Hurricane Beryl moving south of Dominican Republic.

Important Forecast Changes:

▪ Dangerous Hurricane Beryl tracking northwest over the Caribbean Sea for the
next several days.

▪ Beryl is forecast to enter the southwest part of the Gulf of Mexico as a tropical storm by Saturday morning.

KEY MESSAGES:

✓ Travelers to the Texas coast over the upcoming weekend could see higher than normal surf and increased rip current chances.

✓ There is a significant forecast uncertainty as Beryl enters the Bay of Campeche into the weekend. Be sure to check for updates as Beryl gets closer to the Yucatán Peninsula.

DPS Reminds Texans of Vehicle Safety Inspection Changes

AUSTIN – The Texas Department of Public Safety (DPS) reminds Texans of upcoming changes to the state’s Vehicle Safety Inspection Program that will eliminate most vehicle safety inspections. House Bill 3297, which was passed by the 88th Legislature and signed into law by Governor Greg Abbott in 2023, abolishes the Vehicle Safety Inspection Program for non-commercial vehicles.

Beginning January 1, 2025, non-commercial vehicles will no longer need a vehicle safety inspection prior to registration. However, all non-commercial vehicles in the state will be subject to a $7.50 inspection program replacement fee. This fee will be added to your total when you register your vehicle with the Texas Department of Motor Vehicles.

New vehicles (those of the current or preceding model year on the date of purchase) purchased in Texas that have not been previously registered in Texas or another state are required to pay an initial inspection program replacement fee of $16.75 to cover two years.

Vehicles Registered in Emissions Counties

While comprehensive vehicle safety inspections will be eliminated for all non-commercial vehicles, Texans whose vehicles are registered in emissions counties will still be required to have emissions tests.

Emissions tests are required in major metropolitan areas, including Brazoria, Fort Bend, Galveston, Harris and Montgomery counties; Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall and Tarrant counties; Travis and Williamson counties; and El Paso County. Bexar County will be added to the list of counties requiring emissions tests in 2026.

Commercial Vehicles

All commercial vehicles in all counties will still be required to obtain a passing vehicle safety inspection. Because they will be required to pay for that safety inspection, commercial vehicles will be exempt from the inspection program replacement fee.

All vehicles will still need to be registered; the registration process will continue to be managed by the Texas Department of Motor Vehicles.

Prevent wildfires this Fourth of July as hot and dry conditions persist

COLLEGE STATION, Texas—As Texans make plans to celebrate the Fourth of July, Texas A&M Forest Service encourages everyone to be careful with any outdoor activity that may cause a spark.

Approximately 90% of wildfires are caused by humans and their activities, and the Fourth of July is one of the top days for reported wildfires.

Texas A&M Forest Service and local fire officials advise the public to be aware of the very warm and dry conditions that may contribute to wildfire activity as the holiday approaches. While large, resistant wildfires are not expected, little to no rainfall has fallen across north and northeast Texas since early June. Hot and dry weather conditions reduce the moisture content in grass and woody vegetation, which increases the potential for wildfire ignitions.

“As we start to observe typical summer weather with conditions becoming hotter and drier, we anticipate wildfire activity to increase,” said Wes Moorehead, Texas A&M Forest Service Fire Chief. “State and local firefighters are prepared to respond quickly but we need Texans to be careful and prevent wildfire ignitions while conditions are hot and dry.”

The safest way to enjoy fireworks is to attend a public show hosted by professionals. If you plan to set off your own fireworks:

Always check for and comply with local government officials burn bans or other restrictions.
Read and follow all warnings and instruction labels on fireworks.
Use fireworks only under close adult supervision and in safe areas away from structures, dry grass and brush.
Keep a hose, bucket of water and wet towels nearby in case of a malfunction or fire.
Dispose of used fireworks in a bucket of water.
Never ignite fireworks in a container, especially a glass or metal container.

To help prevent wildfires during hot and dry conditions:

Avoid parking and idling in tall, dry grass. Catalytic converters can get hot enough to ignite the grass under a vehicle.
Ensure chains and other metal parts aren’t dragging from your vehicle—they throw sparks.
Avoid placing your grill near flammable vegetation or materials, never leave your grill unattended, and ensure coals are completely extinguished when you are done.

DPS Offers Summer Safety Tips

AUSTIN – As the heat continues across Texas, the Texas Department of Public Safety (DPS) urges everyone to take the necessary precautions to protect themselves and their loved ones from the dangers of extreme heat in order to have a safe, healthy summer.

“We are in the heart of summer now here in Texas and everyone needs to familiarize themselves with safety measures to prevent heat-related illnesses and deaths,” said DPS Director Steven McCraw. “Implementing simple principles can be the difference between life or death this summer for Texans.”

SUMMER HEAT FAST FACTS:

· Rapid Temperature Rise: On a 90-degree day, the temperature inside a vehicle can rise above 130 degrees in less than 30 minutes.
· Vulnerable Populations: Children and pets are particularly susceptible to heat-related illness, as their bodies heat up three to five times faster than the average adult.
· Heatstroke Symptoms: Warning signs for heatstroke include headache, fainting, lack of sweating, rapid pulse and confusion. In cases of heatstroke, immediate medical attention is crucial.
Notice Pavement Temperature: On an 85-degree day, asphalt surfaces can reach up to 140 degrees. When surfaces are just 125 degrees, children and pets can burn their feet within 60 seconds of contact.

SUMMER SAFETY TIPS:

· Stay Hydrated: Drinking plenty of water throughout the day—hydration is key prior to going outdoors.
· Avoid Excessive Amounts of Alcohol and Caffeine: Alcohol and caffeine are diuretics and can lead to dehydration. It’s best to avoid too much of either one, especially when spending time in the heat.
· Limit Outdoor Activities: Try to avoid strenuous outdoor activities during the hottest parts of the day – typically between 10 a.m. and 4 p.m.
· Never Leave Children or Pets Unattended: Even for a short period of time, leaving children or pets alone in a vehicle when it’s hot can be fatal. Always take them with you, no matter how short the errand.
· Act Quickly: If you see a child alone in a car, call 9-1-1 immediately. Quick intervention can save their life.

Summer is also the time when lots of Texans are hitting the road for summer vacation. Prior to heading out, you need to make sure your vehicle is in good condition, well stocked and you’re prepared.

VEHICLE SAFETY TIPS:

· Battery: Extreme heat can damage your vehicle's battery, making it harder to hold a charge and produce power.
· Engine: When the engine is too hot, fuel can't circulate well, making it difficult to start.
· Tires: Temperature changes can affect tire pressure, which can lead to uneven wear and shorten the life of a tire. The heat can also cause the air inside your tires to expand, leading to blowouts.
· Wiper Blades: After a cold winter and spring rain, windshield wiper blades may need to be replaced. Rubber is vulnerable to extreme heat – so it’s a good idea to check for signs of wear and tear. If they aren’t in top condition, change them out before you go.
· Air Conditioning: High summer temperatures can add extra stress to your vehicle's air conditioning system, changing your air filter and checking your refrigerant can help ensure the air conditioner makes it through the summer.
· Emergency Kit: Breakdowns happen, so it’s best to be prepared. Having an emergency kit in your car can help. The number one item is a cell phone battery charger to allow you to call for help. Other top items include flashlight, jumper cables, first aid kit, water and non-perishable food.

To get ahead of any problems, schedule a visit with a mechanic to make sure your vehicle is road trip ready. Find additional summer heat safety tips at Extreme Heat (texasready.gov). Remember, by following all these tips, we can do our part to ensure everyone enjoys a safe summer season.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Drink plenty of fluids, stay in an air-conditioned room, stay out of
the sun, and check up on relatives and neighbors.

Take extra precautions when outside. Wear lightweight and loose
fitting clothing. Try to limit strenuous activities to early morning
or evening. Take action when you see symptoms of heat exhaustion and
heat stroke.

To reduce risk during outdoor work, the Occupational Safety and
Health Administration recommends scheduling frequent rest breaks in
shaded or air conditioned environments. Anyone overcome by heat
should be moved to a cool and shaded location. Heat stroke is an

DPS Reminds Texans to Plan Now for Hurricane Season

AUSTIN – In support of hurricane preparedness efforts across the state, the Texas Department of Public Safety (DPS) reminds Texans to make an emergency plan as hurricane season gets underway. The 2024 Atlantic Hurricane Season runs June 1 through November 30.

“These storms can pose a serious threat to communities, and it’s crucial that Texans are prepared for whatever may come our way,” said DPS Director Steven McCraw. “The time to take action to keep your families, loved ones and property safe should a tropical storm or hurricane hit our state this year – is now.”

HURRICANE PREPAREDNESS SAFETY TIPS:

Assemble an emergency kit that includes items such as water, non-perishable food, medications, first aid, flashlights, batteries, battery-powered radio, personal hygiene items and important documents.

Ensure your kit is stored in an easily accessible location, like your vehicle.

Review hurricane evacuation maps and identify your local evacuation zones. Choose at least two routes in case you need to evacuate.

Keep your vehicle fueled and ready to go in case evacuation becomes necessary.

Consider any special needs for individuals with disabilities or the elderly, including appropriate transportation and support. Ensure they have access to needed medications, medical equipment and mobility aids.

Sign up for emergency alerts to receive real-time information and always follow evacuation orders from authorities.

Texans can visit the Texas Hurricane Center at https://gov.texas.gov/hurricane for more information on building an emergency kit, evacuation routes and other hurricane safety preparedness tips.

If you might need assistance during a disaster, register now with the State of Texas Emergency Assistance Registry (STEAR)—a free registry that provides local emergency personnel with additional information about needs in their communities. Sen. Cruz Leads Bicameral Amicus Urging Court to Hear Case on American Sovereignty and the Second Amendment

WASHINGTON, D.C. — U.S. Sen. Ted Cruz (R-Texas), member of the Senate Judiciary Committee and Ranking Member of the Subcommittee on the Constitution, filed an amicus brief urging the U.S. Supreme Court to grant certiorari in Estados Unidos Mexicanos v. Smith & Wesson Brands, Inc. Sens. Marsha Blackburn (R-Tenn.), Ted Budd (R-N.C.), John Cornyn (R-Texas), Kevin Cramer (R-N.D.), Steve Daines (R-Mont.), Lindsey Graham (R-S.C.), Mike Lee (R-Utah), Roger Marshall (R-Kan.), Rick Scott (R-Fla.), and Thom Tillis (R-N.C.) joined Sen. Cruz’s brief. Additionally, Rep. Darrell Issa (R-Calif.-48) led 13 House Members in joining Sen. Cruz’s brief.

Sen. Cruz stated, “Mexico is trying to impose its own interpretation of American law on American businesses, and in the process, erode American sovereignty and threaten the Second Amendment. As if facilitating the border crisis was not enough proof on its own, the current government in Mexico has shown a complete disregard for our laws, our Constitution, and our Second Amendment. The Supreme Court should defend our Constitution and American sovereignty by taking this appeal and unanimously reversing the First Circuit’s disastrous decision.”

Sen. Blackburn said, “The pervasive human, drug, and weapons trafficking organized by cartels is a direct result of Mexico’s failure to enforce law and order. Mexico’s case against Smith & Wesson is nothing but an attempt to pass off blame for their inability to control crime in their country. I urge the Supreme Court to reverse the First Circuit’s decision, which undermines America’s sovereignty and threatens the rights given to every American by the Second Amendment.”

Sen. Budd stated, “I am glad to join Senator Cruz in urging the Supreme Court to rule in favor of protecting American sovereignty and the Second Amendment. There are many clear reasons for the rampant crime we are seeing in Mexico and none of them have to do with the actions of lawful gun manufacturers in the United States. Instead of punishing law-abiding American businesses, the corruption in Mexico could be stopped by targeting the criminal cartels who are getting rich off illicit drug sales and human trafficking.”

Sen. Cornyn said, “By suing American firearm manufacturers, Mexico is skirting U.S. law and attempting to hijack our courts to subject American citizens and companies to Mexican law. This is a clear affront to our sovereignty and the Second Amendment, and I’m glad to join my colleagues to help ensure Mexico’s case does not move forward and this dangerous precedent is not set.”

Sen. Cramer stated, “The right to keep and bear arms is not merely a policy preference but a bedrock of American freedom, enshrined in our Constitution. The rights of our gun owners and manufacturers is not subject to the legal whims of foreign governments. This is a brazen attempt by the Mexican government to hold U.S. gun manufacturers liable for the violent atrocities committed by drug cartels. It is an outright assault on American sovereignty and fundamentally disrespects our judicial system. Instead of pointing fingers across the border, Mexico must confront the harsh realities of its internal security failures. Its 'hugs, not bullets' policy has disastrously failed, only emboldening these ruthless criminal cartels. I am glad to support Senator Cruz and Congressman Issa's bicameral amicus, affirming our commitment to American sovereignty and Second Amendment liberties.”

Sen. Mike Lee said, “It is vitally important that the Supreme Court stand up for the Second Amendment rights of Americans and affirm federal law protecting gun manufacturers from liability for crimes committed with lawfully manufactured fi****ms. No foreign country should be able to interfere with the US Constitution, and we should protect America’s sovereignty. I expect the Supreme Court will do so.”

Sen. Marshall said, “Mexico’s attempt to hijack our courts is a slap in the face to the rule of law and the U.S. Constitution. We should never cede our sovereignty to a foreign nation, and I am proud to work with Senator Cruz on this important issue.”

Sen. Tillis stated, “The Supreme Court must act to overturn the First Circuit’s decision and protect American sovereignty from this blatant political stunt from Mexico. Rather than solving the drug and crime problem plaguing their country, Mexico is blaming the United States for problems it should have solved a long time ago. The Second Amendment rights of law-abiding citizens should never come under attack from a foreign nation intent on blame-shifting and creating needless political turmoil.”

BACKGROUND:

When the case was heard by the United States Court of Appeals for the First Circuit, Sen. Cruz led an amicus brief defending American sovereignty and the Second Amendment joined by Sens. Rick Scott (R-Fla.), Ted Budd (R-N.C.), and Marsha Blackburn (R-Tenn.), as well as 35 members of the House of Representatives.

Sen. Cruz said, “This is a dark day for America. This entire trial has been a sham, and it is nothing more than political persecution. More than three decades after he picked up a guitar for the first time at age seven, Justin Trevino continues to live up to his name - not only his reputation for musical excellence, but also his first name, chosen by his father. Trevino's dad, Joaquin, was a hardcore country music fan. He named his son after his favorite songwriter and singer, Justin Tubb.

Perhaps his name alone sealed his fate that day in 1973 when he entered the world via Brownsville, Texas. But, Justin also had heaping helpings of both "nature" and "nurture" on his side. Besides being born with the capacity for singing and songwriting, Justin received plenty of nurturing from his parents. Even as a young boy, Justin was immersed in country music. His folks didn't believe in hiring babysitters, so when they went to the h***y tonks, they had Justin in tow.

It wasn't long, though, before the young Trevino did begin
to fully understand and appreciate country music on his own. By age 5 or 6, he'd already begun pestering his folks to buy him a guitar. When he was 7, they honored his request and arranged for him to take lessons. After three years of guitar lessons, he'd already become so proficient that he could learn and play new music "by ear." Singing began as a by-product. As Justin learned and played guitar chords, singing along was simply a way for him to give those chords a purpose. Although he is well respected today as a bass guitarist, most of Justin's followers are drawn to his singing - which he has developed without a single vocal lesson. ........
