National Joint COVID-19 Simulation Exercise in Port Vila and Efate

The Ministry of Health-organised National Joint COVID-19 Simulation Exercise with relevant government agencies and health partners is taking place on Friday 8 October 2021 in Port Vila and Efate from 6am to 6pm.

This simulation exercise provides the opportunity to test and strengthen existing protocols on what key actions are to taken by different government agencies and authorities during an alert level change.
The Vanuatu Outbreak Alert System outlines alert level one (1, low), as being when there is a COVID-19 case detected in quarantine while alert level two (2, medium) is when there are a few cases in a specific location and alert level three (3, high) is where there is community transmission of COVID-19. The simulation will focus on alert levels 2 and 3.

The scenario that the simulation exercise will run is one where a positive COVID-19 case is detected in the quarantine facility and relocated safely to the Vila Central Hospital as per protocols. It was then identified that the person had close contact with a quarantine facility staff who later went home to Freswota.

The surveillance team at the Ministry of Health then had to carry out contact tracing of all those who have identified as being close contacts and ensure testing is carried out.

The Ministry of Health would like to advise the general public that the ‘live’ simulation activities will occur at Freswota area, Au Bon Marche market house, Teouma bridge and Mele bridge. People are advised not to panic if the team is carrying out the simulation close to their communities.

The simulation will help the Ministry of Health, relevant government agencies and partners to test the protocols in place, identify gaps, and areas that need to be strengthened to prepare for any future COVID-19 cases.

The outline of the simulation exercise is as follows;
6.00am Simulation starts with team leads’ briefing at National Disaster Manager Office (NDMO)
8:00am NDMO EOC briefing
9:00am Quarantine facility scenario
1030am Transfer to isolation at Vila Central Hospital (VCH)
11:30am Household identified at Freshwota
13:30pm Public Service Bus identified at Au Bon Marche (ABM) market house carpark
14: 30pm Contact tracing and es**rt participants from ABM to VCH
15:30pm Field visit to different simulation locations
16:30pm End of simulation exercise and debrief.

The exercise is a precursor to a 3-day simulation exercise planned for 20 to 22 October.

The Ministry of Health thanks the general public in advance for their support towards this important simulation exercise that will help to strengthen existing COVID-19 protocol
