.

China to build and fund New Level 4 Hospital at Taurama PNG Defence Force Barracks: The Government of the Peoples Republic of China, under the leadership of PNG Foreign Affairs Minister Justin Tkatchenko MP, has announced a significant commitment to construct a new Level 4 hospital at the Taurama PNG Defence Force Barracks. The barracks serve as the base for the 1st Battalion, Royal Pacific Island Regiment. This project, valued at K52 million, falls under China's Grant Aid program, encompassing K12 million worth of medical and health service support equipment.

A strategic meeting involving Defence Minister Hon. Billy Joseph MP and Chinese Ambassador H.E Zheng Fanhua aimed at clarifying project details and aligning with PNGDF and Health requirements. The objective is to establish a clear timeline for the successful implementation of the project, ensuring compliance with medical standards, building board standards, and other necessary approvals from relevant authorities.

The long-pending project has seen ongoing discussions, and this recent meeting underscores the mutual importance attached to it by the Chinese Government. While discussions regarding a potential upgrade to a Level 5 hospital are ongoing, the initial plan is to complete the Level 4 hospital, with a potential expansion in the second phase contingent upon funding availability.

The proposed hospital, according to current design and plans, will feature essential facilities such as an outpatient department, emergency treatment room, medical surgery and operation room, an observatory ward, and a medical office. While primarily serving officers of the 1RPIR and their families, the hospital will also extend health services to the surrounding communities on military terms.

Discussions further highlighted proposals to tailor medical services to Defence Force specifics, encompassing trauma and mental health support, additional operating theaters, occupational health for routine medical checks, ensuring the fitness for duty of men and women in uniform.

Pending formal approvals and consensus, construction is anticipated to commence as early as September this year, with the potential for completion by the country’s 50th Anniversary. This collaborative project between China, PNG Defence Force, and Health Department, facilitated by the Foreign Affairs Department, expresses gratitude to the Government of the Peoples Republic of China for a generous gift that will positively impact over 20,000 individuals, including Army officers and personnel, barracks residents, and surrounding communities.

Air Niugini Clarifies Misleading Claims by Pacific Guardian Amidst 50th Anniversary Celebrations: Port Moresby, Papua New Guinea - Air Niugini, Papua New Guinea's national airline, celebrated its 50th year of operation, proudly providing competent and reliable air transport services to the nation. However, recent online articles by Pacific Guardian have attempted to cast doubt on the airline's integrity, its management team, and its Board of Directors.

In response to the Pacific Guardian report published on February 17, 2024, titled "AIR NIUGINI CANCELS LEASE AGREEMENT AT COST OF REPUTATION OF FUTURE LEASES," Air Niugini issues the following clarifications:

* Lease Agreement: Air Niugini emphatically denies the claim of early termination of the SkyUp Airlines Boeing 737 lease agreement, stating that the lease is operating for the full agreed term without any premature cancellation.
* Objectives Achieved: The airline asserts satisfaction with the accomplishments of the leased aircraft, even though additional flights to other PNG centers would have been preferred.
* Negotiations: Air Niugini underscores that the Acting CEO and the team successfully negotiated the rate with SkyUp Airlines LLC of Kiev, Ukraine, including the terms and duration of the lease arrangement.
* Engine Charges: The claim of Air Niugini paying K30 million for 'extra two engines' is refuted, with the airline clarifying that the engines were provided free of charge by the lessor, as per the agreed-upon terms and conditions.
* Lease Blacklist: The notion of Air Niugini being on a 'lease blacklist' is dismissed, as the SkyUp Airlines lease was not terminated, and the airline emphasizes that no such list exists.
* Beneficial Lease Arrangement: Air Niugini acknowledges the benefits of the SkyUp Airlines lease arrangement, expressing that, while the hope was to extend domestic services, limitations and restrictions at local airports posed challenges.
* Expert Management: Air Niugini highlights the extensive experience of its management and board, including the Acting CEO and Chairman, in negotiating various arrangements. The team brings global expertise gained from prominent airlines, not solely in PNG.

The airline acknowledges the poor quality of the articles and attributes them to individuals lacking an in-depth understanding of the subject matter. However, Air Niugini asserts that such inadequacies do not justify the spread of falsehoods.

Furthermore, Air Niugini reaffirms its commitment to addressing past mismanagement challenges and poor decision-making. With the support of the board of directors and Kumul Consolidated Holdings, the shareholder, the management team plans to introduce new aircraft to PNG in 2025, coinciding with the nation's 50th anniversary of independence.

Expressing awareness of destabilization attempts by certain individuals, including former employees, Air Niugini warns against fabricated news and baseless accusations. The airline vows to rebut any falsehoods and take legal action against those responsible to the fullest extent of the law.

The management and board express gratitude to the SkyUp Airlines team as they prepare to return to Europe after an extended period away from home since December 2023.

Minister for Works Solan Mirisim Slams Former PM Peter O'Neill for False Allegations: The current Minister for Works and Highways, Honorable Solan Mirisim, has issued a scathing response to the recent claims made by the former Prime Minister, Peter O'Neill, regarding government spending and alleged corruption within the department.

Works Minister Mirisim slams Peter O'Neill for False Allegations regarding Works and Highway spending

In a statement released today, Minister Mirisim criticized O'Neill's actions as "childish and unbecoming of a former Prime Minister," particularly highlighting what he called a "manipulated classified list of payments" being circulated on social media.

The Minister clarified that the payment list referenced by O'Neill encompasses all payments made from 2019 to 2023 under various programs, not solely those related to the Connect PNG Program as alleged by O'Neill.

"The Connect PNG program began in 2021, and the funding Act 2021 to allocate 5.6% of the annual budget came into effect in the 2023 budget," Minister Mirisim stated, emphasizing that O'Neill's claims regarding the Connect PNG Program were factually inaccurate.

Addressing specific allegations made against him, Minister Mirisim denounced accusations of fraudulent medical evacuation expenses, stating that such claims were outrageous and baseless. He explained that both he and other Members of Parliament are covered by insurance policies to cover medical expenses, including life-saving evacuations.

Minister Mirisim further challenged O'Neill's assertion of improper payments to local contractors, arguing that such allegations insulted the integrity of local companies in the construction industry. He called on O'Neill to provide concrete evidence to support his claims, particularly regarding the alleged discrepancy in payments to a single contractor.

Expressing frustration with O'Neill's continual attacks, Minister Mirisim declared that his ministry would no longer engage in responding to what he termed "cunning ploys" orchestrated by the former Prime Minister. He urged O'Neill to direct any allegations to the appropriate authorities for investigation.

In conclusion, Minister Mirisim emphasized the commitment of the Works and Highways Department to transparent and accountable governance, asserting that their financial records adhere to all relevant regulations and standards.

"We are a performing Government Department like others," Minister Mirisim asserted, urging O'Neill to refrain from spreading baseless accusations and instead engage in constructive dialogue with the appropriate authorities.

Tomuriesa Demands Immediate Action Against Escalating Violence under Marape's Leadership: Leader of the Opposition, Douglas Tomuriesa, has strongly criticized Prime Minister James Marape's handling of law and order issues in Papua New Guinea, following disturbing images that surfaced on social media showing dead bodies piled up on the back of a police truck in Wapenamanda, Enga Province.

Opposition Leader,Tomuriesa criticizes Marape's apparent lack of seriousness in addressing tribal violence and the overall law and order situation in the country.

Expressing his shock and horror at the incident, Mr. Tomuriesa described it as one of the darkest instances of violence in the country's modern history. He condemned the level of violence, labeling it as shocking, deplorable, and absolutely disgusting.

"The writing has been on the wall since Prime Minister James Marape came into office in 2019," Tomuriesa stated. He highlighted Marape's unfulfilled promise to address tribal violence in the Hela region upon assuming office, noting that tribal violence has only escalated since then.

Tomuriesa criticized Marape's apparent lack of seriousness in addressing tribal violence and the overall law and order situation in the country. He argued that in any democratic nation, leaders would resign if faced with similar levels of violence, but Marape seems indifferent.

"Why does the Police Minister think this is normal? Why does the Police Commissioner think this is normal? And most importantly, why does the Prime Minister think this is normal?" questioned Tomuriesa.

He called for the immediate removal of Marape and other government officials if they continue to show incompetence in handling such critical matters, warning that their inaction could lead to further loss of life.

"This animalistic behavior should NOT be regarded as normal. Piling dead bodies on top of each other should NOT be regarded as normal. And seeing a Prime Minister not handle this situation seriously should NOT BE REGARDED AS NORMAL!" Tomuriesa emphasized.

The Opposition Leader's remarks come amid growing concerns over the deteriorating law and order situation in Papua New Guinea, particularly in the Highlands region, where tribal conflicts have claimed numerous lives in recent years.

Tomuriesa's condemnation of Marape's government reflects the escalating frustration among opposition figures and the public regarding the ongoing challenges facing Papua New Guinea, particularly concerning law enforcement and public safety. As calls for action intensify, the government faces mounting pressure to address these issues effectively and restore stability to the nation.

Former Prime Minister, Peter O'Neill Exposes Widespread Corruption in Connect PNG Program: Explosive revelations emerged today as Department of Finance papers, presented by an anonymous whistleblower, cast a shadow of suspicion over the Connect PNG program, labeling it as an outright scam.

Former PNG Prime Minister, Peter O'Neill, voiced grave concerns regarding the alleged malpractices within the Connect PNG initiative, stating, "The Connect PNG concept is admirable... However, the wastage, cronyism, and payments to relatives made under Connect PNG amount not to building highways, but highway robbery."

Former Prime Minister Peter O'Neill Exposes Alleged Corruption concerning Connect PNG Program through whistleblower's documents from the Department of Finance

The whistleblower's documentation, tabled in Parliament on February 14th, disclosed a shocking transaction history of Connect PNG, detailing over 1,400 separate payments totaling just under two billion Kina over two and a half years. Among the eyebrow-raising payments listed were:

Payments for Private Medical Expenses: Notable among the suspicious transactions was a payment of K220,700 to Pacific International Hospital for the private medical expenses of the Minister of Works for his medical evacuation.

Questionable Cash Transfers: A cash transfer of K170,000 was made to an individual for accommodation and living expenses while studying in the UK.

Media Payment Discrepancies: A payment of K152,800 was made to an MP-owned Sunday Bulletin, raising concerns about preferential treatment.

Dubious Beautification Expenses: Payments totaling K785,209.15 were made to a cleaning company for the "beautification" of Department of Works HQ gardens.

Questionable Legal Service Payments: Four payments totaling K938,222.18 were made to a single legal services company for long overdue invoices.

Furthermore, the documents alleged major scams within the Connect PNG program, including:

Scam Number 1: Awarding Contracts to Associates: Former staffers and relatives were purportedly involved in setting up road construction companies, subsequently awarded contracts under Connect PNG.

Scam Number 2: Shady Shareholder Changes: Local government institutions allegedly changed shareholders to create tax-free private businesses, with Connect PNG contracts awarded to these entities.

Scam Number 3: Diversion of Funds: Funds ostensibly allocated for road construction were diverted to companies owned by associates of the Prime Minister and Minister of Works.

Former Prime Minister, Peter O'Neill called for immediate action, urging a halt to all payments under Connect PNG until an audit is completed. Furthermore, he implored banking institutions and financial regulatory bodies to investigate transactions involving firms connected to the Prime Minister and Minister of Works.

In a strongly worded statement, former PM, Peter O'Neill demanded the immediate resignation of the Minister and the Prime Minister to allow for an impartial investigation into the alleged corruption within the Connect PNG program.

18/02/2024

Papua New Guinea to Co-Host Asia Pacific Leaders’ Summit on Malaria Elimination: Port Moresby, Papua New Guinea – Health Minister Dr. Lino Tom announced on Wednesday the Government of Papua New Guinea's collaborative effort with the Asia Pacific Leaders Malaria Alliance (APLMA) to co-host the Asia Pacific Leaders' Summit on Malaria Elimination. The summit is scheduled for June 6-7, 2024, in Port Moresby.

Dr. Tom emphasized the significance of the summit, stating, "Hosting the Leaders’ Summit will be a timely opportunity for countries in the Melanesian region to share their achievements, renew political will, and address challenges to achieving elimination by 2030."

Aligned with Papua New Guinea’s Vision 2050 and the National Health Plan 2021-2030 theme, 'Leaving no-one behind is everybody’s business,' this high-level forum aims to bring together Heads of State, Health Ministers from PNG, Solomon Islands, Vanuatu, Fiji, global partners, private sector representatives, and local leaders. The goal is to ensure leadership commitment, sustainable investment, and community empowerment towards malaria elimination.

Marking the first occurrence in Melanesia, the two-day Leaders' Summit will focus on high-level political commitments to malaria elimination on the first day, followed by partner meetings and technical discussions on the second day. The specific agenda and theme are currently being finalized by the National Department of Health (NDoH).

Dr. Sarthak Das, CEO of APLMA, commended PNG’s commitment, stating, “This high-level forum marks PNG’s commitment to saving lives by eliminating malaria as well as taking a leadership role in supporting local communities and forging regional health partnerships.”

Despite significant progress over the past two decades, the Asia Pacific region continues to report millions of malaria cases. In 2022, PNG reported 899,510 malaria cases, reflecting a 38% increase from the 651,963 cases reported in 2021.

With just seven years remaining to achieve the global goal of ending malaria, the Leaders’ Summit will be a pivotal milestone for leaders within PNG and the Asia Pacific region to unite and strategize towards a malaria-free future.

Dr. Tom concluded, “The National Department of Health is committed to providing full cooperation to ensure the success of this important gathering.”
