It was clear and shady on a late-November afternoon in 2019, as a 65-year-old, 210-pound skier from Boise made his way down Lower River Run at Sun Valley Resort, skiing with “poor control” on the moderately crowded groomed run, according to court records.

He skied across the backs of another skier’s skis and yelled, then fell and crashed head-first into a tall, yellow-padded snowmaking tower gun in the middle of the run. What happened next would not only bring tragedy to the skier’s family—it would also upend decades of court precedent on ski area liability in Idaho and potentially threaten the viability of the ski industry across the state.

Hailey firm Opal Engineering applied in October—on behalf of an unnamed developer—to remove an existing cap on allowable building density in the area, which is part of the county’s Community Housing Overlay District. Building density would instead be limited by open space, design and reduced parking standards.

Blaine County’s Planning and Zoning Commission is considering changing county code to allow for higher density building development in a special zoning district located near St. Luke’s Wood River Medical

Sawtooth Avalanche Center forecaster Scott Savage attributed the avalanche cycle to “wet, warm, windy” storm conditions overwhelming weak layers of snow. Savage stated that layers of brittle frost interspersed with sugary snow formed during the month-long snow drought in January, and the layers “appeared to be [some] of the worst we've seen in recent years.”

The Sawtooth Avalanche Center logged more than 150 destructive avalanches in and around the Wood River Valley between Sunday, Feb. 2, and Friday, Feb. 7, with most slides documented Feb.
