This guy from HELB on Citizen TV doesn't get where the problem with the University Funding Model is - at all.

Instead of blaming applicants for sending in incorrect info, why not adopt the Equity Wings to Fly model and send Enumerators to dispense the means testing tool on site?

You want to tell us there's no one inside the Higher Education Loans Board (HELB) who went to a Research Methodology class? Even a First Year BSc (Witchcraft) student will tell you that the quality of data presented in a self-administered questionnaire is nowhere near comparable to the same one from an interviewer-based questionnaire. By a country mile.

This is precisely why enumerators undergo a rigorous pre-survey training, even putting the tools through a harmonized pilot testing programme, before any evidence-based scientific primary data collection exercise kicks off.

Bwana you will not sit at Anniversary Towers and expect filled application forms from university students to fly into the comfort of your office from cyber cafes across the country, without having any means to verify the veracity of the information inside those application forms.

You guys are currently having difficulties explaining to dirt poor families why their kids have been put into categories that do not reflect their actual poverty status because you are processing garbage from cyber cafes and expect these students to keep quiet at it.

Bwana there is no harm in pushing forward the opening date for this First Year Class by another three months, as you work backwards to get this thing right from the very beginning.

I wanted to say I was part of the World Bank team that came up with the Means Testing Tool for the Inua Jamii social protection programme, but you will say I am not being humble.

a,e,i î,o,u,û ,,tamûka ,ta ûû..as is (a boy)e, as is an (an enemy) i,,as is (e' in English) î as is(a,in English) u,, i u not "yu" o is as (oooh) û is as (o) in English

In Kikuyu language they have no letter f, l p. q s. v. x, and z.
However, all the other 18 alphabets are combined with Kikuyu vowels to make syllables which make Kikuyu words. Example, the name Kenya is made up of 2 syllables syllable one (Ke) and syllable two (nya)

Kindly note: In Kenya, several Kikuyu's words are found in goverment policies like ' matatu' i.e commuter vehicles or ' wanjiku' which is used to reffer to mwananchi wa kawaida

Be alert: Conmen targeting people without Safaricom/Airtel 4 G Sim Cards in Kenya:

Conman and con women are conning Kenyans their hard earned money. They usually approach unsuspecting person pretending to be selling Sim Cards on offer.

They have Safaricom and Airtell jackets and branded vehicles. When you buy a sim card on offer telling you it is 4 G, they ask for your ID card so that they can register you. When you give them your card, they either copy or memorise your date of birth as they capture your ID number. They will then ask you for an alternative contact number, most preferably Safaricom. What follows then is that they will block your line and reopen with the new detailes you have given them. They will then withdraw all the money from your Mpesa or Airtel money and even get a loan from M-Swari. Be alert: Buy Sim cards from licensed Safaricom / Airtel shops but NOT in the streets.

On Wednesday 1st May 2019 some conmen approached Editor of The Finder Newspaper in Thika Town with the same language as highlighted above, they had branded vehicles with Safaricom posters. “We are even going to give you a free Safaricom tee shirt when we register you with a 4G line” Said one youthful plump girl .
